League Structure

There are two (2) conferences within Rancho Penasquitos Little League. Players are assigned to a specific conference based on their street address. We have tried to make the boundaries consistent with PUSD elementary school boundaries as well. All teams within a division will play each other, regardless of conference.

North Conference: If you live in the boundaries for Adobe Bluffs, Deer Canyon, Sundance, Sunset Hills, or Willow Grove, this is your conference.

South Conference: If you live in the boundaries for Canyon View, Los Penasquitos, Park Village, and Rolling Hills, this is your conference.

 

What are the differences in the Divisions?

T-ball is Little League age 5 and 6. It is an introduction to baseball and purely instructional; the players hit off of a Tee.

Caps is Little League age 6, 7 and 8. To be a 6 year old in Caps the player MUST have played the previous year in T-ball for Little League. For players aged 7 and 8, no prior baseball experience is required. Caps too is very instructional but the players now hit off of a pitching machine (if the machine is not working they hit off an adult pitcher).

Minors B is Little League age 8, 9 and 10. This is a division for 9 year olds primarily and for 8 year olds that tryout and are drafted up to Minors B. Eight year olds who tryout are not guaranteed a spot in Minors B; draft is on a space permitting basis. Any Eight year olds that tryout for and are not drafted in Minors B will participate in the Caps draft. It is also for any 10 year olds who are not ready for Minors A. All players tryout for this division. It is instructional for the players to include pitching and catching.

Minors A is Little League age 9, 10, and 11. All players MUST tryout to be eligible in the Minors draft. Nine year olds are drafted on a space permitting basis, trying out does NOT guarantee them a spot in Minors A. If they are not chosen for Minors A they are put into the Minors B draft. Minors A is instructional still and here the players bat through the lineup.

Majors division is Little League age 11 and 12. Each Major team may have ONLY two (2) 10 year olds . Players MUST tryout to eligible for the Major Draft. Trying out does not guarantee them a spot in the Majors. Ten year olds can request to try out for Majors and can be drafted on a space permitting basis, trying out does NOT guarantee them a spot in Majors. If they are not chosen for Majors they are put into the Minors A draft. The Majors division is still instructional, but at this level,  it is helping the players continue to develop and perfect their skills. This division too allows for the first place the opportunity of playing in TOC. This is played at the end of June and is completed before All Stars starts. All returning Major players will be drafted onto a Major team.
 

Can my child play with his/her friends or siblings?

In the RPLL Lower Divisions (T-Ball, CAPS & Minors B) we will do our best to accommodate requests for friends and siblings to play together. Please understand the following:

  1. Make sure to put the request on your child's RPLL Registration.
  2. They MUST live within the same RPLL geographic boundary. Little League is very strict about playing in the conference where you live and there are NO EXCEPTIONS. We will not do any waivers from one conference to another.
  3. When you request that friends play together, please know it is a REQUEST and we may not be able to accommodate what you have asked.

In the RPLL Upper Divisions (Minors A & Majors), please understand the following:

  1. The Upper Divisions are intended to be competitive by design and drafting players becomes more strategic.
  2. In Minors A we will do our best to grant requests for siblings to be on the same team. Make sure to put the request on your child's RPLL Registration. Some friend requests may be granted, however, please know that they become more difficult to grant at this level.
  3. In Majors there are few requests granted, even for siblings. Make sure to put the request on your child's RPLL Registration and we will do what we can to accomodate sibling requests. No friend requests will be granted for Majors.

When does the season begin and end?

Players should be notified by their manager of what team they are on in late January or early February, depending on when the draft for their division is held. Practices start in early February and games begin the first weekend in March. In all divisions except Majors and possibly Minors there will be only weekend games until daylight savings. (Majors and some Minors games will be played under the lights). The regular season will end mid-June.

 

When and where are practices and games?

Practices are weeknights and Saturdays until the season begins – in the Upper Divisions (Majors and Minors A) there will be two (2) scheduled weeknight practices and one Saturday practice (all dependent on field availability). In the Lower Divisions (Minors B, Caps and Tball) there will be one scheduled weeknight practice and one Saturday practice (all dependent on field availability) Practices will be scheduled by the league and will be scheduled throughout Rancho Penasquitos at any of the sites the city permits us for throughout Penasquitos. Times for practice will be anytime between 4pm and dark on weeknights and Saturdays from 8am to dark. Games will be played at Sunset Hills Elementary, Canyonside Park and Black Mountain Ranch Park. Each team will have one weeknight game and a Saturday game (unless there are an uneven number of teams then byes will come into play).  

  

Tryouts

All players Little League age 9, 10 ,11, 12 MUST tryout in order to be eligible for the draft. If a player does not make either tryout, that player will not be eligible to be drafted onto a team at the time of the draft, they will be assigned to a team after the draft is complete and that player will not be allowed to be traded.

**If you wish your Little League 8 year old to be eligible for the Minors B draft, that player MUST attend tryouts at the specific time and date and Must request at tryouts that the player wishes to play up. Trying out allows for this players name to be on the list of eligible players to be drafted into the Minors B division. Drafting 8 year olds into Minors B is dependent on the available openings left after all 9,10 year olds are drafted. If RPLL does not have room for 8 year olds in Minors B, or If the player is not drafted to Minors B, those 8 year olds will be put into the Caps draft pool. (The Minors B draft will take place prior to the Caps draft).

**If you wish your Little League 9 year old to be eligible for the Minors A draft, that player MUST attend tryouts at the age specific time and you MUST request at tryouts that the player wishes to play up. Drafting 9 year olds to Minors A is the same as for 8 year olds to Minors B; it is dependent on available openings and If the player is not drafted to Minors A he/she will be put into the Minors B draft pool. (The Minors B draft will take place after the Minors A draft).

Volunteering

Volunteering is a REQUIREMENT for your child to participate in RP Little League. Our little league is run only by volunteers. We count on our volunteers and we will hold you to your commitment on your registration form.

 

Player Placement

Below are the general guidelines that we will follow for placing players in a particular division. (Please note that the regular season placement is independent of winterball. Thus, for example, a player who was in Minors in winterball may still play Minors B during the spring 2008 season.).

If you wish to make a special request outside these guidelines based on your child's particular abilities or playing history (for example, a request to place an 11-year old who hasn't played before in the Minors A division or a 10-year old who hasn't played before in the Minors B division) please contact the Player Agent at hotline@rpll.org.
  • 12s will be placed in the Majors draft and drafted onto a Majors team.
  • 11s be placed in the Majors or Minors draft as follows:

All 11s will be eligible for the Majors draft. Those not drafted onto a Majors team will be placed in the Minors A draft and drafted onto a Minors A team.

Note: In case of any vacancies during the season on a Majors team, 11s on Minors A teams may be called up to Majors to replace a player. Call-ups are mandatory -- an eligible 11-year old cannot refuse to be called up to Majors.

  • 10's will be placed in the Majors, Minors A, or Minors B draft as follows:

Tens who wish to be placed in the Majors draft must sign a form at tryouts. This does not guarantee that the 10-year old will be drafted onto a Majors team; it only places them in the Majors draft. Only a limited number of 10s will be permitted in Majors (maximum of two per Majors team).  All 10s not drafted onto a Majors team will be placed in the Minors draft.

All 10s not drafted onto a Majors or Minors A team will be placed in the Minors B draft and drafted onto a Minors B team.

  • 9's will be placed in either the Minors A or Minors B draft as follows:
Nines who wish to be placed in the Minors A draft MUST, no later than tryouts, notify the Player Agent in writing of his wish to play Minors A. This does not guarantee the 9-year old will be drafted into Minors A; it only places them in the Minors A draft.

All 9s not drafted onto a Minors A team will be placed in the Minors B draft and placed on a Minors B team.

  • 8's will be placed in either the Minors B or Caps draft as follows:

To be eligible for the Minors B division, an 8-year old MUST attend tryouts. This does not guarantee the 8-year old will be drafted onto a Minors B team; it only places them in the Minors B draft.

All 8s who attend tryouts and are not selected for a Minors B team will be placed in the Caps draft and drafted onto a Caps team.

8s who wish to play Caps rather than Minors B DO NOT tryout. All 8s who do not tryout will be placed in the Caps draft and drafted onto a Caps team.

  • 7s will be placed in the Caps draft and drafted onto a Caps team.

Sevens DO NOT tryout.

  • 6s will be placed in either the Caps or Tball draft as follows:

Sixes DO NOT tryout.

Sixes who have played a year of Little League T-ball are eligible to play Caps (or, if they wish, they can remain in Tball). If your 6-year old is eligible to play Caps and you wish to place him in Caps, please check the "Caps" box on the application form. Those who check the Caps box on the application form will be drafted onto a Caps team.

All other 6s will be placed in the Tball draft.

  • 5s will be placed in T-ball

Fives DO NOT tryout.


Equipment

RPLL supplies each team with several bats, batting helmets, and catcher's gear, including a glove (standard for right hand). Players must provide their owmn glove and any other equipment they chose to use. All equipment must meet Little League standards or will not be allowed.

Uniforms

T-ball, Caps, Minors A and Minors B: The league gives the players Pants, Shirts, and Caps which the player keeps.

Majors:
 The league gives Caps and pants which the players keep. They are also issued a jersey that belongs to RPLL and is to be returned at the end of the season.

Players are responsible for providing their own cleats (soccer cleats are OK), belts (Majors and Minors only), socks and cups.

Trophies

Trophies are provided to all Tball, Caps and Minors B players for participating at the end of the season. Championship trophies are given to players on the championship teams in Minors A and Majors.

All Stars

RPLL has 3 All Star teams in each conference: Little League (Majors), 11-year old, and 9/10. In order to be eligible to be considered for All Stars the players  must meet the following criteria:
  • Have a certified birth certificate that will need to be presented at the time of placing themselves on the eligibility list and then verified at each level of All Stars.

  • Have 3 valid proofs of residency approved by Williamsport

  • Have played in at least 51 % of all the Teams games for the season

  • Can be on a valid waiver approved by the League and Williamsport.

  • Must be Little League Age 9, 10, 11, 12

  • For the 9/10 team the player MUST have played in the Minors B, MinorS A or Major Division

  • For the 11 year old team the player MUST have played in the Minors A or Major Division

  • For the Little League team, the player must be league age 11 or 12 and have played in the Major division

  • IF tryouts for All Stars are required the player MUST tryout (no exceptions)
