WJSC Policies
The following shall be the policies of the WJSC and adopted into the Bylaws of the WJSC unless and until amended or revoked by a majority vote of the Voting Members at a duly held meeting.
I. Playing Time. All “In-Select” or “Out-Select” coaches shall make every effort to play each player in at least one-half (50%) of each game and shall be obligated to play each player at least thirty percent (30%) of each game, except for injury, disciplinary reasons, or such players’ chronic absenteeism from practices. Recreation coaches shall be obligated to play each player in at least one-half (50%) of each game.
II. Playing Out of Age Group. All players must register within their eligible age group. Play Up Request Process: A - Players may request to play in an older age group by having their parents or guardian submit an explicit letter to the Age Group Vice President of the younger age group. B - This Age Group Vice President shall confer with the older age group Age Group Vice President to determine if it is appropriate for such player to play in an older age group. C - If both Age Group Vice Presidents agree to allow such player to play in the older age group, this recommendation shall be submitted to the Executive Board for approval. D - The Executive Board shall have final and conclusive decisions with regard to Members playing in older age groups. Exception: This requirement does not apply to a player requesting to play up one older age group for grade, which requires no approval, since the parents may chose which age group (DOB or grade), their child should register in.
III. Use of Lighted Fields. The Lighted Fields may only be used at the discetion of the Fields Commissioner. WJSC reserves the right to charge a fee for use of WJSC equipment and use of the lights.
IV. Team Selection.
A. Purpose. The purpose of the Select and Recreational teams is to provide a level of competition and team atmosphere to provide each player the potential for maximum learning and playing experience. Any conflicts shall be resolved by the Age Group VP, or if such VP is one of the coaches, by the President.
B. Player Evaluations. One coach from each team shall submit player evaluations for each season to the applicable Age Group Vice President within 30 days following each season.
C. Under-8 Teams. Selection of players shall be made by the Age Group Vice President on a random basis. As practically as possible, teams shall contain an even distribution of first year and second year players.
D. Under-9 Teams and Older.
(i) The number of teams shall be determined by the Executive Board based upon registration of players, allowance of teams by RBJSL, and the recommendation of the Age Group Vice President.
(ii) Players wishing to play on a Select team must attend at least one of the two group evaluation sessions. Evaluators shall include (if possible) coaches within the age group, coaches from outside the age group, or others selected by the Age Group Vice President. In the eventuality of major schedule conflict with the two group evaluation sessions, a player must make alternative arrangements with the Age Group Vice President to be considered for the Select Team. This player must announce his schedule conflict prior to the date of the first tryout. At the discretion of the Age Group Vice President, the requirement for attendance at one of the evaluation sessions may be waived. The Executive Board may also waive this requirement for evaluations. If a player is waived from the evaluation sessions, the player must contact the Registrar prior to the first day of tryouts to complete all paperwork relating to Select team selection.
(iii) Select player selection shall be based on a combination of factors including, but not limited to: (1) the results of the group evaluations, (2) player evaluation forms or verbal input provided by previous coaches, (3) direct observation of the player during previous games, scrimmages, and/or practices, (4) judgment of the coaches, (5) player maturity, leadership, aggressiveness, positive attitude, work ethic, confidence, attention and focus, competitiveness, and team play, and (6) positions open on the Select team.
(iv) For multiple teams playing in the same age group and Select division, the Board, based on the recommendations of the Age Group Vice President, shall choose the Select coaches and determine the order in which they will fill their rosters. The Select coach chosen first shall select their entire roster and then the Select coach chosen second shall fill their entire roster. This selection process shall continue in this manner until all Select team rosters have been completed. This method of player selection shall be used whether the teams play in the same age group division (i.e., Select 1), different age group divisions (i.e., Select 1 and 2), different leagues, etc.
(v) Select players who have not registered for spring soccer by the WJSC deadline (completed spring registration paperwork and made payment),will be notified by the Registrar, and if the paperwork and payment is not completed in a timely manner (as determined by the Registrar), the WJSC has the right to release the player from their designated Select team and use the vacancy created for another player.
(vi) Players not selected for any of the Select teams shall be placed in the draft for the Recreational teams. The selection process shall be as follows. Teams with less players shall fill their rosters first, then Players will be selected on a round robin basis (1, 2, 3, 2, 3, 1, 3, 1, 2, etc.).
(vii) For multiple teams playing in the same age group and Recreation division, each coach may “protect” a maximum of eight (8) players from their prior year fall team. “Protected” players may include players that are children of the coaches (including assistants) or players from the prior year fall team.
(viii) Players that have elected to play in an older age group shall stay within such older age group even if not chosen for a Select team.
(ix) All conflicts shall be resolved by the Age Group Vice President or, if such Vice President is one of the coaches, by the President.
(x) Players shall be notified of their selection no later than two weeks following their age group tryouts(except Under-8 Teams).
(xi) The WJSC Select and Recreational teams shall be governed by the rules and policies of the RBJSL and the EPYSA concerning drops, adds and transfers for spring seasons.
V. Coach Selection.
A. At fall and spring registration, all potential coaches must fill out a WJSC volunteer form and employment/volunteer disclosure statement indicating the age group in which they are interested in coaching.
B. After determination by the Executive Board of the number of teams and their status as Select or Recreational teams, the Age Group Vice President shall make a recommendation to the Executive Board for coaches of such teams. The Executive Board shall either accept or reject such recommendations.
C. Any conflict should be initially addressed by the Age Group Vice President. If the matter cannot be resolved by the Age Group Vice President, the matter shall be settled by a vote of the Executive Board. Any coaching candidates may choose to attend the meeting of such vote and address the group. The voting criteria shall be as follows:
(i) Treatment of Players;
(ii) Coaching Experience;
(iii) Coaching Licenses;
(iv) Playing Experience;
(v) Ability to coach at youth level.
D. Once their nomination is approved by the Executive Board, all head coaches and assistant coaches must finalize and validate their registration with the Registrar by completing the EPYSA risk management registration, provide the appropriate documentation, and sign their EPYSA coaching pass.
E. The President shall break any tie unless he is one of the coaches involved in the process. In that case, the tie shall be broken by the first officer not in conflict (i.e., First Vice President).
