NJROTC UNITS DISESTABLISHED
NJROTC UNITS DISESTABLISHED
As I mentioned in my ED Update of last week, I recently received the attached listings of NJROTC units that were disestablished at the end of last school year, and those being disestablished at the end of the current school year. Also attached is the listing of NJROTC Area Managers received from the NJROTC Program Office in Pensacola.
The first batch of 19 letters went out today to the school districts who lost units in June 2011, with copies of each letter coming in the mail to you as well. I’m planning to get the next batch of 29 letters out by early next week to those districts losing units in June 2012.
Please share this information with your RDs and ask them to be prepared to reach out to the listed schools. This is a great opportunity to recruit into our existing units, and possibly to grow new units where there is sufficient demand. Thanks for everyone’s efforts!

LT JOE MARTIN – DIABLO SQUADRON
LT JOE MARTIN – DIABLO SQUADRON
LT Joe Martin was a Hancock Squadron Cadet in 1975 and then moved on to
attend college. He enlisted in the US Army, and after serving on active duty
three years joined the Hayward Police Department, where he retired as a
Sergeant in 2009. He continued his studies while working and finished his
Bachelor's Degree and Master's Degree from the University of San Francisco.
When his own son became a cadet LT Martin returned to Naval Sea Cadet Corps
and became the Executive Officer of Diablo Squadron and within a year became
the Commanding Officer.
Continuing his military career, he has served in the Coast Guard Reserve,
the California Army National Guard, and Army Reserves, where in 2005 he was
commissioned in the Transportation Corps. Feeling the tug of the sea imbued
by the Sea Cadet program, LT Martin returned full circle to the Navy
Reserve, commissioned a Supply Corps Officer in 2008. His first Navy
assignment was Navy Recruiting District, San Francisco, where he was a
Division Officer and Officer Recruiter. He currently is an assistant Combat
Logistics Officer for the Military Sealift Command in Singapore. LT
Martin's son, AWR2 Joe Martin, also a former Sea Cadet from Diablo Squadron,
is currently serving as a rescue swimmer and crew chief with the Navy's
HS-14 in Atsugi, Japan. HIs daughter Breann was a Sea Cadet with the
Top Hatter's in Norfolk, Virginia, and now lives in Texas, where she
recently gave birth to LT Martin's first grandson. LT Martin is part of the "Sea
Cadet Family,” and we look forward to having him back.

I received a notification last month from New Mexico Military Institute regarding an open house of sorts to discuss their programs -- high school, junior college ROTC and academy prep school.
We have not been in the Sea Cadets program all that long but i thought this could be a good opportunity for some of the older cadets and families to attend. The open house is being offered in San Rafael on 2/9.
Attached is the formal invitation. Would it be possible to get it in the hands of the Region 12 units or let me know what it is the best way to do that?

Winter Training
Good Evening Winter Training Families:
We’re about two week away from the start of training and I wanted to thank everyone for your understanding of our last minute changes. Our total count for this winter is just shy of 500 (you heard it right….500) cadets and staff – our largest winter training evolution in 15 years. As always, there are important bits of information that we like to remind everyone about as we get closer to start time:
WEBSITE: The website – www.nsccpsw.org - has been updated with information related to CBC, Port Hueneme, CA. Please visit often to look for any up-to-date information.
BASE ACCESS: In our original e-mail, we asked you to turn in base access information to your unit CO. After realizing that many units have already drilled for the month, we’ve decided to send to you directly THE BASE ACCESS INFORMATION FORM that will give us required information to place ANYONE 18 YEARS AND OLDER on the base access list. Please feel free to list as many folks (mom, dad, brothers, sister, grandma, the postman, etc.) as you want – it’s OK if they don’t show up. However, if they are not on the list, they can’t get in.
The form is in Excel (preferred method since we can copy/paste your information) or PDF. E-MAIL THIS FORM TO travel@nsccpsw.org or fax to 818-794-7087. WE MUST HAVE THIS INFORMATION BY WEDNESDAY, DECEMBER 14th.
WELCOME ABOARD PACKET: A revised Welcome Aboard Packet with important changes identified by red lettering is attached for your information. It will answer 90% of your questions.
E-MAILS: We encourage you to send e-mail messages to your cadet at mail@nsccpsw.org. Please be sure to put their name in the subject line.
GRADUATION: NLCC Graduation Exercises will be on Sunday, 1 JAN 2012 at 10:00 AM and NSCC Graduation Exercises will be on Monday, 2 JAN 2012 in the later afternoon (time to be determined in the next week). As a reminder for our NSCC families – you may pick up your cadet on Monday evening following graduation if you wish.
TRAVEL INFORMATION SHEET/PRT SHEET: Please be sure to return your travel information and PRT acknowledgement form. We must have one on file for every cadet, even if you are traveling by private auto.
PRT (NSCC Cadets): A gentle reminder that ALL NSCC CADETS must pass the PRT to participate in training. A copy of the PRT guidelines is part of the Welcome Aboard Packet.
STOP DRINKING SODA NOW – DRINK WATER: In preparation for training, it is time to stop drinking soda and other carbonated beverages. Your drink of choice should be WATER. This will help you tremendously with the physical aspect of our training. However, with the holidays upon us, a single drink here or there won’t hurt .
NO SLEEPING BAGS: There will be bedding provided at CBC, Port Hueneme – yes parents, they will know how to make their bed by the time we’re done with them.
HAIRCUTS: Please be sure to follow the haircut guidelines in the Welcome Aboard Packet. Cadets will not be allowed to check in without the proper haircut. This is for hygiene and safety reasons.
We will be sending out a few more reminders as we get closer to training. As always, if you have any questions or concerns, please let us know. Our goal is to insure that you have a positive training experience.

Take immediate action to see that every NSCC adult reads the attached. This is a good start for an unit adult training/discussion period. This is a great program but unfortunately we continually have people step over the line in these areas so we must keep the push on to see that each and every incident or situation is brought to the surface and dealt with appropriately.

MARAD Ships Alameda
This afternoon, the MARAD Administration has approved PCR 12, heads, beds and galley privileges for 200 Cadets/Officers aboard (6) of the MARAD ships at Alameda Point for the San Francisco Fleet Week weekend.
The following ships will support this request:

• CAPE ORLANDO
• CAPE HENRY
• GEM STATE
• GRAND CANYON STATE
• KEYSTONE STATE.
Ship location(s) are as follows:
Admiral Callaghan, Cape Orlando – Pier 2, Berth 7, Alameda, CA 94501
Cape Henry – Pier 3, South, Alameda, CA 94051
Gem State, Grand Canyon State, Keystone State – Pier 2, Berth 10, Alameda, CA 94501
SUMMARY NOTES:
1. Visiting group overall POC is Lt. Marcia R. Burden, (650) 742-3121 - Cell, and additional support contact is Monique McGovern, (510) 459-6801 - Cell.
2. RRF is not providing meals, only access to salon dining areas and a refrigerator. Cadets are excluded from Galley (except chaperone officer as necessary).
Request for Accommodations: Rosters are due to Lt. Marcia R. Burden by Sunday evening, 25 September 2011. You will receive a Unit confirmation and details for your Units on boarding detail for the evening of 7 October 2011. Please ensure that you include a POC and an alternate POC on your roster(s) with reachable phone number(s) for communications.
Note: The PCR 12 Regional RD's have agreed that the farthest Units traveling will be given priority berthing. Thereafter, berthing will be assigned on a first come, first serve bases.
Required Documents: The attached LIABILITY form is attached. This form must be completed by each Cadet/Officer and submitted with your rosters. No exceptions. If your Unit shows up, and there are Cadets/Officers who do not have the LIABILITY form completed when roll call is taken on the Pier, but their name is on your roster, they will not be permitted to board for the weekend. Apologies, in advance, but there is no exception to how far you have traveled, either. The MARAD Administration is very strict about the potential for liability that would impact their administration and that of their ships. Liability waivers are not an option.
Special Needs Access to the Ships/Piers: The MARAD ships/Piers do not have provisions for special needs access to on-board, off-board, and movement about the ships. If your Officers/Cadets require special needs access or have ambulatory restrictions requiring special needs accommodations, you will not be permitted to stay aboard.
Note:
1. Officers/Cadets will arrive approx.1700 hrs. on Friday, 07 October, 2011 and depart on Sunday, 11:00 a.m., 09 October, 2011
2. Officers/Cadets will be bringing some food for their own continental breakfast meals (cereal, toast, etc.).
3. RRF is providing berthing but not linen service. Please bring your own sleeping bag, pillows and bath towels/accessories.
4. Officers/Cadets will bring pads for the numbers that exceed available racks.
5. Officers/Cadets will have access to designated showers and heads.
6. Officers/Cadets will utilize gangway log and file liability waivers with the gangway logs (IAW DPO Policy).
7. Unit muster sheets will be attached to log book single entry when group is embarking & disembarking as a group accounted for. A Officer must sign for their Unit each time
8. Officer/Cadets will receive a safety and ship policy briefing upon arrival (accessible areas, etc.).
9. Each Unit will provide VSO with contact info for the adult Officer who will be POC and that of an alternate responsible for that Unit.
10. Upon departure, Units POC will secure a walk-thru inspection of accessed spaces with the ship’s duty officer before they can be cleared to depart.
The ship owner (MARAD) and operators (Pacific Gulf Marine, Inc.-PGM) (Patriot Contract Services, LLC.–PCS) can offer this access at no cost provided that this visit will not divert the ship's crew from their primary M&R tasks and the operation does not require machinery to be operated.
The Port Engineers (BJ Courtney-PGM) (John Barber-PCS) and Chief Engineers (Jeff Minarik/Stan Short/Steve Dasovich) is OIC on site and will determine if there are any additional restrictions or information to be passed along for this event.
3. Non government person attending must complete/sign a liability waiver form that is available at and filed with the gangway log (or attached to complete in advance as an option).
5. MARAD cannot guarantee access in the event of DOD activation or any event affecting primary mission readiness and reserves the right to cancel.

SPRING SCUBA TRAINING LONG BEACH
Time is running short and I still have 10 open slots (including basic and advanced) for the Spring SCUBA. I must fill them or cancel the training. In order to fill the slots, I am changing the requirement from E-3 to E-2, with a strong recommendation from the CO and, of course, the physical requirements must be met for safety.

The Hazing letter, code of conduct, Standing Orders and General Orders are from RTC, but it would not hurt the Leaguers to read them and maybe learn them by the time they get to Recruit Training

On behalf of the NSCC Chairman, the attached is forwarded. Included in the announcement are the names of the ‘best of the best’ individual selectees for subject awards. This year like past years, the selection board was faced with some tough decision in selecting the winners from a very competitive group of nominees. The selection board appreciated the quality of the candidates forwarded for each category. Hqtrs Reps are requested to honor those individuals who were nominated for these annual awards but were not selected. Those not selected were truly very competitive and are a credit to themselves and their individual units in which they serve. I’ve attached to this e-mail the Electronic Registration Form, Welcome Aboard Packet, Hazing/Fraternization Power Point, and Blank Gate Pass for your convenience. Please feel free to pass on as appropriate.
Remember, as in the past 3 years, registration for Winter Training Command, Camp San Luis Obispo will be done by ELECTRONIC REGISTRATION (excel file) which needs to be completed by the unit (not individual families) and e-mailed back to admin@nsccpsw.org. These can be scan/e-mailed or faxed to 818-279-6800. OUR GOAL IS TO DECREASE MAILING TIME/COSTS.
Also, PLEASE HAVE YOUR FAMILIES AND UNIT STAFF VISIT THE WEBSITE to review “FIVE EASY STEPS TO THE ADVENTURE OF A LIFETIME!” It has little commentaries that will be useful to all, especially our first-time families who have never been to training before.

Enterprise Car Rental for Sea Cadets
ALCON:
Below is information on our agreement with Enterprise Rent-A-Car. Over the past few years, they have offered us very good rates. Because of our commitment to them, they have opened up their corporate program up to all our officers and staff, for both Sea Cadet and personal use. Note – you are not required to use Enterprise; if you have another source that you are comfortable with, by all mean use them.
The process is very simple (I’ve already tried it and it works) – hold down the CONTROL KEY and click on the “ENTERPRISE” logo. You’ll be taken to their reservation screen. Choose your dates, rental location, type of car, your name, and what kind of Credit Card you want to use. Once you book, it will give you a confirmation.
For our COTCs, if the type of vehicle you want doesn’t appear on the selection list (i.e. 15 passenger vans, etc.) for your location, please call Jaime or Donita at the number listed below. They will help you make a reservation. This option is also available for anyone else who is computer challenged.
This great feature replaces having to have me pre-clear anyone who wanted to use our corporate account. If you have any questions or problems, please let me know.

Please pass the following to your activities.
For Commanding Officers and Regional Directors:
We are just finishing up having 2009 funding transferred from the Navy. This evolution was a result of Congress giving the Sea Cadets a hand in resolving the issue of how funding would be transferred from the Navy to the Sea Cadets. It was a very ‘testy period.’ Our strongest ally in the funding process has always been Congress. It is this group which we must press ‘our case’ to continue this great program. Without solid backing and funding, the program will not survive. As we have mentioned before, one of the best ways to get our program on the minds of the Congressional crowd is to have our members write letters. As our Congressional liaison, Captain Hurd, has repeatedly said, your letters makes a difference in whether he gets in the door to see the Senator / Congressman or not. We must communicate with the individual Representative and Senator and let them know how important they are to the funding process and the ultimate survival of the program. They respond to public pressure. If they don’t see or hear from their constituents, the individual Representative or Senator thinks things are okay, i.e., ‘life is good.’ To this end, the attached sample letter is forwarded. We would like each cadet and their parents send a letter to their Representative and Senators. Starting next week, Captain Hurd will be on the ‘Hill’ to get our 2010 money. This will be a critical year as the new President has priorities he wants funded. So a lot is up in the air as to who gets a piece of the action. We want to be sure we are included in the funded group. Please have your cadets and officers as well as their individual family members send letters. Attached is the current Physical Screen Test requirements for candidates to the U.S. Navy Spec Warfare ratings. As I have put out before, each Navy Recruiting District (San Francisco, LA, San Diego) now has a former Seal/EOD person on board with the mission of mentoring candidates for these rates.
This is just something to let cadets have some idea of the requirements so they can train to this level if they are thinking of these rates for their enlistment. The catch in the details and cause most to fail is there is only so much time between each test for recovery. Stamina requirements are where most fail... FYI... R/ DR
