In Majors & below all bats must have BPF rating of 1.15 or less STAMPED ON THE BAT.
In the Juniors & up, the maximum bat diameter allowed is 2-5/8 inches.
BPF for 2009
The following letter from Little League to MVLL explains the new bat rule and more:
Please inform all of your UIC's and Managers of the new rule going into effect for the 2009 season regarding BPF (Bat Performance Factor).
By rule, in 2009 the bat must have a BPF rating of 1.15 or less, not just a drop rating. Minus Bat Drop rating is sometimes confused with BPF - these are two separate items. A Minus Bat Drop rating can be determined by subtracting the bats length from its weight; e.g., subtract a 31" bat's length from its weight; 20 ounces; 20 oz - 31 inches = -11 bat drop. Imagine shooting a baseball out of a cannon at a stationary bat. When a 60 mph pitch strikes the bat, the balls' exit speed can not exceed 115% of the pitch's speed; i.e.: for a 60 mph pitch, the exiting ball speed can no be more than 69 mph. A 1.20 BPF would have an exit speed of 72 mph. Typically a bat with a drop rating of -9 or lower would have a BPF of 1.15 or less. But that does not mean we can allow a kid to use a bat with a -9 drop rating that does not also have the BPF rating stamped on its barrel. By rule, in 2009 the bat must have a BPF rating of 1.15 or less, not just a drop rating. BPF restriction only applies to Majors and below only. You may also recognize the Drop Rating as the BESR (Bat Exit Speed Ratio). However, the BESR only applies to bats used in Seniors and Big League. The below bat information/restrictions that will go into effect for Juniors and above.
Statement Regarding Bats in Junior League Baseball
Beginning with the 2009 season, baseball bats with a diameter of 2-5/8 (two-and-five-eighths)inches are now the standard for all teenage baseball divisions (Junior, Senior and Big League). Baseball bats with a diameter of 2-3/4 (two-and-three-fourths) inches are no longer permitted for use in the Junior League Division of Baseball. Previously, these bats could be used in Juniors, but not in Senior or Big League.
Background
A committee at USA Baseball is in the process of developing a standard for bats used in the Junior League Division (USA Baseball is the governing body for amateur baseball in the U.S. Little League Baseball is a member of USA Baseball). Currently, there is no standard in place as there is for bats in Little League Baseball (Majors) and below, and for bats used in Senior League and Big League. This step taken by Little League, and to be taken by other youth baseball organizations in the coming year or two, is a first step in that process and a way to prepare for the new standard. In the Senior and Big League Divisions, the standard is the Ball Exit Speed Ratio (BESR), with its 'minus-3' requirement. The overall weight (in ounces) of a bat can be no more than three ounces below the overall length (in inches) of the bat. This mandate remains in effect in Senior and Big League Baseball divisions, but is not a requirement in Junior Baseball.
