 2214 Subject: Referee Safety Policy

Date: January 25, 2016

Decision: Adopted Utah Soccer Association Referee Safety Policy


1. Referee staging area a. Unless a designated area has been provided, referees will stage in the area located next to the center field line. Teams are required to be a minimum of twelve (12) yards away from that area. b. Referees will not delay in retrieving personal items and leaving area if not on next games

2. Referees must set and enforce sideline and field set up to assist in proper spacing and issue reduction (teams and spectators located in proper location, no one behind goals, no spectators in team area, etc.)

a. Member Organizations, teams, and field authorities are requested to paint fields to have spectators/supporters lines and Safe Zones painted on field (see section xxx of policy for exacts dimensions and requirements) i. Safe zones to be 12 yards to each side of center line ii. Spectator/Team line should be 3 yards off touch lines where possible and no less than 1 yard

3. Once the game has started no one is allowed to approach the referee crew without the Center Referees permission. This includes at half time and particularly after the completion of the match.

a. Only Team Administration (Coach, Asst Coach or Team Managers) or Team Captains can respectfully request to approach the referee crew. A Team Captain must wear a Team Captain Arm Band or Badge. Not wearing an arm band or badge will disqualify that person to request permission to approach.

b. Request can be denied for any reason as the referee crew does not need to explain a call, decision or justify subjective calls, cautions or calls.

c. If denied that ends the request and the individual making the request is to walk away.

d. Teams are requested to discourage spectators to address the AR at any time during the game for any reason. e. Coaches or Administrators who approaching a referee still on a field without permission during or after the game can result in an ejection, fine and/or suspension.

f. Once a match is complete and the referees have retreated a player or coach who violates policy and or approaches/confronts a referee in the safe zone may be subject to receiving a red card/ejection and will be subject to the disciplinary actions of the Association.

4. Anyone approaching, following or otherwise harassing a member of the referee crew off the field (parking lots, other areas of the field, secondary fields, etc) will be subject to disciplinary action as described in 3.f.

5. Individual Referee Discipline is governed by the Utah Soccer Referee Committee. The Utah Soccer Association works closely with the SRA to ensure that referee behavior and conduct are at the highest levels. See URL for a listing of the referee disciplinary guidelines.

The entire 2016 D4 schedule is now listed.  Please note that Round 2 of Challenge Cup game is not yet finalized, time and date may still change.

Please note that the D2 schedule for the entire year has been updated. Please also note that this can change but until them please review and start adjusting your schedules to match.  


D4 and O-40 schedules to come in the next couple of days but I will say this for O-40 schedule, there will be a couple of games in Park City so pleas plan accordingly.

Coed Soccer?

Can you please send this to your teams?

Are you interested in getting out on the field with both your guy and gal pals? Well then our upcoming coed league is for you. The Association would like to start a full 11 v 11 coed half season this year (summer months). If this is something that you are interested in, please send an email to so we can gauge interest and get all the details worked out. Again, this is just a preliminary message to gauge interest, not a full commitment. So if you believe that you could get a group together for a fun and more recreational experience, shoot us an email.

New Process for 2016 Registration

To register you will need to go to  Click on "Registration" then "player" next "sign-up!".  You'll then need to set up a player account and upload you player picture. Please make sure you pic is a head and shoulder (mostly head) shot and no hats, no sunglasses.  Also something very important. Activate/signup for text messaging. The league will use this to notify players of any last minute, emergancy info such as game cancelation, field or time changes.


*quick hint - make sure you already have a pic saved to your computer desk-top, it makes it so much quicker and easier. 


Once your player profile is set up you'll need to register to my team. Here are the steps: 

you should still be on the right website but if not,  log back into you player account. One back into you account click on  "Tools" then "Register" then "To Team"


Now you need to chose the Right team, here's how:

Club = "Salt Lake Old Boys".

League = "Men's Open (GSLSL)"

Division = "Second Division "  or " Fourth Division"

Team = "Salt Lake Old Boys" for D2 or "Salt Lake Old Boys 2" for D4

Over 40 League Fee Breakdown

I've been receiving some request to clarify the fees for the O-40 league. So let me explain that the O-40 league has been permitted to play on new fields at the Regional Athletic Complex but in order to play at this complex we have to pay to use it like everywhere else. This, of course, means we must pay. So I’ll break down the fees for playing in the O-40 league...

Registration Fee:   $145.00

Referee Fee:           $71.00

RAC Fee:                 $93.00 (to play on new complex fields)


Total Fee:             $309.00


I know this is a good chunk of $ but if you register before end of month (March), you'll now be able to split your fee into 4 payments. $77.25

To help us fill our rosters the league has allowed us to register players that are currently 38 years old. So please check with your friends as we need some experienced players. I have had some interested players but we still need more.

More O-40 News from League Office

This is a quick note to you that for 2016 season in the OHSL Over-40 League we will allow teams to have a maximum of four (4) players who are at least 38 years old. Those under-age players must be have turned 38 years old to be eligible. The normal rule wherein you have to turn 40 years of age sometime during the seasonal year does not apply in this case. The player will have to be at least 38 at time of registration. We hope that this may help in possibly adding another team or two into the Over-40 division which plays on Thursday evenings at the RAC.

Note: Player who fall into this category will have to register to the team through the office as this will be a manual registration. If it is a new player who is not in our system, they will need to register themselves into the system and call us to get registered to a team. If you have further questions, please call us at the office.

Update for Over 40 League
I received an email today from Bill, Utah Soccer Association Pres. that the Over 40 league was moved to Thursday nights. Please contact Pablo ASAP and let him know if you will or will not be playing this year.  Also let him know if you have friends and or relatives that want to play.

2016 Season is Hear

Here is some info from the League office concerning new registration for this year.

It is that time again to start organizing the teams for the 2016 Season. During the winter months we have been busy wherein we reviewed the 2015 season and some of the issues that came forth along with recognizing that annually it is becoming more difficult to maintain field space with the various cities where we rent the field space. To start off with, only Club and Team registration is now open. Player rigistration soon to come

 To register your players:

1. As we did last year, a player can choose a payment plan between paying all up front to making installment payment between two to five months. Installment Payment Plan will be as follow: February-up to five months; March-up to four months; April-up to three months; May-two months; June through October-one payment only.

2. Players need to be aware that if they are on a payment plan and there are changes to their credit/debit card, they need to contact us immediately. Most of these issues include: debit cards not having enough funds for a payment, credit card expiration, credit card number change, stolen or lost cards.

3. If you have not been registered with the Utah Soccer Association in the last two years then you will need to register yourself into the system (do not register to a club/team in this part) prior to registering your Club or Team.

4. A player who will be registering with two teams within a Club must inquire with the Club/Team Manager in regard to which team will be their primary and secondary team and register for primary team first when registering.

5. A player who registers for multiple teams at different times must keep in mind that separate account transactions will be in place and they are not combined.

6. As a player, if you are already registered within the system from either 2014/15, you need to update your existing personal profile for the 2016 season. It is important that the player has an up-to-date (no sunglasses, hats. Caps, etc.) passport style photo loaded in and that all of the personal information is complete and up to date. The player will be declared ineligible until it is fixed. We need to report all registrations to the national office and they need proper information.

7. Anytime a player changes an email address, they need to change it in their personal profile. This needs to be current as they will not be able to access their own account if the old one is canceled.

8. We strongly suggest that you require your players to turn on the texting option. We do not use this often however we have found this to be a great tool to notify the team’s players when there are late notifications regarding a game, such as weather related cancellations. Along with that two days prior to their next game they also receive a notification about that game.

Emron (Chewie) Martinez has accepted a call to serve his Lord in the Fort Lauderdale, Florida Spanish Speaking Mission.

Please join us for an open house to say "see you later" and light dinner on Saturday November 14th 6pm to 10pm, (dress = casual), and then come support him durring his Farewell speach as he shares his feelings and some departing words durring our Sunday services starting at 9am (dress =Sunday best).
