ORANGE COUNTY AMERICAN LEGION BASEBALL

CONSTITUTION AND BYLAWS
THE FOLLOWING CONSTITUTES THE 2002 BY-LAWS OF THE ORANGE COUNTY AMERICAN LEGION BASEBALL LEAGUE. ANY PART WHICH MAY EVENTUALLY BE DETERMINED TO BE IN CONFLICT WITH THE NATIONAL OR DEPARTMENTAL RULES SHALL BE CONSIDERED NULL AND VOID.
ARTICLE I
ORGANIZATION
1.1 NAME- THIS ORGANIZATION SHALL BE KNOWN AS THE ORANGE COUNTY AMERICAN LEGION BASEBALL LEAGUE.
1.2 PURPOSE- THE PURPOSE OF THIS LEAGUE WILL BE-
A. TO AID IN THE DEVELOPMENT OF GOOD SPORTSMANSHIP AND CITIZENSHIP.
B. TO PROVIDE RECREATION FOR THE YOUTH OF ORANGE COUNTY.
C. TO PROMOTE THE PRINCIPALS OF COOPERATION AND COMRADESHIP IN MEMBER TEAMS-THEIR OFFICIALS AND PLAYERS.
D. TO PROMOTE THE NATIONAL PASTIME AND TRAIN
POTENTIAL TALENT.
E. PROMOTE GREATER INTEREST IN BASEBALL ON
THE PART OF CITIZENS IN ORANGE COUNTY.
F. ENABLE PATRIOTIC, CIVIC-MINDED AND PHIL-
ANTHROPIC PERSONS AND ORGANIZATIONS TO IN-
VEST IN THE YOUTH OF AMERICA.
ARTICLE II
LEAGUE MANAGEMENT
2.1 MEMBERSHIP-THE MEMBERSHIP OF THIS LEAGUE
SHALL CONSIST OF THE COUNTY BASEBALL CHAIR-
MAN AND THE AMERICAN LEGION POSTS LISTED BE-
LOW.
A. NEWBURGH JUDSON P GALLOWAY POST #152
B. MONROE POST #488
C. CORNWALL POST #
EACH MEMBER POST SHALL BE ENTITLED TO ONE
VOTE ON MATTERS NOT COVERED BY THESE LEAGUE
BYLAWS. THE CHAIRMAN SHALL VOTE ONLY IN CASE
OF A TIE. IN ADDITION HE SHALL PRESIDE OVER
ALL MEETINGS, AND 2/3 OF THE MEMBERSHIP
SHALL CONSTITUTE A QUORUM.
2.2 GOVERNMENT- THE CONTROL AND MANAGEMENT OF
THE LEAGUE SHALL BE VESTED WITH THE BOARD
OF DIRECTORS THAT SHALL BE MADE UP OF ONE
MEMBER FROM EACH TEAM.
2.3 LEAGUE OPERATIONS- GENERAL LEAGUE OPERATIONS
SHALL COME UNDER THE DIRECTION OF THE COUNTY
CHAIRMAN TO SERVE FOR ONE YEAR, UNLESS REAP-
POINTED THE FOLLOWING YEAR BY THE NEW COUNTY
COMMANDER. IT SHALL ALSO BE THE DUTY OF THE
COUNTY CHAIRMAN TO FORMULATE THE LEAGUE BY-
LAWS AND PRESENT THEM TO THE GOVERNING COM-
MITTEE FOR REVIEW AND ADOPTION BY MAJORITY
APPROVAL.
ARTICLE III
TEAMS
3.1 RECRUITING-POSTS MAY USE PLAYERS WHO ARE
ELIGIBLE UNDER THE NATIONAL AND DEPARTMENT
RULES.
3.2 ROSTERS-EACH TEAM MANAGER SHALL SUBMIT TO
THE COUNTY CHAIRMAN BY THE DATES SPECIFIED
BELOW TWO SETS OF ROSTERS (A) PRELIMINARY
AND (B) FINAL CONTAINING THE REQUIRED PLAYER
INFORMATION FOR HIS ENTIRE TEAM.
3.2-1-PRELIMINARY ROSTERS- EACH TEAM MUST
SUBMIT OFFICIAL ROSTER FORM SUPPLIED
BY THE COUNTY CHAIRMAN BY JUNE 16. A
TOTAL OF 25 NAMES MAY BE SUBMITTED
FROM WHICH THE TEAM MANAGER WILL DESIGNATE 18 PLAYERS ON THE NATIONAL FORM
1. ALL PLAYERS LISTED ON THE PRELIMIN-
ARY ROSTER SHALL BE ELIGIBLE TO PLAY
THE ENTIRE SEASON IN THE ORANGE
COUNTY AMERICAN LEGION BASEBALL
LEAGUE.
3.2-2- FINAL ROSTER-ALL THREE COPIES OF EACH
TEAM'S FORM 1 FINAL ROSTER PROPERLY
EXECUTED WILL BE SUBMITTED TO THE
COUNTY CHAIRMAN BY JUNE 30. NO MORE
THAN 18 PLAYERS' NAMES APPEAR ON THE
FINAL ROSTER WITH ALL THE ELIGIBILITY
RESTRICTIONS FROM NATIONAL AND DEPART-
MENT RULES AND THESE COUNTY BYLAWS
3.3 BIRTH CERTIFICATES-BIRTH CERTIFICATE FOR ALL
PLAYERS REGISTERED WILL BE SUBMITTED TO THE
COUNTY CHAIRMAN ALONG WITH PRELIMINARY ROS-
TERS BY JUNE 16.
3.4 INSURANCE-ALL TEAMS MUST CARRY GROUP INSUR-
ANCE AS REQUIRED BY NATIONAL AND DEPARTMENT
RULES. THIS INSURANCE MUST BE IN FORCE BE-
FORE TEAMS BEGIN PRACTICES.
3.5 SAFETY FIRST- ALL TEAMS MUST SECURE FULLY
SUPPLIED FIRST AID KITS WHICH MUST BE AVAIL-
ABLE FOR ALL PRACTICES AND GAMES. ALL TEAMS
MUST SECURE FULLY FILLED-OUT FORM 2 PROPERLY
SIGNED BY A PARENT AND THE PLAYER.
ARTICLE IV
PLAYERS
4.1 REGISTRATION- PLAYERS WILL BE CONSIDERED
REGISTERED WITH A TEAM IN THE LEAGUE UPON
HIS SIGNATURE ON PRELIMINARY ROSTER AND/OR
ACCEPTANCE OF HIS BIRTH CERTIFICATE BY THE
MANAGER, SUBJECT TO THE ELIGIBILITY RE-
STRICTIONS DELINEATED IN NATIONAL AND
DEPARTMENT RULES AND THESE BYLAWS.
4.2 PLAYER ELIGIBILITY- AMERICAN LEGION BASEBALL
COMPETITION IN 2002 IS OPEN TO PLAYERS BORN
ON OR AFTER AUGUST 1, 1983.
4.3 FORMS 1 AND 2- BY JUNE 30 OFFICIAL AMERICAN
LEGION NATIONAL FORM 1 AND 2 WILL BE PROPER-
LY EXECUTED IN TRIPLICATE.ALTHOUGH A PLAYER
MAY SUBSEQUENTLY TERMINATE HIS PLAYING
STATUS WITH A LEAGUE TEAM, SUCH FORMS SHALL
REMAIN IN FORCE FOR THE ENTIRE CURRENT SEA-
SON.
4.4 DUAL PARTICIPATION- PARTICIPATION BY PLAYERS
WITH TEAMS IN OTHER AMATUER BASEBALL PRO-
GRAMS SHALL BE PERMITTED PROVIDED SUCH
PARTICIPATION DOES NOT INTERFERE WITH
ACTIVITIES OF THIS LEAGUE.
ARTICLE V
GAMES
5.1 PLAYING RULES- ALL GAMES WILL BE PLAYED
UNDER THE OFFICIAL BASEBALL RULES AS
PUBLISHED BY THE SPORTING NEWS EXCEPT FOR
RULES PROMULGATED BY NATIONAL,DEPARTMENT OR
ADOPTED BY THIS LEAGUE.
5.2 GROUND RULES-ALL GAMES PLAYED ON ANY GIVEN
PLAYING FIELD SHALL ALSO BE GOVERNED BY THE
GROUND RULES PROMULGATED BY THE LEAGUE FOR
THAT FIELD.
5.3 DURATION- ALL GAMES WILL BE OF SEVEN INNINGS
UNLESS EXTENDED BECAUSE OF TIES OR TERMIN-
ATED SOONER AS PROVIDED FOR IN THE OFFICIAL
BASEBALL RULES.
5.4 BASEBALLS- ONLY LEAGUE APPROVED BASEBALLS
WILL BE USED IN ALL GAMES. BASEBALLS MUST
MEET OR EXCEED MAJOR LEAGUE SPECIFICATIONS.
5.5 DESIGNATED HITTER- AMERICAN LEAGUE RULE.
5.6 UMPIRES-THERE WILL BE TWO UMPIRES ASSIGNED
TO ALL LEAGUE GAMES BUT SHOULD ONLY ONE
UMPIRE APPEAR, THE GAME SHALL STILL BE
PLAYED. FEES SHALL BE SPLIT BY BOTH TEAMS.
ASSOCIATION UMPIRES MUST BE USED. UMPIRES
WILL MAKE THE FINAL DECISION ON FIELD PLAY-
ING CONDITION WHEN BOTH TEAMS AND UMPIRES
ARE PRESENT AT THE FIELD PRIOR TO THE START
OF THE GAME.
5.7 COACHING- TWO ADULT COACHES WILL BE PERMIT-
TED ON THE COACHING LINES FOR ALL GAMES DUR-
ING COUNTY COMPETITION.
5.8 CONDUCT- THE UMPIRE INVOLVED SHALL PREPARE
A WRITTEN REPORT DESCRIBING THE CIRCUM-
STANCES SURROUNDING THE EXPULSION FROM A
GAME OF ANY MANAGER, COACH, PLAYER OR
OTHER TEAM PERSONNEL FOR UNSPORTSMANLIKE
CONDUCT. THIS REPORT SHALL BE FILED WITH THE
COUNTY CHAIRMAN WITHIN 48 HOURS AFTER SAID
GAME, FOR SUCH DISCIPLINARY ACTION AS MAY BE
DEEMED BY HIM TO BE APPROPRIATE.
5.9 PROTESTS-PROTESTS REGARDING PLAYING RULE IN-
TERPRETATIONS BY UMPIRES WILL BE IN WRITING
AND FILED WITH THE COUNTY CHAIRMAN WITHIN
48 HOURS AFTER THE COMPLETION OF THE DIS-
PUTED GAME. ALL PROTESTS MUST HAVE BEEN
LODGED INITIALLY ACCORDING TO SPORTING NEWS
RULES. PROTESTS WILL BE REFERRED BY THE
CHAIRMAN TO THE PROTEST COMMITTEE FOR DIS-
POSITION BY THAT BODY WITHIN A REASONABLE
TIME. THERE SHALL BE NO APPEAL AFTER RULINGS
ARE HANDED DOWN, SUCH DECISIONS BEING FINAL
IN ALL CASES.
5.10 FORFEITS- ALL GAMES WILL START PROMPTLY AS
SCHEDULED. ANY TEAM FAILING TO FIELD A TEAM
(NINE ELIGIBLE PLAYERS) WITHIN 15 MINUTES
FOLLOWING THE SCHEDULED STARTING TIME SHALL
FORFEIT SAID GAME TO THE OPPOSING TEAM THAT
IS LEGALLY PREPARED TO PLAY. CHIEF UMPIRE
MUST INFORM THE COUNTY CHAIRMAN IN WRITING
WITHIN 48 HOURS ON ALL FORFEITS.
5.11 PITCHING- NATIONAL PITCHING RULES TO BE IN
EFFECT ON ALL AMERICAN LEGION PLAY AND MUST
INCLUDE ALL OTHER PROGRAMS AS WELL.
5.12 THE REGULAR SEASON SCHEDULE FOR 2002 SHALL
COMMENCE ON TUESDAY, JUNE 4 AND TERMINATE ON
ON WEDNESDAY JULY 17 UNLESS POSTPONEMENTS
DICTATE AN EXTENSION OF REGULAR SEASONR
IN ACCORDANCE WITH THE SCHEDULE ADOPTED FOR
THE 2002 SEASON.
5.13 POSTPONEMENTS-REGULARLY SCHEDULED GAMES MAY
ONLY BE POSTPONED BECAUSE OF WEATHER CONDIT-
IONS, UNSUITABLE FIELD CONDITIONS, SCHOOL
GRADUATIONS, OR BECAUSE OF PLAYER CONFLICTS
INVOLVING AMERICAN LEGION APPROVED PROGRAMS
ALSO BECAUSE OF THE UNAVAILABILITY OF AT
LEAST ONE UMPIRE. THE DTERMINATION AS TO
SUITABILITY OF WEATHER OR FIELD CONDITIONS
SHALL SOLELY REST WITH THE CHIEF UMPIRE.
5.14 RESCHEDULING- ALL POSTPONED GAMES SHALL BE
RESCHEDULED ON A MUTUALLY AGREEABLE DAY
WITHIN 2 DAYS FOLLOWING THE POSTPONEMENT.
FAILURE TO COMPLY SHALL RESULT IN THE
COUNTY CHAIRMAN'S RESCHEDULING OF SUCH
GAMES IN HIS BEST JUDGEMENT.
5.15 TIE GAMES-TIE GAMES SHALL BE RESCHEDULED IN
THE SAME MANNER AS REGULARLY SCHEDULED GAMES
THAT ARE POSTPONED. ALL INDIVIDUAL AND TEAM
RECORDS WILL COUNT.
ARTICLE VI
CHAMPIONSHIP
6.1 CERTIFICATION- THE TEAM THAT ADVANCED THE FURTHEST IN THE PREVIOUS SEASON'S DISTRICT TOURNAMENT SHALL BE CONSIDERED THE
COUNTY CHAMPION AND SHALL RECEIVE AUTOMATIC
ENTRY INTO THE NEXT YEAR'S DISTRICT TOURNAMENT. THE
REMAINING 2 TEAMS SHALL PLAY 3 GAMES WITH THE WINNER OF 2 QUALIFYING AS COUNTY RUNNER-UP.
6.1-1 UNPLAYED GAMES-TEAMS MUST COMPLETE SCHED-
ULE IF UNPLAYED GAMES HAVE A BEARING ON THE RUNNERUP STATUS.
