League Philosophy and Structure League Boundaries League Philosophy and Structure An Introduction to LPLL Lower Perkiomen Little League (you may hear us referred to as "Lower Perk" or "LP") has come a long way since its inaugural year in 1952. Over the years we have grown with the community, with deep ties to all of the municipalities and school districts in the Collegeville-Trappe area. Through the years our program has grown and evolved, but our commitment to the Little League philosophy remains: Little League is a program of service to youth. It is geared to provide an outlet of healthful activity and training under good leadership in the atmosphere of wholesome community participation. The movement is dedicated to helping children become good and decent citizens. It inspires them with a goal and enriches their lives towards the day when they must take their places in the world. It establishes the values of teamwork, sportsmanship and fair play. At Lower Perk we are committed to providing all of our players with equal opportunities, providing them with a sound understanding of the game and the fundamental skills necessary to succeed as their playing career progresses, and ensuring that their Little League experience is fun. Most of all, we strive to instill a love of the game. Our commitment to these principles is demonstrated in our programs. From Tee Ball through Senior League, our programs are age-specific and geared to an appropriate progression of skill development commensurate with the players’ age and the overall Little League structure. Within each division, especially those where teams are selected by a drafting process, we work to ensure that teams are balanced at the onset of the season. We believe that equitable distribution of talent among all teams ensures a fun season for ALL of the players of each team while providing a spirit of competition that is appropriate for the child’s age (rather than that of the manger, coach or parent). In this environment, all of our players learn and excel, not just a select few. Beginning at age 9, players are afforded the opportunity to try out for All Star and Tournament teams which begin play at the conclusion of our regular season. The selected players represent Lower Perk in Little League sanctioned tournaments, including the International Tournament which culminates at the Little League World Series in Williamsport. At several age levels where the tournament structure permits, multiple teams may be chosen and entered in order that we can offer the tournament experience to as many qualified players as possible. Starting at age 8, two in-house All Star teams are also selected within each division in the Minor League to further extend the All Star experience to as many qualified players as possible. League Structure - Key features of each level of play. Tee Ball Tee Ball – 5 year olds - Three inning games with all players in the field; a half inning ends when the entire offensive team has batted once. All hitting takes place from a batting tee the entire season. All players play the entire game. Pony – 6 year olds - Three inning games with all players in the field; a half inning ends when the entire offensive team has batted once. During the first half of the season all hitting will take place from a batting tee. During the second half of the season, pitching will be optional for all players. A maximum of four pitches will be delivered to each batter. A batter may only reach base by a batted ball. If the player has not reached base after four pitches, the player must then hit the ball from the tee. All players play the entire game. Little League Baseball: AAA through the Majors AAA – 7 year olds - Four inning games with all players in the field; a half inning ends when the entire offensive team has batted once. During the entire season pitching will be performed by adults. A maximum of six pitches will be delivered to each batter. A batter may only reach base by a batted ball. If the player has not reached base after six pitches, the player must then hit the ball from the tee. All players play the entire game. National League East – 8 year olds - A regulation game consists of 6 innings. Standard baseball positioning is followed except four outfielders are used. All players must play a minimum of four innings per game. During the first quarter of the season pitching will be performed by adults. During the remaining three quarters of the season players will pitch the entire game, with a “no walk rule” in effect (if a pitcher progresses to a four ball count, the pitcher steps aside and an adult pitcher from the batting team comes in to pitch). Bunting is permitted when players are pitching. There are no offensive substitutes. The batting order will consist of all players present for the game. National League West – 9 year olds - A regulation game consists of 6 innings. Standard baseball positioning is followed. All players must play a minimum of four innings per game. All pitching is performed by the players with the consecutive walk rule in effect. During the second half of the season stealing of second and third base is allowed when the players are pitching and there is neither a passed ball nor a wild pitch. ). Bunting is permitted when players are pitching. There are no offensive substitutes. The batting order will consist of all players present for the game. American League – 10 and 11 year olds - A regulation game consists of 6 innings. Standard Little League rules of play apply. All players must play a minimum of four innings per game. There are no offensive substitutes. The batting order will consist of all players present for the game. Note: AAA through the American Leagues constitutes our Minor League playing level. Major League – 11 and 12 year olds - A regulation game consists of 6 innings. Standard Little League rules of play apply. All players must play a minimum of four innings per game. There are no offensive substitutes. The batting order will consist of all players present for the game. Players must tryout for the Major League. Little League Softball: Rookies through the Majors Rookie League – 7 and 8 year olds - A regulation game consists of 6 innings. Standard infield positioning is followed; the remaining players assume outfield positions. All players play the entire game. During the entire season pitching will be performed by adults. There are no offensive substitutes. The batting order will consist of all players present for the game. Minor League – 9, 10, and 11 year olds - A regulation game consists of 6 innings. Standard baseball positioning is followed except four outfielders are used. All players must play a minimum of four innings per game. Challenger Division The Challenger Division is a rewarding, Little League sanctioned, division that "provides boys and girls with disabilities the opportunity to experience the emotional development and the fun of playing Little League Baseball". The league was designed to provide opportunities for children with special needs of all types, and is open to children 5 to 18 years old (21 if they are still attending high school). The non-competitive games are played on Sunday afternoons from April through June. We also practice during the week. Our home games are played at the Lower Perkiomen Major League field. We travel for our “away” games during the course of the season. Junior, Senior, and Big League Baseball A regulation game consists of 7 innings. Games are played on regulation baseball fields (90’ base paths). In general, standard baseball rules of play apply. All players must play a minimum of four innings per game. During regular season play there are no offensive substitutes. The batting order consists of all players present for the game. Games are played throughout District 27. The Junior League consists of players ages 13 and 14; the Senior League consists of players 15 and 16 years old; and the Big League consists of players 16, 17, and 18 years old. Junior, Senior, and Big League Softball A regulation game consists of 7 innings. In general, standard softball rules of play apply. All players must play a minimum of four innings per game. Games are played throughout District 27. The Junior League consists of players ages 13 and 14; the Senior League consists of players 13 through 16 years old; and the Big League consists of players 15 through 18 years old. Games and Practices In the Little League program (ages 5 through 12) we generally play games on weeknights, with Saturdays reserved for make-up games. Weekend games are only scheduled a handful of times throughout the Spring Season. Junior, Senior and Big Leagues games are typically only scheduled for over the weekend. Typically, minor league teams play one game per week; major league teams play two games per week, as do Junior, Senior and Big League teams. All Little League baseball games will be played at Palmer Park in Skippack Township. Little League softball games may be played at the fields of other leagues. Junior, Senior and Big League Softball home games are played at Palmer Park as well. Junior, Senior and Big League Baseball home games are played at nearby Jeanne Rossett French Memorial Park, also in Skippack Township. The frequency of practices is left to the discretion of the managers. However, LPLL suggests an average of one practice per week for Tee Ball, Pony, AAA, and Rookie divisions; an average of two practices per week is recommended at all other levels. Prior to Opening Day, additional practices are suggested. To the extent possible, off site fields are secured for practices. LPLL Boundaries The boundaries of Lower Perkiomen Little League (LP, LPLL, Lower Perk) encompass the Boroughs of Collegeville, Trappe, and Schwenksville, all of Perkiomen, Skippack, Lower Frederick and Upper Frederick Townships, and portions of Limerick, Lower Providence, Lower Salford, Upper Providence, Upper Salford, and Worcester Townships. The boundaries of Lower Perkiomen Little League are as follows: - Egypt Road starting at Trooper Road (Route 363) to the Perkiomen Creek - The Perkiomen Creek north to Arcola Road - Arcola Road to Route 29 - Route 29 north to Mennonite Road - Mennonite Road (including Winward Court) to Old State Farm Road - Old State Farm Road to Bechtel/Rittenhouse Road - Bechtel/Rittenhouse Road to Hess Road - Hess Road to Borough Line Road - Borough Line Road to Linfield Road - Linfield Road to Township Line Road - Township Line Road (Limerick / Upper Providence) to Ridge Pike - Ridge Pike to Swamp Pike - Swamp Pike to the Limerick Township / Lower Pottsgrove Township line - Limerick Township / Lower Pottsgrove Township line continuing to and along the Limerick Township / New Hanover Township line to the Limerick Township / Upper Frederick Township line - Limerick Township / Upper Frederick Township line to the Upper Frederick Township / New Hanover Township line - Upper Frederick Township / New Hanover Township line to Upper Frederick Township / Marlborough Township line - Upper Frederick Township / Marlborough Township line to Marlborough Township / Upper Salford Township Line (to include all of Upper Frederick Township) - Marlborough Township / Upper Salford Township Line to Route 63 - Route 63 (East) to the Lower Salford Township / Towamencin Township Line - Lower Salford Township / Towamencin Township Line to the Skippack Township / Towamencin Township line - Skippack Township / Towamencin Township line to the Towamencin Township / Worcester Township line - Towamencin Township / Worcester Township line to Morris Road - Morris Road to Route 363 (Valley Forge Road) - Route 363 (Valley Forge Road) to Potshop Road - Potshop Road to Trooper Road (which turns into Route 363) - Trooper Road (Route 363) to Egypt Road Boundary revisions that have been implemented over the past few years only impact families new to LPLL. The relatively few LP families whose residences may now fall outside of the revised LPLL boundaries may continue to be part of the Lower Perk family pursuant to Reg. II (d). |
