Youth League
Eligibility
A. To be eligible to participate in the youth basketball program each participant must meet the following age qualifications.
Little Dribblers (Grade K)
a. Must be in Kindergarten
Rookie (Grades 1/2)
a. Must be in 1st or 2nd Grade
Junior Varsity (Grade 3/4)
a. Must be in 3rd or 4th Grade
Varsity (Grade 5/6)
a. Must be in 5th or 6th Grade
B. Exceptions may be permitted as to age with Board approval. All requests for
expectations must be submitted in writing prior to player evaluations. Under no
circumstances will be a player be permitted to play up more than one level above his
own.
C. Each parent must make the decision of whether their child is physically fit for the
TYBA League. The TYBA accepts no responsibility for making any judgments
concerning the physical fitness of a child to participate in the TYBA. Each parent is
strongly encouraged to have their child undergo a complete, yearly physical
examination with they physician, prior to the commencement of TYBA activities.
Each parent by registering their child to participate in the TYBA activities warrants
their child is physically fit and capable of participating in the activities and rigors of
the League. Each parent assumes the responsibility for ensuring the physical and
emotional condition of their child for participation in this League. The TYBA, the
Board, its Officials, Referees, Volunteers and Coaches will NOT be responsible or
liable for any medial or mental condition of a participant in the League.
Format for Player Draft
Part 1 The order of selection for the Draft will be determined by blind draw. The
Head Coach of each team will draw a pill and can place his/her team at any position on the Draft board according to the order of the pills.
Part 2 Based upon the number of perspective registrants, the Board will advise
the Head Coaches on the specifics of any nuances of each draft.
Part 3 All athletes who wish to be drafted must attend one of two mandatory
evaluation sessions where the Head Coach or their designees shall be present. If the athlete is unable to attend these sessions, the League Director must be notified prior to the season.
Part 4 All players are to be evaluated by a panel appointed by the Commissioner, with the evaluation session conducted by the High School coaching staff. The TYBA Coaches will do their own evaluations and use the panels evaluation as a reference. The Panel’s evaluation will be used to place coaches son(s) in an appropriate round. The information will be provided to the Head Coaches/designee prior to the draft. If a player is not evaluated but can be accurately assessed a rating and agreed by the league coaches and league director then that rating will be determined prior to the start of the draft. Players that cannot be accurately assessed a rating will be drafted at the end of the draft once all the evaluated players have been drafted. The next team in the order of the draft will draw a players name from a hat- similar to a blind draw.
Part 5 Sons of Head Coaches will be assigned to their father’s team prior to the draft. Coach’s son(s) will be placed in the appropriate drafting rounds based on their evaluation rating by the Evaluation Panel appointed by the Commissioner prior to the draft beginning. No provision is made for sons of Assistant Coaches. The League Coordinator will have final determination with any disputes for a draft round placement of a coach’s son. If League Coordinator’s son is player in dispute, the Youth League Director will have the final determination. No provisions are made for sons of Assistant Coaches.
Part 6 The draft format will be a “Snake Format” until all players are drafted,
including the players that were not evaluated. Snake Format is: In a six
team league, Round One will start with the team in the 1 slot picking first
then 2, 3,4,5,6. Round 2 will then start with slot 6 then 5, 4,3,2,1. Round 3 will be 1, 2, and 3,4,5,6. This format will continue until all the players have been drafted.
- Warning: Any coach found to be tampering with the evaluation or draft process for his own team’s benefit will have a hearing with the TYBA Board of Directors and is subject to removal.
Coaches Rules of Conduct
I hereby pledge to conduct myself in accordance with the TYBA Rules of Conduct:
1. I understand this league is for the youth of the Community; it is a “Players” League, not a Coach’s League.
2. I will place the emotional and physical well being of the TYBA players ahead of any personal desire to win. I will not unnecessarily run up the score against an opponent.
3. I will treat each opposing coach and individual player with respect.
4. I will provide a safe playing situation for all players by emphasizing fundamentals, techniques, proper skills and sportsmanship.
5. I will organize and attend practices so as to challenge, instruct and prepare the players for success.
6. I will notify players of all TYBA events and attend them, to the extent possible, including scheduled games and practices, picture day and Youth Night.
7. I will provide an environment that will be free of alcohol, drugs, tobacco and profanity and will act in accordance with all Tallmadge City Schools’ policies.
8. I will not argue calls with the game officials or referees or opposing team. I will conduct myself calmly when discussing rule interpretation.
9. I will be responsible for the actions of my team’s coaches and players.
10. I will abide by the TYBA playing rules, coaches’ rules of conduct and all board policies, objectives and bylaws.
I understand that unsportsmanlike behavior can lead to my suspension from and possible forfeiture of a game. I understand that violating the Rules of Conduct may also lead to my suspension, I understand that in these instances I may be required to appear before the Board to explain my actions and that the Board may take whatever action it deems necessary.
Coaches Responsibilities
Part 1 Agreement form must be signed and submitted to the Board of Directors
each year.
Part 2 Each Coach is responsible for reading, understanding, and complying with
the Coaches Rules of Conduct, Members Manual, By-laws, and Playing Rules in the league they will be coaching.
Part 3 All Coaches are required to sign a Coaches Agreement and undergo a
background check.
Part 4 The Coaches will be selected by the Board of Directors. Coaches will be
monitored by the Commissioner and Board of Directors.
Part 5 Coaches will be required to undergo instructional and/or training sessions
with the Tallmadge High School Boys Basketball Varsity Head Coach and his staff and/or their designated appointee(s). These sessions require mandatory attendance.
Part 6 Coaching positions shall be established pursuant to the following:
A. By design, it is the intent of the Board of Directors that youth Coaches will be involved and stay with the program to provide continually and consistency of instruction for the players.
B. Each team shall be directed by a Head Coach who will be approved by the Board of Directors
C. The Head Coach shall have the privilege of selecting one Assistant Coach and appointing him or her to their duties of the team.
Part 7 The duties of the Head Coach shall be as follows.
A. To be in full charge of his team at all practice sessions.
B. To be in full and complete charge of his team at games.
C. To attend meetings of the TYBA or League as requested.
D. To attend practice sessions and games or to have an Assistant Coach present
E. To be responsible for the actions of their team’s coaches and players.
F. To wait until parents/legal guardians retrieve all of the participants after practices or games before leaving the site.
Part 8 The duties of the Assistant Coach shall be:
A. To carry out their duties as assigned by the Head Coach.
B. To be in charge of the team in the absence of the Head Coach.
C. To attend practice sessions and games, especially in the absence of the
Head Coach.
D. To attend TYBA or League meetings or training sessions as may be requested.
Part 9 The duties of all Coaches shall be:
A. Maintain the standard of coaching which is at least equal to the League
objective.
B. To comply with the decisions of any examining physician as to the advisability of allowing a player to play.
C. To actively support all TYBA functions and fundraising activities.

Official Playing Rules
Official playing rules shall be promulgated by the Youth League Director with approval by the Board of Officers. Playing rules will be published no later than one week prior to the Player Draft.
League Format
A. Varsity League Format (5th- 6th Grade)
Approximate Dates: Mid- November through Mid-February
Suggested No. of Games 8 to 10
Suggested Days Saturday, One to two nights a week
Format Games each Saturday, 1-1.5 hour practice during
the week, a few weekday games may be necessary
Postseason Tournament All teams qualify, teams seeded by record, single
elimination.
B. JV League Format (3rd and 4th Grade)
Approximate Dates: Mid- November through Mid-February
Suggested No. of Games 8 to 10
Suggested Days Saturday and one evening during week
Format Games each Saturday, 1-1.5 hour practice during
the week, a few weekday games may be necessary
Postseason Tournament All teams qualify, teams seeded by record, single
elimination
C. Rookie League Format (1st and 2nd Grade)
Approximate Dates: Mid- November through Mid-February
Suggested No. of Games 8 to 10
Suggested Days Saturday and one evening a week
Format Games each Saturday, 1 hour practice during
the week, a few weekday games may be necessary
Postseason Tournament None
D. Little Dribblers League Format (K grade)
Approximate Dates: December through Mid-February
Suggested No. of Games 8 weeks of instruction
Suggested Days Saturdays (possibly some weekdays)
Format Clinical type instruction one hour week
Postseason Tournament None
League Policies for Basketball Player Rules
1. Each player must wear the approved uniform, equipment and basketball shoes during practices and games. Dress and attire must always be appropriate, decent and respectful. No jewelry, watches, bracelets or necklaces may be worn at any time while participating in TYBA practices or games.
2. Practices will begin at their scheduled time and end at their scheduled time. In case of weather causing dangerous driving conditions, the Board, in conjunction with the Tallmadge City Schools, will reserve the right to cancel games and/or practices.
3. Game officials’ rulings are final. No protest will change the outcome of game or league standing. It is the Coach’s responsibility to clarify rules or their interpretation by officials calmly at the time of occurrences. Judgment calls are not to be disputed.
4. Players will pick-up trash and place it in provided receptacles at the conclusion of all practices and games. No player will be permitted to leave the gym until the bench area has been completely cleared for the next game.
5. The first team listed in the game scheduled is the home team.
6. No loud, abusive, or profane language will be tolerated. Unsportsmanlike conduct will not be tolerated from the membership.
Spectator Conduct
Part 1 No alcoholic beverages or smoking is permitted at practices or games on
school property.
Part 2 No abusive or obscene language will be tolerated.
Part 3 No abusive physical contact will be tolerated.
Part 4 Violators will be removed from the premises at the discretion of the
Referees and/or Board members.
Development of Team Roster(s)
Part 1 A Player Draft will be held for team selections. Head coaches shall be present during the Draft. In the absence of a Head Coach or his/her proxy, Youth Director shall conduct a draw. The Youth Director shall inform all Head Coaches as to the time, place and conduct of the Draft. Each team will only be allowed one representative at the Draft.
Part 2 Registration establishes the eligibility of an individual player for that
playing year.
Part 3 Assignment of a player to a specific team roster establishes his team
identity for that season only.
Part 4 The Head Coach shall have the privilege of coaching his/her own son.
Registration
Part 1 To participate in the activities of the TYBA each participant must be
formally registered and pay the required registration fee.
Part 2 Registration for basketball players shall be by the date established by the
Board of Officers.
Part 3 Late registrations may be accepted at the discretion of the Board.
Part 4 Any player who has failed to register by the Draft date will be placed on
the team that would have drafted next in the Grade Division or will be placed on a team at the discretion of the Board of Directors.
Part 5 The registration fee shall be determined by the Board of Directors on a
year-to-year basis and will be payable at the time of the registration.
Part 6 Within one week of Draft, a complete roster of participants will be
submitted to the Board of Directors and the Head Coaches. This roster will include the name, age, grade, address, and phone number of each participate.
