BCSA Spring League Updates

Please read the entire message below from BCSA on the spring league updates.

Subject: To All BCSA Member Club Contacts

All-

I wanted to bring you up to date on some changes that the Board of Directors have adopted for the next season.

First, for those of you from EASTERN NEW YORK CLUBS: We are nearing a final arrangement with Eastern New York that will, in effect, have ENY recognize our club as a member league in Eastern New York. THIS DOES NOT CHANGE OUR AFFILIATION WITH WESTERN NEW YORK and details are still being worked out so I cannot answer any specific questions as yet about Permission to Travel, Costs, etc. I CAN TELL YOU THAT THE $200 fee that you were going to have to pay ENY to play in BCSA is within weeks of being removed. You may have to pay a little bit more ($5 per team) to BCSA so that we can shoulder the charge, but it will not be anything like what was being announced. I will get you details about the arrangement as soon as they are finalized. There are negotiations happening as I write this.

Now for the league changes that will effect everyone:

UNDER 10:
As you are aware, BCSA is prevented from sponsoring any competitive matches at the Under 10 level by our relationship with NYSWYSA.
Because of the size of our league and the geographical area that it covers, the fact that the games are only 25 minutes long, our economy is not exactly strong at the moment and the price of gas is extremely volatile; the Board Of Directors has reaffirmed our policy that ALL UNDER 10 DIVISIONS WILL BE REGIONALIZED AS MUCH AS POSSIBLE. With that in mind, please set up as MANY TEAMS AS YOU CAN POSSIBLY PUT TOGETHER in these age groups (U10B, U10G). Realize that it is entirely possible that one team could be much stronger than another. Be certain that your coaches work with the opposing coaches to deal with that in some way. EVERYTHING IS POSSIBLE AND ALLOWABLE because at under 10, our league IS recreational.

To help our clubs cope with this over the next few years we have adopted a policy change AND we have double checked the legality with NYSW the following rostering policies with the NYSW State Registrar and he agrees that what I am about to tell you is completely legal and appropriate for our league.

  1. For the 2009 season and beyond, all Under 10 rosters are open, no maximum limit to the number of players that can be rostered.
  2. Only the first 11 players at any game will be allowed to check into the match (which will still be played 6v6). This is up to someone in your club to manage.
  3. Your club registrar can do either of the following to provide rosters for your coaches:
    1. Put all of the kids registered in that age group with the club on one roster (which will not print out with the appropriate seal) and SIGN THE ROSTER IN INK. Provide multiple copies of that roster to all of your U10 coaches.
    2. Divide the kids into multiple legally sized teams which will allow the roster to print out with the seal, and give ALL COACHES MULTIPLE COPIES OF ALL ROSTERS.

As long as the player is listed on any legal roster which is in the possession of the coach, they will be allowed to participate IF they are one of the first 11 to check into the match. (This has now been officially adopted into our policies.)

These changes mean that when you have your master list of kids, and say you have 32 players, you can enter 3,4 or 5 teams (5 preferred!) and likely have enough players to participate in every match since the rosters are open, and you need only 6 players on the field. We will endeavor to help your coaches that are doing multiple teams keep their sanity-but they SHOULD HAVE BACKUPS just in case!

The only goal here is PARTICIPATION and FUN FOR THE PLAYERS. Teach the players how to play 1v1 and 2v2. No club should be turning away ANY PLAYERS.

  1. Please take into account that it is very likely that you may end up playing other teams within your own club.
  2. Please realize that we will, as much as possible, try to avoid #1 in BUT NOT AT THE COST OF HAVING TEAMS TRAVEL MORE THAN 45 minutes.
  3. OUR GOAL IS THAT ALL UNDER 10 DIVISIONS WILL, OVER TIME, BE SET UP SO THAT NOBODY TRAVELS LONGER THAN THE LENGTH OF THE GAME BOTH WAYS.

We cannot do that unless you, as a club, put as many teams into the league as you possibly can.
This rostering policy will allow you the maximum flexibility to work within our guidelines.

ENTERING TEAMS INTO THE LEAGUE AND FIELD AVAILABILITY SUBMISSION:
The forms that are currently on the website are NO LONGER VALID. DO NOT USE THEM. If you wish to download and make a copy for internal use within your club, they will remain posted for another 2 weeks; after that they will be removed.
We will be using a form similar to the game reporting form to enter teams into the league online and every two weeks or so until the last date to withdraw, all team entries received will be forwarded to each club contact to verify that indeed, that team does exist and that the club will take responsibility for those teams. I will forward to this list, the private address that you will be using to enter teams within a week or so. IT IS UP TO EACH CLUB TO DECIDE WHETHER TO PUBLISH THAT ADDRESS TO YOUR COACHES, OR TO ENTER THE TEAMS CENTRALLY. You should give STRONG CONSIDERATION to entering the teams centrally. Field availability will also be done in a similar way so do not use the forms currently posted.

Just prior to the last date of withdrawal (around Feb 1) I will require that EVERY CLUB VERIFY THAT LIST. If you do not verify, your teams are out of the league.

INFORMATIONAL:

Dates for Spring League 2009:
For guaranteed admission into the league, teams must be registered with BCSA by JANUARY 15, 2009
Last date to withdraw a team without penalty AND last date to submit field availability is FEBRUARY 14, 2009
Coaches mandatory meeting will be MARCH 19, 2009
First day that games may be played will be APRIL 18, 2009
All games must be complete by JULY 1, 2009.

Special thanks to those who were at the tourney the entire weekend with myself and Lori.

Injury Reporting

If a child is injured, please report it to the coach and he'll report it to Hiawatha (tdempski@stny.rr.com). If the child requires a visit to a doctor's and an injury is diagnosed, follow up with the details. Please read on about the details of the NYSWYSA insurance.

In addition if it occurred during 

       (you may not know the extent of the injury at the time, but please notify the appropriate personnel at the time of the injury)

                a tournament, the coach should notify the tournament director. 

                an indoor league game, the coach should notify the facility 

                a BCSA league game, the coach should make note of it in 

                               U12 and above : the "other comments" section of the website report for U12 and above 

                               U10 and below : to tdempski@stny.rr.com and I'll notify the BCSA.      

                at a practice, notify Hiawatha and/or facility depending on the cause of the injury.

Remember: ALL COACHES MUST HAVE THEIR MEDICAL Release forms with them at ALL TIMES when with the players so a player may be treated at the time of injury by EMTs even if their parents are not present.                        

Note: Hiawatha is under the Insurance charter of NYSWYSA and injuries/insurance is first covered by the families insurance. If there is a situation that requires the additional insurance through NYSWYSA, we need a record of the injury. The claim will need to be submitted within 30 days of the injury.
