BC Minor Discipline Committee 2009 Discipline Process
STEP ONE – UMPIRE WRITES AND SUBMITS REPORT
· All umpires are expected to file ejection reports for all ejections of players and coaches that occur during games involving BC Minor teams, at all levels, regardless of severity. Umpires are also encouraged to report unacceptable behaviour from any other individual, including spectators.
· Umpires should file ejection reports with the BCBUA. If the umpire is not a member of the BCBUA the umpire should file the report with his local umpire in chief or assigner.
STEP TWO – FORWARDING OF REPORTS
· The BCBUA (or local umpire in chief/assigner) shall forward the report to the chair of the BC Minor discipline committee.
STEP THREE – JURISDICTION
A) Tournaments
· Ejections occurring during tournament play will be dealt with by the host association who has the authority to suspend any individual for the duration of their tournament. If the ejection warrants further discipline beyond that of the tournament, jurisdiction will be referred to the process below.
B) Spring League
· Ejections occurring during Spring League play will be dealt with by the local association. The chair of the BC Minor discipline committee will forward Spring League ejection reports to the ejected individual’s local association president. The local association president may forward the ejection report to their league interlock if that interlock had a discipline process. The local association president will inform BC Minor of their association’s disciplinary decision.
· Serious spring league ejections, including but not limited to involving physical contact will be deal with by the BCMBA discipline committee.
· In serious cases, the BC Minor discipline committee reserves the right to review any disciplinary decision made by a local association upon request of the BCBUA or another association.
C) Single Season or Summer League
· Ejections occurring during Single Season or Summer League play (including exhibition games) will be dealt with by the BC Minor disciplinary committee. The committee will conduct an investigation, if necessary, and will issue supplemental discipline, if warranted.
· When supplemental discipline is issued, the discipline committee chair will communicate the decision in writing with copy to: the Head Coach of the team, the association president, the BC Director responsible for the League, and the BCBUA.
D) Provincial Championships
· Ejections occurring during Provincial Championships will follow the process outlined in BCMBA Rule 15.07.
· Should an ejection warrant a suspension beyond the length of the Provincial Champion that decision will be made by BC Minor discipline committee.
APPEAL PROCESS
· Appeals of suspensions issued by local associations will be heard by the local association, through their own appeal process.
· Appeals of suspensions issued by the BC Minor Discipline Committee will follow the process outlined in BCMBA Rule 7.01.
· There is no appeal of a suspension issued during a Provincial Championship.
