BY-LAWS                                                            (Updated: August 28, 2008)The following rules, have been adopted by the Board of Directors of the Oxford Baseball for Youth, shall be effective for the 2003 season and beyond and can be changed only by procedures set forth by the Board of Directors.  A.      Rules of Conduct: Any volunteer, who in the judgement of a majority of the members of the Board of Directors of the leagues, violates any portion(s) of the following rules, shall not be allowed to re-establish this association without a two-thirds vote of the Board of Directors. 1.      Any manager or coach involved in any action to willfully hide or cover up abilities of a player from other teams or any prospect involved in such a scheme will be ineligible for any association or participation in the Oxford Baseball for Youth Program. 2.      Any member of a team (manager, coach, player, etc.) will be subject to ejection from a ball game if he/she makes derogatory remarks, gestures, obscene/abusive language directed towards any umpire, other player, or anyone connected with the game.  Any player, coach, or spectator ejected from a game will immediately leave the playing field and adjacent area. The League President and two (2) Board Members will review an ejection, for any reason, before disciplinary action is taken.  Any remarks made by the players while they are on the field or in the dugout will be directed toward their own team and no derogatory remarks will be made to the other players. A.     Any violators of the above-stated policy are to be reported to the League President by the umpires or any League Official observing such action immediately and the violators are subject to appear before the Board of Directors within three (3) days of such a report.  In the event the violation is by a player, his manager and one or both parents will be invited to appear before the Board with him/her.  Violators are subject to any corrective action deemed necessary by a majority of the Board up to and including permanent suspension from the Association. 3.      All managers, coaches, and game participants must remain in the dugout       except when at bat, on deck, or participating in the ball game.  Only the head       coach will be allowed on the field to discuss a play or situation with umpires. 4.      One coach and one manager will be permitted to coach on the base lines.        Once an inning is started, they cannot change coaching boxes during that       inning. 5.      The use of any form of alcohol will not be allowed at practices, in meetings, or       anywhere in the park.  Any manager, coach, player, or participant who in the       judgement of the umpire or League Official is showing signs of said use shall       be removed from the park and subject to policy stated in Paragraph 2A. 6.      Any player or coach displaying poor sportsmanship, such as mutilating       equipment, throwing bats, gloves, batting helmets, etc. shall be suspended for       the remainder of the game.  This suspension is at the discretion of the       umpire. 7.      Any participant fighting, or in the judgement of the umpire, attempting to willfully injure another player, will be suspended for the remainder of the game.  This is an automatic suspension. 8.      A manager, coach, assistant coach, or umpire shall display leadership, good judgement, and be an example morally for his players.  He must realize that his primary goal is to prepare the players for the game of baseball and teach the fundamentals and execution of the game.  Any manager, coach or assistant coach is subject to dismissal by the Board of Directors for failure of any of the above recommendations. 9.      Grievances and/or complaints must be submitted in writing to the Board of Directors in order to appeal League Presidents decisions on trades, releases, and suspensions or other situations not specifically covered elsewhere in the rules.  

B   Registration

 10.    All players must register at the designated time and place to be eligible to         participate in the baseball program. A.     Participants in the Oxford Baseball for Youth program must be eligible by means of one of the following:·         Residence maintained within the Oxford City school district.·         Attendance of Oxford City Schools.·         Any player who played in the 2003 season is grandfathered into the league as long as they play each consecutive season.  This grandfather clause only effects players in the 2003 season and not any siblings or future players that may play in our league and then move outside the league boundaries. 11.    All players must re-register each year. 3              12.   A registration fee of  $70.00 per player and $55.00 for each additional player in         the same family must be paid at the time of registration.  The League Official         will use good judgement in hardship cases.  Hardship cases will be turned in         by the coach to the League President. 13.   Only players officially registered are eligible to participate in the Oxford   Baseball for Youth Program. 14.    All team rosters will be filled if players are available.  New players who          move in will be assigned to the team who needs players by the League          President. 15.   The Oxford Baseball for Youth program will strive to keep 13 players per  team.  However, the League President will determine the number of players                      per team. 16.   League age will be the age a player becomes prior to May 1 of the current  year.  The Major League shall be composed of players who are league age 11   and 12.  AAA shall be composed of players who are league age 9 and 10.    AA shall be composed of players who are league age 7 and 8.  T-Ball shall be   composed of players who are age 4, 5, and 6.  No child who is younger than a  leagues age of 4 shall participate in the baseball program.  C.  Trades, Releases, and Suspensions All trades, releases, and suspensions of players must be done only with the approval of the League President. 17.    Trades may be made on the day of the draft.  All trades made on this day   shall have the approval of the League President, the parents (provided the                     parents have been notified the child is already on the team roster) and                     managers involved.  All trades after this day shall be subject to the approval                     of the League President, the Commissioner, all parents involved and both                     managers.  Trading of players after draft day will be discouraged and never                     approved when it will give one team a decisive advantage.  All managers                     must be notified of all trades before they are finalized.  All trades will be on                     a player for player and age for age basis only. 18.    A player may be released from a team roster subject to the approval of the    League President, the Commissioner, and the manger involved.  All requests  for release shall be submitted in writing to the League President. 19.    Players may be suspended for disciplinary reasons by the coach or the Oxford        Baseball for Youth Board of Directors. The League President must be notified              by the coach of any suspensions in his league.  Justification for suspension and        length of suspension will be at the discretion of the League President.          Circumstances may prevail when a player may dress-out for the game but not        be allowed to participate.  Example:  Player misses three practices and is not        allowed to play in the next game (player can dress out.)  D.     Managing and Coaching 20.   No manager may manage, assist, or coach more than one team in the program.   21.  A manager must show a working knowledge of the game of baseball and be              able to display leadership and good judgment during practice and at regular         games.  He must also be an example morally for his/her players.  No alcohol       or abusive language will be tolerated during his contact with the players.  He       must realize that the game of baseball is a team sport and that he must do a        good job preparing the boys/girls and the team in the fundamentals of base-       ball and the execution of same in order that they play the game to the best of       their abilities, thereby narrowing the chances of injury because of the lack of       preparation and poor managing.  Any manager or assistant is subject to dis-       missal by the Board of Directors for failure to abide by these recommendations. 22.   Managers will guard against open criticism of players during games. 23.   A manager must report all injuries to the League President so that a claim  form can be filed.  Forms are available from the League President. 24.   Managers must observe these rules for the interest of the players and the  program.  If it is felt that a manager does not meet the qualifications, he will be subject to replacement after a hearing by the Board of Directors. 25.   Managers and umpires must require players to run on and off the field.  Eight warm-up pitches will be allowed at the beginning of each inning.  Managers will not be allowed to abuse the privilege of calling time to talk to a batter or other things not conducive to sound baseball. 26.   All managers and coaches must be approved by the Board of Directors. 27.   At no time shall a Board of Directors member be approved as a manager or  coach in any capacity within the baseball program unless approved by majority                      vote of the Board of Directors.  The Board member(s) in question shall abstain from the voting. 28.   No practice sessions of any form shall be conducted prior to the draft. The Board of Directors shall review any violations.  E.     Protest 29.   A manager must accept the decision of the umpire as being fair and to the best of their abilities.  He may protest a decision based on a rule interpretation but not a judgement decision.  Umpires will be instructed to be fair but firm about their decisions.  If a protest is based on an interpretation of the rules, the objecting  manager must, at the time the play occurs, notify the head umpire, the opposing    manager and the official scorekeeper that the game is being played under protest.   He must submit the protest in writing within 48 hours of the completion of the    game. A.     When a protest on the interpretation of a rule is upheld by the ProtestCommittee, the game concerned shall be replayed from the point of protest. B.     The Head Umpire should make public announcement when a game isbeing continued under protest.                             30.   The Protest Committee shall consist of five members: League President, Commissioner, Associate Commissioner, and two at large members.  It shall be the responsibility of the President of the league in which the protest occurs to contact all members of the Protest Committee, coaches, scorekeeper, and    umpire involved, and establish the time and place for the protest hearing.  Three   members of the Protest Committee must be present to constitute a quorum.  The  decision of the Protest Committee shall be final and no appeal of its decision will  be heard.  F.      Length of Games and Scheduling 31.  All postponement decisions prior to the start of the game will be made in order of priority by the Commissioner, Associate Commissioner, and League President.  After the game begins the head umpire makes game decisions.  The League President will reschedule called or suspended games and notify respective coaches. 32.   Games must start on time.  The team scheduled as the visiting team will take  infield first followed by home team for pre-game warm-up. 33.   As soon as the home team’s batting order is handed to the head umpire, the  umpires are in charge of the playing field and from that moment shall have   authority to determine when a game shall be called, suspended, or resumed due to  weather or the condition of the playing field. 34.   The head umpire of the first game shall determine if the second game shall not be   started due to unsuitable weather conditions or unfit condition of the playing field. 35.   The head umpire shall determine when play shall be suspended and/or resumed  during a game because of unsuitable weather conditions, condition of the playing    field, darkness, curfew, or any city ordinance prohibiting further play.  The head  umpire shall not call the game until 30 minutes after he had suspended play.  He  may continue suspension as long as he believes there is a chance to resume play. 36.   The League President will reschedule all suspended games.  Respective managers  shall contact the League President to determine when suspended games shall be   played.  Rescheduling of games will not occur without the consent of the League  President. 37.   Any league game is counted as official when only one approved umpire is calling  the game.  A second umpire can be chosen from the spectators to be used as a   base umpire.  Both managers must grant approval of this “second” umpire.  If  approval is reached, the game will start, be official, and cannot be protested by  either team because of only one official umpire being present.  38.  At all times, the safety of the participants shall be foremost.  If, in the opinion        of any Board Member, this safety is compromised under any circumstances,        that Board Member has the authority to instruct the head umpire to suspend         play.  G.    Tie Breaking Rule If at the end of the season there are two or more teams tied for the divisional lead, the following tiebreaker will determine the pennant winner:·         Overall record, if that is a tie, then·         Head-to-Head record, if that is a tie, then·         Division record, if that is a tie, then·         A one game playoff at the end of regular season play  H.  All-Stars 39.  All-Star selections will be announced after the last regular season game at the         awards night ceremony by the Board of Directors.  All players will be eligible         for All-Star teams.  The manager who wins the pennant will be the All-Star          manager if he desires.  If the manager does not choose to manage the All-Star        team, the manager who finished in second place becomes eligible and so on until        a manager accepts.  The manager may select two coaches only (a coach and        business manager) from the league approved regular season managers and        coaches and must be from within his respective league. A.     The League President will present to each manager a master roster containing all the names of the players in the league (players will be separated by division.)  Each manager will select 12 players from this master list to represent his league on the All-Star team. B.     In the event of a tie, the names of the players involved in the tie only, will       be returned to all the coaches for a tie-breaking vote. C.     The roster of any All-Star team shall consist of 12 players.  Any player or coach that quits an All-Star team will be ineligible for All-Stars for two (2) years.  The Board of Directors will review each case individually.    I.  Equipment The Commissioner and/or Associate Commissioner will purchase all equipment.  When equipment is to be replaced, a like piece of equipment must be returned to the League President.       J.       General Rules 40.  Additional specific playing rules pertaining to individual leagues are covered by appendixes hereto.  These rules supplement and take precedence over other baseball rules covered in Dixie Youth Baseball Official Rule Guide or the Sporting New Official Rules of Baseball. 41.  All players on each team (T-Ball thru 13-14 year-old) will be in the batting order.          All players must play three (3) consecutive outs on defense.  Penalty for          violation of this rule shall be forfeiture of the game.  This rule shall apply to all        games except those shortened due to weather, 10 run rule, etc.  A game that does        not require the last half of the inning to be played shall not be considered a        shortened game. 42.  If a player becomes ill or leaves the game for any reason other than an ejection,        the player’s time at bat will be skipped with no penalty to the offensive team.  If        the player is ejected, each time his/her spot in the batting order comes up their        team must take an out. 43.  Any player found to be over the maximum age for the league in which he/she is        participating will be immediately removed from the team, and any games in which        he/she has participated will be forfeited to the opposing team. 44.  Coaches must submit to the scorekeeper the number of innings his pitchers have        pitched that week. 45.  No metal cleats may be worn by players in T-Ball thru Majors.  Metal cleats are        approved for 13-18 year-old leagues. 46.  Pitching: A.     All pitchers shall pitch in accordance with Dixie Youth Baseball Rules and       Regulations. B.     All Major League pitchers shall pitch in accordance with rules contained in the Dixie Youth Baseball Official Rule Guide. C.     All AAA Minor League pitchers shall pitch in accordance with rules contained in the Dixie Youth Baseball Official Rule Guide, with the exception that pitchers shall be allowed to pitch no more than six (6) innings per week. 47.  Only four (4) adults are authorized in the dugout.  Each team may have one        manager and two assistants and one dugout coach.      K.    Miscellaneous 48.  No regular season team shall have as a choice of team colors the traditional Oxford colors of black, gold, and white or any combination of the same that would simulate traditional colors.  (Exception:  13-18 year-old teams may wear Oxford colors when playing outside the Oxford league.) 49.  Batters shall wear batting helmets with a face protector attached to the helmet. 50.  These rules and regulations are subject to amendment.  Any amendment or                    additional policy should have a 2/3 majority vote of the Board of Directors. 51.  One parent or guardian must be present at all practices and games. 52.  An All-Star fee will be required of all All-Star players.  Fee to be determined                    annually by the Board of Directors. 53.  Any team may start and play a game with eight (8) players.  The ninth (9th) and tenth (10th) batter        will be an out.  If the ninth (9th) player shows, he/she will be placed in the batting        order.  This will be an official game. 54.  All players will wear the uniform as provided by the league.  The uniform, in its        entirety, will not be altered in any way (i.e., patches, embroideries, screen prints,        etc.)  If a team chooses to display the players name on the jersey (back only and        above the number,) only the last name of the player can be used and all players on        that team shall have their names so displayed.  The method used to display those        names (i.e. 2” blocked screen print) shall be consistent.

OXFORD BASEBALL FOR YOUTH

Article I – Name

The organization shall be know as the Oxford Baseball for Youth, a member of Dixie Youth Baseball of Decatur, Alabama.  Dixie Boys, Pre-Majors and Majors of Decatur, Alabama.  Article II – Objective Oxford Baseball for Youth seeks to instill in the youth of the community the ideals of good sportsmanship, honesty, loyalty, courage, and reverence.  This objective will be reached by providing supervised competitive athletic games.  The supervisors shall bear in mind at all times that the attainment of exceptional athletic skills or the winning of games is secondary and that the molding of future citizens is of prime importance.  Article III – GovernmentA)   The government of the League shall be under direct supervision of the         Board of Directors.             B)   The Board of Directors shall be composed of:  Commissioner, Associate                   Commissioner, Sponsorship Chairman, Secretary, Treasurer, T-Ball League                     President, AA League President, AAA League President, Majors League                     President, Dixie Boys League President, Pre-Majors, League President,                     Associate Commissioner 13 years-old and up, PARD Representative, and Parent’s Auxiliary President.            C)  The Parent’s Auxiliary will operate under the auspices of the Oxford               Baseball for Youth Board of Directors.  The Parents Auxiliary will                 report to the Board of Directors.   D)   At the annual organization meeting to be held preferably the last           Saturday of the regular season, the Board of Directors shall oversee the             election of the new Board members for the upcoming year.  The new            Board will be elected by each team in the league appointing a single          representative that shall cast one vote per board position.  The newly          elected Board shall assume their respective duties on August 1st of the          current year.  Article IV – Duties Commissioner:  Presides at meeting of the Board of Directors, supervises, functions of various committees and in general sees that rules, policies and principles of the Oxford Baseball for Youth program are carried out.  The Commissioner has the power to veto any and all trades or actions that is deemed harmful to the participant or to the program. Associate Commissioner:  Presides in the absence of the Commissioner, is ex-officio member of all committees, oversees all equipment and uniforms and carries out such other duties and assignments as may be delegated by the Commissioner.Oversee all aspects and issues of umpires.  Sponsorship Chairperson:  Oversees the procurement of team sponsors from within the Oxford community.  Evaluates other means to improve revenues for the Oxford Baseball for Youth program through sponsorship activities. Work with the Parent's Auxiliary Chairperson to organize and facilitate Oxford Baseball for Youth fund raising activities.  League Presidents:  Recruits managers, conducts registration of player candidates, arranges and supervises tryout sessions, supervises overall league play and presides at selection of All-Stars for his particular league. Secretary:  Records the minutes of meetings, handles league correspondence, and compiles reports of these. Treasurer:  Compiles financial records for Oxford Baseball for Youth.  Collects, properly defines, and records revenues as well as handling the paying of bills incurred through operation of the Oxford Baseball for Youth Program. PARD Representative:  Coordinates activities between the Baseball for Youth Program and the Oxford Parks and Recreation Department.  Carries out duties and assignments as may be delegated to him. Parent’s Auxiliary Chairperson:  Supervises and organizes committees for the operation of the concession stands, presides at team parent meetings, and organizes and facilitates Oxford Baseball for Youth fund raising activities.  Article V – MeetingsA)    A meeting of the administrative personnel shall be conducted as soon as       possible after August 1st  for the reading of reports, transferring of records, and       financial report approval.  At this meeting, all records, reports, and monies        shall be transferred to the newly elected respective Board of Directors member.        Additional meetings may be called by the Commissioner or upon request of at       least three members of the administrative personnel. B)     A majority of the Board of Directors shall constitute a quorum at a meeting,       and a majority vote of those present shall govern, except when otherwise       specifically provided.  Article VI – Managers and CoachesManagers of competitive teams shall be selected and approved by the Board of Directors.  They shall be responsible for their teams conduct on and off the playing field.Up to two (2) coaches, who will assist managers in the training and direction of players, may be selected by each manager, but the Board of Directors must approve the selection before the coaches are allowed to work with the players. All-Star managers will be reissued equipment for the All-Star season.  Article VII – MembershipAny player meeting the requirements as to age and residence as set forth in the Official Rules and Regulations for Dixie Youth Baseball, Dixie Boys Baseball, Dixie Pre-Majors, Dizzy Dean baseball shall be eligible for participation. The Board of Directors shall have the authority to suspend, discharge, or otherwise discipline any member, manager, coach, player, umpire, or other person whose conduct is considered detrimental to the best interest of Oxford Baseball for Youth. Members of the Board of Directors shall, upon evidence of misconduct of any player, notify the manager of the team of which player is a member within twenty four (24) hours of the act.  The said manager shall appear, in the capacity of an advisor, with the player before at least a quorum of the Board of Directors within three (3) days of the act, for appropriate disciplinary action.  Article VIII – Financial PolicyThe Board of Directors shall decide all matters pertaining to the finances of the Oxford Baseball for Youth.  It shall be a general policy to place all income in a common organization treasury, directing the expenditures of same in such a manner as to give no individual or team any advantage over the others as to equipment so forth. The Board of Directors shall discourage the contributions of funds to individuals or teams and shall solicit the same for common treasury of the organization.  This regulation is an endeavor to equalize the benefits of each team of the organization. Financial statements will be presented periodically and a final and complete statement of revenues and expenditures will be prepared annually. All expenditures over $300.00 must have approval of the Board of Directors. All bank accounts shall require the signature of two (2) board members for expenditures of over $300.00  The Commissioner, Associate Commissioner, Treasurer, Secretary, 13-18 year-old Commissioner, and the Sponsorship Chairman shall be on the signature cards.  Article IX – AmendmentThis constitution or any section thereof may be amended or repealed by a two-thirds vote of the Board of Directors present at any stipulated meeting.  Article X – AmendmentA)    A manager child is automatically placed on the manager’s team.  A manager with more than one child on the team will automatically get the older child and the younger child will be placed on the team as a sibling in their age draft.  If they are twins, the manager will have to designate the automatic placement and the other child would be picked as a sibling in their age draft.  What constitutes a coaches child will be decided by the League President, Commissioner, and Associate Commissioner on a case by case basis.  This decision will be based on the best interest of the child.                        B)     All siblings will be drafted in the 3rd round of their age group or in the       next available round. C)     Each team is to be redrafted yearly.  All players are in the draft.  The      coaches will draw out of a hat for the draft order using the formula        below.  The same draw will determine the divisions if needed.  Odd      number is Black Division, even number is Gold Division.      OLDER AGE GROUP     The older age group will draft until there is not enough player to make a       complete round.  The remaining players will be absorbed into the      younger age group.  The draft order will be as follows:      1st  Round:    1, 2, 3, 4, 5, 6, 7, 8, 9, 10     2nd Round:    10, 9, 8, 7, 6, 5, 4, 3, 2, 1     3rd Round:    6, 7, 8, 9, 10, 1, 2, 3, 4, 5     4th Round:    5, 4, 3, 2, 1, 10, 9, 8, 7, 6     After the 4th round, if more rounds are needed, you revert back to the top.     YOUNGER AGE GROUP     The younger age group will draft until all younger age players and any     carryover  players from the older age group have been selected.  The       draft order will be as follows:       1st Round:    10, 9, 8, 7, 6, 5, 4, 3, 2, 1     2nd Round:   1, 2, 3, 4, 5, 6, 7, 8, 9, 10     3rd Round:    5, 4, 3, 2, 1, 10, 9, 8, 7, 6     4th Round:    6, 7, 8, 9, 10, 1, 2, 3, 4, 5      After the 4th round, if more rounds are needed, you revert back to the top. D)    All players who do not participate in tryouts will become hat picks.Exception:  Coaches children are not required to try-out.  Hat picks will be drawn at the end of the draft and are not eligible to be traded.                        E)     Any trades must have approval of the Commissioner or the Associate                    Commissioner and the League President.  The Commissioner or       Associate Commissioner must be in attendance at every draft.  Any draft       held without these in attendance will be void and a new draft will be         held. F)      All games will begin no sooner than 5:00pm during school days.  Also, on a school night (according to the Oxford City Schools) a new inning will not begin after 9:59pm.  All games will be considered as completed by the Official Rules & Regulations of Dixie Youth Baseball. G)    Five (5) minutes will be allotted before each game for field preparation.        If this time is not needed, the extra time will be given to the teams for       warm-up. H)    Five (5) minutes will be allotted for each team for infield and outfield       practice.  The visiting team will take infield first.
