Subject: 15U NEWSLETTER #3-09 3.2.09- FOR 15U CASCADE LEAGUE TEAMS
I.      Total League fees $2,110. : of which you should have paid $500 = $1,610. / 2 = $805 lst half 
        fees due March 15th, and the Balance April 1stIf there are any adjustment necessary the 
        2nd half fees will be modified to make it right.  We have contracts with NBUA, WWBUA and 
        SCBUA and those fees are included in the League fees, including State Tournament Entry fee.  
        25 Game Schedule: North Division 9-1=8x2 = 16 +9 cross div. = 25 games and the South is the 
        same.  Entry into the State Tournament is included as are all Umpire fees.
II.     TOURNAMENTS: We have been sending out as we get them to the owners/& people he put on the 
        distribution list-after that we delete them so check with your owner.  There is still room in 
        the 15U CABA Regional Hosted by Dow Baseball Club at Hartman Park- June 19-24th $650 + doz 
        balls-$300 non-refundable deposit unless you can replaced.  Article 5 has address for Dow Baseball.
III.    OUTSTANDING ITEMS DUE:  ROSTERS-Article 17  - INSURANCE-Article 23   QUITE A FEW, NO 
       QUIT A NUMBER, OF YOU HAVEN’T SENT IN ROSTERS OR INSURANCE!  Need roster so we can 
       register all teams nationally for MM, BR and CABA.
IV.     SCHEDULING:  PLAY DATES AND NO PLAY DATES – Instructions are on the Web and Article 12,  
         Dean is out of town until March 8th, but send him your schedules and no play dates by email.

Correction to Item I in NEWSLETTER 3-09
Subject: Re: 15U Olympic Schedule-Dow Screw Up!
Folks, Dean is P#$% at me, pointing our my only screw up for 2009, so far J
Dean has already started scheduling so I blew it.
Several of you also caught it as well, thanks  for reading.
Pay the first half fees and we’ll adjust on the 2nd half fees- would be 20 and 21 game schedule, and thus less 
fees – again will adjust the fees on the 2nd half.

I.   All league fees had been sent out 3.2.09 and of course are on the Web Site (My Site News).  
     Owners please tell your administrators how the $800 works-$300 is Performance Bond not 
     part of the League fees!-as explained in Article 9 -2 & the newsletters.
    1.   15u Cascade total league fees are $2,110-  Total Fees are due as we speak.
    2.   15U Olympic total League Fees are $1,980.  –Remember LAD screwed up on original 
          calculation forgot about No. and So.  So 1st half fees were $942 and now 2nd half fees 
          are $538.  Do not pay cents please!
II.  Attached is the Owners/Coaches Contact List – please do not –do mass distribution lists 
    unless you Blind Copy them -BCC.   We in the past got complaints that “spammers” were 
    getting a hold of the lists and bugging our membership.
III.  Still many rosters missing:  Article 17 is very clear.
IV.  Still many Insurance certificates: Article 23-is very plain.
V.   When communicating with the league – PLEASE PLEASE PUT DOWN YOU TEAM NAME 
      AND AGE GROUP. And read Article 5.
VI.  When paying league fees, fines etc. please note on the check your team name and age group, 
      many times the check does not match the team name and with 85 teams some of us get 
      confused.  If we bug you about payment and you paid, just let us know the date and amount 
      the check cleared-of course name on the check and league age group will be helpful—we have 
      mis-posted before so this will help clear it up.
VII. Tournaments-we’ve sent out and continue to send out any tournaments we hear about, after 
      that we delete them –so make a note of them.   
VIII. The  Preliminary  Game Schedule is out- Article 12   - Final Schedule Soon.
IX.  99.9% of all Questions can be answered by reading the Constitution- FAQ & Index can help.

I.   MM State Tournaments
    1.  15U MM Olympic State Tournament: Date July 5-9th
    2.  Cut off for League Standings July 2nd

    4.  15U MM Cascade State Tournament: Dates July 18-22nd
    5.  Cut off for League Standings July 14th
    6.  Host: Marysville Baseball Club  (Tournament is confirmed :-))
    FYI several 15U teams have gotten At-Large Berths to 15U World Series in Crystal 
    Lake [Crystal Lake is one of if not the finest tournaments in the USA], if you want to 
    go let us know! –NEED TO KNOW NOW, you don’t necessarily have to win one of the   
    State Tournaments to advance-if we don’t hear from your team we will assume that you 
    are not committing to 15U MM WS and will hand berth to those interested and who respond :-).
    There is no 15U MM Regional-so it’s straight to the WS.  August 4-9 Owasso, Ok.
II. 15U Babe Ruth State Tournament: Dates 3rd Week Of July  [best Tournament trail deal 
    of the summer-all basically local]
   1.  Host: Ellensburg, WA (It’s close)
   2.  Host: Ellensburg Dist #7
   TEAM OWNERS/COACHES: NEED CONFIRMATION OF YOUR TEAM WANTING TO GO 
   TO THIS TOURNAMENT TRAIL!  -IMPORTANT WE HAVE SEVERAL SPOTS AVAILABLE 
   TO US BUT NEED TO CONFIRM YOU WILL COMMIT TO THE TOURNAMENT TRAIL.
   3.  BR 15U Regional is in Centralia (again close)
   4.  BR 15U World Series is in Longview, WA (again close—in expensive for post season play
   5.  This is the “trickledown effect”  if only a couple of teams commit then they will be given the 
        spot in State, so speak up or we’ll move on :-)
   PLEASE NEED CONFIRMATION PDQ.- The Tournament people are trying to set the brackets 
   and plan the tournaments.
III.  Cancelling games, you must notify the Umpire Assoc involved, or you will have to pay for the 
     game- per the Constitution!
IV. Fines must be paid by check-when incurred, we do not deduct from the Performance Bond, 
     unless it happens at the end of the year and of course fines not paid promptly are doubled!
     - so pay as you go :-)

         your team can be replaced) 1st come first served -  Tournament fills up quickly.
 
     2. 15th Annual Amos Bacon Memorial Tournament $575 + doz baseballs Host 
         Dow Baseball 16, Hartman Park Dates: July 1-4th only three entries left. 
         Emailing check in the mail sets you as in J.
 
     3. 16U Mickey Mantle Olympic State Tournament: Host Wilkinson Baseball Academy Dates July 14-19 TBD 
         At Bannerwood, Entry a doz. Balls-Top 11 finishers and host.  Entry fee is part of League fees. 
 
     4.  16U Mickey Mantle Cascade State Tournament: Host NEED SOMEONE TO VOLUNTEER-SEE Article 24 
         for wish list! Dates can be from July 5th – thru July 15th –your field times dictate.  Once Host and dates 
         are set, PSBL will set the Cutoff Date for games to count for entry.

     6. 16U MM Has no Babe Ruth State Tournaments
 
     7.  If anyone hears of tournaments or tournament dates-please share with PSBL and we’ll get it out to 
          the Member Teams.  All tournaments fill up quickly, so make a decision, and get your money in so 
          your guaranteed a spot.
 
V.       COMMUNICATION: Please read the Constitution – might make it easier if you read the FAQ first, 
          Article 26, and then for ease in finding specific references/rules look at the Index, Article 27.   Please pass   
          on the Newsletters to your organization; and remember if your PC goes to never never land, Dean posts 
          the newsletters on the Web, Article 5, in My Site News, so you can catch up.  If your email address 
          changes please let both Dean and I know ASAP so we can keep you in the loop.
 
VI.     Insurance Requirements Article 23- Must sent two certificates to PSBL- 1. Your Clubs Certificate and 
         2. one naming PSBL as an Additional Named Insured.  Each of you, most know, but will need Insurance 
         Certificates for the fields you play at or some of the Tournaments you play in, have your carrier issue a 
         certificate for them.  Remember PSBL does not want your “other” certificates!!!  Please!! 
 
VII.    Rosters Article 17- Protect you team by getting in your rosters.  Changes can easily be made, also included 
         in the Article.
 
VIII.   1st Half fees will be due –approximately Feb 1st, currently negotiating with the umpire association on the
         costs for 2009, once that is done, we can set the fees and this will be included in an email  newsletter.
 
IX.     SCHEDULING:  Article 12….and on the Web Site!   Guys the sooner you get in your dates the better chance 
         Dean has of matching your Home / Play dates to the rest of the league.  Know a lot of  entities don’t give 
         out dates yet, but remember March 1st the the deadline to get dates in, if you have special problems around
         that time please let Dean know.

I.      2009 18U League Fees    Article 9
 
       1.      We have set up two Leagues: North and South per newsletter #1
 
       2.      E.g. North plays two games against each other 9-1=8 x 2 = 16 games in your Division and then 
                you play one game with each of the South Teams for a total of 25 games
 
       3.      We have contracts with NBUA, WWBUA and SCBUA and those fees are included in the League 
                fees.    If you teams falls outside the boundaries of these three Umpire Associations let Les know, 
                the League fees without umpires are $564 and would be the total due in any event.  Answer  to 
                question, If PSBL has a contract with an umpire assoc. yes all teams must go thru PSBL-you 
                can’t make your own deal or play your own umpire fees J.
 
        4.      Total League fees are $2,164 of which you should have paid $500-thus $1,664 are your remaining 
                 fees of which ½ is due now $832.00 March 15th and the balance April 1st…$832.   If there are any 
                 adjustments necessary to the fees the 2nd half fees will be adjusted as is appropriate.

I.    CM State: Dates to figure for now are July 13-20th   Host: Auburn Baseball  Site: Auburn HS
                       
     1.      We need to know that if you play in State will you commit to going to Regional (this year in Hayward, 
              California)  AABC does not take it kindly that we don’t send someone to their Regional!  We, in the NW, 
              understand that our teams have a different set of economics –we can’t drive to a Regional we have to 
              normally fly-and two flights Regional & WS are owner some.  Hayward maybe drivable-Considered Northern Calif.
     2.      To be clear: If you are going to/or would play in State you need to let us know ASAP before the tournament 
              that you would not or would go to the Regional “if” we offered you a spot.  Thus you might not have to win the 
              tournament to advance.
                               
     3.      KNOW IT’S EARLY, BUT IF YOUR TEAM IS INTERESTED IN CM STATE OR BR STATE LET US KNOW.
               
             A.      Cannot play in “both” CM and BR State-Per Constitution
             B.      League record determines who gets first choice-Per Constitution
      4.      PSBL will have a minimum of 5 entries into CM State
