The TCLL Volunteer Umpire Program is open to all qualified volunteers, male or female. All volunteers must complete and submit the Volunteer Application Form and undergo a background investigation. Once approved, District 68 will provide extensive training for all of our volunteer umpires in order to make them comfortable and prepared to umpire Little League games. This training includes Rules Clinics and Mechanics Clinics for our managers, coaches, and umpires.
Attendance at these clinics will provide insight into the playing rules that will be followed during the season. Umpire mechanics clinic attendance will be mandatory for all umpires. Rules clinic attendance will be mandatory for managers, coaches, and umpires. Note: Any returning league umpire that achieved veteran status with years of prior umpiring experience has the ability to attend a shortened version of the traditional 4 hour Rules Clinic. This special 2 hour clinic will be put on by District 68 and can only be attended by those designated veteran umpires that the Chief Umpire invites.
Our Volunteer Umpire Program includes participation by Junior Umpires, individuals under the age of 18. However, team compliance with TCLL umpire program points & clinics requirements must be adult umpires. Paying any money to any umpire regardless of age is strictly prohibited and will subject any individual violating this rule to discipline.
Managers wishing to discuss a Rules interpretation related to any call made by a Junior Umpire must contact the adult umpire working the game for clarification of the call. Managers or Coaches are not to approach a Junior Umpire to discuss a call under any circumstances. Any violation of this rule may result in an ejection/disqualification from the game at the discretion of the adult umpire.
There is a Team responsibility for providing Volunteer Umpires throughout the season. It is the managers’ responsibility that their team meets all umpire program requirements including Umpire Point System requirements noted below. Should any team not meet any requirements, that team shall be subject to disciplinary action subject to the discretion of league officials. Any exceptions due to extenuating circumstances must be approved by the UIC, Division Rep and President.
Discipline shall include but is not limited to:
1st half umpire points not met – The team is ineligible for the TCLL postseason tournament.
2nd half umpire points not met – The team is ineligible for the TCLL postseason tournament.
If the yearly point totals are met by the end of the regular season, TCLL postseason eligibility will be reinstated.
AAA/Majors
1st half umpire points not met – The team is ineligible for the first half World Series berth and ineligible for the TCLL postseason tournament.
Yearly points total not met – The team is ineligible for the 2nd half World Series berth, the team is ineligible for the TCLL postseason tournament, and the team is ineligible for the district ToC
If the yearly point totals are met by the end of the regular season, TCLL postseason eligibility will be reinstated.
If the yearly point totals are met by the end of the TCLL postseason tournament, ToC eligibility will be reinstated.
· Each team is responsible for having 2 umpires, and the manager attend the Rules Clinic.
· Each team is responsible for having 2 persons designated as umpires attend an Umpires Mechanics clinic. A manager or coach may be designated as an umpire. This requirement may be waived on an individual basis at the discretion of the league UIC.
· Single A games will have one umpire. Home team manager is responsible to provide base umpire for your own game.
· First half– Each team must have at least 6 umpire points earned at Single A or above prior to end of the half.
· Second half – Each team must have at least 6 umpire points earned at Single A or above prior to the end of the half.
AA Division Requirements:
· Each team is responsible for having 2 persons designated as umpires, and the manager attend the Rules clinic. A manager or coach may be designated as an umpire.
· Each team is responsible for having 2 persons designated as umpires attend an Umpire Mechanics clinic. A manager or coach may be designated as an umpire. This requirement may be waived on an individual basis at the discretion of the league UIC.
· Home team manager is responsible for providing plate umpire & visiting team manager is responsible for providing base umpire of your own game.
· First half – Each team must have at least 18 umpire points earned at AA or above.
· Second half – Each team must have at least 18 umpire points earned at AA or above.
AAA/Majors Divisions Requirements:
· Each team is responsible for having 2 persons designated as umpires, and the manager attend the Rules clinic. A manager or coach may be designated as an umpire.
· Each team is responsible for having 2 persons designated as umpires attend an Umpire Mechanics clinic. A manager or coach may be designated as an umpire. This requirement may be waived on an individual basis at the discretion of the league UIC.
· It is encouraged that umpires not umpire their child’s game to extent possible. However, the home team manager is responsible for providing plate umpire & visiting team manager is responsible for providing base umpire of your own game.
· First half– Each team must have at least 32 umpire points earned at AA or above.
· Second half – Each team must have at least 32 umpire points earned at AA or above.
Juniors/Seniors Division Requirements:
· Home team manager is responsible for providing a home plate umpire for your own game.
Umpire Point System
The point system is below:
· Juniors Plate ( 6 points); Juniors Base ( 5 )
· Majors or AAA Plate (5 ); Majors or AAA Base (4 )
· AA Plate (5) or AA Base ( 3 )
· A Base (2)
· We strongly encourage all of our umpires to attend the monthly District 68 umpire meetings. These are known on the web site as “Blue Crew Meetings”. These meetings will be announced to all umpires once the date, time and location of each is determined by District 68.
Umpire Recognition
· At the conclusion of the regular season we will recognize the Points Leaders in the following categories: Umpire Points Leader, Team Points Leader, Junior Umpire Points Leader. The Chief Umpire will also recognize the TCLL Umpire of the Year.
· We will also honor and recognize those umpires that earn over 100 points during the regular season. These umpires are our leagues “Iron Man” umpires.

The Chief Umpire publishes and distributes newsletters throughout the season to all Umpire, Managers, and Coaches to keep everyone informed as to coming events and on issues of interest to all. Questions regarding rules will be answered as well as insight on any issues that arise from week to week. Communications from the District 68 Administrator & UIC, as well as the Western Region, will be included as applicable. |
