The Men's Open league is for Men aged 18 and up. Most games are played on Sundays (with an occaisional Friday evening game). Games consist of two 45-minute halves. Each game will have two referees.

If you are interested in joining the league (as an individual or an entire team) see the notes further down on this page.

The league has two seasons ... spring and fall.

The league is always looking for new teams to join in future sessions.

How to join the league - Individuals

The Men's Open league (Sunday games) admits only entire teams into the league. There is currently no "house team" that players can join.

However, current teams are sometimes looking for new players. If you would like to be considered, please post a message on the league's Facebook site at:

   http://www.facebook.com/teasasoccer

In the message, provide the following information:
   * Name
   * Email address
   * Home phone/Work phone (optional)
   * Please note whether you are interested in joining the league for just one season (EX: just Spring, just Fall) -OR- whether you are looking to join a team on a permanent basis.
   * Please provide your age.
   * How many years of soccer experience do you have?
   * Are you a goal-keeper?
   * If you had your choice, what position would you prefer to play?
   * If there is any other pertinent information you would like to provide about yourself or your soccer experience, feel free to include it in this message.

The above information will be useful for the captains of the existing teams. It will help them make decisions and also help them contact the individual players should they be selected for a team.

Teams occasionally suffer injuries and require replacement players mid-season. In this event, you may receive a call mid-season from a team captain.


Game Rules

It should be remembered that this is a recreational league. The main objective is for participants to enjoy themselves while playing in a competitive environment, i.e., what we call serious fun.

TEASA Rules of the Game

1.        Matches will consist of two 45 minutes halves; there will be a 5 minute halftime. Two referees will officiate each game.

2.        Rules for substitution:
        -        Both teams can substitute on any goal kick or throw-in or after a goal is scored
        -        Neither team can substitute on corner kicks or free kicks
        -        All substitutions must be reported to and approved by the referee

3.        No sliding. An indirect free kick is given for sliding. Players MAY slide as long as they are not near another player (i.e. saving a ball from going out of bounds). Unintentional slide tackles (i.e. slipping on wet grass) are still considered slide tackles. (See the Rules Clarification - Slide Tackles below for more detailed information).

4.        No swearing or unsportsmanlike conduct.

5.        All players must wear shin guards.

6.        When a player is injured the referee will stop play. After the injured player has recovered, an indirect free kick will be awarded to the team in possession when the whistle was blown to stop play. The referee may opt to restart play with a drop ball if the situation warrants it.

7.        Apart from the above exceptions FIFA rules apply.

Goalkeepers: Remember that goalkeepers cannot play the ball with their hands if the ball is played to them intentionally by someone on their own team. This includes throw-ins. The goalkeeper MAY play the ball with his hands when played intentionally using the players head (headed-back to the goalkeeper). The goalkeeper may play the ball with his feet at any time.


Referee Rulings

ALL players should abide by ALL decisions, which are final. The referee will use discretionary judgment in the assessment of the penalties for on-the-field offenses (e.g., swearing, slide tackles and unsportsmanlike conduct). Severe penalties may warrant an immediate red card.


Cautions and Ejections (Yellow and Red Cards)

Yellow Cards
If a player is cautioned (receives a yellow card), he no longer must leave the field for a period of 10 minutes as practiced previously and stated in previous TEASA rules. If a player accumulates three cautions in a session (fall/spring), he will be suspended automatically for ONE match. If a player accumulates five cautions in the same session (fall/spring), he will be suspended automatically for TWO matches. Additional accumulation of cautions may warrant further suspension or expulsion, at the discretion of the TEASA Board.   

Red Cards
If a player is ejected (receives a red card), he must leave the field immediately and is not permitted to remain in the playing area for the duration of the match. If a player fails to leave the playing area after his ejection, the match may be stopped and declared a 3-0 forfeit loss for the ejected player’s team. Any player who is ejected from a match is banned from playing in his team’s next scheduled match and is ineligible to play in any other scheduled matches (for other teams in the league) until his suspension has concluded, at the discretion of the TEASA Board.
A player who has received two red cards in any 15-week period is banned from playing in his team’s next 15 schedule matches and is ineligible to play in any other scheduled matches (for other teams in the league) until his suspension has concluded, at the discretion of the TEASA Board.
A player will receive a ONE-match suspension for the following:
·         Denying an obvious goal scoring opportunity by deliberately handling the ball
·         Denying an obvious goal-scoring opportunity by an offence punishable by a free kick or penalty kick
·         Receiving a second caution in a match (2 yellow cards)
A player will receive a TWO-match suspension for the following:
·         Use of offensive, or insulting or abusive language directed at any player or referee

A player will receive a THREE-match suspension for any of the following:
·         Serious foul play
·         Violent conduct
·         Spitting at an opponent


Team and Player Expulsions

PLAYER EXPULSION FROM THE LEAGUE
The TEASA Baord may, at its discretion, suspend or permanently expel any player from the league based on a demonstrated pattern of offenses (i.e. repeated yellow or red cards) or based on a single incident which the TEASA Board feels is severe enough to warrant expulsion or suspension.

Rules Clarification - Slide Tackles

What is a slide?
Under no circumstance can a player win a ball from his opponent with a slide tackle. For the purposes of the TEASA league, a slide tackle is considered to occur whenever ANY part of a player’s body touches the ground (with the exception of the player’s feet). Therefore, a player on one knee with the other leg extended is considered to be sliding. A player with a hand or elbow touching the ground is considered to be sliding.

When are slides allowed?
Slides are only allowed whenever the sliding player is not in proximity of another player on the field - including his own teammates. For example, a player chasing a ball down the sideline may slide to save it from going out of bounds, permitted no other player is within proximity of the event. There does not have to be contact for a slide to be called a foul. A player who is sliding is, by definition of the TEASA league, out-of-control.

Can goalkeepers slide?
Yes - goalkeepers are allowed to slide, even in proximity of other players - as long as they are playing the ball.

Can an attacking player slide to score a goal?
Yes - as long as the sliding player is not in proximity of another player on the field when it occurs - including the goalkeeper. If an attacking player makes contact with the goalkeeper (or another player) during the slide, it is considered a foul. For further clarification, if a player slides, plays the ball, then continues his slide into another player, it is considered a foul. However, contact does not have to occur for it to be called a foul.


Rules Clarification - Giving 10 Yards on Free Kicks

When a referee calls for a Direct or Indirect Free kick, players of the opposing team must not be within 10 yards of the spot of the kick.

Most TEASA participants are aware of this standard FIFA rule. However, many players do not know that they are required to give 10 yards distance automatically, without being prompted by the referee. An opposing player standing over the ball or slowly walking in front of the ball can be called for delay of game.

Therefore, referees do not need to ask you to give 10 yards - it is assumed you will do it. They can therefore caution you (or issue a card) for failure to automatically give 10 yards distance.

As taken from the FIFA Rule book (July 2003), "Additional instructions to referees" section:

The Taking of Free Kicks
Referees are reminded that a player must be cautioned if:
- he delays the restart of play
- he fails to respect the required distance (10 yards) when play is being started


League Rules

Player Signatures on the Waiver Form
At the beginning of each season, it will be the captain's responsibility to ensure that all players have signed the team roster/waiver form. We will periodically review the signatures on these forms and compare them to reports of yellow and red cards issued. If it is determined that a player has played in a match without signing the form, the player will be subject to an automatic ten-game suspension from the league.

Team Rankings
A team will be awarded 3 points for a win, 1 point for a tie, and 0 points for a loss.

The teams will be ranked as follows:
1 - Total points awarded
2 - Head-to-head points awarded
3 - Head-to-head goal differential
4 - Total Goal differential - calculated as
   (Goals Scored - Goals Conceded)
5 - Total Goals Scored
6 - Total Goals Conceded
7 - Coin toss

Rainouts/Stoppages
If a game is rained-out or stopped for any reason, then the following rules will apply:
1) If one-half (or more) of the game was played, then the score is considered final.
2) If less than one-half of the game was played, then the score is considered to be a 0-0 tie (regardless of the actual score of the game).
3) Make-up games are difficult to schedule. However, if a make-up game is played, then it must be completely replayed (two 45 minute halves starting with a 0-0 score). The score for a replayed game will be used as the final score for the game. If a game is never replayed, then the score stands based on rules #1 and #2 above.

Grievances
Any grievances or vagaries in the League Rules should be addressed to the League Administrators. The Administrators will then email the various captains and co-captains in the league for their opinions on the situation. A vote will be taken and the majority vote will be the final decision on the matter. Keep in mind this is a recreational league!

Grievances/arguments surrounding the score of a game or decisions made by referees on-the-field will NOT be debated by the League or the Captains!!

Team Payments
Teams that are not fully paid prior to a game will not be allowed to play that game. It will be declared a forfeit (3-0 loss) for that team. The league will attempt to find another team or group of players to take the place of the non-paying team for that week (so the opposing team gets to play). Note that players from the unpaid team are not allowed to play in any matches that week. Unpaid teams will also not be invited back for future sessions in the league.

Team Penalties
The league reserves the right to levy penalties against any team or individual in the league. Penalties can come in many forms. Examples are: monetary fees, point deductions, suspensions, and removal from the league (teams and/or select individuals).

Rules for Forfeits and Borrowing Players

Starting with the Spring 2011 season, the following rules are now in place with respect to forfeits and borrowing players.

FORFEITS (see "Examples" below for clarification of these rules):

· If, at the official start-time of a match, a team has 7 or more players present from their roster, then they do not need to forfeit. They can play with anywhere from 7 to 11 players on the field at a time and still have a regulation game. The final score of the game stands (as usual). No penalty points are issued.

· If, at the official start-time of a match, a team has only 5 or 6 players present from their roster, then a forfeit is automatically declared. The game is scored as a 3-0 victory for the non-forfeiting team. No additional penalty points are issued.

· If, at the official start-time of a match, a team has fewer than 5 players present from their roster, then a forfeit is automatically declared. The game is scored as a 3-0 victory for the non-forfeiting team. The forfeiting team is issued an additional one-point penalty in the standings. NOTE: Teams that pre-schedule a forfeit with the opposing team’s captain still receive the one-point penalty. (The additional point penalty is being assessed in hopes that teams will always try to get as many players to the field as possible … so that the two teams can declare a forfeit, share players, and at least play a "friendly" game).

· If, at the official start-time of a match, BOTH teams have fewer than 7 players present from their rosters, then this is automatically declared a double-forfeit. In this case, the game is scored as a 0-0 tie. However, both teams will receive a 1-point penalty in this case (since a tie awards 1 point, adding a 1 point penalty offsets this … in other words, both teams earn 0 points for that match). However, if one or both of the teams has 4 or fewer players present then that team receives an additional 1-point deduction.

 

ADDING/BORROWING PLAYERS

· Outside players (players not currently on the roster of any TEASA team):

o If a player is not currently on the roster of any TEASA team, you may add him to your roster at any time during the season. He is eligible to play as long as he has signed the team’s roster. Once a player signs a team’s roster, he is on that team for the remainder of the season and cannot play for another TEASA team (except in situations specified below). Any player wishing to change teams mid-season must secure permission of the TEASA board.

· Players from the Opposing team (the other team involved in this match):

o Non-forfeit situation: (Both teams have at least 7 players present from their roster at the start of the match.) One team can "loan" one or more players to the opposing team for a specific match if they so wish. This, of course, requires the agreement of both captains. The game is played as usual and the final result stands.

o Forfeit situation: (One team has 7 or more players and the other team has less than 7 players as the start of the match.) A forfeit is automatically declared. (See "Forfeits" above to determine game score and whether additional penalty points are issued). Since a forfeit has been declared, the team with more players can "loan" one or more players to the opposing team. Also, since a forfeit has been declared, players from other TEASA teams (teams not involved in this match) can also play.

· Players from other TEASA teams (a team not involved in this match):

o Players from other TEASA teams (teams not involved in this match) are only allowed to play once a forfeit (or double-forfeit) has been declared.

o If, at any time during or after a match, a team is found to be using a player from another TEASA team (teams not involved in this match), the match will be declared a forfeit.

 

Examples of forfeits and adding/borrowing players

EXAMPLE #1

Team A has 15 players at the start of the game

Team B has 7, 8, 9, or 10 players at the start of the game

· Is a forfeit automatically declared?

No – both teams have at least 7 players.

· Are any penalty points issued?

No – both teams have at least 5 players.

· What are team B’s options?

Team B can play the match as-is … with the players they have. The result is official.

Team B can add one or more outside players (these are players not on any other TEASA team).

Team B can ask Team A to loan them players. If Team A agrees, then the game is played as normal and the final result stands.

Team B can ask for the game to be declared a forfeit. The game is scored a 3-0 victory for the non-forfeiting team. No additional penalty points are awarded. The teams can mix-up and play a "friendly". Players from other TEASA teams can also play in the game once it is declared a forfeit.

NOTE: Team B can only use players from other TEASA teams (teams not involved in the match) if the game is declared a forfeit.

EXAMPLE #2

Team A has 15 players at the start of the game

Team B has 5 or 6 players at the start of the game

· Is a forfeit automatically declared?

Yes – Team B must have 7 or more players to avoid an automatic forfeit.

· Are any penalty points issued?

No – since 5 or more players showed up there are no additional penalty points issued.

· What are team B’s options?

This game has been declared a forfeit so Team B can get players from Team A (with their permission). Team B can also use players from any other TEASA team (since a forfeit has been declared).

EXAMPLE #3

Team A has 15 players at the start of the game

Team B has from zero to 4 players at the start of the game

· Is a forfeit automatically declared?

Yes – Team B must have 7 or more players to avoid an automatic forfeit.

· Are any penalty points issued?

Yes – since less than 5 players showed up, an additional penalty point is issued to Team B.

· What are team B’s options?

This game has been declared a forfeit so Team B can get players from Team A (with their permission). Team B can also use players from any other TEASA team (since a forfeit has been declared).

EXAMPLE #4

Team A has 6 players at the start of the game

Team B has 4 players at the start of the game

· Is a forfeit automatically declared?

Yes – in this case, a double-forfeit is declared. The match is scored as a 0-0 tie.

· Are any penalty points issued?

Yes

Team A receives 1 penalty point (the 0-0 tie awards them 1 point, so this penalty nullifies that).

Team B receives 2 penalty points … the first one to nullify the tie and the second one because they had less than 5 players show up.

· What are the options?

This game has been declared a double-forfeit so the teams can use players from any other TEASA team (since a forfeit has been declared) and play a "friendly" match.



Rules for Shootouts

The referee chooses the goal at which the kicks will be taken.

The referee tosses a coin and the team whose captain wins the toss takes the first kick.

The referee keeps a record of the kicks being taken.

Subject to the conditions explained below, both teams take five kicks.

The kicks are taken alternately by the teams.

If, before both teams have taken five kicks, one has scored more goals than the other could score, even if it were to complete its five kicks, no more kicks are taken.

If, after both teams have taken five kicks, both have scored the same number of goals, or have not scored any goals, kicks continue to be taken in the same order until one team has scored a goal more than the other from the same number of kicks.

A goalkeeper who is injured while kicks are being taken from the penalty mark and is unable to continue as goalkeeper may be replaced by a named substitute provided his team has not used the maximum number of substitutes permitted under the competition rules.

Normal FIFA rules only allow players who were on the field at the end of the game to take kicks. Since TEASA has a liberal subsititute policy, this rule is dropped. Any player may take a kick as long as they participated in the match earlier.

Each kick is taken by a different player and all eligible players must take a kick before any player can take a second kick.

An eligible player may change places with the goalkeeper at any time when kicks from the penalty mark are being taken.

Only the eligible players and match officials are permitted to remain on the field of play when kicks from the penalty mark are being taken.

All players, except the player taking the kick and the two goalkeepers, must remain within the centre circle.

The goalkeeper who is the team-mate of the kicker must remain on the field of play, outside the penalty area in which the kicks are being taken, on the goal line where it meets the penalty area boundary line.

Unless otherwise stated, the relevant Laws of the Game and International F.A. Board Decisions apply when kicks from the penalty mark are being taken.

When a team finishes the match with a greater number of players than their
opponents, they shall reduce their numbers to equate with that of their opponents and inform the referee of the name and number of each player excluded. The team captain has this responsibility.

Before the start of kicks from the penalty mark the referee shall ensure that only an equal number of players from each team remain within the centre circle and they shall take the kicks.

League policy for promotion/relegation

The league is currently divided into two divisions ... A and B. It is the goal of the TEASA board to move 2 teams from B to A and 2 teams from A to B at the end of each session. However, from time to time, circumstances may arise that cause us to change this rule for a given season. The board will decide to move teams (or not move teams) based on what we feel is best for the league at that time.
