BY-LAWS of the

UTAH YOUTH INDOOR FOOTBALL LEAGUE, INC.

A NON-PROFIT CORPORATION

1.0.0 CONFERENCE NAME, ADDRESS, and PURPOSE

1.1.0 The name of the organization shall be "Utah Youth Indoor Football League, Inc.", (hereinafter referred to as UYIFL) and is in application process for 501(c) (3) exempt status of the Internal Revenue Service.

1.2.0 The principal location of the UYIFL is in the state of Utah. The current address is: 5144 W Shaggy Peak Circle, Riverton, UT 84096. All correspondence should be directed to this address.

1.3.0 The following are the purposes for which this organization has been organized:

Our mission in the UTAH YOUTH INDOOR FOOTBALL LEAGUE, INC. is to allow youth an opportunity to participate in the game of football on an indoor field, teaching them the fundamentals of the game and further developing their skills with an emphasis on sportsmanship, teamwork, discipline, respect and interaction with youth their age while being coached/mentored by adults who emulate these standards. Every youth who has the wish and desire to play, regardless of experience, skill or ethnicity, will be afforded that opportunity in the UYIFL.

The UYIFL recognizes that the youth of today are the future leaders of our country and world, and they will build strength, success, and confidence while participating in our league in order to reach their great potential. Winning does not make a winner, and losing does not make a loser...its how you play the game, on and off the field!

2.0.0 GENERAL

2.1.0 The registered agent of the UYIFL shall be the Treasurer.

2.2.0 The Fiscal Year of the UYIFL shall begin on August 1 and end on July 31 of the following year.

2.3.0
Definition of Terms:

2.3.1 "League" is the organization in its entirety.

2.3.2 "Region" is a geographical area; North Region meaning Davis County northward, South Region meaning Salt Lake County southward.

2.3.3 "Player" is a youth registered to play in the UYIFL as listed on an official team roster.

2.3.4 "Division" is the age group of each team.

3.0.0 ADMINISTRATIVE ORGANIZATION

3.1.0 The President of the organization by virtue of his office shall be Chairman of the Board of Directors.

3.2.0 The Board of Directors shall select from one of their members a secretary.

3.3.0 A director may be removed when sufficient cause exists for such removal, by 2/3 vote of the Board of Directors.

3.4.0 The initial Board of Directors of the organization shall be as follows:

3.5.0 The business of this organization shall be managed by a Board of Directors consisting of [3] members, together with the officers of this organization.

4.0.0 DUTIES AND RESPONSIBILITIES OF THE EXECUTIVE BOARD

4.1.0 The Board of Directors shall have the control and management of the affairs and business of this organization.

4.1.1 Enacts, amends, repeals, adopts and enforces League articles of incorporation, by-laws, rules, policies and procedures.

4.1.2 Investigates and rules on allegations of violations of the League, and assesses penalties to parties found guilty of such violations.

4.1.3 Reviews and rules on submitted appeals.

4.1.4 Appoints or approves of Region Directors appointment of Weight Master

4.1.5 Supervises League finances.

4.2.0 PRESIDENT

4.2.1 Oversees and conducts the over-all League operations and affairs.

4.2.2 Shall have the responsibility of the interpretation and construction of these Bylaws. Any and all decisions made by the President may be appealed to the Board of Directors, however items shall be overturned only if found by the Board of Directors to be unnecessary.

4.2.3 Shall preside at all Board Meetings.

4.2.4 He/she shall by virtue of his office be Chairman of the Board of Directors.

4.2.5 He/she shall present at each annual meeting of the organization an annual report of the work of the organization.

4.2.6 He/she shall appoint all committees, temporary or permanent.

4.2.7 He/she shall see all books, reports and certificates required by law are properly kept or filed.

4.2.8 He/she shall be one of the officers who may sign the checks or drafts of the organization.

4.2.9 He/she shall have such powers as may be reasonably construed as belonging to the chief executive of any organization.

4.2.10 Establishes annual League budget. 

4.3.0 VICE PRESIDENT

4.3.1 Shall in the event of the absence or inability of the President to exercise his/her office become acting president of the organization with all the rights, privileges and powers as if he had been the duly elected president.

4.3.2 Carries out assignments as directed by the President of Executive Board.

4.4.0 SECRETARY

4.4.1 Shall keep the minutes and records of the organization in appropriate books.

4.4.2 He/she shall give and serve all notices to members of this organization.

4.4.3 He/she shall be the official custodian of the records and seal of this organization.

4.4.4 He/she may be one of the officers required to sign the checks and drafts of the organization.

4.4.5 He/she shall present to the membership at any meetings any communication addressed to him as Secretary of the organization.

4.4.6 He/she shall submit to the Board of Directors any communications which shall be addressed to him as Secretary of the organization.

4.4.7 He/she shall attend to all correspondence of the organization and shall exercise all duties incident to the office of Secretary.

4.4.8 Receives and keeps on file all team and coach registration forms submitted by the Directors.

4.4.9 Prepares and receives League written correspondence.

4.4.10 Carries out assignments as directed by the President of Executive Board.

4.5.0 TREASURER

4.5.1 Shall have the care and custody of all monies belonging to the organization and shall be solely responsible for such monies or securities of the organization.

4.5.2 He/she must be one of the officers who shall sign checks or drafts of the organization. No special fund may be set aside that shall make it unnecessary for the Treasurer to sign the checks issued upon it.

4.5.3 He/she shall render at stated periods as the Board of Directors shall determine a written account of the finances of the organization and such report shall be physically affixed to the minutes of the Board of Directors of such meeting.

4.5.4 He/she shall exercise all duties incident to the office of Treasurer.

4.5.5 Officers shall by virtue of their office be members of the Board of Directors.

4.6.0 REGION DIRECTOR

4.6.1 Acts as liaison between the Executive Board and his/her Division Representatives 

4.6.2 Conducts region meetings.

4.6.3 Reviews each of his/her association’s team registration materials and coach certifications to ensure they are in compliance with by-laws.

4.6.4 Hears allegations of these by-laws within his/her region and forwards recommendations to the Executive Board.

4.6.5 Accepts appeals to rulings and forwards to executive board if unable to resolve said appeal.

4.6.6 Presides over and/or serves on committees as directed by the President.

4.7.0 SUPERVISOR OF OFFICIALS

4.7.1 Recruits, organizes, and trains officials.

4.7.2 Prior to the beginning of each season, participates in/conducts rules meetings for coaches, Directors, and others interested.

4.7.3 Interprets and clarifies playing rules (especially UYIFL changes especially those due to field differences with high school rules).

4.8.0 WEIGHT MASTER

4.8.1 Shall oversee the official weigh-ins and record weights on an official UYIFL team roster to be kept on file.

5.0.0 DUTIES OF THE BOARD OF DIRECTORS

5.1.0 Elects the League President, Vice-Presidents and Treasurer

5.2.0 Ratifies approved amendments to this document as submitted by the Executive Board.

5.3.0 Requests League Officers and/or Representatives to undertake specific actions as may be required from time to time.

6.0.0 DUTIES OF DIVISION REPRESENTATIVES

6.1.0 Strictly enforces UYIFL by-laws, policies and procedures.

6.2.0 Appoints and supervises coaches. Certifies that each coach within the division is eligible to coach through screening process and required training.

6.3.0 Appoints Weight Masters.

6.4.0 Oversees and maintains the proper equipment for division teams.

6.5.0 Provides for the orderly conducting of home games and spectator behavior.

6.6.0 Assists in conducting player registration.

6.7.0 Verifies age and weight of each player to ensure that all players are in compliance with League by-laws, rules and regulations.

7.0.0 ADMINISTRATIVE PROCEDURES

7.1.0 The directors to be chosen for the ensuing year shall be chosen at the annual meeting of this organization in the same manner and style as the officers of this organization and they shall serve for a term of 5 years.

7.2.0
Meetings - The annual membership meeting of this organization shall be held on the 15th day of September each and every year except if such day is a legal holiday, then and in that event, the Board of Directors shall fix the day but it shall not be more than two weeks from the date fixed by these by-Laws.

7.2.1 The Secretary shall cause to be mailed to every member in good standing at his address as it appears in the membership roll book in this organization a notice telling the time and place of such annual meeting no later than 15 days prior to meeting.

7.3.0 The presence of not less than seventy-five (75%) percent of the members shall constitute a quorum and shall be necessary to conduct the business of this organization; but a lesser percentage may adjourn the meeting for a period of not more than two (2) weeks from the date scheduled by these by-Laws and the secretary shall cause a notice of this scheduled meeting to be sent to all those members who were not present at the meeting originally called. A quorum as herein before set forth shall be required at any adjourned meeting.

7.4.0
Special meetings of this organization may be called by the president when he/she deems it for the best interest of the organization.

7.4.1 Notices of such meeting shall be mailed to all members at their addresses as they appear in the membership roll book at least ten (10) days before the scheduled date set for such special meeting. Such notice shall state the reasons that such meeting has been called, the business to be transacted at such meeting and by whom it was called.

7.4.2 At the request of fifty-one (51%) percent of the members of the Board of Directors or fifty-one (51%) percent of the members of the organization, the president shall cause a special meeting to be called but such request must be made in writing at least ten (10) days before the requested scheduled date.

7.4.3 No other business but that specified in the notice may be transacted at such special meeting without the unanimous consent of all present at such meeting.

7.5.0 At all meetings, except for the election of officers and directors, all votes shall be by voice. For election of officers, ballots shall be provided and there shall not appear any place on such ballot that might tend to indicate the person who cast such ballot.

7.5.1 At any regular or special meeting, if a majority so requires, any question may be voted upon in the manner and style provided for election of officers and directors.

7.5.2 At all votes by ballot the chairman of such meeting shall, prior to the commencement of balloting, appoint a committee of three who shall act as "Inspectors of Election" and who shall, at the conclusion of such balloting, certify in writing to the Chairman the results and the certified copy shall be physically affixed in the minute book to the minutes of that meeting.

7.6.0 ORDER OF BUSINESS

7.7.0 Two-thirds (2/3) of the members of the Board of Directors shall constitute a quorum and the meetings of the Board of Directors shall be held regularly on the 15th day of September each and every year, unless said date falls on a holiday, then the meeting shall be rescheduled by the board no more than two (2) weeks from that date.

7.7.1 Each director shall have one vote and such voting may not be done by proxy.

7.8.0 The Board of Directors may make such rules and regulations covering its meetings as it may in its discretion determine necessary.

7.9.0 Vacancies in the Board of Directors shall be filled by a vote of the majority of the remaining members of the Board of Directors for the balance of the year.

7.10.0 COMMITTEES of this organization shall be appointed by the Board of Directors and their term of office shall be for a period of one year or less if sooner terminated by the action of the Board of Directors.

8.0.0 FINANCES

8.1.0 SALARIES

8.1.1 The Board of Directors shall hire and fix the compensation of any and all employees which they in their discretion may determine to be necessary for the conduct of the business of the organization.

8.2.0 All fundraising and sponsorship resulting in monies or property whether by team, division or region must be submitted and approved by the league. A team, division or region must submit proposed amount of donation along with budget for intended use of such donations for league approval. Money and donations collected by parents of a team for the use of treats, awards, team shirts, etc., team social events, or equipment need not be reported.

9.0.0 FORMING, DIVISION AND ORGANIZATION OF TEAMS

9.1.0 Teams shall be organized by age division. Players will be placed on teams closest to their residency, or if recruited by a coach he/she may participate with them provided the player falls within the proper age/weight limits.

9.2.0 A team shall consist of a Head Coach of at least 21 years of age, up to four assistant coaches at least 18 years of age and up to 24 players unless approved by the League.

9.2.1 The minimum number of players per team is eighteen (18), maximum twenty-four (24) (see 9.2.0)

9.3.0 A coach or player(s) may request to keep players together provided the team is not full.

9.4.0 Each team shall complete a UYIFL Team Roster and it shall be on file with the League no later than three (3) days prior to first game.

9.4.1 (
Amended January 29, 2009) Additions to the team roster must be submitted to the Division Representative or Region Director at least five (5) days prior to participating in League games with all necessary documents. No players may be added to any roster after the 3rd game without approval of the Executive Board, and must play in the 4th game (see 9.4.2 for injured player replacement).

9.5.0 (Added January 29, 2009) INJURED PLAYER REPLACEMENT – In the event that a player is injured and cannot return for the remainder of the season, another player may be added to the team roster upon approval from the league administration. This player must play in at least one (1) regular season game prior to play-offs. The registration fee for the new player shall be prorated per regular season game missed, and will be at least $100. 

10.0.0 RECRUITING

10.1.0 Recruiting and encouraging the youth of our community to participate in our football program is essential to our mission. Youth football provides an opportunity for youth to develop athletic and character-building achievement. Recruiting effort by all League members to this program is strongly encouraged.

10.2.0 If a player has already been recruited and agreed to play with one team, another coach MAY NOT recruit that player, unless an acceptable agreement is reached with original recruiting coach. Region Directors may mediate if necessary and has authority to make the final decision. Violation of this By-law will cause disciplinary actions for the coach in violation by either probation or suspended indefinitely.

11.0.0 COACHES DUTIES, RESPONSIBILITIES, AND CODE OF CONDUCT

11.1.0 Each coach must submit an application for consideration with the League. All coaching personnel must be of unquestionable character and have a profound interest in and knowledge of youth and the game of football.

11.2.0 An interview may be required by the Region Director and/or Division Representative.

11.3.0 A full criminal background investigation must be conducted on every coach.

11.4.0 AGE: (see 9.2.0)

11.5.0 RESIDENCY: There is no residency requirement for coaches.

11.6.0 CERTIFICATION: All members of the coaching staff must be certified by the Region Director or Division Representative as having completed training sanctioned by the Executive Board.

11.7.0 FIRST AID: It is highly recommended that a member of the coaching staff be trained in first-aid, including CPR and is present at all practices and games. Each team must carry a first aid kit to practices and games.

11.8.0
COACHES DUTIES: Coaches are, first and foremost, teachers and shall model appropriate behavior at all times.

11.8.1 The head coach is in complete charge of the team whenever it is together on the field practicing or playing a game, and for any team function.

11.8.2 Coaches carry out League policies; therefore, the coaching staff shall not be interfered with, except in cases of by-laws or rules violations or other conduct deemed by higher authority to be contrary to the welfare of youth participants.

11.8.3 Use discretion in allowing a player to re-enter a game after becoming injured. When in doubt, do not allow the child to play.

11.8.4 A player must sit out at least one play following a minor injury.

11.8.5 Do not permit "sweating down" tactics in order for a player to meet weight requirements. Any procedure that may be hazardous to the health of the players shall not be tolerated.

11.8.6 Refrain from running up the score where the outcome of the game is no longer in doubt.

11.8.7 One coach may be on the field for Gremlins only.

11.9.0
COACHES CONDUCT: The following behaviors shall be adhered to at all times:

11.9.1 Refrain from smoking in front of players during practice and game time.

11.9.2 Refrain from using profane or abusive language or gestures while participating in any UYIFL activity. 

11.9.3 Do not criticize or demean players or coaches of any team at any time; positive, constructive instruction can be done privately or in the presence of the team so that all my benefit.

11.9.4 Accept decisions of game officials in an attitude of good sportsmanship.

11.9.5 Strive to make every football activity serve as a training ground for life.

12.0.0 PLAYER REGISTRATION

12.1.0 The League shall provide registration times and places until such time the League becomes large enough to allow for each region and/or division to conduct their own registrations.

12.2.0 Registration dates and deadlines shall be provided each year. Players may register up to one (1) week prior to first game if team is not full.

12.3.0 The following documents are required for each player prior to first practice: (1) legal birth or church record, (2) signed parental/guardian permission/waiver to participate, (3) player registration fee, (4) at any time a player may be required to furnish a physicians statement as to the ability of the registrant to participate in the program, or who has special medical considerations.

12.4.0 There is no residency requirement in the UYIFL.

12.5 .0 REFUND POLICY - There shall be no refund after the first practice for any reason. Once equipment has been distributed and prior to first practice, if a refund is requested, the cost for rental of the equipment will be deducted from the registration fee (fifty dollars $50). If jerseys have been ordered, the refund will also subtract the cost for the jersey (cost varies).

 

13.0.0 PLAYER DIVISIONS AND WEIGHT REQUIREMENTS

13.2.0 The Jr. Gremlins division is for players with little to no previous football experience. Any player who has experience shall need the approval from the Director to participate in the Jr. Gremlin division. Jr. Gremlins may participate as a Gremlin only if there are not enough Jr. Gremlin teams formed.

13.3.0 An X-Player is a player that exceeds the maximum weight allowed but may still participate according to rules in (20.9.0)

13.4.0 Z-Down allows a player to choose down an age division based on weight. They must meet the Z-down weight ranges in (13.1.0).

13.4.1 A player may play up a division if it allows him/her to remove an "X" playing in the upper division. The player must have approval by the District Representative, Region Director, or member of Executive Board.

13.5.0 The Board empowers the President to make decisions on classifications of players in special hardship cases when petitioned.

13.6.0 WEIGH-INS

13.6.1 There will be one (1) official weigh-in two (2) weeks prior to first game performed by the Weight Master according to procedures set up by the Executive Committee.

13.6.2 A second optional weigh-in for "X’d" players will be held between the
first and second games. The purpose of the optional weigh-in of "X" players is to give them the opportunity to have the "X" removed from their helmet.

13.6.3 The X-Men shall present helmets at weigh-in for placement of "X" provided by the league. This may only be removed at the second weigh-in if the player meets weight requirements.

14.0.0 PRACTICE SESSIONS

14.1.0 Official practice sessions may begin 4 weeks prior to the first game.

14.2.0 Practice times and locations will be determined by head coach.

14.3.0 Full equipment, full contact is allowed with coach’s discretion, conditioning only may be necessary the first few sessions. Safety and player readiness is always first priority.

14.4.0 Before the first game, practices may be held up to four (4) sessions per week, no more than two (2) hours per session. Scrimmages are considered practice.

14.4.1 Once the season begins, practices may be held up to three (3) sessions per week, no more than two (2) hours per session.

15.0.0 GAME SCHEDULES

15.1.0 Each division shall be provided a complete schedule of League games no later than seven (7) days prior to the first League game.

15.2.0 Schedule changes shall require approval of the Division Representative and the opposing team must be notified of the change no later than Wednesday prior to the game.

16.0.0 PLAYER PARTICIPATION

16.1.0 All players shall participate in a minimum of ten plays per game. However, there are situations for which this requirement may be waived. A player who is designated as "injured" shall not participate in the game. Players who are designated as "disciplined", "sick" or "other" may play at the coach’s discretion and are not required to receive the minimum ten (10) plays.

16.1.1 Enforcement will be self-regulated; reported, unresolved violations may result in disciplinary action by the Executive Board.

17.0.0 EQUIPMENT

17.1.0 All equipment is the property of the League. Jerseys and socks are for the players to keep.

17.2.0 Each coach will be required to account for and deliver its equipment to such place as approved the Executive Board. All equipment must be returned to be stored within two (2) weeks after the final game of the season.

17.3.0 EQUIPMENT SPECIFICATIONS:

17.3.1 All players must be fully equipped with a complete line of quality equipment while participating in any contact sessions.
The following equipment items are mandatory:

17.3.2 Helmet and Face Mask: The helmet and face mask must meet the NOCSAE test standards. All team helmets will be the same color. 17.3.3

Shoulder Pads: Shoulder pads should be completely covered by jersey

17.3.4 Hip, Thigh and Knee Pads

17.3.5 Game Jersey: Teams may request color for jerseys on a first come, first serve basis until such time it becomes necessary for the League to assign colors.

17.3.6 Game Pants: All team game pants will be the same color

Teeth Protector/Mouth Guard: Provided by player

17.3.8 Athletic Supporter must wear supporter during all practices and games and is to be provided by player.

17.3.9
Shoes shall conform to Federation of State High School Association Rules and is provided by player.

17.4.0 Optional Items: Athletic "skins" are recommended to protect the arms on indoor turf.

18.0.0 OFFICIALS

18.1.0 SUPERVISOR OF OFFICIALS shall be appointed by the League and shall recruit, organize, and train officials.

18.1.1 Prior to the beginning of each season, participates in/conducts all rules orientation meetings for coaches, Directors, and other interested parties.

18.1.2 Interprets and clarifies playing rules (especially League changes to high school rules).

18.1.3 Resolves official-related problems in consultation with the Executive Board.

18.2.0 All officials shall be certified and shall have a working knowledge of the current NFHS and UYIFL rules.

18.3.0 Two (2) officials shall be assigned for each game in every division except Bantam, where there shall be three (3). 

18.4.0 Division Representative or Region Directors should attempt to complete scheduled games even if officials do not show up. In this case if both head coaches and the Representative or Director agree, non-certified people may be recruited to officiate, and the game may be played.

18.5.0 The official on the field keeps the time.

18.6.0 All decisions regarding rules and situations shall be made by the game officials and shall be final.

19.0.0 STANDARDS OF THE GAME

19.1.0 All players will be in full uniform when on the field of play. Team jerseys, helmets and pants must match.

19.1.1 (Added January 29, 2009) There will be a team check-in prior to each game. The team roster must be provided for the league official, and each player must check in. Once the roster is signed by the league, the team is considered ready to play and in compliance with rules and regulations. 19.2.0

Playing Field – Setting up of the playing field(s) will be the responsibility of the home team and the indoor fields without walls will be marked off from spectators at least ten (10) feet from the out-of-bounds lines from end zone to end zone. If this requirement cannot be met, spectators are to be kept clear of this area. Spectators must remain clear of the team and coaches and their ability to participate in the game fully.

19.2.1 The indoor fields with walls will be a fifty (50) yard length by thirty (30) yard width with two (2) five yard end zones. The fields without walls will have the option of being divided into 50 yards by 30 yards for the younger teams, or eighty (80) yards length by fifty-three (53) yards width for older teams, depending on how full the schedule is, and will be determined at the beginning of each season. The size of field may not be changed during regular season play, but may have the option to change for playoffs and championship games with approval of coaches, Division Representative, and Region Director.

19.2.2 All fields will be marked as follows:

a. The out-of-bounds limits, end zones, and ten (10) yard distances will be plainly marked.

b. Cones or other visible markers with numbers will be placed at ten (10) yard intervals on both sides of the fields.

c. Goal Lines and end zones will be visibly marked.

19.3.0 First Down, Ball Markers, and Yard Markers will be provided by league and operated by the home team.

20.0.0 RULES OF THE GAME

20.1.0 All games are played under the rules and regulations of the National Federation of State High School Associations (NFHS) rules in addition to UYIFL rules, additions and changes:

20.2.0
Ball Placement – On a fifty (50) yard field, kickoff shall be from the ten (10) yard line. On an eighty (80) yard field, kickoff shall be from the thirty (30) yard line.

20.2.1 On a fifty (50) yard field, after a safety or a touchback, the ball shall be placed on the ten (10) yard line for kick-off. On an eighty (80) yard field, the ball shall be placed on the twenty (20) yard line.

20.2.2 After each touchdown, the scoring team will be given the choice of a (one) 1 point or two (2) point conversion. If the team selects a one (1) point conversion, the ball shall be placed on the three (3) yard line. If the team selects a two (2) point conversion, the ball shall be placed on the five (5) yard line. Once the selection has been declared the team cannot reverse its decision.

20.2.3 On fields where field goals are feasible, a team may choose to kick for the PAT. The ball shall be placed on the three (3) yard line. One point will be awarded for successful PAT. Three (3) points shall be awarded for a field goal with 
ball placement where down marker indicates. A freeze will be in place for both teams. No rushing is allowed. This is to allow teams to learn how to kick field goals. 20.3.0 Length of Game – The game shall consist of four (4) ten minute, running-clock quarters. The running-clock is defined as a continuously running field clock, which begins on the opening kick-off, until the last two (2) minutes of the second (2nd) and fourth (4th) quarter, with the exception of team or official time-outs. In the final two (2) minutes of the 2nd and 4th quarters, the official keeping time will announce a time warning to both teams, and all High School rules and regulations pertaining to clock stoppage will apply. Halftime shall be three (3) minutes, and each team shall have one (1) 30-second time-out per quarter which must be used within that quarter. Time-outs do not roll over to another quarter.

20.3.1 The officials will keep a 25 second play clock. Once the official has placed the ball ready to play, the offensive team has 25 seconds to put the ball into play. Failure to do so will result in a delay of game penalty of five (5) yards, no loss of down.

20.3.2 During the last two (2) minutes of the fourth quarter, delay of game penalty will be five (5) yards, WITH LOSS OF DOWN. Because of the short running clock game, this will prevent a team from running the clock down unnecessarily at the end of the game. 20.4.0

Margin of Victory Rule – As soon as the margin of victory reaches 40 points, the official may stop the game with the consent of the coach of the team with the fewest points during the fourth quarter and declare the score as final. 20.5.0 Team Colors – Teams may choose and declare their color choices to be approved by the league.

Three choices must be submitted to the league for final decision and approval. The league reserves the right to assign colors should it become necessary as determined by the Board.

20.6.0
Maximum Penalty – The maximum penalty for all teams shall be ten (10) yards per infraction. If a team, coach or non-player receives multiple dead ball penalties (personal fouls, unsportsmanlike conduct) they can be marked off as multiples of ten (10) yard infractions.

20.6.1 Any foul deemed flagrant by the official (i.e. unnecessary roughness, flagrant personal foul) shall be fifteen yards or ten (10) yards and automatic first down or loss of down depending on whether infraction is offensive or defensive.

20.6.2 Any player or coach receiving two (2) personal fouls shall be ejected for the remainder of the game, and possibly the following. The official on the field shall make the determination depending on the nature of the foul.

20.6.3. On indoor fields with walls and pads, players may push another player into the wall, but unnecessary roughness of a flagrant nature would be driving a player into the wall.

20.7.0 A certified roster for each team must be submitted to the Executive Committee prior to the first league game at a deadline determined prior to such time. A coach must have a certified roster at every league game to be available upon request by the opposing coach, official or league representative. A certified roster must have a red stamp and be signed by an authorized league representative.

20.8.0 Gremlin teams may have one (1) coach on the playing field during offense and defense. The coach may assist in positioning and instructing the players but cannot interfere with the play.

20.8.1
Freeze Punt Rule - Gremlin teams will have the option on 4th down to declare they are punting. This shall be a freeze punt. Both teams shall line up in punting and receiving formations, and the punter receives a "free" snap. All players are frozen until the ball is kicked, then it becomes a "live ball" and full play is resumed. The penalty for offensive or defensive violation of the "Freeze Punt" rule shall be ten (10) yards.

20.9.0 X-Player Rules

20.9.1 All "X"-players will be designated with an "X" on the player roster. 

20.9.2 All "X"-players shall wear a 4-inch black or white "X" provided by the league on players’ helmet.

20.9.3 "X" players must play as follows:

a. Each team may have a maximum of five (5) "X"-players participate during a down.

b. Positions at the snap:

(1) All X-players shall be on their line of scrimmage and shall be in a 3 or 4-point stance;

(2) Defensive X-players shall not be outside of the tight end or the tackle on the wide receiver side of the field, but may "shade" to the outside of these two players;

(3) Offensive X-players shall not be more than three positions from the snapper (must line up as a center, guard, tackle or tight end);

(4) Tight end shall be within one yard of the adjacent interior lineman.

(5) X-player from the TE position may be eligible to carry the ball and go out for a pass.

(6) Only one TE may be an X man at a time.

c. X-players may play on any free kicks on the front line only. X-Players may advance the ball if recovered from the front line position.

20.10.0 Overtime

20.10.1 There shall be no overtime in regular season games. If the score is tied at the end of regular play, the game ends as a tie.

20.10.2 In the event of a tied score at the end of playoff games and Indoor War Bowl games, there will be a coin toss by the official at midfield, winning team chooses to kick or receive, and each team receives one offensive possession.

20.11.0 The following game balls or equivalent shall be used: Jr. Gremlins, Gremlins - K2 ball; PeeWees, Mitey Mites - TDJ; Midgets, Bantam-TDY; Varsity-TD.

21.0.0 PLAY-OFFS AND "UYIFL INDOOR WAR BOWL" QUALIFICATIONS

21.1.0 Single elimination play-offs will be held for the four teams per division with the highest win record.

21.1.1 The team compiling the best win-loss record will enter playoffs as the #1 seed. If the two top teams have identical records, the winner of a head to head "sudden death" competition shall be the #1 seed and the loser shall be the #2 seed. If there was no head to head game, a playoff format will be determined by the Executive Board.

21.2.0 If there are enough North Region and South Region teams to conduct their own playoffs, the top two (2) teams in each Region’s division will qualify for playoffs in that Region, and will progress to the "UYIFL Indoor War Bowl".

21.3.0 Playoff and "UYIFL Indoor War Bowl" times and locations to be determined by the League.

22.0.0 AWARDS AND SOCIAL FUNCTIONS

22.1.0 The following awards and trophies will be awarded by the League:

a. A team trophy or plaque shall be presented to each Division Championship team.

b. Individual awards will be presented to each player of the winners "UYIFL Indoor War Bowl".

b. A team trophy will be presented to each "UYIFL Indoor War Bowl" championship team.

c. A Certificate of Participation will be awarded to all registered players who complete the season to be distributed through the division organizations. 

22.2.0 The League encourages and approves of sponsorships leading to awards banquets, parent’s participation, game treats, or other activities which build and aid the League or teams in a constructive way.

23.0.0 STANDARDS OF CONDUCT

23.0.1 The standards of conduct in this section are designed to maintain a fair and safe environment for all. There are a few individuals involved with any program for which the concept of fairness, respect, and honesty are foreign. These standards apply to EVERYONE involved in the UYIFL; players, coaches, parents, spectators, and fans.

23.1.0 Any infraction of the by-laws, rules, policies and procedures contained in this document may be cause for forfeiture of game or games, probation and/or suspension of spectators and fans, players, coaches, or teams.

23.2.0 Scouting in any manner of an opponents practice session is strictly prohibited.

23.3.0 No UYIFL-affiliated person:

a. shall strike or make inappropriate contact with another individual.

b. shall allow or encourage an ineligible, uncertified or otherwise unqualified individual to participate in League activities.

c. shall verbally encourage any player to intentionally inflict physical harm on another player, use profane, racial slurs, other abusive language, or use gestures that are derogatory to other teams.

d. Threats of ANY kind (verbal, gestures, physical) by ANYONE (player, coach, parent, spectator, etc.) to one of the Field Officials or League Officials shall be cause for
immediate ejection, probable law enforcement involvement, and possible suspension from any further involvement with the League.

23.4.0 COACH’S/PLAYERS OFFENSES and DISCIPLINE

a. Running up the score;

b. Endangerment of Youth

c. Teaching prohibited or illegal techniques

d. Fighting

e. Cheating

f. Threats to any player, League official, Field Official, other coach, etc. Lack of cooperation/obstruction

g. Having illegal/ineligible players on the team (falsifying documents, have not registered, age or weight violations, etc.)

h. Forfeiture of games

23.4.1 Penalties for above violations depending on severity and to be determined by Division Representative and/or Region Director. Counsel with Executive Board shall occur for serious or repeated violations.

23.4.2 Players and/or Coaches that are ejected from a game for any reason are immediately ineligible and cannot participate during the remainder of the game, and for the first (1st) ejection of the season, he/she may not be eligible for the next scheduled game as well (to be determined by official of that game). For the second (2nd) player or coach’s ejection of the season, he/she shall not be eligible for the next game as well, up to the next two (2), to be determined by official.

23.4.3 All other infractions/violations will be taken under consideration by League Officers and shall be a minimum of one (1) game suspension, possible ineligibility for post season play-offs or Bowl game, possible one year suspension, up to permanent suspension from the League.  

24.0.0 ALLEGATIONS, APPEALS, AND PROTESTS

24.0.1 CONFLICT RESOLUTION: It is expected and normal that in athletic competition there will be disagreements. These disagreements have the potential to escalate into conflicts. Directors and League Officers have the authority and responsibility to resolve disputes. As much as is reasonable, opposing parties are expected to view the issues from a neutral perspective.

24.1.0 All allegations concerning the violation of these by-laws, Rules, Policies and Procedures shall be sponsored by a District Representative, Region Director, or League Officer. Parties shall first take the allegation/complaining to the appropriate head coach, then the Division Representative. In the absence of a Division Representative, it shall be presented to the Region Director.

24.1.1 If a satisfactory agreement cannot be made through the Division Rep or Region director, it may be presented to the Executive Board for review. Parent or coach input shall be presented ONLY by a District Rep or Region Director to the Executive Board. The Board’s recommendations shall be given to the District Rep or Region Director. The decision of the Executive Board shall be final.

24.2.0 APPEALS

24.2.1 Appeals regarding decisions of a District Rep, Region Director or the League President shall be filed in written form within forty-eight (48) hours of the decision. Appeals of decisions by the President shall be submitted directly to the Executive board. The Board’s decision shall be final.

24.2.2 The Appeal must set out specifically the basis for the appeal and the reasons why the decision is believed to be clearly erroneous, arbitrary or capricious. It must be signed by the Region Director. Appeals must be received within 48 hours of the alleged infraction, along with applicable appeal fee of $50.

24.2.3 Until reversed or modified, the current decision shall remain in full force and effect.

24.3.0 A non-disciplinary appeal shall have fee of $100 accompanying the written notice of appeal to the UYIFL. The payment will be forfeited to the League if the decision is upheld but will be returned if the decision is reversed or substantially modified by the Board.

25.0.0 AMENDMENTS

25.1.0 These by-laws may be altered, amended, repealed or added to by an affirmative vote of not less than two-thirds (2/3) percent of the members.
