PROPOSED BYLAW CHANGES

PROPOSED AMENDMENT(S) #1-    PASSED

Remove Name of Specific Scheduling League(s)

To allow flexibility to participate in a scheduling league voted on by the PGSC Board.

ARTICLE III Section 2 - GOALS

The goal of PGSC is to provide soccer programs that will assist players in their soccer skill and ability development such that the player can play soccer at any level based on their talent. PGSC is authorized to provide Recreational, Challenge and Classic soccer programs for U4 – U18. PGSC teams will play under the scheduling authority of ECSA or NCYSA.

Remove PGSC teams will play under the scheduling authority of ECSA or NCYSA and replace with ‘PGSC teams will play under the scheduling authority of NCYSA or that of the current scheduling league(s)’.

ARTICLE IV DUTIES of ELECTED COMMITTEE OFFICIALS

Section 1- President THE PRESIDENT will preside over all meetings of the Governing Body, sign all legal documents on behalf of the club, act as spokesperson for the club, and represent the club at ECSA Presidents Meetings and NCYSA Meetings. In case of a tie on any vote (except for election of President during the AGM), the President’s vote will be cast a second time in order to break the tie.

Remove represent the club at ECSA Presidents Meetings.

Section 6- Commissioner

THE COMMISSIONER shall act as liaison between PGSC, ECSA and NCYSA. Remove ECSA and replace with ‘current scheduling league(s)’. RULE V RULES OF PLAY Rules of Play are set by FIFA will be followed unless otherwise modified by U.S. Youth Soccer, NCYSA, ECSA or, in the case of U-6 and U-8, PGSC Executive Committee.

Replace with ‘Rules of Play are set by FIFA will be followed unless otherwise modified by U.S. Youth Soccer, NCYSA, the current scheduling league, or, PGSC Executive Committee’.

Move 2nd VP Challenge/Classic to an Appointed Board Position Member (Board of Directors) .

This position was originally created when PGSC was part of OCSA. The PGSC Member in this position served on the board for OCSA. PGSC is not currently affiliated with OCSA.

ARTICLE V ADMINISTRATION

Section 1-Governing Body

The Executive Committee (EC) will consist of a President, Vice President, 2nd Vice President for Challenge/Classic, Secretary, Treasurer, and Commissioner. The EC positions will be filled by elected club members and will be responsible for the day-to-day operation of the club. Replace with ‘The Executive Committee (EC) will consist of a President, Vice President, Secretary, Treasurer, and Commissioner. The EC positions will be filled by elected club members and will be responsible for the day-to-day operation of the club’.

Section 3- 2nd Vice President for Challenge/Classic

THE 2nd VICE PRESIDENT FOR CHALLENGE/CLASSIC will collect a written resume’ from anyone desiring to coach a challenge team and make recommendations to the EC on selection of challenge coaches. THE 2ND VICE PRESIDENT FOR CHALLENGE/CLASSIC shall schedule, coordinate, ensure publication of, and, if necessary, assist in the tryout/selection process of challenge teams. THE 2ND VICE PRESIDENT FOR CHALLENGE/CLASSIC shall act as challenge representative to ECSA. THE 2ND VICE PRESIDENT FOR CHALLENGE/CLASSIC shall relinquish all club papers, files, records, and property in his/her possession at the conclusion of term in office.

Remove Section 3- 2nd VP of Challenge/Classic as a Challenge/Classic and Replace above section under Appointed Board Positions as CHALLENGE/CLASSIC Coordinator

Add Assistant Rec Coordinator to Appointed Board Positions.

This will allow a coordinator for the U7 & U8’s to be recognized as a BOD Member.

ARTICLE VI  DUTIES of ELECTED COMMITTEE OFFICIALS

Section 1- President 3.

THE PRESIDENT shall appoint a Micro-Soccer Coordinator, Recreation Coordinator, Risk Management Representative, Discipline & Appeals Representative, Field Manager, Equipment Manager, Concession Stand Manager, and a Web Master.

Replace with “THE PRESIDENT shall appoint a Micro-Soccer Coordinator, Assistant Recreation Coordinator, Recreation Coordinator, Challenge/Classic Coordinator, Risk Management Representative, Discipline & Appeals Representative, Field Manager, Equipment Manager, Concession Stand Manager, and a Web Master”.

Removal of officers Any member of the Executive Board and/or Board of Directors member who is absent without reasonable cause for three (3) consecutive meetings, or for any reason from a total of five (5) meetings within a calendar year, shall forfeit their right to hold their respective office for the remainder of the term. In addition, removal of an Executive Board Member/Board of Directors member will be be immediate if member is convicted of criminal charges in regard to controlled substances, moral turpitude, acts of violence, and crimes against children or if Risk Management is revoked by NCYSA.

In the event of the removal of an Executive Board member, elections will be held under the guidelines under PGSC current election procedures outlined in Article V.

Remove reference to ECSA in regards to challenge as challenge in this area is not currently part of ECSA due to not enough participants.

RULE XVI CHALLENGE/CLASSIC LEAGUE

PGSC may field challenge/classic team(s) in age groups Under-10 through Under-14 providing there are sufficient numbers of players with the appropriate skill level to compete in an age group offered by ECSA or NCYSA. PGSC WILL NOT field a challenge/classic team unless the talent pool justifies a team in any particular age group. Publicized tryouts must be held to ensure the most skilled players have the opportunity to be selected. Challenge matches will be scheduled by ECSA. Only the Commissioner of ECSA is authorized to reschedule a challenge match.

Replacee:  'PGSC may field challenge/classic team(s) in age groups Under-10 through Under-14 providing there are sufficient numbers of players with the appropriate skill level to compete in an age group offered by ECSA or NCYSA. Election Years.

Goal is to stagger election years for Executive Board Positions to provide continuity from year to year.

Replace elections every year to: Odd Years: President/Secretary Even Years: Vice President/Commissioner/Treasurer
