TEXAS DIXIE YOUTH BASEBALL, INC.


MINIMUM REQUIREMENTS FOR REGIONAL/STATE TOURNAMENT HOST



The requirements for hosting a Texas Dixie Youth State Tournament have been developed and approved by the State Board of Directors for the purpose of providing a first class double-elimination tournament to determine the Texas Regional and State Champions for each division.  Each Tournament Director will coordinate with the Tournament Chairman to ensure that the following requirements are met by the Tournament Host:


I. Definitions


Tournament Host -  The league, baseball association or other organization that submits a successful bid to host a Texas Dixie Youth Baseball State Tournament under the terms and conditions required by the Texas Dixie Youth Baseball, Inc., (DYB) Board of Directors and assumes the financial rights, playing fields, and obligations necessary to conduct the state tournament events.


Tournament Bid - A written bid for a Texas Dixie Youth State Tournament submitted by a prospective Tournament Host at the annual Spring Meeting in February along with a $500 deposit.  The deposit will be returned at the conclusion of the tournament if all tournament requirements have been met.  Each bid must specify that the Tournament Host has read and will satisfy the "Minimum Requirements for Regional/State Tournament Host" guidelines adopted by the Texas DYB Board of Directors. 
 

Tournament Host Team - The league designated by the Tournament Host to compete as a host team in a Regional/State Tournament.


Tournament Chairman -  The individual appointed by the Tournament Host to directly supervise and coordinate all activities and events related to the Regional/State Tournament that are conducted outside the playing field with the Tournament Director.


Tournament Director -  The individual appointed by the State Director to coordinate Regional/State Tournament activities and events with the Tournament Chairman and directly supervise all aspects of the tournament on the playing field.  The State Director shall appoint a member of the State Board of Directors to the position of Tournament Director for each Regional/State tournament location. 


Tournament Inspection Committee - A committee composed of the State Director, the Assistant State Director and National Directors that will qualify the playing fields and ballpark facilities of any prospective bidder for a Dixie Youth Regional/State Tournament.


II. Tournament Bid Procedure


      a)      Each Tournament Host must have playing fields and facilities that meet the Texas Dixie Youth  requirements.  This must be done prior to submitting a bid to the Texas DYB Board of Directors.

      b)      Each prospective tournament Host must allow representatives of the Tournament Inspection Committee to inspect its playing fields and facilities prior to March 1st. Any deficiencies noted by the Inspection Committee must be corrected prior to June 1st or the State Board of Directors will have the authority to move the tournament to an alternate location.

c)  The minimum monetary bid for a Dixie Youth Regional/State Tournament shall be $4,000. 

 

d)  The successful bidder shall forfeit the $500 deposit if the monetary bid is not paid in full to the state organization on or before the due date specified below or required field and park preparation are not met. 


      e)  The monetary bid money shall be due as follows:


                        1) $500 Deposit - Due with bid at Spring State Meeting


                        2)  50% of Bid - Due by March 1st


                        3)  Remainder of Balance - Due by June 1st


Only the Texas DYB State Board of Directors may move a tournament site for failure to comply with the payment of the monetary bid or failure to meet required field and park preparations.


III. Tournament Opening & Closing Ceremony


a)      An opening ceremony shall be provided before each team’s first game on the opening day of the Tournament. The order of activities for the ceremonies is enclosed with this document. 
 

b)  A souvenir bag shall be provided for each player and coach. The souvenir bag cannot be a plastic bag with a business advertisement.  It can be plain or have the Dixie logo printed on it.  The contents of the souvenir bags should have souvenirs from the area, merchant donations, drinks, and non-perishable food items.  The souvenir bags are to be given to each player at opening ceremonies or at the end of the tournament with their elimination medals. 


                  c)  A flag complete with the team name and Dixie Youth logo,  regional/state tournament and 
              year  shall be provided for each team.  These flags will be presented to each team at the opening
              ceremony and mounted on the outfield fence until the team is eliminated from play.   Upon
              elimination, the team will retrieve its flag and take it home with them.

IV. Tournament Souvenir Program


      a)  The Tournament Host shall provide a printed souvenir program with each team's picture on a separate individual page. This program can be either 8x10 or 5x8.  It may be in color or black and white.


      b)  An official tournament bracket, approved by the tournament director, will be presented in the centerfold page of the program.


      c)      A page of the Texas DYB Board of Directors will be provided at no cost to the state organization. 


      d)  The Tournament Host should sell advertising in the program and has rights to all proceeds.
     
      e)  The cover of the souvenir program MUST include the Dixie Youth logo.

      f)  Souvenir T-shirts for sale MUST include the Dixie Youth logo.


V.  Tournament Packets for Teams


      a)       The Tournament Host will prepare a list of local motels/hotels complete with addresses and telephone numbers that will offer accommodations to visiting teams. 
 

      b)       This listing should be included in a package of materials sent to each State, National, and District Director on or before June 15th for distribution to each winning team manager at the conclusion of District tournament play.

      c)       The Tournament Host shall include other information about tournament activities and events, directions to playing fields, admission charges, discount tickets and/or coupons, Dixie Youth tournament director's name and phone number, local host tournament chairman's name and phone number, emergency numbers, and person to send team photos to in this package.

      d)      
A tournament bracket approved by the Dixie Youth Tournament Director with tournament pairings, game times and field assignments shall be included.

      e)   An outline of the items needed in the packet is included with this document. 

VI. DYB Officials’ Expenses


The Tournament Host shall provide the following expenses for each Official who attends the state tournament:


      a)      Each DYB Official (not to exceed two per tournament; three officials if there is a Jr. tournament included) who travels from out of town will be furnished a complementary motel/hotel room for each day of the tournament.  The Tournament Host is to make the arrangements and pay the motel/hotel.

      b)      Each DYB Official will receive $ .32 per mile for each day he travels to the tournament. Mileage will be calculated as a round trip from his home to the tournament site.

      c)      Each DYB Official will be provided per diem for each day of the tournament. Per diem will be calculated as follows:

            1)      If a DYB Official receives mileage for that day, the tournament sponsor will pay $10 per diem.

            2)     
If a DYB Official does not receive mileage for that day due to staying in the complementary motel/hotel room, the Tournament Host will pay $25 per diem.

For this season, the Texas Dixie Youth Baseball Organization (if there are favorable funds in the State budget) will reimburse to the Tournament Host up to $700 for the DYB Officials Expenses.


VII. Tournament Admission/Passes

 

      a)  The Tournament Host may charge admission to spectators to the Regional/State Tournament. Admission charges will not exceed the following:


                                    Age 13 and above        $4.00/person

                                    Age 5 through 12         $2.00/person

                                    Age 4 and under           Free


NOTE:  The Tournament Host may sell tournament passes not to exceed $16/person. 


      b)      The Tournament Host will issue tournament game passes for all DYB officials, their wives and dependent children, tournament team coaches, their wives and dependent children and  tournament umpires.  All other passes must be approved by the Tournament Director.


VIII. Umpires


      a)      The Tournament Host shall pay for two umpires for each tournament game until the last two days of the tournament. 

Exception: only two umpires will be required for T-ball, coach-pitch, and machine-pitch tournaments for all days of the tournament.

      b)      All umpires shall be supervised by a Tournament Umpire Coordinator who is appointed by Texas Dixie Youth Baseball. All umpires must apply and be approved by the Tournament Director and attend a meeting with the Tournament Umpire Coordinator prior to the opening game.

     
c)      All umpires will be selected by the Tournament Umpire Coordinator from applications of umpires working in Dixie Youth leagues in Texas. Local league umpires from the host location must fill out an application to work the tournament games. 

     d)      
All umpires will be assigned by the Tournament Umpire Coordinator and paid by the Tournament Host a minimum of $35 per game for Youth Majors, 11 and under, AAA, 9 and under, and Jr. tournaments and $25 per game for T-ball, coach-pitch and machine-pitch.

    
e)      The Tournament Host shall provide umpires only Gatorade or water during tournament games.  A place to dress will also be provided.
 

     f)      Local host umpires shall not work games that involve a local or host team. Any exception to this requirement must be approved by the State Director.


IX. Official Scorer and Announcer

    a)      The Tournament Host shall provide two knowledgeable adults (18 or older) to serve as official scorer and as game announcer for each tournament game.

    b)      The Dixie Youth Tournament Director Official will instruct and coordinate the activities of the official scorer and game announcer during all tournament games.

   c)      The Dixie Youth Tournament Director Official will coordinate and approve all field ceremonies before and after the tournament games.

    d)  The teams shall meet at the pitching mound prior to each game for a prayer.


X.  Official Baseballs


The Tournament Host shall provide official Dixie Youth baseballs bearing the signature of the Commissioner of Dixie Youth Baseball, Inc., for each game. The Tournament Host shall provide a Level 5 baseball for T-Ball. The T-Ball baseball does not have to bear the Commissioner's signature. Recommended Level 5 T-Balls are Worth, Rawlings and McGregor. Each player who hits a home run during the tournament shall be presented the home run baseball.

XI. Regulation Playing Field(s)


     a)      The Tournament Host shall provide regulation playing fields that meet the specifications in the official Dixie Youth Rule Book.
 

    b)      If a tournament host conducts two tournaments at the same facility simultaneously, a minimum of two fields will be made available.

    c)   If a Tournament Host has more than two fields that meet DYB specifications, host will be required to use two fields.
  

     d)  Host must comply with the number of paying fields specified on the tournament bid sheet.

XII. Other Requirements


In addition, each Tournament Host shall provide:

            a)  Team dugout areas that are fully enclosed (chain link fence dugouts must have screen).

            b)  Fans in each dugout.

            c)  A public address system that will give complete audio coverage to every part of the
            ballpark including service areas and approach areas. A backup system must be  

            immediately  available.

  

d)  Adequate seating accommodations for a minimum of 400 spectators at each field.

e)  Public restrooms with adequate accommodations must be near the fields.
  

f)  Ample parking areas near the ballpark, at no charge, for all in attendance.

g)   
A listing of medical facilities and arrangements for handling medical emergencies that occur at the playing fields during tournament games.


h)  Prominent display of the American flag at each Tournament game.

i)  Water fountains or coolers filled with water or sport drink and ice in the dugouts for each game.
 

j)  Adequate covering for the infield surfaces of the playing fields during inclement weather.

k)  A field’s maintenance crew (minimum of two individuals for each field).  Fields are to be dragged and/or raked and chalked before each game.

l
)   Free drinks for Dixie officials and their wives.
 

m)  Someone assigned to collect home run balls for each game.

n)  Host may require teams to provide their own water cups and will allow the teams to bring a cooler with wet towels into the park.


State Tournament Opening Ceremony Requirements (Attachment A)


The objective at all Dixie Youth State Tournaments is to provide the players a positive experience that they will always remember.  Therefore, State Tournaments shall include an opening ceremony prior to the each game on opening day of the tournament.  The following guidelines shall be followed for the opening ceremony at each opening day game:


1)   
The head coach shall lead his/her team onto the field with the flag or banner for their team.

2)    The team shall parade in single file:

    a.    Team in first base dugout shall gather as a team in right field and parade from the outfield down the foul line and line up on the grass between first and home base.

    b.    Team in Third base dugout shall gather as a team in left field and parade from the outfield down the foul line and line up down the line on the grass between third and home base.

    c.    Players and coaches names to be announced during the parade of the teams coming onto the field.

    d.    First two players in line shall carry the team flag or banner.

3)    Welcome given by the local league host.

4)    Welcome given by Dixie Youth Tournament Director, State Director or Dixie Official.  Show and describe the different awards and trophies to be given at the tournament:

    a.    Participation medals for all players

    b.    Team flag or banner

    c.    Home run balls (cubes)

    d.    Nickel Club winners

    e.    Sportsmanship Trophy

    f.     First and Second Place Trophies (team and individual)

5)    Prayer

6)    National Anthem

7)    Play Ball

Note:  On the first day an extra 30 minutes should be scheduled after the first game on each field and an extra 15 minutes between all other games.   This must also be reviewed at the coaches meeting.

    Minimum Requirements Check List (
    Attachment C)

    1. $500 deposit will be returned after all tournament requirements are met
    2. 50% of the bid amount is due by March 1st
    3. Balance of bid amount is due by June 1st; failure to pay full amount by this date can cause forfeiture of $500 deposit
    4. Host will furnish a Tournament Chairman name by April 15 to be main contact with DYB Tournament Director
    5. Playing fields will be inspected in March and prior to June 15; a report will be made to the State Director
    6. Opening ceremony will be conducted before the start of each game on opening day
    7. Souvenir bags for coaches and players will be provided by the host.  The souvenir bags will be presented to the players at opening ceremonies or when the teams are eliminated.  Bags shall not have a business logo on them.  They may be plain or have the DYB logo.  They must consist of souvenir or tangible items; not just coupons.
    8. Flag or banner provided for each team with team name and Dixie Youth Logo
    9. A souvenir program provided; this program can be black/white and no smaller that 5 ½ by 8 ½
    10. Tournament bracket must be included as the center page in the program
    11. Dixie Director page provided in the program at no cost
    12. A team information packet must be mailed to Dixie Directors with the phone number and address of the person in charge of photos by June 15.  Failure to meet this date will result in $100 deduction from the tournament deposit refund.
    13. Identify someone for each field to collect home run balls
    14. Host may request that teams bring their own water cups
    15. Tournament brackets must be approved by the Dixie Tournament Director
    16. Each DYB Official who travels shall be provided a complementary motel room for each day of the tournament (not to exceed two officials)
