SMBA General Rules 2009




1. Players in each age category will be equally distributed between teams.


2. A team must have seven(7) players in order to play a regular league game. If a team at game time has the minimum number of players, the opposing team, if possible, must lend the necessary number of players to make a full team.


3. Every player on every team must play at least three(3) full innings in regular and play-off games. Rained out, called games, or 41/2 inning games excepted.


4. A player who is not in full team uniform will not be allowed on to the playing field during the game.


5. It is the responsibility of team officials to ensure that playing equipment is not abused. Players who abuse equipment may be ejected from the game.


6. No player or coach shall dispute an umpire’s decision. Failure to obey this rule may result in ejection from the game. Any player or coach ejected from any game shall be suspended from further play until he/she appears before the Discipline and Protest Committee.


7. The presentation on League Awards will take place on a date determined after the final game.


Playing Rules



1. All catchers must wear protective equipment including a jock strap and cup.


2. In Mosquito and PeeWee no pitcher shall pitch more that three innings in any one game and no more than four(4) innings in Bantam, Midget , and Junior.


3. All batters and runners shall wear protective headgear during games and practices. Helmet chinstraps MUST be done up. A jock strap and cup are highly recommended.


4. Managers and Coaches are responsible for team discipline at the fields. Abusive language by any team member will not be tolerated.


5. The umpire shall decide when a game is to be called.


6. For all divisions except T-ball, the mercy rule is in effect. This means that the inning shall come to an end when the team at bat has scored five(5) runs regardless of whether or not three (3) "outs" have been recorded.


7. In all divisions, there must be a designated runner for the catcher if he/she reaches base with two(2) out.


8. All players in attendance must be listed in the batting order on the score sheet. All players will take their turn at bat for the complete game.


9. All divisions will use ten(10) fielders except Bantam and Midget/Junior which will use nine(9). The 10th player is the 4th outfielder.


10. No tobacco products are to be used on the playing field.





To be eligible for the play-off’s players must have attended at least half of the regular season games.


Rookie Ball


All of the above rules would apply. The umpire only will operate the RookieBall machine. Each youngster will get five(5)hitable pitches. If the ball is not put in play after the fifth pitch, the batter is automatically out. The ball is dead and play will stop when the ball returns back to the pitcher. All baserunner’s will move back to their nearest base at the direction of the umpire.

**New Mosquito Rules

Baserunner’s will not take a lead off any base. The pitcher is not required to throw from the Set Position as before. Baserunner’s cannot leave their respective bases in an attempt to steal until the pitched ball has crossed homeplate. The umpires will require a baserunner to return to their original base if they leave before the ball crosses homeplate. Once the ball crosses homeplate the baserunner’s can advance at their own risk.


The correct rule in Mosquito is 3rd strike the batter is out right away.He can not run regardless of situstion.
