FAIR PLAY POLICY FOR RECREATIONAL HOUSE TEAMS
|
|
1) There should be equal innings for all players. At various times during the season and at the end of the year the total innings every player plays should be very close. This is meant to be innings available to play (minus not being able to play due to injury/away/discipline/etc).
2) Batting order should be varied so all players get to bat first, second etc.
3) During the first part of the season there should be equal opportunity to try various positions (pitcher/catcher/infield/etc). There are of course safety issues here and a coach must feel the player can try a position without getting hurt but if a player would like to try pitching, let them try. We realize new kids may struggle with new positions but that's how they learn and we do have the five run rule plus the new pitching "no walk" rule in Rookie and Mosquito. The whole idea is to develop players and let the kids have fun.
4) In recreational ball all players in the line-up bat and there is free substitution at the start of each inning.
5) Baseball Nova Scotia has recognized the need for fair play and made a special category for House teams to play in Provincials in the new category "R". The rules are basically the same as in our House leagues (free substitution/everyone bats/5 run rule/etc). Entries for provincials must be made by July 1st through Baseball Nova Scotia.5) The concept of fair play reduces the emphasis on winning "at all cost" and focuses more on letting the kids have fun and having them develop their skills. THIS GOAL SHOULD ALSO INCLUDE UMPIRES. While we have made great progress in this area the past few years and while we are probably the best area in the province for not having abuse of umpires WE STILL AREN'T THERE YET. We continue to have some coaches, parents and players verbally abuse our young umpires and ONE IS TOO MANY. Please remember, just as our young players make mistakes in learning the game so will our young umpires, be patient, be encouraging and BE HELPFULL.
*** We are asking every team to have a coach or manager keep a chart sheet of every game showing which players were available to play a game and how many innings each one played, this should be available to parents/players if they ask.

ROOKIE
|
|
While we do keep score at Rookie ball, and there are winners and losers of games, the emphasis here should not be in the winning or losing of a game but in the development of attitude, good sportsmanship and skill development. This is where players learn how to react to winning or losing a game, to making mistakes, what it means to be on a TEAM and how to love the GAME, not the score. Attitude of coaches and parents at this level is critical for the rest of their lives.
1) Games are 5 innings long.
2) There is free and unlimited substitution at the beginning of each inning except for the pitcher (rule # 12).
3) Defensive team can only have 9 players on the field at a time.
4) A team needs 6 players to play an official game. There is a 15 minute grace period but if there are 6 players at game time then the game will start on time. Players arriving late to a game (no matter what inning) will be placed at the bottom of the batting order. If a team has less than 6 players it forfeits the game. Teams are then to even up with players and play a scrub game.
5) All players are in the batting order.
6) Three outs end an inning.
7) There is a maximum of 5 runs per inning with the exception of the last inning, which is "open". You must get 3 outs to end the last inning.
8) Runners cannot lead off or steal a base until the ball reaches the batter.
9) The rule of NO STEALING HOME.
1) There is no stealing of any base when the coach (adult) is pitching.
2) Players are allowed to steal 2nd and 3rd when the pitcher is pitching. A player can only make the attempt to steal once the ball reaches the batter.
3) If a player is stealing 3rd and the catcher throws it wide to third, the runner is allowed to go home if they are able to. This IS NOT a steal of home it is a continuation of the advancement to 3rd base.
4) If a player, on a hit, is running to 3rd and there is an overthrow to third the runner can go home. This is NOT a steal it is a continuation of play.
5) If a player is STOPPED ON THIRD the only way they can get home is by a hit ball or, if the bases are loaded, the batter is hit by a pitch. If a player rounds third base then comes to a stop he is considered STOPPED at third. A player cannot round third then stop to wait to see where the play will be. Once a player stops they must go back to third.
10) If a batter hits the ball into the outfield the runner(s) must stop at the base they are on, or on their way to, once the ball arrives back in the infield. The ball does not have to be caught in the infield it only has to touch the infield for the runners to stop on their base.
11) For the first part of the season the pitching rubber can be moved up a bit until the pitcher is comfortable from this position and can reach the plate with the throw. After developmental sessions are over pitchers must pitch from the regular pitching mound.
12) Pitchers can only pitch 2 innings per game. MUST BE CONSECUTIVELY. One pitch constitutes an inning pitched.
13) Catchers/coaches must wear a helmet and mask when warming up a pitcher.
14) Players must wear a protective cup. Double eared flap helmets with chin straps must be worn by players at bat, on deck or on the bases.
15) We do encourage the coach to involve the parents into helping out on the field, etc. However, only a maximum of THREE coaches/helpers are to be in (around) the dugout or on the field at any given time. This is less confusing for the players and they will learn to know who they should be listening to instead of having an overabundance of people telling them what to do.
16) NO WALK RULE
The rule is designed so that there will be no walks during games. Normal pitchers pitch to a batter until the batter gets to a 3 ball count. As soon as that happens one of the batters coaches (usually the 3rd or 1st base coach) runs out to the mound to pitch (NOT LOB the ball) to the batter. The PLAYER PITCHER MUST STAND WITHIN FIVE FEET on either side of the coach as the coach pitches. As soon as that batter is done the coach runs back to his position and the normal player pitcher then begins pitching to the next batter.
When coaches come in to pitch there will be a 5 PITCH MAXIMUM (including foul balls). The pitching coach must pitch from the regular pitching rubber. Pitching coaches must pitch overhand NOT underhand. The batter is not allowed to bunt when the coach is pitching.
If the pitching coach throws a pitch that is not a strike it is simply called a no pitch and the count remains at three balls and the coach pitches again, there is no ball four and no walk. If the count is three balls and two strikes and the pitching coach throws a strike (swinging or called by the umpire) then the batter is out. If, after the 5th coach pitch, the batter has not hit the ball or has not been called out with 3 strikes the batter is automatically out.
The advantages to this rule are:
1) Batters know they aren't going to walk so they are encouraged to swing the bat therefore making better hitters.
2) Coaches know there are no walks so they stop encouraging batters to not swing.
3) Games are much faster as you don't have pitchers walking 4-5 batters in an inning.
4) Games are much more exciting as kids put far more balls into play
5) All players skill levels go up much faster because more balls are hit, therefore there is a lot more fielding and throwing and players are running from base to base on hits, not walking.
6) More kids are willing to try pitching because they don't have the pressure of walking in runs and not being able to throw strikes.
7) Coaches are much more willing to allow more kids to try pitching because they won't be walking in 4-5 runs an inning.
In places where this has already been tried the results have been excellent, kids have a lot more fun, parents like the action and seeing their kids hit, skill level within a year goes up dramatically and more kids are willing to try pitching.
HELPFULL HINT OF THE DAY -
It's not easy for coaches to pitch to the batters. They have a tendency to try to throw TOO EASY to their batters. This results in a great big slow arc pitch coming in that acts like a curve ball and the batters have no chance of hitting this pitch. It's very hard to throw strikes down the middle to these small players but when pitching try to keep your speed up enough so the ball comes in on a fairly straight line. It will make it way easier for your batters to hit. Have fun and good luck.
17) During vacation time there might not be enough players to field a team. Instead of forfeiting a game the coach can call up players from the division below. You can only call up enough players for a fielding team of nine. If you call up more players then they have to sit out unless a player from the regular team is, for some reason, unable to continue the game. Only house league players NOT Rep players can be called up. You cannot call up a player if it is going to interfere with their house league schedule or practices. COACHES ARE TO NOTIFY THE OPPOSING COACH, BEFORE THE GAME, WHO THEIR CALLUPS ARE.
18) No tobacco products (smoking) are permitted on the field or around the dugouts.
19) No jewelry is to be worn except for medic alert.
20) All players must wear long pants. Players wearing shorts will not be permitted on the field.
21) The NO CONTACT rule is strictly enforced. Base runners must make every attempt to not have any contact of fielders on plays at the bases/home plate. On accidental contact the runner MAY BE ruled out, on contact ruled intentional or negligent the runner is ruled out and is out of the game. Unless there is a play at the bases/plate the fielders (catcher) ARE NOT ALLOWED blocking the bases/plate.
22) ONLY ONE COACH PER TEAM IS ALLOWED TO ASK THE UMPIRES ABOUT A CALL (not balls/strikes). That coach is to be named before the game begins when Coaches and Captains are called to the plate. Players are not to be named as the person to approach the umpires. If a non-named coach or player approaches the umpires it is an automatic ejection. If the named coach is ejected that team has lost the right to have a coach approach the umpires. Coaches will only be permitted to cross the foul lines to assess and/or assist injured
players or ask for a ruling clarification.
No coach, manager, trainer or any other team rep shall address an umpire to
debate/question a judgment call by an official. This will result in an automatic ejection.
23) If a game has a tied score at the end of regulation play then the game stays a tie game. This is for regular season play only and not playoffs.
24) Catchers rule is in effect to speed up the game. If a catcher is on base and there are two outs they are to be replaced by the player who made the last out so that the catcher can get their gear on.
25) All players /coaches are ask to pick up any garbage in or around their dugout at the end of each game.
26) We ask that everyone follow the FAIR PLAY policy.

MOSQUITO
|
|
1) All games are 6 innings long. A game can be official after 4 innings (3 and a half if home team is leading) IF CALLED due to weather, darkness, time limit etc.
2) The 10 run mercy rule is in affect after 5 full innings or 4 and a half if home team is ahead.
3) There is a 5 run limit per inning except the last inning which is open (need 3 outs to end the inning).
4) A team needs 7 players to play an official game. There is a 15 minute grace period but if a team has 7 players at game time then the game is to start on time. Players arriving late to the game (no matter what inning) are to be added to the bottom of the batting order. If a team has less than 7 players it forfeits the game. Teams are then to even up with players and play a scrub game.
5) Protective cups must be worn by all players. Double earflap helmets with chinstraps must be worn at bat, on deck and on bases.
6) A helmet and mask are to be worn by players/coaches warming up the pitcher.
7) All players are in batting order.
8) Unlimited and free substitution is allowed at the beginning of each inning except for the pitcher (rule #9).
9) A pitcher cannot pitch more than 2 innings in a game, 3 innings a day and no more than 6 innings in any 7 day period. If a pitcher throws 3 innings in a day he/she requires 2 full days rest (midnight to midnight). One pitch thrown is considered a full inning. Once a pitcher is removed from pitching they cannot return to pitch in that game.
10)If a player pitches in a game they cannot catch in that game but if a player catches first in a game then they can pitch in the same game.
11) Catchers rule is in effect to speed up the game. If a catcher is on base and there are two outs they are to be replaced by the player who made the last out so that the catcher can get their gear on.
12) No jewelry to be worn except for medic alert bracelets.
13) The NO CONTACT rule is strictly enforced. Base runners must make every attempt to not have any contact of fielders on plays at the bases/home plate. On accidental contact the runner MAY BE ruled out, on contact ruled intentional or negligent the runner is ruled out and is out of the game. Contact ruled intentional may lead to game suspensions.
At no time are fielders/catchers allowed blocking the bases/plate. This includes straddling or standing with both feet on the bases/plate.
14) There is no leadoff or stealing until the ball has reaches the batter.
15) With no lead offs there are of course no balks.

6) All players bat are in the batting order and everyone must play at least 3 innings in the field.
7) There is free and unlimited substitution at the beginning of each inning except for the pitcher. (rule #15)
8) There will be no tobacco products (smoking) on the field or around the dugouts.
9) There is a maximum of only THREE coaches/helpers on the field or in (around) the dugout during the game.
10) During vacation time there might not be enough players to field a team. Instead of forfeiting a game the coach can call up players from the division below. You can only call up enough players for a fielding team of nine. If you call up more players then they have to sit out unless a player from the regular team is, for some reason, unable to continue the game. Only house league players can be called up NOT Rep players. You cannot call up a player if it going to interfere with their house league schedule or practices. COACHES ARE TO NOTIFY THE OPPOSING COACH, BEFORE THE GAME, WHO THEIR CALL UPS ARE.
11) No jewelry is allowed except for medic alert.
12) The NO CONTACT rule is strictly enforced. Base runners must make every attempt to not have any contact of fielders on plays at the bases/home plate. On accidental contact the runner MAY BE ruled out, on contact ruled intentional or negligent the runner is ruled out and is out of the game. Contact ruled intentional may lead to game suspensions. Unless there is a play at the bases/plate the fielders (catcher) ARE NOT ALLOWED to block the bases/plate.
13) Pitchers cannot pitch more than 3 innings in a game, 5 in a day or 10 in any 7 day period. After pitching 4 innings, or more, in one day they cannot pitch again without two full nights rest. One pitch in an inning constitutes a full inning.
14) Once removed from the mound a pitcher cannot pitch again in that game.
15) If a player pitches in a game they cannot catch in that game but if a player catches first in a game then they can pitch in the same game.
16) A helmet and mask are to be worn by players/coaches warming up the pitcher.
17) ONLY ONE COACH PER TEAM IS ALLOWED TO ASK THE UMPIRES ABOUT A CALL (not balls/strikes). That coach is to be named before the game begins when Coaches and Captains are called to the plate. Players are not to be named as the person to approach the umpires. If a non-named coach or player approaches the umpires it is an automatic ejection. If the named coach is ejected that team has lost the right to have a coach approach the umpires.
18) All teams should be house/A caliber.
19) Strong teams can be excluded from play & the year-end tournament (other teams can vote on this).
20) Any team can apply to go into Provincials.
21) If a game has a tied score at the end of regulation play then the game stays a tie game. This is for regular season play only and not playoffs.
22) All players /coaches are asked to pick up any garbage in or around their dugout at the end of each game.
23) The make up games are the home teams responsibility to re-schedule.
24) Schedules and scores will be posted on the LWF & Sackville websites, we ask coaches of BOTH TEAMS to email scores with 24 hours to fiveps@accesswave.ca and to sackvilleminorbaseball@gmail.com
25) There is no cost to playing in the league but teams will cost share the play-offs for field, umpires and medals and home teams will supply balls, all teams make the play-offs.
26) We ask that everyone follow the FAIR PLAY policy.
