Season Underway - Now What???
All leagues in District 5 are now playing baseball! What should your league be doing now to prepare for the end of the season tournaments???
1) Be sure you are chartered in the proper divisions.
2) Be sure you have a current boundary map.
3) Be sure you have conducted background checks on all volunteers.
4) Be sure you have submitted all eligibility waiver requests.
5) Be sure you have submitted your rosters to Williamsport.
6) Be sure your ASAP has been submitted and approved.
7) Be sure you have submitted your tournament fees when LL sends the form in late April/early May.
For each local league wishing to enter a team in the 2009 Little League International Tournament, the fee has been increased from $75 to $100 per team. This is the first increase in the tournament participation fee since the 1999 season. As a reminder, all the tournament fees collected are placed in a restricted account, to be used to operate the International Tournament, which includes reimbursement of some travel expenses for local leagues.

Updated Bat Information
Little League officials are aware that there are bats for sale in stores, online or that may have already been purchased that are Little League approved, but do not have the required bat performance standard (BPF) markings. In fact, some of the bats on the Little League approved bat list may not carry the required BPF 1.15 marking on the bat, depending on when they were manufactured and licensed. Currently manufacturers are conducting an inventory and re-testing of all approved bats. The results of this study / retesting is to be finished by March 31, 2009. We are building a list of certain bats that are approved, but do not have the BPF marking due to special circumstances. For these bats, we are extending eligibility for play until December 31, 2009. As we are made aware of bats that meet our criteria for this extension, we will add them to the list. Please check this list regularly for updates. HOWEVER, ONLY BATS WITH THE BPF 1.15 MARKING AND THE BATS ON THIS LIST WILL BE ALLOWED FOR PLAY IN 2009.

Adidas Vanquish Blue design (There is a newer model of this bat, also named the Vanquish and it has copper and black markings. It contains the proper labeling and therefore is not subject to the one-year rule).

ASAP Rewards Program

District 5 is offering an additional reward for all leagues who submit an approved ASAP program to Little League International before it's first deadline of April 1st. Leagues with an approved ASAP Program by April 1st will receive a discount on their District Dues. This discount is in addition to the credit your league will receive from Little League International on your accident insurance.

Thanks to everyone who attended the AYSA Coaches Clinic. Attendees received lots of great information from Steve Keenum on their role as a coach. Coaches Jon Byington, Dirk Saltzgaber and Josh Lee from McMurry provided useful tips for teaching baseball fundamentals. And Dr Paul Watts' presentation on baseball first aid and injury prevention was very interesting. If you have any comments or suggestions for future clinics, please contact Jon Smith and let him know what you liked and what you thought could be better. He'll use your comments to develop our next clinic.

Calendar Adjustments
Tournament Dates were confirmed at the Southwest Region District Administrator's Meeting in Waco recently.
Please make the following adjustments to your tournament calendars, as some of these dates are different than we discussed at our last meeting.
Due to date adjustments for the Section 2 Tournament and the State Tournament our District 5 All Star Tournament will start no sooner than Saturday, June 27th. We'll confirm the actual date after reviewing our format, holiday schedule, and when we need to finish up.
The Section 2 Tournament will start on July 15th or 16th, which is one week later than last year.
9-10 Year Olds will play in Wichita Falls.
10-11 Year Olds will play in Fort Worth.
11-12 Year Olds will play in Abilene.
Junior League will play in Waco.
Senior League will play in Dallas.
The Texas West State Tournament will begin on Friday, July 24th. The tournament will be held in Fort Worth. Different age divisions have different starting dates, and we will let you know those exact dates for each division as those are announced later.
Southwest Region Tournament will begin on Friday, August 7th. Little League in Waco, Junior League in Midland, and Senior League in Seguin.

What League Does My Child Play In???
Little League boundaries in Abilene are determined by elementary school attendance zones. Your child should play in the league that represents your elementary school attendance zone. Your elementary school attendance zone is the elementary school zone that your residence is located in.
If you attend a different school on a transfer, you still play in the league that represents the elementary school attendance zone your residence is located in.
Cedar Creek - Lee, Johnston, College Heights, Taylor
Northern - Fannin, Jane Long, Ortiz - Hawley ISD - Anson ISD
Key City - Bowie, Thomas
Southern - Ward, Bassetti, Jackson
Dixie - Bonham, Austin, Reagan, Dyess

Per the Little League Rulebook: Players and their parents/guardians are advised that a false statement of residence may lead to ineligiblity to play Little League Baseball. Under NO circumstances does ANY person have the authority to grant a waiver that allows a child to play in a local Little League program IN ANY DIVISION, when that child does not qualify under these residency requirements.
FAQ from Little League Rulebook:
Q: Can a local Little League waive its rights to a player who lives within its boundaries, allowing that player to participate in another Little League program?
A: A local Little League does not have the authority to waive such rights. ONLY THE CHARTER COMMITTEE IN WILLIAMSPORT HAS THIS AUTHORITY.
Q: Can a child who does not have residence within a league's boundaries play in that league for the regular season only, provided he/she is not eligible for Tournament Play?
A: No. However, the local league may request a waiver, listing all circumstances that warrant such waiver. Only the Charter Committee in Williamsport can make the final decision.

Officer Updates
Fall is the time most leagues elect new officers for the upcoming season.
Please notify District 5 of your new officers. Name, address, phone numbers and email addresses would be very helpful. We need this information so that we can communicate with your league in the coming months in preparation for the 2009 season.
You can email a list to us and you also need to update your officers via the Little League Online Data Center. You will need your league id number and the password to log on and make the changes. This data center is used by Little League International to mail and email important information to the various league officers. The sooner you make these changes online, the sooner your volunteers will begin receiving the information they need for a successful season!

Bylaws, Local Rules & Ground Rules
Each local Little League Board of directors should adopt its own bylaws, local rules or ground rules (the terms are interchangeable.) This document or documents expire annually at the end of the fiscal year and must be renewed annually. They normally include the local board’s procedures for selection of Tournament Teams (All Stars), specific ground rules for various divisions (such as whether or not the 10-run rule will be used), etc.
Because each local Little League board of directors should have authority to change these types of procedures, they require only board consent, without the general membership’s approval. No part of the bylaws, local rules or ground rules can conflict with or supercede any Little League rule, regulation or policy.
The bylaws, local rules or ground rules are to be distinguished from the local Little League’s Constitution. The Constitution spells out the duties and responsibilities of the officers of the board, definition of membership, election procedures, meeting requirements such as quorum, etc. The local Little League board of directors must make a copy of the bylaws, local rules or ground rules available to any member of the local Little League for review and inspection if requested.

Bumps and Bruises
For more than a half-century, Little League International has maintained extensive records on injuries in Little League games and practices. These records have been used over the years to monitor trends and, when necessary, to effect positive changes in the Rules and Regulations.
In many cases, these changes have eventually been adopted in other youth baseball and softball programs, as well as professional baseball. It is just one of the many aspects of Little League that sets us apart from all other youth baseball and softball programs.
For the first time, Little League International has produced a comprehensive report on the history of Little League's efforts and accomplishments regarding the wellbeing of its participants and volunteers. This white paper entitled "Hits and Runs, Bumps and Bruises: Health, Safety and Injury Prevention are the Keystone of Little League" provides an extensive review of advancements in these areas.

Junior League Bat Changes

Dear District Administrative Staffs and Local Little League Baseball Officials:
Beginning with the 2009 Little League Baseball season, baseball bats with a diameter of 2 ¾ inches are no longer permitted for use in the Junior League Division of Baseball.
Baseball bats with a 2-5/8-inch diameter are now the standard for all teenage baseball divisions (Junior, Senior and Big League).
The "minus-3" requirement - overall weight (in ounces) of a bat can be no more than three ounces below the overall length (in inches) of the bat - remains in effect in Senior and Big League Baseball divisions, but is NOT a requirement in Junior Baseball.
Also, in effect for the 2009 season is the requirement that all non-wood bats used in Little League Baseball Divisions and below shall be printed with a BPF (bat performance factor) of 1.15 or less.
