2009 Instructions to TCL Club Reps

Club Rep- This MUST be the single person required to interface between the league and the club, including its coaches, ref assignor, field assignor etc. Once the Club Rep receives preliminary copy of schedules, they must set home game times, coordinate with field assignor and referee assignor and generally accommodate the needs of their club and coaches. If game conflicts exist then the club rep must communicate with opponent’s club rep and schedule a new date and time for that game. Copy of emailed request and agreement must be forwarded to league scheduler.   

Rainouts; Make up gamesIn the event of a game cancelled by county or referee, or any other game not played at date and time of schedule, coaches must contact club rep who will negotiate make-up game with opponent. Within 1 week, home team rep must offer times and dates that allow for make-up. Club reps only will negotiate the reschedule date and forward details including agreement by opponent to league scheduler, who will forward to webmaster.  

Score Reporting;Scores must be reported to the league no later than Tues at 7:00 PM. It is the obligation of each rep to train and encourage cooperation with this procedure from their coaches. In the event that clubs do not report all team scores by this time, the teams not reported will receive a 0-3 loss. BOTH teams should report scores each week but it is the obligation of the home club to keep a permanent official referee report of game score and details.The web site will be the only source for schedules and scores and coaches should be encouraged to check regularly.

Girls Comp Early Season
The TCSL is organizing a TCL/PBL Girls Comp Early Season for girls U9-U14. Early declaration is desired, deadline July 18. We have approximately 6 teams in each age group so far, from Jupiter north. The idea is to allow the kids to play scheduled pick-up type games. Parents and coaches will be encouraged to relax and enjoy. There are no scores, no standings, and one referee on hand (for safety). No league fees, minimal cost per team. Please contact Steve Merritt for more information.

TCSL/PBL Early season

The Treasure Coast Soccer League and the Palm Beach League are jointly running the competitive early season. The Boys division is being coordinated by the Palm Beach League. The girls division is being coordinated via the TCSL's web site at www.tcsl.info.

Mercy Rules for TCSL

Mercy Rule (All Division)- an eight goal differential at the end of the first half or secured at any time during the second half shall terminate the game even if the coaches want to continue to play. It is encouraged that the winning coaches show good sportsmanship by modifying his team’s tactics in order to avoid this situation. All teams should be given the opportunity to play the entire game without embarrassment. Allowing the score to be run up to “mercy” the opposing team does not constitute good sportsmanship as determined by the TCSL.

The TCSL adopted the above 'Mercy Rule' for the competitive division beginning with the 2007-08 season.



Commonly Asked Questions

Rosters:
Passes and rosters are to be returned to the team's manager or coach at the conclusion of the game. The Referee will return the home team roster to the visiting team coach and vice versa except, in the case of a red card, the referee will attach both rosters to the referee report.

For competitive teams:
A League roster may be used in place of an official FYSA state roster generated by the state office. If a league roster is used, the roster must be signed by an officer of the Treasure Coast Soccer League, Inc. prior to the start of the season and no changes may be made once the season starts.

Red Card Policy:

If a player or coach has been ejected, the referee shall complete the referee report form and fax, email, deliver or mail it to the president of the home club or the home club's referee assignor, within 24 hours. The referee shall include the USSF supplementary game report detailing the circumstances leading to the player's or coach's ejection from the game. The club president or referee assignor must fax the referee report and USSF supplementary game report to the Vice President of Rules within 24 hours. The Vice President of Rules will notify the offending player's club president of the red card suspension. It is the responsibility of the offending player's club to enforce the red card suspension. The team coach is responsible for documenting any games sat out due to serving red card suspensions. If the player plays in a game prior to the completion of the suspension, the coach will be suspended for the remainder of the seasonal year plus one year.

Game reports:

Referees are not required to file a game report with the league unless there has been an ejection during the game. The referee should follow their club's rules for filing game reports. The home team is responsible for verifying the accuracy of a score with a referee report in the event of a dispute.

Forfeits:
In the event of a forfeited game, then the referee must complete and sign the game report, citing the reason for the forfeit, and forward the game report to the properly designated club or league representative within 24 hours of the game.
