The Starkville Parks & Recreation department offers adult basketball during the months of December and January, with registration ending in late November. Both fast-break and modified-break leagues for men are available. A women's league is also formed when there is enough interest to make enough teams. ADULT BASKETBALL RULES
Entry Fee: $300.00

Information about SPRD leagues can usually be found online at http://www.eteamz.com/spc/. Once there, just click on “Adult Basketball” to view news, schedules, scores, and standings. It is the coach’s responsibility to report any possible errors that might affect his or her team.
ELIGIBILITY:
· Must be at least 16 years of age.
· Must not be a current college or professional basketball member.
· Professional players must wait two years after resignation before eligible.
· Players are allowed on one team only per year. First team participated with will be official assigned team.
· Players are responsible for showing proof of eligibility when questioned and/or protested.
· The same legitimate church group must approve players in the church leagues.
SUPERVISION:
· The Starkville Park Commission shall be responsible for the administration, supervision, and operation of the league.
· In the event that a conflict arises in scheduling, games will be rescheduled at a later date. SPRD shall be in charge of the league, including scheduling and rescheduling.
· It shall be the duty of the Athletic Coordinator and SPRD administration to interpret the rules and their decisions shall be final.
· Everyone is required to follow these gym rules and regulations:
* No street shoes are to be worn on basketball court.
* No tennis shoes worn outside on basketball court.
* No food or drinks allowed inside the gym.
* No unauthorized persons allowed on court before, during, or after games.
TEAMS:
· All rosters must be submitted to the SPRD office by 5pm of the deadline day.
· Any team that plays an ineligible player shall be considered as having forfeited that game.
· Players not on the roster form after the deadline must be added to the roster at the cost of $5.00 per player before they will be considered eligible for participation.
· All teams shall be controlled by the SPRD with communication done by and through the team's coach or manager.
· Players are subject to automatic suspension from league play for any of the following:
* Striking the first blow in a controversy.
* Profanity in a municipal gym or center.
* Verbal or physical abuse of a game official whether or not a player is still in the contest.
· Team managers are responsible for the direct intervention in any conflict to STOP HIS PLAYER ONLY! No other players are to be involved. The game officials and the Athletic Coordinator are instructed to call the police (if necessary) and turn in a complete report to the SPRD office. If a team manager cannot control a player, a player release card should be signed on this player immediately.
· The SPRD office insists and expects that no incident of controversy will arise in our ballgames that will reflect unfavorably upon the SPRD basketball league or the team sponsor.
OFFICIALS and GYM REP DUTIES:
· Maintain full charge and be responsible for keeping the game under strict control at all times.
· Keep the benches clear and in order.
· See that players keep their temper, self-control, and composure at all times.
· Eject from the game immediately any player, coach, or manager guilty of unsportsmanlike conduct and verbal abuse directed toward the opposing team members or officials.
· If a player or manager is ejected from a game, that player or manager will be suspended not only for that game, but the following two games also!
· Eject from the game immediately any player guilty of striking another player.
· Eject immediately from the game any player, coach, or manager who charges an official in a hurried manner and displays any unusual degree of emotion.
· Eject any player, coach, or manager that receives two unsportsmanlike fouls.
UNIFORMS:
All teams are required to wear the same-colored jerseys for any particular game. Numbers should be located both front and back, and be different from other jerseys on the same team. Numbers must be easily visible. One jersey per team will be allowed to have no number and will be referred to as number “X”. Tennis shoes must be brought to the gym to be worn in a game. Coaches are responsible for the team's abiding of this rule.
GAME PROTEST:
· Protests that question the officials’ judgement will not be considered. Only grounds for protests will be misinterpretations of playing rules or questions of player eligibility.
· All protests must be made to the game officials at the point of the protest. These must be noted in the official scorebook with a general summation of the protest.
· After the game, should the protesting team wish to proceed with the protest, a written protest must be submitted to the SPRD office by 5:00 PM of the next working day. All protests must be signed by the protesting coach or manager and accompanied by a $25.00 protest fee.
· During an official protest, both teams involved are subject to thorough examination by SPRD administration and a legitimate protest may still be lost due to any discovered infractions. The investigation will include but is not limited to:
* Any registration fees still owed.
* Any incomplete team roster form.
* Proof of ineligible player participation.
* Proof of inadequate line-up submission.
· The burden of proof for any protest falls upon the manager making the protest. If protest is approved, the $25.00 will be refunded. If protest is over-ruled, the $25.00 will be turned over to the activity fund and the time and date of its filing will be recorded on the receipt.
· The validity of a protest will be determined within 3 working days. Officials, players, coaches, and managers may be contacted to assist in determining the validity of the protest.
CHAMPIONSHIP:
After a 10-game regular season has concluded, the top two teams in each of the league standings will be invited to play a championship game for each league. Any ties in the standings will be broken beforehand by tie-breaking methods currently used by the SPRD adult athletic administrators.
FORFEIT RULES:
· Any team that forfeits more than one time during league competition may be subject to expulsion from the league. It will be the decision of SPRD administration to drop a team from further competition. Any decision will be final and no entry fee will be returned to the team.
· GAME TIME IS FORFEIT TIME!!!!
· Single Forfeits will award the non-forfeiting team enough points to win the game by two points.
· Double Forfeits during recreational season will count as 0 – 0 ties.
· Double Forfeits during championship tournaments will be awarded to the higher-seeded team.
MISCELLANEOUS:
· A team has 3 timeouts per game, with no extra timeouts carried into the overtime period.
· Game length will consist of two 20-minute halves. The clock will run except for during free throws, team and officials’ time-outs, and all normal circumstances under one minute in the game or under 10 seconds in the half. The clock does not stop on a made basket!
· An overtime period of 5 minutes, if necessary, will jump center circle and the first team to score at least 5 extra points is the winner. If the 5-minute clock does expire first, then the team ahead is the winner or if there is still a tie the game ends in a tie.
· All substitutes are required to report to the score table and remain there before entering the game. Any player not substituting shall vacate from the score table area.
· A player will be allowed 5 personal fouls before disqualification.
· A player, coach, or manager will only be allowed 2 major technical fouls before disqualification.
· Major technical fouls (behavior) will also count as personal fouls, but minor technical fouls will not.
· A team will be in the "bonus" on the seventh foul and double bonus on the tenth foul of each half.
· Defensive slapping the backboard can be a technical foul or goal tending.
· Hanging from the rim will be a technical foul unless it is judged by the officials that the intent was to avoid injury.
· Dunking will only be allowed during the games (not during warm-ups)!
· Bring warm-up ball. The game ball will not be allowed for warm-up or scrimmage games.
· No jewelry or headgear (exceptions: medical alert bracelets, wedding bands, and sweat bands).
· A mercy rule of "40-point lead under 10 minutes left" will apply.
· Line-ups must be filled out and submitted five minutes before game time. Late line-ups will result in a team technical foul. No line-up by game time will result in a forfeit. Any player not on the line-up or any name/number change after tip-off will result in a technical foul when entering game.
· Rosters will be checked at game site. Persons not on the team roster will be scratched. Players must add before 5pm to be eligible for that night’s game.
· Except for SPRD recognized personnel, only team players and coaches would be allowed between courts. All spectators shall sit in the bleachers.
· All other rules will be covered by MHSBA (high school).
CHURCH & WOMENS’ LEAGUES:
· Fast-break pace.
· No “pressing” after a made basket or free-throw attempt with more than one minute to play. Any forced turnover in the backcourt after a made basket or free-throw attempt will cause a stoppage of play and the ball awarded back to the offense. Players that abuse this rule in an effort to delay the game may be subject to a technical foul via judgment by the officials.
· No “one & one” foul shots. All free throws will be two shots except for after a made basket (then only one). Foul shots will be awarded starting with the 10th team foul of a half.
· No offensive players will be allowed underneath during a free throw attempt with more than one minute to play.
