Section 5.0
COACHES AND MANAGERS
1. All head coaches are recommended for appointment by the Dean of Coaches. Assistant coaches and managers are selected by the team’s Head Coach and then reviewed for approval by the Dean of Coaches.
2. Any member desiring to be a Head Coach. Assistant Coach, Manager or change from one division to another, must submit their application to the Dean of Coaches and show USA Hockey certification for the level of coaching required.
3. The Staff of the team will consist of no more than four (4) team officials. One (1) Head Coach, two (2) Assistant Coaches and one (1) Manager. The Head Coach may appoint additional assistant coaches for game situations and practices (subject to the Executive Board approval). No more than four (4) team officials are to be in the bench area at game time.
4. All Head Coaches are responsible for safekeeping and maintenance of all team jerseys and other W.Y.H.A. equipment. They shall be responsible for collecting all issued equipment at the end of the season.
5. All Head Coaches will be required to attend scheduled W.Y.H.A. coaches meetings or clinics. Failure to comply may result in an expulsion hearing.
6. Inappropriate/Abusive language shall be grounds for suspension.
7. Complaints from or about team officials shall be submitted in writing to the President of the Executive Board and the Dean of Coaches.
8. Each coach shall report any game misconduct penalties received by himself, assistant coaches or players on his team to the W.Y.H.A. Executive Board within 48 hours of the incident for review. These individuals may be called to appear at the next regular Executive Board meeting for further consideration relative to the ejection.
9. A Head Coach (in absence of the head coach, the Assistant Coach) may suspend any player from his team for one game, due to detrimental behavior on or off the ice The Disciplinary Committee will review suspension of a longer duration.
10. Any team official may be suspended for conduct on or off the ice by the following procedure:

- Complaints should be submitted in writing to the President of the Executive Board
- The W.Y.H.A. Disciplinary Committee will investigate complaints and, based on their findings, may take recommendation for suspension to the Executive Board. \
- The team official will be notified of the recommendation for suspension and a hearing date will be set between the official, the W.Y.H.A. Disciplinary Committee, and the Executive Board.
- After hearing from both parties, the Executive Board shall render a decision.
11. Failure to comply with the above rules will be grounds for suspension of any team official.
12. All team officials are subject to a background check as mandated by USA Hockey and will comply with such request.
Section 6.0
DISCIPLINARY COMMITTEE
ZERO TOLERANCE, as outlined by USA Hockey’s Annual Guide for players and coaches, will be upheld and enforced by the WICHITA YOUTH HOCKEY ASSOCIATION (W.Y.H.A.) and the REFEREE’S ASSOCIATION. All teams registered with W.Y.H.A. will be governed by these rules.
The W.Y.H.A. Executive Board will appoint a Disciplinary Committee when required. The Committee will consist of 5 members – one member representing each of the following groups: W.Y.H.A. players, parents, coaches, referees, and the Board.
The Disciplinary Committee’s purpose will be to help ensure that the participation and behavior of all involved with Wichita Youth Hockey Association is consistent with the Purpose of the organization: teaching children the sport of hockey, sportsmanship, self-discipline, and providing a safe and productive environment.
The Disciplinary Committee will be responsible for reviewing the behavior of any individual (player, parent, coach) involved in Wichita Youth Hockey Association activities that is perceived to be inconsistent with the Purpose of this organization or negatively reflect on the organization and its members
The following are the steps that will be taken by this committee when an incident is reported to them. Such incident reports might come from any source, inside or outside of the organization.
1. The Committee will review all reported incidents as soon as possible (within 14 days) after receiving a report to determine if the incident is inconsistent with the Purpose or is detrimental to the organization.
a. If the incident is determined to not be of significance to the organization, or not within the Committee’s area of responsibility, no further action will be required unless it needs to be referred to another level of authority.
b. If the incident is considered to be significant, the Committee will continue these steps.
2. The Committee will conduct a fact finding review of the incident by talking to all parties involved, either separately or together as deemed appropriate by the Committee, to hear all sides of the story and determine what action, if any, has already been taken by others (e.g.: coach, parent, etc.). The entire Committee can conduct this process together or by sub-committee or individual member as deemed appropriate by the Committee.
3. Once the Committee has gathered all the facts related to the incident, it will meet to determine if the incident requires further action of any kind, and by majority vote of its members, take whatever action it deems appropriate. The Committee may determine another action is required, such as reprimand, request an apology, pay for damages to property, suspension, or may determine that action already taken by others (coach, parent, etc) is sufficient. It may also find that no recommendations are required.
4. The Committee will notify all parties involved of their decision and the decision will also be forwarded to the W.Y.H.A. Board.
Appeal Process:
If the affected parties do not feel that the decision of the Disciplinary Committee is fair or consistent with the Purpose of the organization, they have the right to appeal the decision to the W.Y.H.A. Executive Board, who will then review the matter in a fashion consistent with steps outlined above. In all appeals, the decision of the Executive Board will be final.
Section 7.0
BINGO OPERATIONS
1. The Bingo Committee shall be responsible for all scheduling of workers for the Bingo operation.
2. Removed.
3. Any member may use Bingo credit for league registration, travel team fees (ice fees, tournament entry fees and lodging) and pro shop purchases. Travel team expenses shall be coordinated with the travel team manager. Any other use of Bingo credit must be approved by the Executive Board.
4. The Bingo Committee may approve the use of excess Bingo funds upon request. Appropriate use of these funds are to reduce the cost of hockey and the betterment of the W.Y.H.A.
CONCESSSION OPERATIONS
1. The Concession committee shall be responsible for securing concession fundraising opportunities with approval of the Executive Board.
2. All W.Y.H.A. members are eligible to work concession. The Concession committee shall be responsible for scheduling workers for each event.
3. All proceeds of the concession operations must be paid to the W.Y.H.A. treasurer.
4. The Concession committee shall be responsible for tracking all aspects of the concession operations. Items tracked shall include; members participating, times worked and funds secured. The Executive Board may request additional items to be tracked.
5. Any member may use Concession credits for league registration, travel team fees (ice fees, tournament entry fees and lodging) and pro shop purchases. Travel team expenses shall be coordinated with the travel team manager. Any other use of Concession credit must be approved by the Executive Board.
Section 8.0
CRITERIA TO MEET INSURANCE COVERAGE REQUIREMENTS
1. The players & coaches must be USA Hockey registered for the current season.
2. The team must be registered with USA Hockey & all fees paid.
3. The player’s names must appear on the team roster on which he/she is playing and the team must also be registered with USA Hockey. An unregistered team with registered USA Hockey players is not covered by USA Hockey’s insurance. A non-rostered player playing on a registered team is not covered by USA Hockey’s insurance. Playing a non-rostered player could also represent a serious liability issue for the local association in the event that a non-rostered player becomes injured.
4. The District Registrar and/or Associate Registrar must sanction the event. Regularly scheduled games and practices are automatically covered by insurance; however any Tournament requires a Tournament Sanction.
5. All players must wear USA Hockey recommended protective equipment. Some associations and leagues may require more than specified, such as neck protectors.
6. Generally speaking, only USA Hockey Registered Teams, and Canadian Amateur Hockey Associated Teams are permitted to play each other and then only when the event is sanctioned. USA Teams traveling to Canada must have the District Registrar’s written permission along with an approved travel permit. Canada suspends its sanction from May 31st until August 31st each year and any CAHA team must procure additional insurance if they want to play a USA Hockey registered team during that period.
7. USA Hockey Registered teams can only play non-registered teams with the District Registrar’s approval; however proof of similar insurance coverage y the non-registered team will be one of the criteria to be satisfied.
8. Games must be officiated by USA Hockey Registered Officials.
Section 9.0
PAYMENT POLICY
1. All payments must be paid in full at registration of the current year unless prior arrangements have been made with the Executive Board.
2. If all fees are not paid by December 31st and prior arrangements have not been made, the names of those not paid may be published on the web page.
3. Any items purchased from the Wichita Youth Hockey Association, will be paid for at the time they are received by the player unless prior arrangements have been made with the Executive Board for payments to be made.
4. All checks written by the Treasurer for the Wichita Youth Hockey Association for reimbursement must have a receipt.
5. The Wichita Youth Hockey Association retains the right to offer or withdraw discounts in fees at the beginning of each season.
6. All of the above rules apply to all members of the Wichita Youth Hockey Association, House League, Travel Teams, or Select Player Teams and Executive Board of Directors.
REFUND POLICY
1. No refunds will be issued after December 31st of the year unless player has a season ending injury. At that time the refund will be pro-rated to time played.
2. All refunds are subject to a $50.00 administration fee to cover expenses.
3. No discounts will be refunded to the players. (if Bingo gives a donation to offset cost then that money will be refunded to Bingo).
4. Opt-out fees will not be refunded after the first month of the season.
