2012 ALL-STAR TOURNAMENT GUIDELINES
*** JUNE 10, 2012***
1.      Game time for all divisions of Baseball and Softball is 5:30 p.m. – including Weekends unless noted on brackets. Any changes must be made by the District Administrator.2.      Team practice schedules and game preliminaries are as follows:

Closest Team to Host site – 4:45 to 5:00   Furthest Team to Host site – 5:00 to 5:15
Field Prep – 5:15 to 5:25                             Pre-game Ceremonies – 5:25
3.      The HOST Site league president or his/her designee shall assume the Tournament directors position. The Tournament Director must be present for all games and will appoint an official scorekeeper and pitch count recorder. PITCH COUNT SHOULD BE VERIFIED EVERY HALF INNING. Immediately following the end of the game (completed or suspended) the Tournament Directors will enter the required information (pitcher info., etc.), IN INK, on the reverse side of the other team’s eligibility affidavit. He/She will then sign the affidavit – also IN INK.4.      To help defer the cost of the tournament, a collection will be taken by an adult representative from each team BEFORE any other fundraiser (e.g., 50-50 drawing) is attempted. A $10.00 expense donation will be taken from the total collection for each umpire. The remainder will be stay with the host site. After the collection, the Host Site may have a 50-50. Money raised from the 50-50 will stay at the Host Site. Radio stations will NOT be assessed any broadcasting fees during any District 13 tournament games.5.      The Tournament Director, or in His/Her absence, the Umpire-in-Chief, will be the sole judge of the field conditions before the start of the game (prior to the pre-game conference). The Umpire-in-Chief has full responsibility for fitness of the field once the game starts. He/She will determine when weather conditions or darkness can cause a game to be delayed or suspended. Umpire’s are instructed to wait at least 30 minutes during a rain delay to see if conditions will improve, unless darkness or field conditions make it impossible to resume.6.      No persons shall be allowed on playing field during a game except uniformed players, managers, coaches, and umpires!7.      All fields are considered NEUTRAL. The Tournament Director of the Host Site will toss a coin to determine the HOME team. The furthest TRAVELING team will call the toss while it’s in the air. The winner of the toss has their choice of being Home team or Visitors, or the choice of DUGOUTS – or can defer the option. The other team chooses the remaining option.
8.      The Host Site Tournament Director must be assured that at least (2) District 13 umpires from neutral leagues are present before the start of the game. NO GAME WILL BE PLAYED UNLESS AT LEAST (2) NEUTRAL DISTRICT 13 UMPIRES ARE PRESENT. All umpires selected for District Tournament games are assigned by the District 13 assignors. Area 2 assignor – Dean Schreiber 374-1812 (home); 717-421-2204 (cell); Area 1 assignor – Chuck East (231-1454 cell). The Umpire-in-Chief for each game is responsible for keeping the official line-ups. Each team MUST present at least (3) line-up cards at each game – umpire, official scorekeeper, and opposing team. 9.      Each team must supply the umpire-in-chief with (3) NEW Little League approved baseballs (RST) or softballs (Minor Division--11” ball and Major and up--12” ball) to start the game. The softballs will be optic yellow. Thereafter, additional balls are supplied equally by both teams.10.  All team representatives (managers, coaches, players, scorekeepers, etc.) must display an understanding of Little League rules and possess a certain amount of restraint when dealing with umpire judgment. However, when a manager claims an umpire’s decision is in violation of the rules, he/she must make a formal protest to the Umpire-in-Chief AT ONCE (before the next pitch). The umpire-in-chief will then summon all umpires to discuss the “Violation.” If the
U-I-C’s final decision is still not acceptable, the Host Site Tournament Director will be directed to initiate a call to Bristol (Eastern Region Headquarters) (860) 585-4730. Once the call is placed, the Umpire-in-Chief will deal with E.R.H. in resolving the protest.
11.  Each team’s Tournament Director is responsible for their own fans. Unruly fans CAN and WILL be removed from game sites, at their own cost. Misconduct and misbehavior by anyone WILL NOT BE TOLERATED. Serious offenses by managers, coaches, players, or league officials can result in more than an ejection; it can lead to suspension from the entire tournament upon recommendation of the District Administrator to the Tournament Committee in Williamsport. Any manager, coach, or player ejected from the game will serve a one game suspension by rule.12.  Make sure you read your tournament rules for your division of play. I cannot emphasize this enough. There cannot be a valid excuse for violating a published rule… Especially those pertaining to pitching limitations. If a protest is declared by a manager and is subsequently supported by the Tournament Committee, you will likely face a critical situation. Don’t look around for someone else to blame for your ignorance. Also, pay attention to the MANDATORY PLAY RULE FOR ALL DIVISIONS. This applies to both baseball and softball.

13.  Today’s game scores MUST BE REPORTED -- NO LATER THAN 9:15 PM -- (EXCEPTION BEING A LATE GAME UNDER LIGHTS OR RAIN DELAYED GAME)

14.  AREA 1 / AREA 2 PLAYOFF games will begin on the day after IF games at the Area winner’s site, as indicated at the bottom of the bracket. Subsequent game sites are alternated daily. Any losses incurred in the AREA TOURNAMENT will be carried into the DISTRICT PLAYOFFS. This means if a team suffered a loss before entering the District Playoffs, another loss will eliminate it from further competition. Conversely, if a team goes undefeated in it’s Area, it must lose twice in the District Playoffs to be eliminated. Thus, DISTRICT PLAYOFFS can consist of a 1-game, 2-game, or 3-game sub-tournament. TOURNAMENT GUIDELINES:15.  Area II Verification of Affidavits will be conducted on JUNE 20th at the Point Township Building, Area I will be on June 21st. Sessions will begin at 5:00 p.m. 16.  All fields will be inspected by District 13 Staff members. Please let us know what fields you will be using.17.  Host sites playing under the lights must have a Lighting Survey completed prior to the start of tournament games..18.  In the event of rainouts, etc., please understand: In all cases the original (older) scheduled game takes precedence. This means that last night’s suspended or rainout game has priority over tonight’s regularly scheduled game. In other words, to keep the tournament on schedule, tonight’s game can: a) Start later, upon completion of yesterday’s game; or b) Utilize another approved field in that league or elsewhere.
