2008 Southern Star Rules
2008 Southern Star Rules **** Southern Star In -House Rules Supercedes the MSF Rules & Regulations during League Play.
1. TIME LIMITS
Games shall be limited to 1 hour and 15 minutes for 10's, 12's, 14's league games or 7 innings whichever comes first.
New for this season will be for 16 CD league a 1 hour and 15 minute time limit or 7 innings, whichever comes first.
Games Shall be limited to 1 hour and 30 minutes for 16AB and 18's league games or 7 innings whichever comes first.
If these games are tied after the time limit has been reach, international tiebreaker will be used to finish the game at the beginning of the next inning.
No new inning can begin after time limit has been reach without using the international tiebreaker. The umpire will announce the time the game begins which is the time of the first pitch. A new inning begins at the end of the last inning.
2. DOUBLEHEADERS
In 16's and 18's there are scheduled doubleheaderswith both games coumting in the league standings. In 16CD these games are 7 innings or 1 hour and 15 minutes long whichever comes first. In 16AB or 18's these games will be 7 innings long or 1 hour nad 30 minutes long whichever comes first. Each team gets to be the home team for one of the games
3. FREE SUBSTITUTIONS AND CONTINUOUS BATTING ROSTER
We will use free substitution and continuous batting in all 10's, 12's, and 14's game in league play. There is no changing these rules, all players bat and can be freely substituted in and out of the game with no restictions. Base running is considered as part of the at bat. You may use a courtesy runner for there pitcher or catcher by using the previous out.
4. LEAGUE PLAY
Any game(s) forfeited will count as a loss in the league standings.
Any game(s) not made-up will be counted as a loss.
Two or more forfeits, the coach will be called before the board, withe the possibility of forfeiture of the restof the season, and or post season play.
Rain-out needs to be rescheduled in a week/ not played.
SANDBAGGING OR THROW A GAME: The coach will appear before the Southern Star Board immediately, penalty for this inappropriate conduct is as follow if found guilty:
*Will immediately forfeit all remaining games of the season.
*Will not advance to post-season play, and will forfeit state tournament fee
*Suspension of coach or coaches
5. Teams are allowed to start and/or finish a game with eight players without penalty, unless the 9th player was disqualified. The ninth position in the batting order is not declared an out. A catcher must be used in the defensive line up.
6. Five Run Rule (12 AB, 12CD East, 12CD West & 14's only)
A maximum of five runs may be scored per half inning.
6a. Three Run Rules ( 10's and 12 Rec East and 12 Rec West)
A maximum of three runs may be scored per half inning. We are trying to keep the girls interest and get more innings played.
6b. THE FOLLOWING RUN RULE APPLIES FIR 10's, 12's, 14's, 16's, and 18's: Fifteen runs after three innings,twelve after four innings, eight runs after five innings. RUN RULES CANNOT BE WAIVED IN ANY GAME!
7. Grace Period
A five minute grace period shall be allowed on the teams first schedule game before a forfeit is declared. Game time is forfeit time for succeeding games.
8. Casual profanity rule: Refer to JO Guide Book
9. Helmets with face masks and chin straps are mandatory.
If you don't have team helmets you DON'T PLAY. Refer to JO Guide Book.
10. Player, coach, manager ejected from a game
Any player, coach, or manager ejected from a game for inappropriate conduct shall be prohibited from participating in any remaining games until they appear before the board.
*Sportsmanship by players towards umpires, opposing teams, fans, and coaches are the responsibility of the head coach.
11. Coaches shall not drink alcoholic beverages, use smokeless tobacco, or smoke wile on the field or in the dugout of a schedule league game (PENALTY: FORFEITURE OF THE GAME).
12. Teams must be accompanied by a responsible adult (18 years of age or older).
13. Teams participating in National qualifiers, reginonals, and National championships:
If a player does not have a picture driver's license, passport, or student indefication card, the player's age document must contain an individual picture and the player's signature and date signed below. teams advancing to state tournament play are required to provide a picture ID, so let's start early so there will be NO PROBLEMS ahead of us.
14. All players must wear proper footwear while playing in a game. (tennis shoes, rubber cleats)
15. Courtesy Rule:
The team at bat may use a courtesy runner for the pitcher and/or catcher as soon as they reach base. The same runner may not be used for both positions. Neither the pitcher nor catcher will be required to leave the game under such circumstances. If a player has been in the game as a starter or substitute, they will not be eligible to be a courtesy runner. However, if a player serves as a courtesy runner early in a game, she can be used as a substitute for another position at any time after that half inning is completed. In 10's, 12's, and 14's courtesy runners will apply-last out will run for them. Anyone who gets hurt, is not an out when batting full roster. (You must have 8 to play: minimum.)
16. Alcohol, Druges, Etc...
Check with your Community Rep. on this league policy, dealing with individual players.
17.Rostered Players
Only rostered players will be allowed to play on your team. You are not allowed to pick up other individuals off another team(s) to play in league schedule games!
NO ROSTER CHANGES WILL BE PERMITTED AFTER LEAGUE DIRECTOR RECEIVES ROSTERS
Procedure for picking up a player(s) for weekend tournaments (excluding state tournament):
*Ask the other coach
*Get parents' permission
*Talk to the player
*Get OK from tournament director
18. New Softballs
The home team shall furnish one new softball to start each game. The visiting team shall furnish one good used ball.
19. The free substitution rule and the five run rules cannot be waived.
20. ASA-USA age division
Coaches check the JO Guide Book for the correct age limits of your individual team. THIS IS YOUR RESPONSIBILITY AS HEAD COACH!
21. A game suspended due to inclement weather or any other reason, shall be resumed from the EXACT POINT of suspension.
22. Remember the game is for the girls, sportsmanship is a must by all coaches, player, fans, etc...there is no excuse for inappropriate conduct.
23. All scores are to be reported to the COMMUNITY REP. no later than Friday morning following Thursday night games. Questions please contact your community Rep. immediately.
24. Rain/lightning Procedures
If lightning- stop the game. Be coureous for rain outs.

*Remember you will be dealing with all types of children and parents with different background and ideals. One of your main challenges as a coach is to deal with these differences in a POSITIVE MANNER so the team's season will be an exciting and enjoyable experience for all.
