Oregon District 7 Meeting Minutes

The meeting was called to order by Tom Bowman at 7:05pm

Presidents Present: Scott Yunker, Cascade; Mary Arnold, Corvallis; Bobbi Jo Tryon, Mt Angel; Jeff Pinkerton, Parrish; Francisco Tavera Sr, Pioneer; Mike Spidell, South  Salem; Greg Adelott, Sprague; Ken McLeod, Tri Cities; Heidi Johnson, West Salem.

Presidents Absent: Jaime Viramontes, Sr, Albany and Gary Hayes, Keizer.

Staff Present:  Frank Ambrose, Tom Bowman, Doug Perret and Lee Reese

Staff Absent:   Debbie Bedell, Yolanda Tavera, Tim Halfman, Harry Pease, Duane Bedell, John Holloran, Terri Schwab, Terry Trask, Wendy Knodel.

Guests: Anita Owen

Anita Owens gave a presentation on using candy sales as a fundraiser. 

Greg Adelott moved to accept the minutes from the December meeting.  Mike Spidell seconded.  Motion passed.

There was a discussion concerning the new rules on bats.  Doug Perret contacted Bill Carter, Western Region Umpire Consultant for clarification.   Bill’s response stated that all non wood bats used in Majors and below must have a BPF of 1.15 or less.  This includes all minors and T-Ball.  All non wood bats used in Seniors and Big League must meet BESR standards and have BESR on the bat.  There is no BPF or BESR requirement for Juniors .  These requirements are for Baseball only.  They do not apply to softball.   Bill also advised Doug that leagues may apply for a waiver of these requirements. 

 It was also noted that many vendors have very good deals on non wood bats.  Leagues need to check that the bats meet 2009 requirements. 

There was a brief discussion on SB interleague rules.  Jeff Pinkerton will e mail the proposed rules to all league presidents.  There is a SB interleague meeting on February 9, 7pm at Holland field house.  The rules will be voted on at the next D7 meeting . 

D7 is trying to get all league boundary maps on a Google map format. 

There is an ASAP meeting February 2.

Doug Perret discussed available umpire training.  Capitol City Umpires offer a class that starts in a couple weeks.  The class is every Monday for 9 weeks and includes both rules and field mechanics.  March 20-22 there is a Western Region Umpire Clinic in Corvallis.  This is a field mechanics class.  The D7 umpire consultants are always willing to conduct umpire clinics for the leagues.  The clinics will be tailored for the league’s needs. 

Cascade offered to host and run a Tournament of Champions for baseball at the end of the year.  Tom Bowman pointed out that the TOC is run by D7.  League presidents will determine if there is interest in their leagues. 

Bobby Jo Tryon stated that Mt Angel has a four lane, indoor batting cage.  They are willing to let other leagues use it free of charge.  Bobby Jo is the contact, (503)   845-9255.

Salem. MINUTES OF NOVEMBER 12, 2008:  Mike Spidell moved to accept the minutes as is, seconded by Greg Aydelott – passed. TREASURER REPORT:  Debbie handed out a budget that still needs some work on it but gives the leagues an idea of what was spent and how much was brought in.  Debbie will continue to work on this and hopefully have it completed by the January meeting.  No vote was done at this time on the proposed budget.  Any questions on what was handed out, email Debbie. OLD BUSINESS:

  • Charter & Insurance:  Must be completed & sent in prior to first registration to make sure you are covered in case of any accidents at registration.  Copy to Debbie – specifically a copy showing what placed you have put down for additional insured.  You can always change the number of teams submitted after you have formed the teams – prior to June – especially if you need a refund.
  • Oregon State Leadership Conference:  Debbie emailed all the Presidents the registration form and workshops planned.  She encouraged everyone to send people to the Conference.
  • Softball Meeting:  The next SB meeting will be held DECEMBER 29th – 7 pm @ Parrish Field House (Holland Youth Park).  LEAGUES NEED TO SEND A REPRESENTATIVE TO THESE MEETINGS.  Debbie went over items that were discussed at the last meeting.  As soon as she gets the minutes, she will send them out to the Presidents.  Mike Spidell discussed one item that needs to be discussed at meetings NOW (especially if you will be interleaguing) – AA players using a 10” PINK softball.  Rules will be discussed at February meeting.
  • Question:  Will tournaments be double elimination or single at the District level?  Most likely pool play with double elimination.  It was brought up at the Advisory meeting that they are getting requests to shorten the time at Regional tournaments due to cost of travel.  Many people losing jobs and not having the money available.  May have more single elimination tournaments.  Just talk at the moment – but could happen this next year.  Up to the host Districts.
  • Debbie also let the SB people know that if things happen like the did last year, baseball will get their All Star patches, but SB will not.  She needs the leagues to talk more and earlier on how many teams will be going to All Stars so she can order pins/patches correctly.  D7 will NOT be ordering them and then throwing them away unnecessarily because leagues (SB) cannot make up their minds for All Stars.
  • Bill Boards:  Jeff Pinkerton let everyone know that the final artwork will be ready the end of this week.  A motion was made by Scott Yunker to allow Jeff to make the final approval on the artwork, seconded by Stephen Mallery – passed.  Kim Snegirev checked into using www.ord7.org web site to make it easier to go to the eteamz site.  Debbie still needs to collect $100.00 for this from:  Corvallis, S. Salem & Keizer.
  • Kim Snegirev will help with Tom to get the boundaries onto the D7 web site.  Kim will also work with Jeff & Tom on a PSA for CCTV.
  • Side Issue:  Discussion on Jefferson boundary.  Cascade, Albany, S. Salem & Sprague will check to see how many players they each have in this area.  More kids are attending the Cascade Schools so may want to change this boundary area to go to Cascade.
  • How to do a waiver:  Debbie went through the process on how leagues can request a waiver.  This can be found on Littleleague.org web site.   Reminder that all waivers need to be board approved.
  • Registration:  Be sure to take information to day care facilities and churches that have schools.
  • Registration dates:  Debbie needs information on registration ASAP.  Dates, times and places.
  • Coaches/Players Clinics:  Please send information to Debbie that you are willing to share with other leagues on clinics.  We need to work together to make sure that we get training to all coaches that may not be able to make their own leagues training.
  • Safety Clinic –does this have to be done with the coaches’ clinic?  It is up to each league on how they present each clinic.
  • ASAP Meeting:  FEBRUARY 2nd, 7 pm @ Parrish Field House (Holland Youth Park).  Be sure you have your Safety Officer attend and also bring a copy of last years plan.  If you do not have one – let Debbie know so she can bring your last years copy.  CANCELLING the March 2nd date due to conflict.
  • Choice Points:  125 FREE background checks this year.  If you have any left over from last year they must be used prior to December 31st.
 

OTHER:

 
  • Sprague – asking for SR BB All Star names and addresses from last year.
  • Albany – would like help with any registration info flyers others have used to hand out at schools.

Meeting was called to order at 7:10 pm by District Administrator Debbie Bedell.

 

Members Present:  Debbie Bedell, Duane Bedell, Frank Ambrose, Tom Bowman, Doug Perret, Lee Reese, Yolanda Tavera, Terry Trask and Wendy Knodel.

 

Members Absent: Tim Halfman, Harry Pease, Terri Schwab and John Halloran.

 

Presidents Present:  Francisco Tavera (Pioneer), Mike Spidell (SSLL), Gary Hays (Keizer LL), Heidi Johnson (WSLL), Anna Sikel (Parrish), Bobbi Tyron (Mt. Angel), Ken McLeod (Tri-Cities) and Greg Aydelott (Sprague).

 

Presidents Absent: Amanda Cutting (Albany) and Anna Sikel (Parrish)

Minutes from April 9, 2008 were read.  Mike Spidell moved to accept the minutes as is, seconded by Mary Arnold. The minutes were approved.

 

Presentation: D7 took a moment to recognize both Clare and Karen Wren for their many years of dedication to OR D7. A plaque was given and everyone enjoyed the cake.

 

Old Business:

§Items to DA:             A copy of the leagues Safety Plan

Age Form and $3.50 per player still needed from: Albany, Keizer, Tri-Cities and West Salem.

Age Form only needed by: Cascade, Pioneer and South Salem.

                                                           

§Breakaway Bases:   Cascade indicated that they really had a problem installing the new bases. Debbie indicated that these bases must be in.

  

§Items needed to be completed and sent to LLBB: 

·        Charter/Insurance Change Form: The leagues should have received this form since the 1st part of April. Presidents, you need to complete it and return it ASAP. Make sure that all building or sites are on the list. Big League Baseball will run through D7 and Softball through the Corvallis League. Please make sure that you make all corrections necessary prior to June 3rd to receive a refund or to make payment so your league is eligible for all stars.

·        Leagues must be chartered in the division that they are entering a tournament team

·        Leagues must have scheduled and played a minimum of 12 games scheduled. All levels of play must be 60% of the 12 games played.

·        All waiver request (League, team and player) must be submitted and approved by June 7th.

·        Regular season rosters must be submitted to LLBB no later than June 7th.

·        All fees are due to LLBB no later than June 7th.

·        All combined teams and interleague play requests must be submitted and approved by June 7th.

·        Tournament Enrollment Form MUST be signed and sent in EVEN if you are NOT entering a team into the All-Stars.

·        Participation in other programs – Players CAN participate in other programs.

  

§Need Regulation II (d) and IV (h) forms need to be turned in at this time? Make sure that you have all the information on the past ones. An explanation was given as to what these two forms are. Briefly the II9d) pertains to Boundary’s and IV (h) refers to managers and coaches. Look this up on the LL Website if you are not sure.

 

§Combined Team forms were signed by all presidents that it pertained to at the meeting.

§Interleague Form – Number of players per level of play and if needed for All-Stars.

§Seniors – Baseball. We presently have 9 players registered and in Softball we have 1 player registered

·        Leagues (baseball) who need to charter are Keizer, Parrish and Sprague.

·        Insurance will be through West Salem

·        Sprague 1 (w/Manager). Parrish 3, West Salem 3, Pioneer 2 and Keizer???

·        Debbie needs to know this week.

§Big League – We presently have 7 players registered and in Softball we have 1 team from Corvallis

§Challenger Games: Wendy indicated that she needed June 17th to be filled. Mt. Angel, South Salem and West Salem will check with their boards to see who will do it on June 17th. Also, Hosting leagues NEED TO SHOW UP! A great Thank you to Sprague/Battlecreek and Cascade. You were great!

§Tournament of Champions – Are we having this tournament? It is scheduled for June 20 thru the 24th after taking a count as to what leagues want to participate it seemed that it may happen. Debbie needs to hear from the leagues that were absent. The tournament will not happen with less than 6 leagues. Numbers were selected for the Bracket. They are;

Corvallis A – 3, Corvallis N – 6, Keizer -1, Pioneer – 8, South Salem – 4, Tri-Cities – 7, and West

Salem – 5.

§All-Star Drawing was done and pre-count on teams. The numbers for the brackets are;

Albany – 9, Cascade – 7, Corvallis A – 3, Corvallis N – 6, Keizer -5, Mt. Angel -12, Parrish – 8, Pioneer – 2, South Salem – 1, Sprague/Battlecreek – 4, Tri-Cities – 10 and West Salem 11.

§Volcano Tickets….How are the leagues doing with selling them??????

§D7 Picnic – Since Anna was not present we do not know what the status of the Picnic is.

 New Business: 

Oktoberfest – September 11th – 14th: District 7, District 9 and SSLL will be doing this as a joint fundraiser.

Presidents Retreat: Please mark your calendars at this time: There will be Presidents and Board Members Retreat on November 15th from 9 to 5pm. Debbie is expected to see all Presidents, Vice-Presidents and Player Agents there. Cost will be $10.00 per person. More information will follow.

 

Other: Cascade Little League had the following questions:

Below is the list of questions regarding All-Stars? 
  1. Can you roster minor's as Junior coaches? YES 
  2. Can they be all star coaches? YES 
  3. Can an AA manager be a major all star manager? NO, to coach or manage at the major level, they must be rostered at the major level for the regular season.
  4. Can a non-rostered coach be a 9-10 all-star coach? NO 
  5. Can we hold tryouts prior to June 15th for all stars? NO Tryouts
  6. Will Cascade have a league representative out at our complex to certify our all stars? Debbie is working on this.
  7. What do we use for all star maps? DEBBIE I DIDN’T GET THE ANSWER.
  8. What are the dates and location of all star state tournaments? Debbie is working on this and will send it out later.
