2007 Rough Cut League Rules
PLAYING FIELD:

1. First and third base lines shall be 80 feet from the point of home plate.

2. The pitching distance shall be 54 feet from the point of home plate to the front of the pitching rubber.

EQUIPMENT:

1. All players must wear a numbered baseball uniform. A uniform consists of a cap, shirt, pants, and stockings. No metal cleats shall be allowed. Any player caught wearing steel cleats once the game begins will be suspended for the remainder of the game in progress. This is not counted as a normal ejection.

2. Coaches for the teams must dress in appropriate attire consistent with the style of their teams (coaching shorts are allowed in the regular season).

3. All players must wear a protective cup. Any player not wearing a cup once the game begins will be suspended for the remainder of the game in progress. This is not counted as a normal ejection.

4. Catchers must wear a throat protector and protective helmet or plastic cap (Exception: the hockey style mask does not require the additional throat protector).

5. A pressure type protective helmet, with full earflaps, must be worn by all batters and baserunners.

6. Batters must wear protective headgear on the field. No one other than coaches, the batter, and the on-deck batter will be allowed out of the dugout or in the doorway of the dugout while the ball is in play. Repeated violation of this rule may result in disciplinary action, not only from the umpire, but also from the board of directors.

7. An equipment check will be conducted prior to each game to ensure no metal cleats are being worn and that protective cups are being worn. Please have your team line-up on the appropriate baselines facing the infield at the umpires signal. Players found to be not in compliance with this rule have until the first pitch of the game to remedy their error or will be ineligible to play in that contest.

DRESS CODE / ATTIRE:

1. Player must have shirttails in at all times.

2. Players must wear hats at all times.

3. Players must wear full length white socks under baseball stirrups, solid colored socks, or 2-in-1 socks.

4. Coaches should teach players to have pride and wear their uniform properly.

5. No jewelry is to be worn by the players during the game.


REGULATION GAMES:

1. Games shall be 6 innings in duration or time limit. Time limits first round of play (Monday, Tuesday, Wednesday, & Thursday) will be 1¾ hours in duration. All other games are 2 hours in duration.

2. Exception to rule #1: Upon movement into division play, all games shall consist of 7 innings or a time limit of 2½ hours for Upper Division teams, and 7 innings or a time limit of 2 hours for Lower Division teams.

3. Tie games will be played as follows: The game will continue until time expires, at which time, the game will be suspended at the end of the inning in progress and resumed prior to the next meeting between the two teams involved. If however, it is the last game of the day and all parties agree to finish the game or at the League Director’s discretion then this rule will be waived. If a game ends in a tie due to time restraints, and it is the last scheduled meeting between the two teams, the game will be finished at the next available rain date. The League reserves the right of the on-site director to make this decision in the event of a lack of agreement by all parties or because of necessity.

4. If a team is leading its opponent by at least (10) runs at the end of the fourth inning or 3½ innings (for 6 inning games) - fifth inning or 4½ innings (for 7 inning games) - should the home team be ahead or any inning thereafter, the game shall be terminated and the team in front declared the winner.

GENERAL RULES:

1. The umpire is responsible for expediting the game. Teams are required to move quickly on and off the field. The umpire will give two warnings “play ball.” If the team does not take the field or assume their batting position, the umpire will immediately start calling balls and strikes, as appropriate (if the offensive team is not in position the umpire will call strikes, if the defensive team is not in position the umpire will call balls). This rule is to keep the games on schedule and give the players a full game.

2. Line-ups shall be submitted to the official scorekeeper twenty (20) minutes prior to game time.

3. Infield practice (7-minutes per team): this is allowed before first game only. (home team first on the field).

Note: There is no warming up on the mound prior to the game. Only at the beginning of each half inning.

Exception: If time permits between games infield may be allowed at the discretion of the Director or his representative, as long as it does not interfere with field maintenance personnel. Under no circumstances would a game’s start time be altered to accommodate infield.


4. Any player and/or coach ejected from a game will serve an automatic two (2) game suspension in addition to the game in which he is ejected. Any player and/or coach ejected from more than one (1) game during the season will be suspended for the balance of the season.

5. Profanity by players and/or coaches will not be tolerated. At the umpire’s discretion, participants may be ejected from the game for the use of profanity.

6. Players may not question an umpire. All questions and/or protest must come from adult coaches. Coaches may be asked to speak to unruly fans prior to having the umpires and/or League officials take action against such unruly fans.

7. In general, teams should hustle on/off the field at all times. Catchers should not remove all equipment between innings, unless he is the on-deck batter.

8. Teams will be allowed only four coaches within the direct confines of the ballfield during the game, only three of which may be outside the dugout during play. This rule does not limit the number of coaches who may be associated with a team. All coaches allowed on the field must sign the Rough Cut Baseball League baseball coaches contract.

PITCHING RULES:

1. A pitcher can pitch twelve (12) innings each week. A week is defined as Sunday thru Saturday.

2. One pitch constitutes an inning pitched.

3. Dizzy Dean rules 6:02, 6:03, 6:04, 6:05, 6:06, 6:08, 6:09, 6:10 and 6:11 apply for Rough Cut Baseball League play. THIS RULE HAS NOT YET BEEN UPDATED FOR THE 2006 SEASON.

4. Coaches must sign the pitching register at the end of every game or they forfeit their right to protest pitching eligibility in reference to the game they did not sign the register.

SUBSTITUTION RULES:

1. Defensive free substitution will be allowed other than pitchers. Only pitching substitutions are to be given to the official scorekeeper.

2. Offensive changes (Batting Order) must be given to the official scorekeeper. There are two additional options to the standard nine player batting order. Those options are as follows:

A) Teams will be allowed a tenth batter in the batting order called the extra hitter. The extra hitter option must be declared when the lineup is given to the official scorekeeper prior to the first pitch. Once declared, the team must bat ten batters for the entire game (observing all other batting order restrictions).

A1) If a player is unable to fulfill his obligation to appear at the plate, and all subsitutions have been used, the opposing manager may choose from the remaining players as to who will bat in that spot.

A2) If there are no remaining or any available batters, then that position in the order shall be recorded as an "out" each time it is scheduled to appear.

B) Teams will be allowed to bat their entire roster. This option must be declared when the lineup is given to the official scorekeeper prior to the first pitch. Once declared, the team must bat all batters for the entire game (observing all other batting order restrictions).

B1) If for ANY REASON a batter cannot complete their at bat, including acts of God, that position in the batting order shall be recorded as an "out" each time it is scheduled to appear.

B2) If a team elects to bat their entire roster, but not all players are present at game time, then an order will be submitted using only those players in the batting order. If subsequent to the start of the game, but prior to the lead-off's second plate appearance, a player arrives, that player shall be added to the end of the batting order automatically. However, if the lead-off has already appeared a second time, then the late arriving players shall become substitutes, and the batting order will be treated as referenced in Section A, A1, & A2 of this section.

3. Courtesy runners allowed for the catcher (player who will participate in that position the following inning) only. The courtesy runner must be someone not currently in the batting order or the last out when additional players are not available.


SLIDE RULE:

1. Each runner is required to slide at any base, except first, in order to avoid unnecessary or excessive contact with defensive player. If a play is being made at a base and the offensive player does not slide and makes aggressive or flagrant contact with the defensive player, the offensive player shall be called out. If a play is not being made at base, the offensive player is not required to slide, but must avoid aggressive or flagrant contact with the defensive player. If the offensive player does not avoid aggressive or flagrant contact, the offensive player shall be called out. In either case, flagrant contact shall be grounds for ejection from the game. Note: Fake tags by the defensive player to entice the offensive player may also result in ejection.

The catcher will be considered to be blocking the plate if his left foot is across the baseline (directly between the back of home plate and the foul side of third base). It is illegal to block said plate in such a manner prior to arrival of the ball.

If a violation occurs benefit of the doubt will revert to the offensive team.

All umpires will be asked to read and understand this rule prior to the beginning of each day’s action.

INTENTIONAL WALK RULE:

1. If the defensive team informs the home plate umpire they want to intentionally walk the batter, the umpire will award said batter first base in order to speed up the game.

FORFEITURE AND PROTEST:

1. THIS RULE HAS NOT YET BEEN UPDATED FOR THE 2007 SEASON. Rules not covered herein may be found in the t/b/a rule book and/or the Official Rules of Baseball (in that order).

Louisiana High School Athletic Association rules do not allow junior varsity or varsity baseball players to practice and play with their summer league teams during the school season.

ROUGH CUT BASEBALL LEAGUE SCHEDULE FORMAT:


1. The Rough Cut League consists of twelve teams with each team playing a 21-game regular season schedule.

2. At the end of one complete round of league play (11 games per team), the league will be divided evenly into two divisions consisting of an Upper Division and a Lower Division (to be determined by standings after the first round).

3. In the second round of play, teams will only play teams in their division twice each (10 games).

4. In case of a tie for the 6th place spot after the first round of play, head to head competition between teams in the first round of play will determine seeding for divisional play.

5. The league champion will be awarded to the Upper Division team with the best overall won/loss record based on the 21-game regular season schedule.

6. In case of a tie for the league championship, head to head competition between the teams will determine the champion. If the teams split their meetings, record against other Upper Division opponents will be used. If there is still a tie, record against other Upper Division opponents will be used, eliminating one round (beginning with the first round) at a time until the tie is broken. If there is still a tie, the Board of Directors will intervene and choose a champion. NOTE: This rule is in place only to be used to determine playoff choice order.   


UMPIRE EVALUATION PROCEDURE:

1. Upon request, coaches will be provided a form by the League Director to formally protest the competency of any umpire. This form should be returned to the league director for submittal to the Rough Cut Baseball League Board of Directors.

2. Said complaint will be reviewed by the Board of Directors and forwarded to the head of the umpires association.

3. If the Rough Cut Baseball League Board of Directors receives six valid complaints from separate coaches on any one umpire, this will be grounds for barring said umpire from further participation in the Rough Cut Baseball League.

PARK RULES:

1. Each team is responsible for picking up cups and trash in their dugouts after each game played.

2. No alcoholic beverages are allowed in the park or on the Episcopal school grounds.

3. No ice chests, food, or drink will be allowed in the park. Team drinks are twenty-five cents ($0.25) each for players and coaches following the game. (Maximum of 18).

4. No admission fee will be charged for regular season games.

5. NO ONE IS ALLOWED TO WALK ACROSS OR ONTO THE HIGH SCHOOL BASEBALL FIELD FOR ANY REASON!!!

THE ROUGH CUT BASEBALL LEAGUE IS FOR THE KIDS, NOT FOR THE PARENTS AND COACHES. GOOD SPORTSMANSHIP IS DEMANDED. ALL PLAYERS, COACHES AND FANS ARE EXPECTED TO COMPETE WITH CLASS.
