7 - 8 House RULES

2009 House Rules

7 and 8 Division 

Visiting Team:

·          Set up field  - Bases to be placed /field racked and lined.

 

Home Team:

 

·          Puts away all field equipment and lock all gates, field house, concession, bathrooms etc.

 Equipment Requirements: 

Players:

·          Rubber cleats (optional)

·          Athletic supporter and helmets are mandatory for all games and practices (Jock or Jill/ Helmet straps)

·          Baseball glove

·          Shorts are not to be worn on the field

·          Uniform is mandatory – including ball cap **Shirts are to be tucked in at all times** Coach and umpire to enforce

 

Game and Field Rules:

 

·          Games are to begin on time as assigned and will last 5 innings or 1½ hours total from the scheduled start time (eg.  6:30 pm start – 8:00 pm end).

·          Scheduled game times will be strictly enforce by the Umpires

·          Time Limit- no new innings to start after 1¼ hours (eg.  no new innings to start after 7:45 pm)

·          If inning in progress does not finish within the allocated time of 1½ hrs. the score of the previous inning will stand.

·          The last inning may be an open inning if agreed to by the coaches. If this inning is not completed within the regulation time, the previous inning score will stand.

·          Games ending in a tie will remain as a tie.

·          3 run limit per inning. 

·          Last inning is an open inning, but time limit is still in effect. 

·          Each team shall supply one new ball and one good ball to the plate Umpire for game play.

 Players:

·          All players bat.

·          Unlimited entry.

·          No player shall sit more than 2 consecutive innings.

·          No player shall sit twice until all players have sat at least once.

·          All players must have the opportunity to play at all positions, if capable.

 Coaches:

·          Arguing with umpires will not be tolerated

·          Coaches are responsible to control team fans.

·          Fans abusing umpires can result in team forfeit

·          If a coach must discuss a call with an umpire, he/she must call a time-out and speak to an umpire in a courteous manner

 Team Duties

·          Each team to supply one scorekeeper

·          In the event umpires are not scheduled for the game or unavailable, the home team will supply the plate umpire and visiting team will be responsible for the 1st base umpire.

 

No food (Spits Included) are not allowed in the dugout or on the field during regulation time.

 Dugouts must be sweep and clean following games or practice use. All complaints are to be directed to the Division Coordinator prior to informing the Executive.  All complaints to the Executive must be made in written form.  Base Stealing/Running Rules: ·          NO STEALING ·          Maximum one base advancement on an over throw·          No base advancement allowed on over throws back to the pitcher·          Once a ball is thrown from the outfield towards the infield, runners can not advance beyond the base they occupy Scores and Scorebooks: ·          Scores are to be reported to the Division Coordinator within in 48 hours of game completion (phone number and email address to be provided).·          All Score sheets are be kept by the Coaches and turned in to the Division Coordinators at the end of the season for player eligibility.

·          Pitching rules are as follows:

-          1-20 pitches no rest required

-          21-30 pitches 2 nights rest

-          31-45 pitches 3 nights rest

-          46-55 pitches 4 nights rest

-          56-70 pitches 5 nights rest

-          MAXIMUM 70 PITCHES PER WEEK

·          A calendar week runs from Monday to Sunday

·          One pitch constitutes a pitched inning for that pitcher

·          All innings pitched count in the week they are pitched

·          Warm up pitches will be limited to 5 between inning for returning Pitchers and 7 for new Pitchers 

·          A pitcher is permitted to exceed the maximum pitches (per games) to complete pitching to a batter.

·          Pitch counts to be recorded by each team (sheets provided).

  Players:

·          All players bat.

·          Unlimited entry.

·          No player shall sit more than 2 consecutive innings.

·          No player shall sit twice until all players have sat at least once.

·          All players must have the opportunity to play at all positions, if capable.

 Coaches:

·          Arguing with umpires will not be tolerated

·          When a pitcher is in contact with the pitcher plate and in possession of the ball, base runners shall not leave their base until the ball has been delivered and has reached the batter.

·          Violation by one runner will effect all base runners. 

A)    When a base runner leaves the base before the pitched ball has reached the batter and the batter does not hit the ball, the runner is permitted to continue if a play is made on the runner and the runner is is out, the out stands.  If the runner safely reaches the base to which they advanced, the runner must return to the base they occupied prior to the pitch and no out results.

B)    When a base runner leaves the base before the pitch ball has reached the batter and the batter hits the ball, the base runner or runners are permitted to continue, if a play is made and the runner or runners are put out the outs will stand. If not put out, the runner or runners must return to the original base or bases or to the to the unoccupied base nearest the one left. In no event shall the batter advance beyond first base on a single or error, second base on a double or third base on a triple. The umpire in chief shall determine the value of the hit ball.

C)    When any base runner leaves the base before the pitched ball has reached the batter and the batter bunts or hits the ball within the field, no run shall be allowed to score. If three runners were on the bases and the batter reaches first base safely, each runner shall advance to the base beyond the one they occupied at the start of the play except the runner who has occupied 3rd base, which runner shall be removed from the base without a run being scored.

 

NOTE: When there is a base running violation, the umpire should signal such an infraction by dropping a flag to the ground.  EXCEPTION: if at the conclusion of play there is an open base, paragraph A&B will apply.

 Base Stealing Rules: ·          Runners shall not leave a base until the ball crosses the plate.·          NO STEALING HOME, RUNNERS MUST BE BATTED HOME.·          No stealing bases if a team has a 8 run lead.·          Violation of Base Stealing Rules will follow the same guidelines of A,B and C above.  Scores and Scorebooks: ·          Scores are to be reported to the Division Coordinator within in 48 hours of game completion (phone number and email address to be provided).·          All Score sheets are be kept by the Coaches and turned in to the Division Coordinators at the end of the season for player eligibility.
