1. TSFA Rules Template

The Texas Sixman Football Association employs the services of San Antonio TASO officials for our football season.  The TSFA rules are based off of the same guidelines as the NCAA Rulebook.  The TSFA also follows the UIL Sixman Football Exceptions that are listed herein.  Any rule that you encounter that you feel is not clear, discuss it with an official before the coin toss of your game so it can be translated to better explain the rule.  If it is a league guideline that you feel needs modified, then contact a league official at any time and discuss the problem. For a copy of the NCAA Rulebook go to:

 NCAA RULE BOOK 2009

 2. Sixman Football Rule Variations

I. Sixman Football Field

The six-man field is 80 yards by 40 yards, with the 40 yard line being the  center of the field. The two inbound lines (hash marks) are 40 feet from the sidelines.

II. Game Length

 A. Regular Season Timing

Length of quarters is 12 minutes; between quarters; 1 minute. Between halves, 10 minutes.  Official TSFA timing procedures declare that there will be a running clock (clock continues to move) until the last two minutes of  each half and overtime periods. EXCEPTION: Timeouts, injuries and referee penalty discussions.  Each team has 3 timeouts per half.

B. Overtime Periods

The TSFA follows NCAA regulations for its overtime periods.  There is a coin toss between the two opposing teams captains.  The winner chooses offense, defense or end zone will play will begin.  The loser picks which end zone to perform the overtime period. Each team gets a possession starting for the 25 yard line going into the end zone.  If after both teams possessions the game is still tied, the game continues into another overtime period.  Starting in the 3rd overtime, each team must go for a 2-point conversion play.  Each team gets one timeout per overtime series.

C. Mercy Rule

When one team is 45 or more points ahead at the end of the first half or if a team achieves a 45 point lead during the second half, the game is ended immediately.

III. Game play

A. Alignment

At least 3 offensive players shall be on their line of scrimmage at the snap; there is no requirement to have a minimum number of players on either side of the ball.

B. Down and Distance

The offense must advance the 15 yards instead of 10 yards in four downs.

C. Ball Advancement

a. Legal Exchange

Unless the ball is kicked or forward passed, it may not be advanced beyond the neutral zone until AFTER AN EXCHANGE has been made between the receiver of the snap and another player. EXCEPTION: Any player of Team A may advance a loose football after it has been touched by a Team B player. PENALTY: 5 yards plus loss of down (illegal procedure) from previous spot.  An exchange is completed when possession of the football is gained by a receiver of the snap, given up voluntarily or involuntarily by the receiver of the snap, and possession is regained by another player of Team A.

b. Lineman Handoff Exception

The ball may be handed in any direction to any player during a scrimmage down behind the neutral zone. A linesman may receive a forward hand-off at any time and is not required to be 2 yards behind his line of scrimmage and does not have to face his goal prior to receiving the hand-off. EXCEPTION: The ball may not be handed forward to the snapper through his legs. PENALTY: 5 yards from previous spot and loss of down.

c. Pass Receiving Eligibility

All players are eligible to catch a forward pass, except that a pass is ruled incomplete when caught by the passer (see preceding rule). If a forward pass is thrown to the snapper, it must travel at least one yard in flight.  The ball is dead when a passer catches his own pass (untouched by B), and it is ruled as an incomplete forward pass.

D. Fumble

If the snap is muffed and a Team A player catches or recovers the ball beyond the neutral zone, he may not advance it. PENALTY: Loss of down (illegal procedure) from previous spot, 5 yards from the previous spot is  also assessed if the Team A player advances the ball. If a Team A player catches or recovers the muffed snap behind the neutral zone, he may legally advance it only after a legal exchange.

E. Kickoffs

a. Normal

Unless relocated by penalty, the kicking team's restraining line on a kickoff is the 30 yard line on a six-man field and the 20 yard line for a free kick after safety. The receiving team's free kick restraining line is 15 yards from the point of kickoff. There is no requirement to have a minimum number of players on either side of the kicker.

b. Onside

The ball must travel 15 yards on a kickoff (or place kick/punt after a safety) or be touched by the receiving team before members of the kicking team are eligible to touch it.

c. Penalty

A free kick out of bound between the goal lines untouched inbounds by a player of Team B is a foul. PENALTY-Live-ball foul. Five yards from the previous spot, the receiving team may put the ball in play 20 yards beyond Team A's restraining line, or five yards from the spot where the ball went out of bounds.

F. Scoring

a. Points

Touchdowns are worth 6 points; Field goals and drop kicks are worth 4 points; a successful PAT kick is worth 2 points and PAT run or pass is worth 1 point.

 b. Defensive Conversions

During a try after touchdown the ball is now live until it becomes dead by a normal downing of the ball carrier.  The defense can now create turnovers and return the ball to their end zone for a 1 point play.  A normal kickoff proceeds a defensive conversion.

G. Penalties

a. Horse Collar Tackling

All players are prohibited from grabbing the inside back collar of the shoulder pads or jersey, or the inside collar of the side of the shoulder pads or jersey, and immediately pulling the runner down. This does not apply to a runner who is inside the tackle box or to a quarterback who is in the pocket.

b. Facemask Tackling

No player shall twist, turn or pull the face mask or any helmet opening of an opponent. It is not a foul if the face mask or helmet opening is not twisted, turned or pulled. When in question, it is a foul resulting in a 15 yard penalty ONLY.  The 5 yard variety has been removed from the rulebook.

c. Initiating Contact/Targeting an Opponent

No player shall initiate contact and target an opponent with the crown (top) of his helmet. When in question, it is a foul.  No player shall initiate contact and target a defenseless opponent above the shoulders. When in question, it is a foul.

d. Sideline Warning

First and second infractions: Delay of game for sideline interference, five yards from the succeeding spot.  Third and subsequent infractions: Unsportsmanlike conduct for sideline interference, 15 yards from the succeeding spot

3. TSFA Rules and Guidelines

 I. Roster Size

Each team must have at least five players and the field and NO more than six. The official TSFA roster size is 10 players minimum and 30 players maximum.  Teams may also have up to 5 non-playing coaches on their sideline.

A. Roster Checks

Any team wanting to have TSFA league officials perform a roster check on an opposing team must have a request to Frank by the Wednesday before the week’s games.  Both teams (checker and checkee) must have ALL members bring a photo ID for the roster check.  Anyone without an ID will not be allowed to play.  Any late members must wait until either their team’s timeout or the end of a quarter.

B. Player Addition Exemption

If a team falls below the 10 player minimum they must contact league officials as soon as the problem arises.  All new player applications must be turned in and each player must be approved by 4 same conference coaches.  The team may only add enough players to get to 12.

  II. Chain Crews

Home team is responsible for two chain crew members, away team is responsible for one. Print your schedule and make sure you know who is home and who is away and be prepared before game day, not on game day. If a team elects to field the entire Chain Crew then it will be their option to do so and notify the head official on the field.

III. Game Day Uniform Policy

A. Players

Every player on the team must have identical matching uniforms to enter the playing field.  TSFA Uniform policy covers helmet shell colors, facemasks, and logos.  Jersey tops AND bottoms must be of the same color and design.  Cleats and underclothing colors can vary within the team colors.

B. Sideline Personnel

Every coach, team sideline helper and non-playing player (injured) must have shirts of teams colors and of the same color.  EXAMPLE: Coaches and sideline crew must all be in green shirts, NOT one green, one white, one orange.

IV. Ejections

A. Fighting

Players who are ejected for fighting will be suspended for two games and fined $50, said player will not be allowed to return to the field until they have paid their fine.

B. Unsportsmanlike Conduct

Players ejected from a game for two unsportsmanlike penalties will be suspended for one game and fined $25.

C. Excessive Unsportsmanlike

The TSFA does not tolerate excessive fighting and threatening in any way, shape or form.  Any TSFA member ejected for what is deemed “excessive” will be suspended and fined according to the board’s findings.  Cursing or taunting a TSFA game official is grounds for immediate ejection and suspension.  An excessive unsportsmanlike can also be constituted as removing of one’s helmet in the field of play.

ATTENTION: Fine amount and suspension time is minimum and may be increased based on the severity of the action.

V. Playoff Seeding

There will be 4 Teams from each conference entering the playoffs. The seeds are determined by conference records only and do not factor in the non- conference records at all. The 1 seed will play the 4 seed and the 2 seed will play the 3 seed in the first round.

A. Playoff Tie Breakers

a. Two Teams

Two same record teams are determined by a simple head to head matchup.

b. Three or More Teams

If there three or more teams with the same record then we will go to a positive points system. Points among the teams with the same record will be balanced against each other.  Zero is the lowest number you can receive with 35 being the highest amount you can receive total.  Highest total of points after calculations of the tied teams determine seeding for the playoffs.

Example:

1. If team A has beaten both team B AND C then team A in the top team out of the three no matter the points.

2. Here is the point differential for three teams fighting for the 4th spot.

Team A:
WIN over B: 27-20=+7
LOSS to C: 13-14=-1
TOTAL of +6

Team B:
LOSS to A: 20-27=-7
WIN over C: 22-6=+16
TOTAL of +9

Team C:
WIN over A: 14-13=+1
LOSS to B: 6-22=-16
TOTAL of -15 reset to 0

In this case it would be Team B in seed 4, Team A with 5 and Team C with 6.
(4)Team B=+9
(5)Team A=+6
(6)Team C=0

c. Two Teams (Southern Conference 2009)

In the case of two tied teams in the 2009 Southern Conference going into the playoffs the tiebreakers will go in order as follows.
1. Head to head

2. If the two teams both won a game head to head then it goes to points differential from head to head

3. If after 1 and 2 it is still tied then it will go to overall TSFA regular season record

4. If after 1-3 it is still tied then it will go to whoever has the better point differential of conference games.
