This tournament was started 20+years ago and was called the District 4 Minors Tournament. At the time Little League only had the Majors division of tournament play. It was created so the winning minor league team from each League would have an oppotunity to be introduced to tournament play. It is a single elimination format played under regular season rules. In 2001 the name was changed to the "Papa Wayne Starliper Tournament" in honor of Wayne Starliper. Wayne has been running these games since it's inception.
