Game
pairings on the web site are subject to change and are not finalized until
scheduling night; coaches should not try to schedule before the designated time
on scheduling night.

SCHEDULE
CHANGES AFTER APRIL 10, 2009
Schedule changes except for weather related reasons are subject to a $20.00 charge payable at the time the request is made.
Schedule changes after APRIL 10, 2009 can only be made if mutually agreed to between the involved teams and will be accepted ONLY when reported to both the following by email;

Schedule changes must be reported by email to RGSL Scheduling: RGSL.Scheduling@gmail.com
and the appropriate Umpire Scheduler; request must be made by that game's scheduled home team and must include the Master Game Number, Master Team Number, Originally Scheduled Game Date and Game Time, Original Game Location, Rescheduled Game Date and Game Time and Rescheduled Game Location.
(It is also the
rescheduling home team's responsibility to call the umpire(s) originally
scheduled to see if they are available for the rescheduled date. If not, then
call the appropriate umpire scheduler to have umpires scheduled.)
5.
SCHEDULE
CHANGE RULES (other than caused by weather)
A schedule change can be made if it is mutually agreed upon by the two involved teams and the procedures listed above in Section 4 are followed. Those procedures apply to games which have to be rescheduled because of unforeseen conflicts for the involved teams.
When a rescheduling is being requested by one team to another team, the following procedures must be followed in order:
A. The manager of the team requesting the rescheduling must contact the manager of the
opposing team at least 24 hours before the originally scheduled game time.
B. The home team, whether or not it is the team requesting the rescheduling, must offer
three alternative dates and times to the visiting team. Those offered dates and times
cannot conflict with the visiting teams' existing RGSL schedule.
C. The visiting team shall select one of the three offered dates and times for the rescheduled
game.
D. When mutual agreement is reached, the home team manager must notify the appropriate
Umpire Scheduler immediately as provided for in Section 4 above.
If no mutually agreeable rescheduling can be arrived at, the team requesting the change must either play the game at the originally scheduled date and time or suffer a loss through forfeit. RGSL desires that all rescheduling requests be accommodated whenever possible and that no forfeits arise because of rescheduling requests. If all of the rules listed above are followed and an honest effort is made to reschedule, RGSL will not force a rescheduling.

6.
WEATHER
RELATED SCHEDULING CHANGE RULES
A schedule change because of weather (rain, lightning, heat, wet field) can be made up if it is mutually agreed upon by the two involved teams and the procedures listed above in Section 4 are followed.
When weather caused rescheduling is being requested by the home team to the visiting team, the following procedures must be followed in order:
A. The manager of the home team requesting the rescheduling must contact the manager
of the opposing team at least one (1) hour before the originally scheduled game time.
Failure to do so may result in a forfeit by the home team. The scheduled umpires
must also be notified at least one (1) hour before the scheduled game time. Failure to
do so may result in the home organization being responsible for the full umpire(s)'
fee (s), even if the game is postponed for weather related reasons.
B. The home team must offer three alternative dates and times to the visiting team. Those
offered dates and times cannot conflict with the visiting team's existing RGSL schedule.
C. The visiting team shall select one of the three offered dates and times for the rescheduled
game.
D. When mutual agreement is reached, the home team manager must notify the appropriate
Umpire Scheduler and the RGSL Scheduling volunteers @ RGSL.Scheduling@gmail.com immediately as provided for in Section 4 above.

7.
ROSTERS
Completed rosters are due on the appointed scheduling night for each team.
All rosters must be printed from the RGSL web site.
If a girl has a valid RGSL number but is changing
organizations, a release for her
permission to play at the new organization must be submitted to
RGSL Board at

Any player transferring to a different organization but not requiring a release

Roster changes, additions and deletions, after
scheduling night may be done by local organization coaches until May 1st,
2008. At that time the roster will be frozen. Roster changes, additions and

SPECIAL EXCEPTIONS
Roster change requests made after the respective roster change deadlines must be approved by the RGSL elected Board of Directors. Requests for such changes must be emailed to Rural Girls Softball League, at RGSL.Records@gmail.com,
. When such requests have been ruled on with all possible speed, the requestor will be notified. Girls that are playing for a high school team can be added up thru June 21, 2009. These additions must be sent to Rural Girls Softball League RGSL.Records@gmail.com,
8.
RELEASES
A girl's Home Organization is determined when she first is assigned a RGSL Number. That number is assigned when she first registers to play in the Rural Girls Softball League. That girl's Home Organization is the organization through which she first registered with RGSL. If a player obtains a ”Release’ to another Organization she becomes a permanent member of the organization she transfer to.
If a girl desires to change Home Organizations (play at a RGSL club other than the one she first registered through for RGSL), she may require a Rural Girls Softball League Release. Releases are required in the following situations:
Girl registered with RGSL through Organization A and later moves with Organization B's boundaries and wants to play at Organization B.
Girl registers with RGSL through Organization A and later desires to play for and registers with Organization B.
Girl living in the boundaries of Organization A first registers with RGSL through Organization B.
Releases must be obtained in all of the above situations before the girl can be legally rostered with Organization B.
Releases are not required in the following situations:
A girl registered with Organization A desires to play at Organization B because
Organization A does not offer the type (slow or fast pitch) and age classification (7/8,
9/10, 11/12, 13/14 or 15-18) which she desires to play and Organization B does.
Organization A ceases to be a member of RGSL the girl first registered with RGSL through Organization A, and the girl wishes to play at Organization B.
A girl registering for the first time with RGSL and through Organization B lives in an area where, according to the RGSL boundaries then in effect, is open to both Organization A and Organization B.
A girl registering for the first time with RGSL and through any Organization lives
in an area where, according to the RGSL boundaries then in effect, is open to any RGSL Organization.
2009 Exception to the rule,
Release rule will NOT apply to the High School
feeder teams. This exception rule does NOT apply to any of the remaining teams
in any age division Comp. Or Inst. within RGSL
No releases will be granted after scheduling night to
any player without approval of elected RGSL Board Officers.
9.
BOUNDARIES
Boundaries for each Organization are mutually agreed to by all contiguous Organizations, reported to RGSL and maintained in written and map form by RGSL. No changes can be made to boundaries unless they are mutually agreed to by all involved Organization and reported to RGSL. If boundary disputes (not questions) exist, they will be settled in business meetings of RGSL with all Organizations then in attendance voting on resolution of the dispute.
10.
UMPIRE FEES
Umpire fees must be paid by the home team to the umpire (s) at the completion of each game. Umpire number and fees for 2009 are as follow:
Slow pitch -
One (1) umpire for each game; $30 per game, regardless of the number
of games umpired on the same day at the same organization
Fast pitch -
U10, U12, U14, U16 & U18 Instructional –
One (1) umpire for each game;
Umpire behind catcher $35 per game
Umpire behind pitcher $25 per game
Regardless of the number of games umpired on the same day at the same organization.
U10, U12, U14, U16 & U18 - Two (2) umpires for competitive $25 for home plate umpire and $25 for the field umpire per game regardless of the number of games umpired on the same day at the same organization.
If two (2) umpires are scheduled but only one (1) appears (competitive only), the single umpire receives $35 per game umpired on the same day at the same organization.
11.
Reporting Game Scores and Rescheduling
Procedures .
It is the responsibility of the WINNING
team coach to report via the RGSL website all game results after the game is
completed. The LOSING team coach can
also report the game results on the website.
Failure to report the game results may result in a fine of $5.00 per
game not reported within the 48 hour time frame. All correspondence
concerning incorrect game score entry,
won/loss records, or inability to enter games scores on the web site should
be emailed to RGSL.Records@gmail.com.
It is the responsibility of the HOME
team coach to report via the RGSL website all games postponed because of
weather. This is accomplished on the same web-site location as reporting
scores.
A user id and password is needed to enter game scores or view phone numbers of coaches and umpires.
All correspondence concerning the web site content, user ids, passwords, corrections, problems, and suggestions should be emailed to the current web site administrator at RGSL.Security@gmail.com.

To log in with the assigned user ID and password-

- Enter your user ID and password.
- The user id and password should be entered using lowercase letters.

To access the team profile with roster and game schedule using team
number-
- Log in with the assigned user ID and password
- Click on the Teams link
- Click on the Teams by Number link
- Page/scroll/roll down until you find the team.
- Click on the team number next to the name.
- The team profile will be displayed
- Page/scroll/roll down to view roster and game schedule for the team.
To enter the score for your game from the team page-
- Page/scroll/roll down to view game schedule for the team.
- Click on the master game number at the left of the page
- The game information will be displayed
- Click on the Edit button
- To enter the score for a played game, enter the scores for the home and visiting teams
- To enter a forfeited game, enter a score of .001 for the winning team and 0 for the forfeiting team
- Click on the Save button
- Click on the Close button
If a game has been rained out (or otherwise postponed by weather), the following procedures must be followed:
The opposing coaches should reschedule the game and contact the original umpires to see if they are available for the rescheduled game.
If the original umpires can still umpire the rescheduled game, the home team coach must send an email to
RGSL.Scheduling@gmail.com
including the master game#, master team numbers, original game date, rescheduled game date, rescheduled game time, and umpire names so that the web site can be updated.
If the original umpires cannot umpire the rescheduled game, the home team coach must contact the umpire schedulers to request new umpires for the game. The umpire schedulers will report the rescheduled master game#, game date, game time, and umpires to;

so that the web site can be updated.
12. PROTESTS
Protests may be made to RGSL only in the case of rule interpretation and application, not judgment calls by the umpires (s). Protests must be made known immediately to the opposing team manager, the head umpire and the official scorekeeper. At the time of the protest, the official scorebook must be marked at the place where the protest was made, the time noted, and the scorebook must be marked at the place where the protest was made, the time noted, and scorebook signs by both team managers and the head umpire. At that point, the game shall continue.
If the protesting team wins the game, the protest is vacated and shall not be pursued.
If the protesting team loses the game, the protesting team must (if it chooses to pursue the protest) provide the following information, in writing, to the RGSL Protest Officer within 24 hours of the game conclusion:
Protest fee of $50.00 by check from the protesting Organization and made payable to
Rural Girls Softball League.
The date and location of the game.
The two teams involved and the names and telephone numbers of their managers
A written statement of the reason for the protest (what RGSL and/or ASA rule
was invoked, how that rule was allegedly miss interpreted)
The name(s) of the umpire(s) for the game.
The RGSL Protest Officer shall evaluate the provided information and shall, as he deems necessary, interview the involved umpires, appropriate Umpire Scheduler, and ASA Umpire co-coordinator before rendering a decision which will be communicated by telephone to both involved managers. The protest officer's decision is final and no protest of a protest decision shall be allowed.
If the protest is upheld the result of the game in question shall be vacated and the game must be rescheduled as provided earlier and will be resumed from the point immediately before the protest was lodged. If the protest is upheld, the protest fee will be returned to the protesting Organization.
If the protest is denied, the result of the game in question shall stand as reported and the protest fee of the protesting organization shall be taken for its general operating fund.

It is the responsibility of the home team to provide an official scorekeeper for each game (who, with the head umpire, also notes the game start time and monitors the time limit) and copies of the current RGSL rules and 2009 ASA Rule Book.
13. REGULAR SEASON
Regular season RGSL games for U8 and U10 may begin on April 25, 2009 and must be concluded on June 12, 2009; regular season RGSL games for U12 and U14 may begin on April 25, 2009 and must be concluded on June 19, 2009, regular season RGSL games for U18 may begin on April 25, 2009 and must be concluded on June 19, 2009. Tournament seeding will be made based on each team's results for games reported through above conclusion date. Games reported after the above date will not be considered for tournament pairings, but will be used to determine league play results. Any game not reported will not count toward the regular season standings.
Scheduling regular
season games between end of season and start of post season tourney is
prohibited unless they are rescheduled as a result of rain outs during the last
week of regular season play. RGSL must
be notified of any game to be played after the “announced” end of season date,
or the games will not count toward “Division Championships”.
14. TOURNAMENTS
RGSL tournaments will run as the following:
U8 pitching machine and U10 - June 22 – June 30
U12, U14 and U18 – June 25, 26 and June 29 thru July 2.
Tournament registration deadline for U8 and U10 is June 15, 2009 and for all others is June 22, 2009. Tournament registrations must be accompanied by the appropriate entry fee (made payable to RGSL) and the Rural Girls Softball League Tournament Registration Form. Tourney forms are due at the tournament meetings, June 15, 2009 U8 & U10 and June 22, 2009 for all others.
15. PLAYER SELECTION
No Organization is required to allow more than 15 players on any one roster. If an Organization has more than 15 players registered for a specific age group and type of play but is unable to confidently field two teams which would likely not fall below the established player minimum for games, RGSL strongly encourages placing the "excess" players with other RGSL Organizations. In this case, no releases are required.
If an Organization has less than 15 players registered for a specific age group and type of play it cannot hold tryouts to cut players. If it desires to hold team sizes to less than 15 players in order to ensure that same age group and type of play or, failing that, place the "excess" players with other RGSL Organizations. In the second case, no releases are required.
16. LEAGUE AGE
A girl's age is her age as of December 31, 2008. That means if a girl is 10 years old on December
31, 2008, and on January 1, 2009 she turns 11, she is allowed to play U10 the whole year. (ASA)
17. LEAGUE CHAMPION AND TOURNAMENT CHAMPION TROPHIES
A maximum of 15 individual trophies will be provided for each league regular season champion and each league tournament champion team. In case of a tie for league regular season champion both teams will receive league champion trophies. No team trophy will be provided. Organizations with more that 15 players on a champion team are strongly encouraged to identify that situation and arrange with RGSL to obtain (at requesting Organization expense) as many additional trophies as necessary to provide all champion team players with an identical trophy.
18. FINES AND FEES
Organizations which have unpaid and past due fines and fees owing RGSL will be denied the opportunity to host tournaments and will not receive champion trophies for their qualifying teams until or unless the past due fines and or fees are paid in full.
19. ORGANIZATION INFORMATION
Each Organization is strongly encouraged to maintain and update, as changes occur to its Organizational information through submission of a Rural Girls Softball League Organization Information Form to the league secretary at RGSL.Secretary@gmail.com.
