2011 Southern Star Rules
2011 Southern Star Rules and Regulations
***Southern Star In-House Rules Supersedes the MSF Rules***
1. Time Limit: Games shall be limited to 1 hour, 15 minutes for all age groups or 7innings whichever comes first. If a game is tied after time limit has expired or 7 innings have been completed, whichever comes FIRST the international tie breaker shall go into effect at the top of the next inning. 10’s-18’s all will play only ONE inning of International Rule after which a tie game will be declared if still tied.
2. NO NEW INNING SHALL BEGIN AFTER THE TIME LIMITS EXPIRES. In all JO play, Umpires shall announce the starting time to the coaches. Time limit begins with the first pitch of the game. End of last inning is start of next inning.
3. Double Headers: Scheduled 16’s and 18’s each game in a double header is to be a seven inning game or 1 hour and 15 minute time limit. Both games count.
4. FREE SUBSTITUTION AND CONTINUOUS BATTING ROSTER ( 10’S,12'S AND 14'S IS REQUIRED) All players may enter and re-enter the game without limitation except that once a player bats, all subsequent turns at bat must be taken in that position in the batting order.
a. Base running is considered to be part of a turn at bat.
b. With free substitution, there is no designated hitters position.
c. 10’s, 12's and 14's and under teams will be required continuous batting roster.
d. Only 9 defensive players are permitted.
e. 16’s and 18’s only bat 9 and use substitutions. (DP/Flex allowed)

6. League Play any game(s) forfeited will count as a loss in the league standings. Any game(s) not made-up will be counted as a loss. Two or more forfeits, the coach will be called before the board, with the possibility of forfeiture of the rest to the season, and or post season play.
SANDBAGGING OR THROW A GAME: The coach will appear before the Southern Star Board immediately, penalty for this inappropriate conduct is as follows if found guilty:
a) Will immediately forfeit all remaining games of the season.
b) Will not advance to post-season play, and will forfeit state tournament fee
c) Suspension of coach or coaches
7. Teams are allowed to start and/or finish a game with eight players without penalty, unless the 9th player was disqualified. The ninth position in the batting order is not declared an out. A catcher must be used in the defensive line up.
8. Pitching distance are as followed:
a) 10 & under - 35 feet
b) 12 & under – 40 feet
c) 14 & under – 43 feet
d) 16 & under – 43 feet
e) 8 & under – 43 feet.
f) These distances are set by the board and can’t be changed.
9. Five Run Rule (10’s, 12’s & 14’s only) a maximum of 5 runs may be scored per half inning.
10. THE FOLLOWING RUN RULE APPLIES FOR 10’s, 12’s, 14’s, 16's&18's: Fifteen runs after three innings, 12 runs after 4 inning, 8 runs after five innings RUN RULES CANNOT BE WAIVED IN ANY GAME!
11. 10 CD league will only be allowed to steal one base per pitch.
12. 10 AB and CD leagues will be allowed to steal home or come home on a passed ball at their own risk.
13. 10 AB and CD will be allowed to attempt to advance to first base on a dropped third strike. Ball is live and all runners can advance at their own risk. For more clarification please read the ASA rule book.
14. Grace period a five-minute grace period shall be allowed on the teams first schedule game before a forfeit is declared. Game time is forfeit time for succeeding games.

16. Helmets with face masks and chin straps are mandatory if you don't have team helmets you DON'T PLAY. Refer to JO Guide Book .
17. Southern Star requires all pitchers to wear a defensive mask. Only players who have a waiver on file with Southern Star will be allowed to pitch without a defensive mask.
18. Player, coach, manager ejected from a game any player or coach or manager ejected from a game for inappropriate conduct shall be prohibited from participating in any remaining games until they appear before the board.
a) Sportsmanship by players towards umpires, opposing teams, fans and coaches are the responsibility of the head coach.
19. Coaches shall not drink alcoholic beverages, use smokeless tobacco or smoke while on the field or in the dugout of a schedule league game. (PENALTY: FORFEITURE OF THE GAME).
20. Teams must be accompanied by a responsible adult (18 years of age or older).
a) Teams participating in National qualifiers, Regional’s, or National championships: If a player does not have a picture driver's license, passport or student identification card, the player’s age document must contain an individual picture and the player's signature and date signed below. Teams advancing to state tournament play are required to provide a picture ID, so let’s start early so there will be NO PROBLEMS ahead of us. One Coach on the bench must be A.C.E. certified if advancing to ASA Nationals.
21. All players must wear proper footwear while playing in a game. (Tennis shoes, Rubber cleats).
a) METAL CLEATS ARE ALLOWED in 16AB and in 18ABC league games.
22. Courtesy Rule: The team at bat may use a courtesy runner for the pitcher and/or catcher as soon as they reach base. The same runner may not be used for both positions. Neither the pitcher nor catcher will be required to leave the game under such circumstances. If a player has been in the game as a starter or substitute, they will not be eligible to be a courtesy runner, however, if a player serves as a courtesy runner early in a game she can be used as a substitute for another position at any time after that half inning is completed. In 10’s, 12's & 14's courtesy runner will apply-last out will run for them. Anyone gets hurt it is not an out when batting full roster-(need 8 to play min.)
23. Alcohol, Drugs Etc...Check with your Community Rep. on this league policy, dealing with individual players
24. Rostered Players Only rostered players will be allowed to play on your team. You are not allowed to pick up another individual off another team to play in league schedule games! NO ROSTER CHANGES WILL BE PERMITTED AFTER LEAGUE DIRECTOR RECEIVES ROSTERS. Procedure for picking up a player(s) for weekend tournaments, (excluding state tournament).
a) Ask the other coach
b) Get parents’ permission
c) Talk to the player
d) Get ok from tournament director
25. New Softballs the home team shall furnish one new softball to start each game. The visiting team shall furnish one good used ball.
26. The free substitution rule and the three and five run rules cannot be waived.
27. ASA-USA age division
a) Coaches check the JO Guide Book for the correct age limits of your individual team. THIS IS YOUR RESPONSIBILITY AS HEAD COACH!
28. A game suspended due to inclement weather or any other reason, shall be resumed at the exact point of suspension. A weather stopped game is considered completed if 5 innings are completed ….41/2 if home team is leading.
29. All Coaches: DEADLINE DATE FOR LEAGUE ROSTERS: MAY 28th or PRIOR to first game. TEAMS FAILING TO SUBMIT A TEAM'S ROSTER BY THE DEADLINE MAY NOT BE ALLOWED TO PARTICIPATE IN LEAGUE OR POST-SEASON PLAY.
30. Remember the game is for the girls, sportsmanship is a must by all coaches, players, fans, etc... There is no excuse for inappropriate conduct!
31. All scores are to be reported to Community Rep. no later than Friday morning following Thursday night games. Questions, please contact your Community Rep immediately.
32. Rain/lightning procedures
a) Lightning stops all games.
b) Tornado Siren stops all games
c) Be courteous when canceling games to give the away team time to contact their team

4. Remember you will be dealing with all types of children and parents with different background and ideals. One of your main challenges as a coach is to deal with these differences in a POSITIVE MANNER so the team's season will be an exciting and enjoyable experience for all.
