YOUTH COACHES AND UMPIRES
Little League Baseball and Softball has issued a statement regarding the use of youth coaches and umpires for all levels of play. This statement can be downloaded from the miscellaneous section in the handouts. All leagues should be aware of and follow these procedures for the up-coming season
2010 VOLUNTEER APPLICATION
The 2010 Volunteer Application ( one requiring social security number and one that does not) can be downloaded from the handout section of this website. When completing this application, you must include your social security number for any umpire recommendation for regional and World Series assignment. If your league or district does not require you to furnish your social security number, then the ap[lication without the number can be used. All volunteers must complete one or the other form

AGE CHARTS-2010
The 2010 age charts for both baseball and softball can be downloaded from the handout section.
STATE BOUND
In it's first year of existance, District 20 is going to the State Tournament in Big League Baseball. This tournament will start Saturday, July 11 in Oglesby. It is a 4 team tournament with District 20 going up against District 15 in the opening game. The winner of the tournament will advance to the Regional tournament in Wyaoming, Michigan.

DISTRICT 20 INTERLEAGUE INFORMATION
In the handout section, you are able to download a copy of the interleague rule highlites and the interleague pitching affidavit for the 2009 season.
IMPORTANT DATES
In order for a Little League program to be eligible to enter a team or teams into the International tournament the following must be accomplished no later than June 9, 2009
1.) The league must be chartered in the division(s) for which it wishes to enter a tournament no later than June 9
2.) The league must have scheduled and played, at a minimum, a 12 game (per team) regular season exclusive of playoffs and tournament games for each division entering tournament play. See Reg. VII (a)
3.) All waiver requests (for the league, team, player, manger, and/or coach) of any kind must be submitted and approved no later than June 9
4.) All regular season rosters must be submitted to Little League in accordance with the requirements outlined in Reg. IV (g) no later then June 9
5.) Team number revisions and fees incurred by the league must be paid in full by June 9. This excludes current year tournament fees.
6.) All combined team and interleague play requests that may involve tournament play must be submitted and approved not later than June 9
Leagues must elect to obtain accident and general liability insurance through Little League or provide proof of coverage by June 9
The deadline to complete your tournament enrollment and background screening confirmation form is June 13. Leagues that elect not to participate in tournament play, must fill out this form to confirm that mandatory background screening was accomplished.

LOCAL RULES
Your league's local rules, ground rules and bylaws are developed, maintained and approved annually by the Board of Directors and are not considered part of the Constitution. NONE of the local rules should conflict with Little League Rules, Regulations and Procedures.
12 YEAR OLD WAIVER FOR MINOR DIVISION
A new form has been developed by Little League that can be used by leagues requesting a waiver to place a 12 year old in the Minor Division. You can download this form from the handout section of this webiste.

REGULATION V.1
The new Regulation V.1 reads:
The selection of players for the various teams within a league shall be in complaince with the Little League Draft Selection System as detailed in the Operating Manual. NOTE: All candidates who are league age twelve (12) must be drafted to a Little League Major Division team, or to a Junior League team. Exceptions can only be made with written approval from the District Administrator, and only if approved at the local league level by the Board of Directors and the parent of the candidate.
The purpose of this new regulation is to ensure that local leagues are using the Minor Division as a training ground, and not keeping capable 12-year-olds from "moving up"

HEADS UP NOTICE
Youth sports will be under the microscope of the IRS in the near future in regards to violation of employment tax rules. Make sure your league can justify any paid personnel being an independent contractor and not an employee. Agents will be looking at how much control the assocations have over their work schedules, equipment used, etc.

LEAGUE BOUNDARY CHANGES
If your league is considering a change in their boundaries, you need to contact the District Administrator and check Regulation II (a) and II (b). The District Administrator will contact Regional Headquarters as needed.
Any changes must be reviewed and approved by the District Administrator who in return send the revised map (s) and written boundary description to the Regional Headquaeters to be placed in the league's file
