A Division
The top 10 teams as determined by last year's standings and the consensus of the managers at the spring meeting.
They play all of their games in Breslau.

B Division
The next 6 teams as determined by last year's standings and the consensus of the managers at the spring meeting.
They play their games in New Dundee, Heidelberg and St. Jacobs.

C Division
The next 6 teams as determined by last year's standings and the consensus of the managers at the spring meeting.
They play all of their games in Petersburg.
