Tuesday, January 13
Piaa Meeting Minutes November 20th

Carl addressed his last meeting at the banquet @ the TIMBERS. The meal was delicious as always, and if you weren’t there, you missed a good one. The following officers were chosen for next year- President-Tim Snyder: George Gassert-Vice President: John Eder- remained as treasurer: and Ada Greiner-remained as secretary.

Carl announced the following dates for Spring 2009 meetings and Rules Interpretations Meeting. First the Spring dates-March 9, March 13 and March 27. All meetings are @ the Ephrata Middle School @ 7:00. Remember- your six mandatory meetings begin with these dates. The Rules Interpretation Meeting-August 10 @ 7:30. Location to be announced later. This is still mandatory for all referees.

3 of our referees were chosen to participate in the State Final PIAA soccer game. They were Tom Bennett, Tim Snyder and Darrell Bohannon. Congratulations! Also our own Craig Lowry was chosen as PIAA Referee of the Year. Congratulations!

Both Carl and Darrell thanked everyone on a good season. Also, Darrell will remain as the assignor. Starting in Spring, we will have only 84 referees. Please help make Darrell’s job easier by going on the availability of the llassignby.net website and help where you can…Until Spring, I wish you and yours a very lovely holiday season. PIAA Meeting Minutes August 31, 2009

George called the meeting to order and John continued with the rules interpretation.

1. On a PK-clock starts as soon as the ball is in play.

2. Shin guards rule- 2 inches above the ankle. If discovered while game is going on, next stoppage, player must be subbed. No caution.

3. Please check your rule book, pg. 16 for substitution (Art. 2) unlimited substitution if checking in first.

4. Stoppage of play with the trainer on the field –no instruction/coaching from the coaches. Player must leave field and be substituted. If player is unconscious, doctor permission is needed before player can be on the field again.

5. Sub during a PK-that player may not be the kicker.

6. Coach or bench caution-not a substitution opportunity.

7. If a player is disqualified, (red card), team must play short. If a “soft red”, must leave, but may be substituted.

8. Stoppage for communicable disease (blood), player must leave and can be subbed.

9. Yellow card procedure-5 min. sit-out during game time.

10. Lightning procedures-follow guidelines in rule book. Darrell assigned a few games, and the meeting was adjourned @ 8:00. SAVE THE DATE- Banquet @ the TIMBERS-Nov. 19, 09…Drinks @ 6:00 followed by dinner @ 7:00.

PIAA Meeting Minutes September 8, 2009

Tim opened the meeting inviting a discussion/opinion. A few of our officers are going to be attending a meeting this Sunday to discuss options for the busy 2010 season of soccer. Both boys and girls will be moved to the Fall.

Tim is considering the 2 man system-2 games a day, Varsity and JV. This would include a combo fee while PIAA is offering a 3 man system with rotation. Due to lack of officials, it was also recommended that we try to get an announcement to the AD to have people consider being a referee. Most referees agreed that under those circumstances of double games, 3 days a week would be probably enough.

More will be discussed at the next meeting. John continued the meeting with the off-side rule. In your Rule book, Rule 11 goes into detail of the off-side ruling with diagrams illustrating what is and what isn’t off-side. Any part of the head, body or feet is considered in a off-side position. Be careful to see the contact before making the call. Review of this call would be beneficial.

PIAA Meeting Minutes September 14, 2009

Tim opened the meeting discussing the 2 ½ hr. meeting both he and Darrell attended concerning the 2010 season. There is a mock schedule which is being looked at. For ex.-varsity games would be 6 days a week-Mon., Wed., and Fri. boys and Tues., Thurs., and Sat. for girls. It is a possibility of 4 sections with 16 league dates. Another meeting is scheduled in 2 weeks.

A promotion before all nighttime games will be announced advertising for more referees to join our chapter. More than ever, Darrell will need everyone’s cooperation once the format is in place.

FYI- Don Kitchen will also put a plug on Cable 11 for us.

John continued the meeting with a sensitive scenario concerning a referee. It was discussed at the meeting and I feel it does not have to be discussed here. Please be sure when issuing a card-choose the right color for the foul. In the rule book, pg. 54, the article deals with misconduct-Section 8. Also please read the Misconduct Penalty Chart at the bottom of pg. 55. Rule 12-Section 8 continues with play rulings. John concluded his segment with the Coaches Code of Ethics. If you have a delicate situation with a coach, please send an email to John with a copy to Darrell.

A possibility of a job fair was discussed with a table and 2 volunteers to man it, encouraging more people to become referees. This will be looked into further.

Darrell re-assigned a few games-FYI McCaskey has no JV team. Meeting was adjourned @ 7:50. Next meeting-Mon. Sept. 21st.
