How to put your game results in the Newspaper:

·        Announcement:  It is up to the HOME TEAM to put the GAME RESULTS IN THE NEWSPAPER.  It is a really important to put the game scores / information in the newspaper so our girls get there well deserved recognition.  HOW TO PUT YOUR GAME SCORES IN THE NEWSPAPER: 

 

WEBSITE:  sports@timesshamrock.com.  First list the Winning Picture’s Name and put (in  parenthesis if the picture has any of the following: 10 K’s or more; no hitter; or 1 hitter.  If the both pitchers from each team gets over 10 K’s list both pitchers by name with winning pitcher first and again put in parenthesis the above information;  Also list anyone who gets a double, triple or home run.  Then list any girls who get more than 1 hit.  This is a nice way to get the girls some recognition and this is something that should be done by all home teams.

2013 JUNIOR PETUNIA LEAGUE BY-LAWS 

Last Amended: 2/19/12

 

1)        ALL PLAYERS ARE TO BE OF THE FEMALE GENDER. NO BOYS ARE

ELIGIBLE TO PLAY.

 

2)        LEAGUE RULES AND BY-LAWS ARE TO BE READ ONCE AND VOTED ON

FOR APPROVAL BY THE COMMISSIONERS PRIOR TO THE SEASON.

 

3)        ALL ISSUES WHICH REQUIRE A VOTE WILL PASS ON A MAJORITY OF THE

VOTING MEMBERS PRESENT AT THAT VOTE.

 

4)        THERE WILL BE NO ABSENTEE VOTES ACCEPTED FOR ANY ISSUE
            REQUIRING A VOTE.

  

5)        EACH ORGANIZATION WILL RECEIVE ONE VOTE BY THE COMMISSIONER

OF THAT ORGANIZATION ON ANY ISSUE IN THE LEAGUE. IF THE

COMMISSIONER IS NOT PRESENT, A REPRESENTATIVE MAY VOTE.

  

6)        EACH ORGANIZATION WILL PROVIDE A LIST OF MANAGERS, COACHES,

LEAGUE PRESIDENT, VICE PRESIDENT AND COMMISSIONER FOR THE RECORD. THUS ALLOWING VOTING TO TAKE PLACE VIA A SIGN IN.

  

7)        THE LEAGUE WILL SET AGE RESTRICTIONS PRIOR TO THE SEASON VIA

A VOTE. THE PLAYER CURRENTLY MAY NOT TURN 11 YEARS OF AGE

BEFORE JAN. 1ST. THE LEAGUE HAS NOT SET A MINIMUM STARTING AGE AND LEAVES THIS TO THE DISCRETION OF EACH INDIVIDUAL ORGANIZATION.

 

8)        THE LEAGUE WILL REQUIRE THAT EACH TEAM INSURE ITSELF AND

PROVIDE A CERTIFICATE OF INSURANCE AND PROOF OF ASA

REGISTRATION AT A PREDETERMINED DATE APPROVED BY THE BODY.

 

9)        EACH TEAM WILL BE RESPONSIBLE TO PAY AN ENTRY FEE OF AN

AMOUNT PREDETERMINED BY THE BODY BY A SPECIFIC DATE. BEGINNING IN 2003 THE FEE WILL BE DETERMINED BY THE TOTAL COST. 1st PLACE TEAM WILL RECEIVE 300 DOLLARS AND THE 2ND PLACE TEAM WILL RECEIVE 200 DOLLARS.  ADDITIONAL PRIZE MONEY CAN BE PAID AT THE DISCRETION OF THE BOARD WITH THE INTENTION OF USING THE MAJORITY OF THE REMAINING MONEY AVAILABLE TO THE LEAGUE AT THAT TIME.

 

THE FEE FOR 2012 HAS BEEN SET AT $65.00 PER TEAM, WHICH INCLUDES THE $25.00 NON-REFUNDABLE VALLEY CLASSIC TOURNAMENT FEE. THE VALLEY JR PETUNIA LEAGUE WILL FORWARD ALL TOURNEY MONIES COLLECTED TO THE TOURNEY HOST AT THE END OF THE REGULAR SEASON.  PLEASE NOTE THAT ASA REGISTRATION FEES ARE NOT INCLUDED  AND MUST BE PROVIDED FOR SEPARATELY BY EACH LEAGUE.

 

10)      THE LEAGUE WILL BE RUN BY A COMMISSION CONSISTING OF A

COMMISSIONER FROM EACH OF THE PARTICIPATING 15

ORGANIZATIONS.

 

11)      THE FOLLOWING OFFICES ARE TO BE FILLED PRIOR TO THE SEASON

STARTING: President, Secretary, and Treasurer.

 

12)      THE LEAGUE SCHEDULE WILL BE PREPARED BY THE LEAGUE

COMMISSION PRIOR TO THE START OF THE SEASON. EVERY EFFORT WILL BE MADE TO MAKE SURE THAT HOME AND AWAY GAMES ARE AS EQUAL IN NUMBER FOR EACH TEAM AS POSSIBLE.

 

13)       EACH ORGANIZATION IS REQUIRED TO RUN THE “VALLEY CLASSIC

TOURNAMENT” AT THE SEASON’S END USING THE FOLLOWING GUIDELINES:

 

a.        The roster for each team is the one used for the entire season and is approved

by the commission. This is not an all-star tournament.

No player may be willfully excluded from playing or the team will

           be disqualified.

  

b.         The host organization will provide the following as a minimum requirement:

                                    *          Champs-team trophy and individual trophies

                                    *          Runners up- team trophy and individual medals

                                    *          3rd Place-team trophy

 

c.        The tournament cost is solely the responsibility of the host organization.  The

league has no financial obligation to this tournament.

 

d.        Newspaper coverage of the event is the responsibility of the host

           organization using the official name of the tournament…….

           Valley Classic Tournament and the chronological year that it is

           played. i.e.  4TH ANNUAL VALLEY CLASSIC etc.

           2012 will be the 21st Annual Valley Classic.                              

                                       

e.        2 umps are to be used for the tournament championship game.

ASA UMPS must preside.   All umps will be paid by the host organization.

 

14)      THE VALLEY CLASSIC TOURNAMENT IS MOVED YEARLY TO A NEW         

            HOST FIELD PREDETERMINED BY AN ORGANIZATION ENTRY INTO

THE LEAGUE. IF A NEW ORGANIZATION SHOULD BE ALLOWED ENTRY, THAT ORGANIZATION WOULD HAVE TO WAIT UNTIL THE FULL CYCLE OF ORGANIZATIONS HAS HOSTED THE EVENT PRIOR TO THEIR HOSTING THE EVENT.

 

14a)     LIST OF TOURNAMENT ELIGIBILITY:  6/25/2012 – 7/1/2012

EXPECTED TO HOST THE TOURNAMENT.  IF MORE THAN ONE TEAM IS ACCEPTED INTO THE LEAGUE IN ANY GIVEN YEAR, A COIN TOSS WILL DETERMINE WHO WILL HOST FIRST.

 

15)      THE VALLEY CLASSIC IS A DOUBLE ELIMINATION TOURNAMENT

WITH THE SAME RULES THAT APPLY DURING THE SEASON WITH NO EXCEPTIONS OTHER THAN INDIVIDUAL FIELD GROUND RULES.

 

16)      A CHILD MAY NOT CHANGE TEAMS AFTER THE FIRST GAME OF THE

YEAR IS COMPLETED WITH THE EXCEPTION OF THE FOLLOWING:

 

16a)  A CHILD MOVES TO A NEW TOWN DURING THE SEASON AND

         HAS NOTIFIED THE ORGANIZATION THAT SHE HAS LEFT AND

         INTENDS TO PLAY SOMEWHERE ELSE.

 

16b)  THE COMMISSION OF THE LEAGUE IS NOTIFIED OF THE ROSTER

         CHANGE PRIOR TO THIS GIRL PLAYING HER FIRST GAME FOR

         THE NEW TEAM/TOWN AND MEETS THE APPROVAL OF THE

         COMMISSION. (In the event of a problem the commission will check to

         See if all is conducted properly before calling for a review and vote on the situation

         by the 12 member commission to resolve the situation).

 

17)   ROSTER ADDITIONS ARE ACCEPTABLE DURING THE YEAR WHEN

        THE FOLLOWING APPLIES:

      

17a)  THE GIRL HAS NOT PLAYED FOR ANY OTHER TEAM DURING

         THE SEASON.

 

17b)  SHE MEETS THE AGE RESTRICTIONS

 

17c)    THE COMMISSION HAS APPROVED OF THIS ADDITION PRIOR TO

HER PLAYING HER 1ST GAME.

 

18)      A CHECKING ACCOUNT WILL BE OPENED UNDER THE NAME OF THE

“VALLEY JR PETUNIA LEAGUE” AND ALL CHECKS WILL REQUIRE 2 SIGNATURES FROM THE EXECUTIVE BOARD.

 

19)      ALL UNIFORM JERSEYS WORN BY THE PLAYERS MUST HAVE A

           NUMBER ON THE BACK TO IDENTIFY THEMSELVES ON THE TEAM

           ROSTER.  THERE SHOULD NOT BE ANY DOUBLE NUMBERS ON ANY

           INDIVIDUAL ROSTER TO AVOID CONFUSION (score keeping).

The FIRST INITIAL, LAST NAME and NUMBER of all players must be put in the Play Books” from here forward beginning with the playoffs. 

 

20)      EACH TEAM IS REQUIRED TO CARRY AN EXTRA JERSEY TO EACH

           GAME IN ORDER TO COMPLY WITH THE ASA BLOOD RULE, IN

           1994. THIS JERSEY DOES NOT HAVE TO BE NUMBERED.

 

21)      A FORFEIT WILL REQUIRE THAT THE FORFEITING TEAM OR                   

ORGANIZATION PAY THE UMPIRES FOR THAT CONTEST A LOSS WILL BE RECORDED FOR THE FORFEITING TEAM AND THE OPPOSING TEAM GIVEN A VICTORY.

(Numerous forfeits by the same team in a season will require a special meeting of The body called by the COMMISSION to determine what action will be taken.)

 

22)      THE LEAGUE WILL CONSIST OF 13 ORGANIZATIONS AND

SCHEDULE ACCORDINGLY TO THE NUMBER OF TEAMS.

THE COMMISSION MUST APPROVE ANY ADDITIONAL ORGANIZATIONS.

29)      Tiebreaker for playoff positions:  The 2nd or 3rd tiebreaker will only be used if it remains tied from the previous tiebreaker or the teams did not play

 

1st tiebreaker:  Head to head

2nd:  Record against other playoff teams based on percentage.  If a team is 4-1 against other playoff teams then their percentage would be .800 (4/5).

3rd: flip of coin or if 3 teams remain tied then draw numbers.

2013 10-U Valley Junior Petunia League Rules:



2013 JUNIOR PETUNIA LEAGUE RULES 

Last Amended: 2/19/12

 
  1. Age restrictions are:  a player may play if she is 6 yrs. of age as long as her 7th birthday is within the calendar year.  If a child turns 11 after the cutoff date of Jan. 1st they can still play at this level.  Players must be girls only and play on only one level.  SEE RULE #33 FOR ADDITIONAL INFORMATION.
 
  1. No infield fly rule, no bunting, and no stealing at any time.  No throwing the bat.  Only one warning per team.  If after first warning that team throws the bat, the player will be called out.
 
  1. A Runner must hold the base until the batter makes contact.  If a runner should leave prior to contact each team will receive a warning from umpire.  If another runner from the same team that has already received a warning leaves the base prior to contact, that runner will be called out.
 
  1. A batter hit by a pitch may not advance to first base unless an attempt has been made by the batter to move out of the way of that pitch.  If a batter or batters are hit two times by a pitcher in one inning, the pitcher will be relieved from pitching for the rest of that inning and the next inning.  A pitcher will not be penalized with a hit by the pitch if the batter makes no effort to move out of the way. This rule is at the discretion of the umpire.
 
  1. No intentional walks are allowed.
 
  1. Five runs per inning maximum for the first four innings.  The fifth inning won’t have run restrictions.  After 4 innings if a team is losing by 15 runs, game is called.
 
  1. Instant time out for any injured player with IMMEDIATE stoppage of play.  Umpires will place base runners accordingly.
 
  1. Coaches cannot assist base runners to advance to another base by pushing, picking up, attempting to help runner (physically) gain that base.  The runner will be called out if a coach should assist runner while ball is ruled in play.
 
  1. Any Player is allowed to re-enter the game at anytime.  Courtesy runner allowed for catcher or any injured player.
 
  1.  No appeals of an umpire call will be heard unless it’s a total disregard of league rules.
 
  1. Every player on the roster is required to play two innings on the field defensively with 5 innings of play.
 
  1. Teams must have at least 8 players available at the beginning of the game in order to play with the exception of an injury during the game then 7 players.  SEE RULE #19 FOR ADDITIONAL INFORMATION.
 
  1. All catchers must wear protective gear in order to play.  MASK, HELMET, CHEST PROTECTOR, SHIN GUARDS AND THROAT PROTECTOR ARE REQUIRED.
 
  1. Tagging up of runners on base is permissible on a fair or foul ball (according to ground rules of individual fields).  A dead ball may not record an out or advance a runner.  SEE RULE #30 FOR ADDITIONAL INFORMATION.
 
  1. A regulation game consists of 4 innings; if home team is winning 3 ½ innings.  If conditions do not allow completion of 5 inning contest.  In case of a weather-shortened contest or for any other reason, the game must be resumed from where it was stopped.  It will be the responsibility of the coaches to record the innings, number of outs, count on the batter score and the runners on base.  HAVE OPPOSING TEAMS’ COACH SIGN HIS/HER BOOK VERIFYING THIS INFORMATION IS CORRECT, AND RESCHEDULE THE GAME(S).
 
  1. Each team will be required to exchange line-ups prior to the start of a game, keep score and compare score at the conclusion of each half inning. 

Suggestion:  let the umpire be aware of score (s) to avoid any discrepancies.

Scorekeeper must be a responsible person.

FIRST Name, Last Name and the Number of the Player must be provided by each team prior to the onset of the game.      
  1. Starting time is decided by the schedule home team.
 
  1. If your game is moved to a different filed for any reason, you will remain as the home team to comply with the schedule.  Game time will be determined by the newly assigned field’s team in this situation.  THE HOME TEAM IS STILL RESPONSIBLE FOR THE UMPIRE AND GAME BALLS.
 
  1. A team’s roster will play a minimum of 8 players (7 only due to injury) on the filed defensively.  This may include a short fielder.  The short fielder must be physically in the outfield until the ball is hit.  Thus, the additional infielder may not position themselves on the field in front of second base and must wait until the ball has been hit prior to entering the infield.  A BALL WILL BE CALLED WHEN A FIELDER VIOLATES RULE #19.
 
  1. If ASA umpires are unavailable for any game, umpires may be used at the discretion of the home team and all rules should be reviewed prior to the start of the game in the home plate meeting.  SEE RULE #29 FOR ADDITIONAL INFORMATION.
 
  1. The batting order shall consist of the entire team present at the game and they will continue to bat in this order to game end.  If a player is not present at the start of the game, she must become the last batter if her turn has passed.(If she is the 7th batter and she has not arrived for her turn at bat, she must become the last batter)
 
  1. An 11” ASA approved softball is official and no other ball will be allowed.
 
  1. The home team will be responsible to provide a new ball and suitable second ball for the umpires’ inspection to start of play.
 
  1. Little league bats will be acceptable in league play up to size 28”.  All other bats will be softball approved and may not exceed a 2 ¼” barrel.
 
  1. Entry fee of $65.00 per team is due by March 11, 2012 of the season.  $40 registration and $25 end of season tournament fee(non refundable).
 
  1. Advance to next base:  Control of ball within 16 ft. diameter surrounding pitcher rubber may not advance runners, but he/she must return to prior base held.  SEE RULE #30 FOR ADDITIONAL INFORMATION.
 
  • Pitchers mound is 35 ft. from back of plate for 9,10 & 11 year olds.  Pitcher must have at least one foot on the rubber when pitching.  Windmill pitching is allowed.  Modified and slingshot pitching is allowed.  There is a 16 ft. diameter on the pitcher’s mound with the center of the circle being at 35 feet.  All pitchers must Pitch from 35 feet.  All pitchers must wear a face mask when pitching to be provided by the player’s league.  All windmill pitchers pitch from 35 ft.
 ·        ALL PITCHERS MUST PITCH FROM 35 FEET   ·        ALL PITCHERS MUST WEAR A FACE MASK  
  1. Length of bases to first, second, and third is 60 ft.  Dashes between first, second and third are at 30 ft.
 
  1. Umpires must be at least 15 yrs. of age.
 
  1. A mandatory mark will be placed to designate the mid point of base paths.  A slash mark at 30 ft. from bases 1 to 2, bases 2 to 3, and base 3 to home plate.  And a 16 ft circle around the pitchers rubber.  WHEN A GIRL HAS COMPLETE CONTROL OF THE BALL IN CIRCLE, THE LIVE BALL BECOMES DEAD AND IF AT INSTANT OF CONTROL, RUNNER IS PAST THE SLASH MARK, SHE IS AWARDED TO PROCEED TO THE NEXT BASE.  IF THE RUNNER IS NOT PAST THE SLASH MARK, SHE MUST RETURN TO THE PREVIOUS BASE.
 
  1. Every Team must have a FIRST AID KIT and also must have AT LEAST 5 HELMETS WITH STRAPS AND FULL FACE-MASKS ARE REQUIRED.

 

  1. Tie breaker rules.  1st tiebreaker:  Head to Head,  2nd:  Record against other playoff teams based on percentage.  If a team is 4-1 against other playoff teams then their percentage would be .800 (4/5)  3rd:  Flip of a coin or if three teams remain tied then draw straws.  The 2nd and 3rd tiebreaker  will only be used if it remains tied from the previous tiebreaker or the teams did not play.
 
  1. You may use a Rookie or T-ball player ONLY AS AN ALTERNATE for Junior Petunia League.  There is no limit on the number of games the player can be used as an alternate (only if needed so the game will not be called as forfeit)  All information must be in writing and presented to the coaches within the Jr. Petunia League to have on record for future reference.
 
  1. The conduct of coaches will be kept professional and in an adult manner.  Verbal and physical abuse, embarrassing of any person(s) (ex. Coaches, umpires, patrons and players, etc) will not be tolerated.  Coaches should also remind their parents before the season begins to control themselves during the games and to conduct themselves in an appropriate manner. 
 
  1. Roster must be handed in before start of season.  All coaches must turn in their main roster to include a listing of their alternate rookie/t-ball players that they may call up should they be short players.
 
  1. There is to be no use of tobacco by a coach or any assistant on the field of play or in the dugout. There is a 4 coach limit allowed on the field, 2 in the dugout and two in the field of play.
 
  1. If a batter is hit by a pitch while swinging and unable to continue play, the last player called out will replace the batter.  The pitch count remains the same on the second batter and the batting line-up continues as indicated on the roster. 
 
  1. Sliding is allowed but not mandatory.
 
  1. There is a 4 ball/3 strike count in effect.
 39.  No Organization is allowed to put together an “All Star Team” for this wreck league.  Meaning, no pulling girls from outside your general area to form an “All Star Team”.    40.  The Coach who is backing up the catcher CANNOT coach the girls from that position (They must remain silent).      41.  If a game is still a tie score, by the 7th Inning, the International Tie Breaker Rule goes into effect.  A runner is placed on 2nd base to start off all additional innings until tie is broken.

Go About 1/2 mile and take the first left (Lions Road). Follow it straight up to the field.  If you go 380 to 84, get off of the Mount Cobb exit. Take a left. Go to the light and turn right onto RTE 348 (Mount Cobb Road). Go About 1/2 mile and take the first left (Lions Road). Follow it straight up to the field.  If you go 380 get off of the Elmhurst exit (RTE 435) . Follow 435 a few miles until you see the first left (348- Mount Cobb Road). Follow 348 to the light. Go straight through the light. Go About 1/2 mile and take the first left (Lions Road). Take a left on Barnard and follow until you see the field on right.From Interstate 84/380:Take Interstate 84/380 to the Tigue St. exit 1.  At the bottom of the ramp take a left and proceed to Intersection (Drinker St.) Go right and continue on Drinker across bridge and follow to Barnard St. (Salute’s Bar is on the opposite corner).  Go right and proceed about 4 black until you see the field on right. Minooka:

From 81 if you get off the Davis Street Exit and follow Davis Street  TO CVS DRUG STORE where you have the 2 lights.
