LPLL Supplemental Rules

The 2008 Edition of Lower Perkiomen Little League's Supplemental Rules and Policies are available through the League Documents page of the Handouts section. This page is accessible to all members of the League (players, parents, managers, coaches, etc.). The primary revisions reflected in the 2008 edition of the Supplementals stem from the new pitch count rules. In addition, the maximum number of runs that can be scored in any 1/2 inning of Minor League Baseball or Softball has been changed to 5. Click here to jump to the Supplementals!.

The following are some of the changes to the “book” rules for 2008.  This list in NOT inclusive, but does include those which you are most likely to encounter and should know.  For a complete summary of all of the rule changes, you can go to http://www.littleleague.org/rules/index.asp

 

 Baseball

 

Regulation VI – PITCHERS –

(a) Any player on a regular season team may pitch. (NOTE: There is no limit to the number of pitchers a team may use in a game.)

(b) Players once removed from the mound may not return as pitchers; Junior, Senior, and Big League Divisions only: A pitcher remaining in the game, but moving to a different position, can return as a pitcher anytime in the remainder of the game, but only once per game.

(c) The manager must remove the pitcher when said pitcher reaches the limit for his/her age group as noted below, but the pitcher may remain in the game at another position:

League Age

17-18    105 pitches per day

13-16     95 pitches per day

11-12     85 pitches per day

9-10      75 pitches per day

7-8       50 pitches per day
Exception: If a pitcher reaches the limit imposed in Regulation VI (c) for his/her league age while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs: 1. That batter reaches base; 2. That batter is put out; 3. The third out is made to complete the half-inning. NOTE: A pitcher who delivers one or more pitches in a game cannot play the position of catcher for the remainder of that day.

(d) Pitchers league age 16 and under must adhere to the following rest requirements:

• If a player pitches 61 or more pitches in a day, three (3) calendar days of rest, and a game (see e. below), must be observed.

• If a player pitches 41 - 60 pitches in a day, two (2) calendar days of rest, and a game (see e. below), must be observed.

• If a player pitches 21 - 40 pitches in a day, one (1) calendar days of rest must be observed.

• If a player pitches 1-20 pitches in a day, no (0) calendar day of rest is required.

 

Pitchers league age 17-18 must adhere to the following rest requirements:

• If a player pitches 76 or more pitches in a day, three (3) calendar days of rest, and a game (see e. below), must be observed.

• If a player pitches 51 - 75 pitches in a day, two (2) calendar days of rest, and a game (see e. below), must be observed.

• If a player pitches 26 - 50 pitches in a day, one (1) calendar days of rest must be observed.

• If a player pitches 1-25 pitches in a day, no (0) calendar day of rest must is required.

(e) A player may not pitch in consecutive games. Exception – League Age 16 and under - A player may pitch in consecutive games if 40 or less pitches were delivered in the previous game. League Age 17-18 - A player may pitch in consecutive games if 50 or less pitches were delivered in the previous game  

 

 

2.00 – DEFINITION OF TERMS –

An INNING is that portion…the preceding inning. (Minor League Only – A five-run limit is to be imposed, which would complete the half inning.)

 

Rule 7.08 – (a) (1) running more than three feet away from his/her baseline to avoid being tagged, unless such action is to avoid interference with a fielder fielding a batted ball. A runner’s baseline is established when the tag attempt occurs, and is a straight line from the runner to the base to which he/she is attempting to reach; or (2)…….

 

Rule 8.01 –

             (a) The Windup Position. The pitcher shall stand facing the batter, the pivot foot in contact with the pitcher’s plate, and the other foot free. From this position any natural movement…

             (b) The Set Position. Set Position shall be indicated by the pitcher when the pitcher stands facing the batter with the pivot foot in contact with, and the other foot in front of the pitcher’s plate, holding the ball in both hands in front of the body and coming to a complete stop.

 

Rule 8.02 (a) (1) – bring the pitching hand in contact with the mouth or lips while in the 10-foot circle (18-foot circle in Junior/Senior/Big League Baseball) surrounding the pitcher’s plate. EXCEPTION: Provided it is agreed to by both managers, the umpire, prior to the start of a game played in cold weather, may permit the pitcher to blow on his/her hands while in the 10/18-foot circle.

Softball 

Rule 1.10 – The bat must be a softball bat which meets Little League … Slippery tape or similar material is prohibited. White bats are prohibited. An illegal bat must be removed. SPECIAL NOTE:  This new rule was added to the 2008 Rule Book; HOWEVER it was rescinded effective March 15, 2008.

Little League International Unveils Free On-Line Resource Center Website for Coaches and Managers

Little League International has developed a free on-line coaching resource that Little League managers and coaches can turn to for reference, education, or to stay current with the latest drills and coaching techniques.  The website includes interactive videos and related written content to help support Little League managers and coaches

Unlike training programs offered or mandated by some other youth sports organizations, the Little League Coach Resource Center is completely free of charge.

Little League International is making the Little League Coach Resource Center available, free of charge, to all of its chartered leagues:

• Coaches whose names and e-mail addresses have been submitted to Little League International also will receive an authorization code that is unique to their local Little League.

• Lower Perk will e-mail the authorization code to our Managers and Coaches.

• Once the code is obtained, the user simply visits www.littleleaguecoach.org/ to sign up and get started! Anyone who signs up will receive a 20 percent discount on selected apparel at the Little League on-line store at www.littleleaguestore.net/ through April.
