Winter 2007-08 league signups will take place October 20th, 10am-4pm

Winter 2007-08 league signups will take place October 20th, 10am-4pm. Practices start Nov 1st and Games the first Saturday after Thanksgiving and run thru Mid-Feb. This is an individual player signup league with player draft.

 

The league will be run through Roanoke Park & Rec. They will maintain an open registration. Roanoke Park & Rec will be charging $60pr player ($50 for Roanoke Residents). This represents a $20 savings per player over last year's registration fees.

 

Divisions are constructed by the school grade (not birthdate):

 

Boys, K, 1, 2, 3-4, 5-6, 7-8

Girls K-2, 3-4, 5-6

 

Roanoke Park & Rec will adopt the team construction rules/format used in previous seasons including divisions by grade, draft format of player selection and roster sizes of 7 or 8 players per team. The league is a pplayer draft league (not bring your own roster).

 

Roanoke Park & Rec has committed to hiring additional staff that would be paid to run the league and maintain the high standard set forth by TCRYBA.

 

Registration for Fall Basketball will take place at the Roanoke Rec Center Saturday October 20th, 10am-4pm.

COACH LOOK:  PLAYER TRY-OUTS

All registrants entering the 3rd-4th Grade, 5th-6th Grade, or 7th-8th Grade Leagues must attend player try-outs for their respective age group.
 

Any individual who is required to attend try-outs and does not, will be selected by blind draw as outlined in Article 16.6 of these Bylaws.

Once player try-outs are complete, all players eligible will be placed on teams by the Draft/Draw process.


Draft / Draw

16.1        The Coach or his Assistant Coach must be present for the entire Draft/Draw process.

16.2        Draft/Draw positions will be drawn. Draft of players will proceed with each team drafting in a first to last, last to first alternating sequence.

EXAMPLE: Six-team draft: First round draft order – 1, 2, 3, 4, 5, 6; second round draft order – 6, 5, 4, 3, 2, 1; third round draft order – 1, 2, 3, 4, 5, 6; and so on…

16.3        Each Coach freezes his child and his Assistant Coach’s child. In the event the head coach does not have an assistant coach, his/her team will be awarded a supplemental pick. If the Head Coach’s child is in the lower grade of his/her league, the team will be awarded a supplemental pick before the first round. If the Head Coach’s child is in the higher grade of his/her league, the team will be awarded a supplemental pick at the end of the first round. If multiple head coaches do not have assistant coaches, and if these head coaches’ own children are in the same grade, the teams’ second round draft order will be used for the supplemental pick drafting order.      

EXAMPLE: A head coach, whose child is in the third grade and who does not have an assistant coach, will be given a supplemental pick before the first round of the draft. A head coach, whose child is in the fourth grade and who does not have an assistant coach, will be given a supplemental pick at the conclusion of the first round.

16.4        In the event there are not enough Head Coaches to fill the league on draft day, no coach will be allowed to freeze an assistant coach. This must be determined by the Director of Coaches at least 48 hours prior to try-outs. In the event no Assistant Coaches are allowed, the Director of Coaches must notify all previously approved Coaches and Assistant Coaches so Assistant Coaches can bring their children to try-outs.

16.5        If a Coach or Assistant Coach has multiple children in the league, the Coach is allowed to freeze the third child if the Team forfeits its 2nd round pick for an upper age child or its 3rd round pick for a younger age child. A Coach with two children within the same league and no Assistant Coach, can freeze both of his/her children without forfeiting a pick or receiving any additional picks per Article 16.3.

EXAMPLE: If a coach has 4th grade twins and an assistant coach, he would forfeit his 2nd round pick. If a coach has a 4th grade child and a 3rd grade child, he would forfeit his 3rd round pick.

16.6        Any player who is required to attend try-outs, but fails to attend, will be put into a hat for selection by random draw. These players cannot be drafted by name.   

16.7        Coaches can ask for a player to be removed from the hat and made available to draft by name if 100% of the head coaches in the league in question agree to do so. This must be determined prior to determining draft order.

16.8        When it is his/her draft turn, a Coach may select any available, draft eligible player or select to draw a name from the hat, containing players who did not attend try-outs. This process continues until all draft eligible players and players placed in the hat have been selected.

16.9        A family may request siblings within the same league to play on the same team. If this is the case, the Coach that takes the first sibling forfeits his/her next pick as it is used to automatically select the second sibling.

16.10        Any written request for non-family members to be on the same team would have to be submitted in writing and approved by the Board of Directors prior to the draft.

EXAMPLE: A child living with another family.

16.11        If, after the completion of the draft, a team or multiple teams have fewer players than the other teams in their league, the Board of Directors may accept late registrations until all teams have the same number of players. If additional players sign up, all teams with the fewer number of players are put into a hat. The late registrant will be placed on the team drawn from the hat. In the event a team has multiple roster spots available, the League Commissioner has the discretion to assign any late signups to the team that is short players.

EXAMPLE: If, in a six team league, three teams have eight players, two teams have seven players, and one team has six players due to a player dropping out of the league, the League Commissioner can assign a late registrant to the team with six players.

16.12        Player trades can only occur at the draft. All trades must be approved by the League Commissioner, with parity in mind. No trades can occur after any coach has left the draft.
