Pewaukee Soccer Club:  Laws of the Game

The Laws (Rules) are combined from the W.A.R.S. & WYSA Laws of the Games and adapted along with Pewaukee Soccer Club Rules.
PSC RULES FOR RECREATIONAL SOCCER 

Division U6 – 3v3

Law 1 – The Field

 
  • The field shall be rectangular; its length will be 25 yards and width 20 yards.  The size of the goals shall be 4x6. 
  • Markings – The markings shall be centerline with a circle radius of 4 (four) yards around it, 4 (four) corner arcs with a 2 (foot) ft. radius, and Goal Area (box) is directly in front of the goal.  · 
  • Soccer Hot Line – 262-253-1918 – Please call every Saturday morning to check your field, get any updates, and to make sure your games are playable.
  • Restraining Line – In the event a restraining line is painted on the sidelines, coaches are expected to keep all equipment, substitute players, spectators, and their staff behind the line as well as 5 (five) yards off of the centerline.  The centerline is for referee equipment and substitutions only.  COACHES MUST ADHEAR TO THIS RULE AND REMAIN 5 (five) YARDS AWAY FROM THE CENTERLINE AT ALL TIMESIf no line is visible please maintain a distance of at least two (2) yards from the sideline
  • The Coaches and the Players will occupy the side of the Field – the farthest side of the field from the parking lot.  The closest side to the parking lot will be for spectators.  The player side of the field is to be occupied by players, flag person, and coaches only.  THERE IS NO EXCEPTION to this rule!  Coaches & referee must enforce this rule at all times.  The coaches will be restricted to coaching from there half of the field and keep the centerline clear except for players who are ready for substitution.
 

Law 2 – The Ball

 
  • The ball size is three (3).

Law 3 – The Players

§         Maximum number of players on the field to start is three (3).  Teams and games may be coed.  Minimum number of players needed to play is (2).  Maximum number of players on the roster should not exceed six (6).  Game is played without a goalkeeper.    Each player may score 2 (two) goals per half for a total of 4 (four) goals.  NO PLAYER MAY SCORE MORE THAN 4 (Four) GOALS IN EACH GAME.

§         Playing Time:  Every player, shall play a minimum of 50% of the playing time allowed, except for disciplinary reasons. Adjustments in playing time may be made in the event the player is absent from practice without notifying the coach. 

§         Substitutions may occur:  1.) At the 4 (four) minute referee auto stop. The referee will have an official stop in play at the 4 (four)    minute mark and end of each quarter.  The referee will let the coach know that 4 (four) minutes has expired and they may do an auto substitution. (This has been adapted to help coaches give players equal playing time).   2.) Or at any stoppage in playThe procedurePlayers must move up to the centerline and wait for the referee to signal them to come into play after the stoppage in play has occurred.  Please do not yell (sub) at the referee unless a stoppage in play has occurred and they have missed calling in the substitutes.

Law 4 – Players Equipment      

§         Basic equipment of players consists of the following:  A jersey or shirt, shorts, socks, shin-guards, and footwear.  Tennis shoes or cleated soccer shoes.  Metal spikes are not permitted.  Shin-guards are MANDATORY and players must wear shin-guards covered entirely by soccer socks or they will not be allowed to participate!  Jewelry is not permitted & you may not have any jewelry or hard metal objects on their person.  If ears have just been pierced tape over the front and back of the earring is accepted.

§         No casts of any kind are permitted:  The WYSA State Rules expressly prohibit any player, from participating, if that player is wearing a cast.  The WYSA has defined a cast to include any type of metal, plastic, or plaster cast even if it is a hard or soft protective covering.  It is the obligation of the Coaches, Parents, & Referees to adhere to this rule.

 Law 5 – The Referee

§         Each game is controlled by a referee who has full authority to enforce the Laws of the Game in connection with the match to which they have been appointed.  Players should receive a brief explanation if they have committed a rule infraction.  The decisions of the referee regarding play will be considered final and the referee will not tolerate any abusive behavior.  The referee will determine game cancellation in the event of inclement weather arising or the field becomes unplayable.

§         EXCEPTION:  If a referee is not available a coach, assistant coach, or parent with knowledge of the game may fill in.  Please notify Referee Coordinator if this occurs. 

Law 6 – The Assistant Referee 

§          Use parent on the sidelines to identify balls that have gone out of bounds.



Law 7 – The Game

§          The game shall be divided into four (4) equal, eight (8) minute quarters.   Each quarter shall have a referee stop at the four (4) minute mark for the auto substitution period.   There shall be a two (2) minute break between quarters one (1) and two (2) and quarters three (3) and four (4).  There shall be a half-time break of five (5) minutes.

§          BLOW OUT GAMES – When a team is up by three (3) goals the team that is behind can add a player.  At a six (6)-goal lead the team that is behind may add another player and continue to do so every three (3) goals.  The numbers increase or decreases as goals are scored.  Please remember sportsmanship and try to get all players to score.

§         Cancellation, Reschedule, Rain Out, or Adding Games – If for some reason you need to CANCEL, RESCHEDULE, or ADD a game, please contact the Referee Coordinator as soon as possible.  DO NOT CALL THE NIGHT BEFORE!  A consideration of at least 1-2 weeks is expected.  If you know there is a conflict in the beginning of the Season call the referee coordinator before the referee schedule is made out.  THIS TYPE OF CHANGE IS EASILY DONE!  Call opposing coach and set up a new tentative date.  Contact the Referee Coordinator with that date and all efforts will be made to try to schedule on that date.  The Referee Coordinator will call you back once the game is confirmed or denied and give you the Referee’s name and phone number.  You must call the Referee the night before the re-scheduled game to confirm with them as a friendly reminder.  Cancellations for any reason other than bad field or weather are frowned upon.  All of the above games need to be made up as soon as possible.  All players and teams deserve to play a full season.  Refusal to play a makeup or rescheduled game may cause your team to not be scheduled in the following spring or fall season. 

Law 8 – The Start and Re-Start of Play

§         The StartThe procedure The Referee calls both teams to the center circle for an equipment check.  After the equipment check is completed, at the start of the game, a coin is flipped and the team, which wins the toss, decides which goal it will attack in the first half of the game.  The visiting team captain calls the coin toss.  The other team takes the kick-off to start the match.  The team, which wins the toss, takes the kick off to start the 2nd half of the game.  In the 2nd half of the match the teams change ends and attack the opposite goals.  Kick-Off: The procedure:  Opponent must be three (3) yards from the center mark while kick off is in progress.  The ball must be kicked into the opponents half of the field.  Initial kicker must not kick the ball a second time until it touches another player.

§         The Re-startThe procedure: - The re-start of play can be a kick-off (as previously defined) or a dropped ball.  After a team scores a goal the other team takes a kick-off.  A dropped ball is a way of restarting the game after a temporary stoppage, which becomes necessary, while the ball is in play, for any reason not mentioned elsewhere.


Law 9 – The Ball In and Out of Play

§          The ball is in-play at all other times including when: 1) It rebounds from the goalpost, crossbar, or corner flag post and remains in the field of play, or 2) It rebounds from either the referee or an assistant referee when they are on the field, or 3) When the ball is out of play as follows.

§          The ball is out of play during the following circumstances: 1) When it has completely crossed the goal line or touchline, whether on the ground or in the air, or 2) When the referee has halted the game.



Law 10 – The Method of Scoring

§          Goal Scored – A goal is scored when the whole ball passes over the goal line.  The ball must cross the goal line between the goal posts and under the provided that the team scoring the goal has no infringement of the Laws of the Game.  A goal cannot be scored from the start of play kick off.

§          Maximum Goals – Each player may score 2 (two) goals per half for a total of 4 (four) goals per game.  NO PLAYER MAY SCORE MORE THAN 2 GOALS IN a half!  If a player scores a 3rd goal in a half the goal does not count and a goal kick is awarded to the defensive team.

§          Winning Team – The team scoring the greater number of goals during the match is the winner.  If both teams have equal number of goals, and no goals are scored the match is a tie.  The scores for this level game will not be published in the Pewaukee Soccer News – Weekly newsletter.  This age level the score is not the focus.



Law 11 – Offside

 

§         There shall be no offside called during these games.



Law 12 – Fouls and Misconducts

§          Shall be classified under one heading INDIRECT!  All penalties and fouls will result in an indirect kick for the other team at the spot of the infraction.  Opponents must be three (3) yards away before kick is allowed.  The referee shall explain all infractions on the field and shall do so keeping in mind that these are very young players.  The explanation should be brief so as not to take away from the playing time.

§          If a player continues in play, which is harmful to other players or disruptive to the game, he/she shall be removed from the field by his/her team coach at the discretion of the referee for a period determined by the referee after two verbal warnings.  No cautions or ejections shall be issued to players except by an independent neutral referee.

§          Goal Area (Box) Camping – Goal camping is any player who is positioned or posted in or near the goal area (box) for more than 10 seconds after the ball has moved towards the opposite side of the field.  No Player is allowed to stand in or near the goal area (box) that is not directly involved in a play.  However, players (both offensive and defensive) are allowed to enter the goal area (box) when the area is involved in a play. The defensive player(s) must be moving up and down the field as the play moves up and down the field, or actively guarding an offensive player or the ball, otherwise they can be called for defensive camping and a corner kick will be awarded to the offense.  Likewise, offensive player(s) must be directly involved with a play.  Otherwise they will be called for offensive camping and a goal kick will be awarded to the defense.

§          Coaches:  Coaches are responsible for the behavior of the entire coaching staff, players, parents, and spectators.  Referees are expected to notify the head coach should there be a problem with any of the above listed participants.  If the referee feels control is in question the referees will RED CARD the game and suspend play.  Physical and verbal abuse of the referees or assistant referees WILL NOT be tolerated!  Any instances should be immediately reported to the Referee Coordinator. 

§          Disputes/Protests/Complaints:  Any dispute, protest, or complaint should be directed to the Referee Coordinator, Club President, and/or a PSC Board Member.  They will resolve, to the best of their abilities, any conflicts.  A Referee Evaluation Form is a good tool to use for any area dealing with the referees that may need to be addressed.  Evaluation Forms can be found on the back of the Soccer News Stand.



Law 13 – Free Kicks


§         Shall be classified under one heading:  INDIRECT and opponents must be three (3) yards away before kick is allowed. A goal may not be scored until the ball has been played or touched by a second player of either team.  No kicks shall be taken by the attacking team within the defending teams goal are (box).



Law 14 – Penalty Kicks

§         No penalty kicks are to be taken during these games.



Law 15 – Throw-in/Kick-in
 

§         Throw-ins are not utilized during these games.  The kick-in will take place of the throw-in only to restart any out of bounds ball. 

§         Kick-In - A kick-in is considered as an indirect kick with the opponent three (3) yards away from the ball.  Teams cannot score on the kick-in directly into the goal.  If kick-in crosses the goal line without being touched by another player a goal kick will be awarded.  The procedure:  The ball is placed on the touchline where the ball went out of bounds and is kicked in by the team who was awarded the kick-in.  The team awarded the kick in is the opposite of the last team to touch the ball before going out of the playing field. 



Law 16 – Goal Kick


§         A goal kick is awarded when the whole ball, having touched a player of the attacking team, and crosses the goal line, either on the ground or in the air, and a goal is not scored in accordance with Law 10The procedure:  The ball is placed in the goal area (box) usually on one of the corners, but it can be anywhere inside the goal area.  The ball is in play when it is kicked directly beyond the penalty area outside the large goal area (box).  The kicker cannot play the ball a second time until it has touched another player.



Law 17 – Corner Kick


§          A corner kick will be considered a kick-in or a free kick which shall be classified under one heading:  INDIRECT and opponents must be three (3) yards away before the kick is allowed.  No goal can be awarded from this kick unless 2 players have touched the ball prior to it crossing the goal line.
