HUMBLE BASS CLUB BY-LAWS
1) Requirements for Membership: A potential member must be sponsored by two (2) members in good standing of this club and approved by a majority of the members present at the meeting or tournament.
2) The Initiation fee shall be Sixty-two dollars ($62), which shall entitle the new member to membership in the State Federation HBC is affiliated with, a club cap, and the first month’s dues. (NOTE: FOR THE YEAR Beginning JANUARY 1, 2009 FORWARD, HUMBLE BASS CLUB WILL BE AFFILIATED WITH TBF [FLW])
3) Monthly dues shall be ten dollars ($10).
4) Members who’s due become delinquent by two (2) months shall be ineligible for club tournament competition. Members who are three (3) months in arrears shall be dropped from the club.
5) Rejoining the club after being dropped or after resigning from the club shall pay the amount of the initiation fee. Re-joining the club will be permitted only one time except under mitigating circumstances which may be considered by the executive committee.
6) A “Leave of Absence” may be granted by the President when appropriate. This action shall be written into the minutes of the club. The leave of Absence must be presented to the President in writing or by E-Mail. Any member requ3esting a leave of absence shall be current with his dues at the time of such request.
7) Only one leave of absence can be granted per individual. If additional leaves are taken, the individual must rejoin as a new member.
8) The club meeting will normally be held on the second (2nd) Monday of the month at the designated meeting place, and will be called to order at 7:00 PM. The monthly tournament will normally be held the following weekend. Exceptions are at the discretion of the President or Tournament Director/Committee.
9) The club membership shall not exceed fifty (50 Members. This is so stated by the state of Texas Charter granted to the Humble Bass Club.
10) The nomination of officers shall take place in November, with election in December. Those being elected assume office in January.
11) The slate of officers of the Humble Bass Club shall consiste of President, Vice-president/Treasurer, Secretary, Master at Arms, Tournament Director, Assistant Tournament Director, and Historian. This slate of officers, along with the immediate Past President, shall constitute the Executive Committee, This Committee shall perform duties as outlined in these by-laws and those assigned by the President.
12) The duties of the elected officers shall be as outlined in Roberts Rules of Order and/or as noted in the club By-Laws. Any officer who does not or cannot perform the duties of his office may be recalled by action of the Executive Committee. This action must be approved by 2/3 vote of the members presesent at the appropriate meeting. Should this action occur, the office is to be filled at the first opportunity in accordance with By-Law # 13.
13) Upon resignation or recall of an elected officer of the club, the club shall nominate and elect a replacement at the earliest meeting after the resignation or recall
14) Any member who displays poor sportsmanship or Public Drunkeness will representing the club, or violates the Texas parks and Wildlif Laws will be Disqualifed from the Tournament Competition and may be dropped from the club by action of the Executive Committee.
15) Any member who feels that another member has violated the By-Laws or Tournament Rules shall present his cate to the Executive committee either verbally, or in writing. The Executive Committee shall in closed session, etermine what action will be taken after hearing both party’s concerns.
16) There will be an audit of the Club’s financial records every six months, preferably mid-year and year-end.
17) To amend the By-Laws or Tournament Rules, written amendments must be submitted to an officer of the club at the November meeting, where they will be read to the membership. They will be read again and voted on at the December meeting and if seconded and approved by 2/3 majority of those present, the changes will be effective on January 1 of the following year.
