NCAA ATTEMPTS TO CRACK WHIP AT RECRUITING!

Below is the new legislation/interpretations that are currently in effect for Division I men’s basketball as it relates to camp employment, non-coaching staff hires and scouting services.
Among the proposals that passed included the practice of colleges hiring summer / high school coaches to work their camps. Also voted into legislation was the practice of hiring summer / high school coaches affiliated with recruits into non-coaching positions within a college staff. For example, a prospect is gifted in basketball, a particular college may not hire his summer or high school coach as let's say, director of basketball operations or video cordinator within a designated two year window. One proposed rule has virtually the entire nation of summer coaches shaking in their boots ending up getting scrapped. If the NCAA would have had their way, colleges would have been prevented from subscribing to any recruiting service operated by a person defined as being associated with a student athlete (see below). This would have included summer and high school coaches (yes, there are a few high school coaches who generate services. Instead, the rule (had it passed) would have put the NCAA in a lawsuit provoking position. Meaning, in America there a laws in place which protect citizens from being denied a right to make a living. However, all recruiting services must do a heck of a lot more than slap a list of names (with numbers to the left of them) on a couple sheets of paper. Many college basketball departments will be audited, unannounced and the NCAA promises to keep a close eye to the peephole that leads into a very cloudy room of recruiting.
INDIVIDUAL ASSOCIATED WITH A PROSPECT
Any person who maintains (or directs others to maintain) contact with the prospective student-athlete, the prospective student-athlete’s relatives or legal guardians, or coaches at any point during the prospective student-athlete’s participation in basketball, and whose contact is directly or indirectly related to the prospective student-athlete’s:
a. Athletic skills and abilities; or
b. Recruitment by or enrollment in an NCAA institution.
This definition includes, but is not limited to, parents, legal guardians, handlers, personal trainers, coaches. An individual who meets the definition of an individual associated with a prospect retains that status during the enrollment of that prospect at that institution.
CAMP EMPLOYMENT
It is not permissible for an institution or men’s basketball staff member to employ (i.e., volunteer or paid) an individual associated with a recruited prospective student-athlete at the institution’s or men’s basketball staff member’s camp or clinic.
NONCOACHING STAFF HIRING PRACTICES
During a two-year period prior or subsequent to the anticipated or actual enrollment of a prospective student-athlete, an institution may not employ an individual associated with a prospective student-athlete in any athletics department noncoaching staff position (i.e., video coordinator, administrative staff). Under this legislation, an institution may choose to make the hire or secure the enrollment of the prospect, but both may not occur.
SCOUTING SERVICES
An institution may subscribe to a recruiting or scouting service involving prospective student-athletes, provided the institution does not purchase more than one annual subscription to a particular service and the service:
(Adopted: 1/1/02, Revised: 1/16/10)
(a) Is made available to all institutions desiring to subscribe and at the same fee rate for all subscribers;
(b) Publicly identifies all applicable rates;
(c) Disseminates information (e.g., reports, profiles) about prospective student-athletes at least 4 times per calendar year;
(d) Publicly identifies the geographical scope of the service (e.g., local, regional, national) and reflects broad-based coverage of the geographical area in the information it disseminates;
(e) Provides analysis in the information it disseminates beyond demographic information or rankings of prospective student-athletes;
(f) Provides access to samples or previews of the information it disseminates prior to purchase of a subscription; and
(g) Provides video that is restricted to regularly scheduled (regular season) high school, preparatory school or two-year college contests and for which the institution made no prior arrangements for recording. (Note: This provision (g) is applicable only if the subscription includes video services.) |
