Saturday, June 17 Umpiring System & solutions As most people would be aware, the fixtures have been affected by umpires not fulfilling their umpiring duty. Unfortunately, there has also been an increase in verbal abuse of umpires, which is unacceptable in any circumstance. We ask that members, players and spectators please be understanding that the Association has grown significantly in membership in 2006 and while this is fantastic for our sport, we all need to be aware that with such a sudden growth there needs to be a period of adjustment. Due to the increase in teams there are not enough umpires to satisfy for the demand placed on the umpiring pool. This means that teams will be required to support the umpiring system and when needed teams will be rostered for umpiring duty accordingly. Along with having insufficient umpires for our umpiring pool, we also are using fledgling umpires who are keen to learn umpiring and have attended one of the five Level 1 Umpiring courses held so far this year. Please remember that these umpires are learning and we all need to be patient and understanding. These special people are willing to give up their time to umpire your fixture matches. The Umpiring Pool was established to identify which umpires were willing to umpire and to roster umpires onto games of suitable standard. All umpires in the draw receive a small renumeration as we all agree that umpires play an important role in our Association and our fixtures are reliant on their involvement. The Association would always like to utilise the services of willing umpires, but where there are not enough umpires volunteering to umpire, the umpiring duty will always fall back onto the members, it is not the responsibility of the Management Committee or Umpiring Convenor to supply umpires. The role of Management and the Umpiring Convenor is to coordinate, administrate, educate, encourage & support. The Rockhampton Netball Association has a Sportsmanship Policy as well as the Aussie Sport Codes of Behaviour, by which we expect our members to abide by. The Sportsmanship Policy is available by clicking on the below link for your information. To try and find solutions to the current problems, the RNA Management has applied for Sport & Recreation funding to cover the course costs of Level 1 Umpiring courses as well as Level 1 Coaching courses (we also recognise that the increase in members has meant a need for more coaches). We hope to hear the outcome of this application within the next few weeks. The RNA Management also determined at the 11 May Monthly meeting, the following: Fining teams has not been enough of a deterrent to some teams/clubs not supporting the umpiring system. Games have been delayed due to the non-provision of umpires. A solution needs to be adopted so that games commence on time. RESOLUTION: When a team does not provide an umpire: · The team will be fined $50.00 The procedure for replacing the missing umpire: · The team will be called over the PA to provide the umpire · If there is no umpire forthcoming - a volunteer umpire will be called for (the team is still fined) · If there is no volunteer forthcoming and the game time is set to commence, the other games will commence play but those games without two umpires will not go ahead until a volunteer comes forward. · If a club/team has not been supportive of the RNA umpiring pool & umpiring system - an umpire from the offending team's game or another team from their club, will have an umpire removed from their game and transferred to any non-offending/supportive team/club game so that there game can go ahead. · If a game does not go ahead due to lack of provision of an umpire it is not classed as a forfeit.
