NHWOA CONSTITUTION (Amended March 1997)
ARTICLE I
NAME
The name of this organization is: New Hampshire Wrestling Officials Association; aka NHWOA.
ARTICLE II
OBJECTIVES
The objective and services of this association are:
1. to furnish current National Federation rule book to all members.
2. to offer commentary on rule changes and interpretations at scheduled clinics for officials and coaches.
3. to recruit and test prospective officials.
4. to provide a roster of certified officials for distribution to athletic directors and coaches.
5. in the event of a written protest by a NHIAA member school, to assist in the final decision by providing official interpretations as defined by the National Federation Rules Committee.
ARTICLE III
MEMBERSHIP CLASSIFICATIONS
There shall be three classifications of membership:
1. ACTIVE MEMBERS: certified officials who have passed the Home/Book Exam, paid membership dues and have attended the required interpretation clinics. Each member shall have the privilege of one vote on all matters pertaining to the business of the association.
2. INACTIVE MEMBERS: individuals who wish to receive any and all communications pertaining to the activities and functions of the association. They are not required to attend the annual meeting or interpretation clinic, or to take the Home/Book Exam. Inactive members shall not have any voting privileges on association business.
3. SUSPENDED MEMBERS: any active member who fails to comply with any of the following:
a. Complete the availability forms for the Commissioner by the requested date.
b. Pay any fines or dues assessed by the Association.
c. Conduct themselves at all times in a manner consistent with the "Officials Code of Ethics" as found in the National Federation Officials Manual.
OR,
d. Conducts themselves in a manner deemed to be inappropriate for a NHWOA Member by the Executive Board.
Any SUSPENDED MEMBER may appear before the Executive Board to petition for re-instatement for ACTIVE status.
ARTICLE IV
MEMBERSHIP: Eligibility and Application
Procedure
1. All prospective candidates for membership must have a minimum two (2) years of experience as a competitive wrestler, coach or certified official from a recognized officals association.
2. Applications for membership must be submitted to the Executive Board.
3. Prospective candidates must pass a written exam on the current National Federation Rules of Wrestling. The exam will be offered at the time and site of the Pre-Season Rules Interpretation and Mechanics Clinic usually held in early November.
Any prospective candidate who fails to pass Part I of the exam shall be eligible to take a re-test at the Third Interpretation Meeting (usually held in February). Prior to the re-test, this candidate shall be eligibile to officiate Sub-Varsity matches provided a certified NHWOA member is in attendance.
Any prospective candidate who passes Part I of the exam shall be able to take the Practical Exam under the observance of the Vice President or other Association members designated by the Vice President. Satisfactory completion of the Practical Exam shall enable the candidate to receive match assignments (Varsity and Sub-Varsity) from the Commissioner.
4. Transfers: individuals wishing to transfer into this association from another recognized wrestling officials organization must submit an application form along with a letter from an Officer of the previous association which states the applicant's qualifications and experience. Each application will be considered on its own merit. The Executive Board shall decide if the applicant must take an examination for final acceptance.
ARTICLE V
EXAMINATION/TESTING PROCEDURES
1. The Executive Board will be responsible for all aspects of testing within the association; the Vice President shall be designated to administer, grade and organize the written exams and practical exams.
2. The exact details for testing new members and transfers is left to the Executive Board.
3. An examination fee will be assessed. This fee will include the annual membership dues and examination fee. Failure of the applicant to meet admission standards of the association shall mean forfeiture of the fee.
ARTICLE VI
MEMBERSHIP OBLIGATIONS
1. DUES: The membership dues shall be annually established by the Executive Board. Dues must be paid on or before June 1 of the year. Failure to pay by the due date will result in a $5.00 late payment fee. Dues shall not exceed the amount of the upcoming season's dual meet fee (public school).
2. ARREARS: any member who fails to pay his dues by June 1 will be considered a Suspended Member; to be reinstated the individual must reapply for membership as if he were a new candidate.
3. HOME/BOOK EXAM: Each year active members must take an "open book/take home" exam based upon the current National Federation Rule Book. Failure to complete and return the exam by the established due date, or receiving a grade of less than 90 will result in removal of the individual's name from the roster and forfeiture of any dues and fees paid.
4. ANNUAL MEETING: The annual meeting of the association shall be held prior to the pre-season Rules Interpretation Clinic, usually the third week of November. Attendance at the meeting is mandatory. This meeting is designated as a "business meeting", not a rules or mechanics clinic. The exact date, time and site shall be decided by the Executive Board and members shall be notified at least 60 days prior.
5. INTERPRETATION CLINICS: The rule interpretation clinics will be held in mid-late November and on two other occassions prior to the State Championships/Class Meets.
6. ATTENDANCE: All Active Members are required to attend the Annual Meeting and the Pre-Season Rules Interpretation/
Mechanics Clinic. All Active Members are required to attend one of the two other in-season mechanics clinics held by the Association. Attendance will be taken at all clinics and at the Annual Meeting. Any Active Member who is a member-in-good standing of another recognized state association shall be permitted to substitute an interpretation clinic/meeting held by such association for one held by the NHWOA provided written proof of attendance is submitted to the Executive Board. Absence from the Annual Meeting/mandatory clinic is permissible provided the member submits a written explanation to the Executive Board. To remain an Active Member, a member must: 1) attend the Annual Meeting & Pre-Season Rules Interpretation Clinic; 2) attend at least one of the two in-season clinics (or substitute a non-NH recognized association meeting).
7. FINES: All members and candidates are subject to a $5.00 fine for every match or tournament assignment turned back in to the Commissioner after accepting the assignment. Exceptions: injury or illness, death in immediate family, or event postponement. The fine is payable directly to the Commissioner and is designed as compensation for the cost and time involved with finding replacements and notifying schools and others impacted by the change.
ARTICLE VII
OFFICERS AND THEIR DUTIES
1. Officers shall be elected only from within NHWOA membership and will be:

The term of all officers shall be two (2) years. In the event of the resignation of the President, the Vice-President will assume the Presidential duties in addition to those of the Vice-President. At the next annual meeting a special election will be held to fill the vacated office.
2. The Presidential duties will be to administer and organize the association, represent the association in all negotations with the NHIAA, chair the annual meeting, head the Executive Board, and perform other such duties incidental to the office.
3. The Vice-President will be responsible for the testing of new candidates for membership, both written and practical. Also the Home/Book Exam will be administered by the Vice-President. The details of the exam will be his sole responsibility.
4. The Secretary/Treasurer shall maintain all correspondence of the association and its members, collect all dues and fees owed the association, pay all invoices of the association, maintain the official roster of membership.
5. The Assignment Commissioner will be appointed for a two (2) year term by the Executive Board, with the duty of assigning officials to all member school's home dates. Each school will pay a fee for this service to be determined by the Executive Board. Commissioner will be a voting member of the Executive Board.
6. A Rules Interpreter will be appointed for a two (2) year term by the Executive Board. As the sole mediary between the National Federation Rules Interpreter and the NHWOA; all interpretations shall be of the National Federation and not of the association Interpreter. He will conduct the interpretation clinics. The Interpreter will be a voting member of the Executive Board.
7. The Executive Board consists of the three elected officers and the two appointed officers. They shall have complete control and management of the association's affairs and funds.
8. Elected officers of the Executive Board shall be exempt from annual dues. This is designed to compensate the officers for their time and efforts on behalf of the association. Elected officials shall be reimbursed for any epxenses incurred in the performance of the duties of such office.
