Motion to accept the minutes from May 26th with the correction that the last statement should read:
By August if a club has not paid their competition fees, meet tax or monies owed to the state, they will not be able to host a qualifying meet, and they will not be eligible to bid on a meet.

*Joannne clarified how the Optional meet will run with the addition of Level 5 and 6. There was a concern about the floors that will be provided and the use of 4 judges that will add time to the overall meet. Joanne will be responsible for going over the details with Mark Bonsky.
*State meet Judging panels will be voted on by email, since Availability Forms are not back yet.
* Discussion of State Meet gifts
Joanne suggested custom made medals. Trish will call A-one for pricing by next meeting and email the information to the Board.

Discussion of criteria for assigning judges to Prep Opt Regional Invitational
Motion: That the following criteria be the Qualifications for Athletes representing South Carolina at the Region 8 prep Opt Regional Invitational:
1) The top six athletes regardless of age group from each Prep Opt level
Bronze, Silver, Gold, and Platinum. These athletes will be provided a leotard and will participate in the State team competitions.
2) Any athlete that has competed at the SC Prep Opt state meet is eligible to attend the Regional Invitational as an All-Star Athlete. This will be for all four prep Opt levels- Bronze, Silver, Gold and Platinum.

Discussion concerning the criteria for selection of judges for PO Regionals. Discussion as to whether those assigned to 8,9 or 10 Regionals would be eligible

Criteria will be
1) Must hold a Level 9 or higher rating
2) Must have volunteered 3 or more hours at SC PO Clinic or in a gym working with PO athletes. (Documentation must be provided)
3) Must have judged two invitationals with PO sessions or the SC PO Meet
4) Must turn in on time the Regional PO Availability Form

A rotation will be determined by placing the judges into two separate columns- one of the Brevet/National rated judges, one from level 10/9 rated judges both in rank order. Each year one judge from each column will be chosen to attend based on the above criteria. The judges that attend PO Regionals will be placed on the bottom of the rotation the following year.
Review of Criteria for Event Specialists will be:
*Event Specialist may be at 8,9,10 level
* Fee will be $20.00 per event meet fee
* They will be eligible for event awards and may count toward team competition
* Will be required to submit an " intent form" from Club handbook to be a specialist at the State meet by Jan. 15th.
* Can be a specialist on 3 events but not 4
Let the notes reflect that there was a mistake made in the meeting notes for May 18, 2007
"Criteria for selection of Judges to the State Meets" should read that: Judges that hold National and Regional offices will be exempt from fulfilling SCUSAG criteria for selection of judges to the state meets.

Budgets for the state meets were reviewed
Concerns:
2 vs 4 judge panel for compulsory meets due to room and finances
Is there a seat for all spectators after they have paid ?
Do we need a letter to address a ceiling on gate prices at meets?
Discussion of which Levels could stand alone was based on the following numbers:

Discussion: Dates for State Meets for 2009 Season.
Board members expressed the desire to see changes regarding next years state meet schedule
1. Is it possible to eliminate the long 3 day weekends for State meets and get to a point that we can stop asking parents to pull their kids out of school to attend a state meet? This would mean rearranging the levels at each of our state meets and possibly adding another weekend.
2. Is it time to go back to a split season with an early compulsory state meet in December which would allow these athletes to compete prep opt in the second season.
3. The possibility of using 2 judge panels for the lower state meets
was also discussed.
All of these issues were tabled until the next board meeting in May.
Discussion: Dates for Clinics for next season.
There was discussion regarding the printed tentative dates for clinics for the next season. No decision was made.
This issue was also tabled until dates for next year’s state meet can be further discussed and finalized which will be at the next board meeting in May.

Discussion: Regarding scholarships
Vicki Walker mentioned that there was a gym club that would like to donate yearly to the scholarship fund. This idea was agreeable to all the board members. There will be an announcement to all gym clubs that we will be accepting scholarship contributions. This will be in the next SC USAG newsletter. It was not decided as to how the donated money would be used. It could add to the amount of the scholarship or be used to offset the expenses of the scholarship.
This issue will be voted on at a later date.
Discussion:Coach of the year
Joanne explained to board members the voting process.
The criteria for choosing eligible candidates was discussed.
Two additional names were added to the slate of candidates

The board members each voted by secret ballot for 5 from the above list.
The ones with the most votes became candidates on the final slate
for coach of the year 2008.

Discussion: Criteria for selection of Louise Peck Scholarship.
Carol presented proposal. Since this is a gymnastics scholarship, changes were made to weight the gymnastic competition category heavier; Competed at Nationals will be worth 30 points and Regionals 15 points. This brought our other categories to 10.
Please see attached for the complete breakdown.
Discussion: Extension of Deadline
Since many perspective scholarship applicants are having difficulty getting their first grading period grades in by the deadline, it will be extended to Dec. 15th for this year.
Vicky Walker will send out a memo regarding this extension.
Louise: Motion to Change the deadline of the Louise Peck Scholarship to Nov. 15th for next year.

Discussion: Is there a better way to inform eligible gymnasts about Letterman jackets?
Dave will send out letters and coupons to eligible gymnasts since he has all the information in his computer. Reminder to include in the letter that "orders must be made at the State meet".
Discussion: Committee needed to set criteria for Coach of the Year
Minimum requirement; Coach needs to have coached level 9 or 10 at a State Meet
Winnie, Mendi, and Carol will work on the criteria and slate which will be presented to the Board at the next meeting- Level 4/5 State meet.
Discussion: Dates for Training Camps
Mendi and Gary will work on dates for all the Training Camps for next year and have a proposal ready for the board.

Meeting was called to order by Joanne on August 26, 2007 at Carolina Gymnastics
Corrections were made to add date of May 18, 2007
Corrections: Strike "Proposal to put Prep opt. On Friday, Level 4 Sat. and Level 5 Sunday". This was a side discussion that was never brought to the table.

Discussion on confidentiality:
Board members were reminded not to discuss information discussed in Board meetings.
State Board Elections:
Most board members returned to their present positions since they ran unopposed. There were a few changes:
Vicki was nominated for the Newsletter position
Winnie was nominated for assistant State Chair- ran unopposed
Reggie ran for Middle of the state rep for optionals.
Gary ran for Fund-raising/education which was vacated by Reggie
* The new Board is listed on the front of the Quick Reference 2007-2008 SC Competition calendar
Discussion on membership and background checks:
Joanne reminded everyone that USAG will begin conducting background checks with those whose membership expires in October. The cost will be an additional $20.00.
Update from last Regional meeting:
South Carolina (and our leadership) must be congratulated for keeping us well within the rules.
The only change we need to make is regarding team competitions for those gymnasts who have switched gyms right before the state meet.
Team competitions/ If a gymnast changes to another team before the state meet, they are allowed to compete at the state meet and be in the team competition for the team they are entered under.
Criteria for Judging the State meet
Discussion:
There was much discussion on applying the rules fairly regarding criteria for judging the state meet. There were concerns over judges who had not fulfilled the states criteria especially due the national education commitments and duties.
Motion:
Mendi: That we accept the State judging panels as presented with the condition that the official will fulfill the requirement set by the state board or will be replaced.

More discussion followed regarding the demands on those officials who hold a higher rating and hold regional and national offices. It was felt that they are constantly making a contribution to South Carolina through their continual service. Taking that into consideration, the following motion was made:
Gary: Motion that National office holders for NAWGJ or USAG will be exempt from fulfilling the SCUSAG criteria for Selection of Judges to the state meet.

Clarification:
The State Board voted that state entries are due 21 days before competition. Gymnasts may qualify up to 14 days before state meets.

We will table discussion on whether to have competition specialists at the state meets.
Will have further discussion if we will accept Level 10 specialists this year.
