NORTH SUBURBAN BASKETBALL LEAGUE RULES

REGISTRATION
Communities may register up to four teams in any age bracket, two in the A division and two in the B division. However, when two teams are registered in the same division they must be divided equally. At the time of registration, communities may designate a preference for the A or B division. However, the NSBL will realign teams between divisions as it deems necessary to achieve competitive and scheduling balance
SPORTSMANSHIP
1. Managing and coaching in the NSBL is a privilege and not a right. The NSBL reserves the right to remove, suspend or discipline a coach or manager for failure to follow the rules and/or conduct themselves in an appropriate manner.
2. Any manager or coach ejected from a game is automatically suspended from his teams next NSBL game. A second ejection will automatically cause the immediate suspension of the offending manager or coach from all remaining NSBL games. The NSBL may suspend a manager or coach from any or all NSBL games or unsportsmanlike conduct at its discretion. There is no appeal from this rule.
3. Managers and coaches shall not agree among themselves to suspend or change the NSBL rules in any manner.
1. Players on a roster must reside within the town they are representing or reside in a town that directly borders that is otherwise not represented in the League.
Violation of this rule could jeopardize an organizations return to the League next season.
(Exception: Lincolnshire is represented by the Spring Lakes Athletic Association)
2. All players are required to check in to the scorers table prior to the start of the game. Non-rostered players may not step on to the court. Any non-rostered player who appears in a game will immediately forfeit the game for the offending team. No forfeits will be considered upon the games conclusion.
3. Rosters must be turned in at the October 5th Coaches Meeting and shall be considered final when submitted to the League (before the first game). Players must play in seven (7) regular season games to participate in the post-season tournament. Any violation of this rule will disqualify the offending team from post-season play. The maximum number of rostered players is 15.
4. Players may play up in grade, but not down.
5. Games will be played by I.H.S.A. rules, except as stated herein.
6. All games will consist of four quarters. Quarters will be 7 minutes. Regulation stop clock will be used.
7. 4th grade league
No press: 10-point lead or greater and in the 1st and 3rd Quarters
Press will be allowed in the 2nd and 4th Quarters.
Boys 5th grade and Girls 5th & 6th grade league
No press: 15-point lead or greater and in the 1st and 3rd Quarters
Press will be allowed in the 2nd and 4th Quarters
Boys 6th, 7th and 8th grade leagues
No press: 15-point lead or greater.
Press will be allowed in ALL Quarters
8. Any team that has a 20 point lead must play defense from within the 3 point line.
9. It is required that all teams have reversible two color jerseys or have two separate jerseys of a different color (Light & Dark). *Undershirts (t-shirts) shall be a single solid color similar to the torso of the jersey. Home team will wear White (or light color) uniform. Numbers must be on the front and back of the uniforms. Legal numbers are 0, 1, 2, 3, 4, 5, 10-15, 20-25, 30-35, 40-45, and 50-55. A team shall not have both numbers 0 & 00.
10. Every player in uniform must play in every game. It is recommended that each player play at least one quarter.
11. Forfeit time will be 10 minutes after the scheduled starting time. If a team has 5 players at the starting time, they MUST start the game. Once a game starts, a team may play with less than 5 players. In the event a manager, in good faith, believes they will not have 5 roster players available for a game, may play a roster player or players from that communitys next lower age team.
12. It is the responsibility of the Winning Coach to E-Mail the score of each game within 24 hours in which it was played. Failure to report scores will result in Coaches Suspensions for the regular season and/or season ending conference tournament. THIS RULE WILL BE ENFORCED. Email Game Scores to: thewaxgroup@aol.com
13. Changes to these Rules can only be made by the League Director...
14. Boys 4th, 5th grade teams and Girls 5th, 6th grade teams will use an official women's size basketball (28.5). Boys 6th, 7th & 8th grade teams will use an official mens size ball.
All grades will use 10-foot regulation baskets.
Three point shots will be allowed if the court is marked with a three-point line.
15. The home team will be responsible for providing two ( 2 ) I.H.S.A. Certified Officials. If extenuating circumstances exist, 1-patched official may officiate. If no patched official is available, the home team will forfeit the game. Upon a team's second offense for not supplying patched officials, a $100.00 fine will be assessed and made payable to the league treasurer. Upon the 3rd offense, the team will be dropped from the league for the remainder of the season. Any violations of this rule should be reported to Mark A. Wax at: thewaxgroup@aol.com. A record will be kept which could jeopardize an organizations return to the league next season.
16. Games must be played as scheduled. If a game must be rescheduled, the game may be changed (see below) however a rescheduled date that has been agreed upon has to be made at the time of the cancellation. This must be reported to the League, NO CANCELLATIONS will be allowed unless a rescheduled date is made.
In the event games must be rescheduled (after the scheduling meeting), please follow theses guidelines: a) No team may initiate the re-scheduling of more than three (3) of its regular season games. b) The switching of gyms and/or game times but not game days will not be considered a rescheduled game. c) Any team initiating the rescheduling of more than three (3) games will forfeit such games and will be excluded from the post-season tournament. d) No games can be rescheduled after February 22nd.
17. Teams which fail to show up to a game must pay the league treasurer $150.00 per game payable prior to the next league game. Payment must also be made to the home team for any expenses already paid for staff, officials, or gym rental.
18. Any team that forfeits 2 games will be dropped from the season ending tournament
and will be subject to not participating, as a team or organization in the league the
next season.
19. The home team must supply an adult scorekeeper and an adult clock keeper.
20. Player foul rules and team foul rules will be covered under I.H.S.A. This includes bonus and super bonus rules.
21. Each team will be allowed three (3) full and two (2) 30-second time outs per game.
22. Overtime will be three minutes with a regulation-stopped clock.
23. One time out per team will be allowed each overtime period.
24. The league, including post season, will consider no protests of any kind.
25. Each Team is responsible for supplying their own 1st Aid Kit (including ice packs).
26. If a community has two (2) teams in the same division, these teams must be divided into equally in talent.
*Note: the exception to this rule is: if the league does not have two divisions (A and B), each community that has more than one team, can have one A team (as all other communities) and the remaining teams must be divided equally (no C teams).
27. If ties occur, the following will determine the final standings: (a): Head to Head record. (b): Points Allowed within the tied teams only. (c): Points Allowed for season. (d): In the event of a forfeited game, the forfeited team loses the tiebreaker. (e): Coin Toss
At the end of the regular season, a point system will be used to determine the standings for the playoffs.

28. Awards:
League Champions: 1 Team Trophy and 15 Individual Trophies.
Tournament Champions: 1 Team Trophy and 15 Individual Awards
Tournament Runner-Up: 1 Team Trophy and 15 Individual Awards
TOURNAMENT INFORMATION
* There will be an Admission Charge for all guests
* Each team will have 5 minutes to warm up before games.
* Games will be played with six (6) minute quarters / with three (3) minute overtimes.
* Half-Time will be 5 minutes long.
* The League will provide the Official's.
* Each Team must supply an adult and competent scorekeeper to sit at the score table. The Home Team (Higher Seed) will keep the official book.
* The Home Team (Higher Seed) will provide the Game Ball.
* The Home Team (Higher Seed) will wear their White (light color) Uniform.
* No one will be allowed on the basketball court during the time outs or at half time.
*The League will provide security for the Tournament.
