Also, please remember to turn in your scoresheets on time. We have already had a few teams assessed fines due to late scoresheets.

Game Rules to Remember
Just a quick reminder on two issues that come up from time to time. Please get this information out to your respective teams.

1) If no coaches are available for the game, then an individual to replace the coach should be selected based on the following criteria in the following order:

a -- another USA Hockey coach certified at the required age level
b -- another USA Hockey coach
c -- the team manager
d -- an adult parent

2) IMPORTANT!!!!!!! Make sure you understand the rules for serving a suspension (section D of the rules), especially how they relate to league games. I have already had to issue a forfeit and do not want that situation to happen again.

Disciplinary Reporting Procedures
There are new procedures that need to be followed when there is a disciplanary incident:

Reporting Procedures:

All incidents need to be reported to the Disciplinary Committee using the attached form. All requested information needs to be explained on the form. The report is then given to one of the above committee members for consideration.


Players:
Team Managers need to report any infraction that leads to a suspension, i.e. fighting, major penalty, match penalty, game misconducts, to the Disciplinary Committee. It will be the coach’s responsibility that the proper amount of games are sat. If a player gets a suspension, he cannot go on the bench for those games. If a player gets a second suspension in the same year, the committee will decide on further action to the board.

Parents:
All issues with parents must be reported to the Disciplinary Committee. Disciplinary Committee will make recommendations to the board. Board will make all final decisions on parent discipline.

Coaches:
All issues with coaches must be reported to the Disciplinary Committee. Steve Valesko, Scott Gruhl, and Ed Schulman will handle discipline for first offence. A second offence will be handled by the committee, with recommendations to the board for a final decision.

Team Funds
A question was asked what happens to the teams funds left over at the end of the season?   The team has until July 31, 2004, to spend their funds. After July 31, 2004, the balance of the money is rolled into the general funds.

Additional Information to Add to Team Book
Billy,
Thank you for taking the time to let us know how each team's book should be organized. Your book is a work of art!

All:
Kevin is the U16AA team manager and I am the team rep. Sometimes he is required to work out of town and we share the TM responsibilities. I keep the following info in our team book so I don't have to lug around two books.
1) copy of the CBHL rules (from website)
2) USA Hockey rules booklett
3) USA hockey insurance booklett
4) all Royal's roster's
5) extra scoresheets
6) pre-printed roster lables
7) addressed, stamped envelopes for scoresheets (GREAT IDEA ANGELIA!)

You can take this information out if your team qualifies for districts but it is really handy to have should a problem arise or a parent need the information.

Team Managers' Information from the Board Meeting
The following is the pertinent team manager information from the Board Meeting on October 27th.

Scoresheets:
Scoresheets must be properly administered. For example, coaches must designate a captain on the scoresheet for each game. (Hopefully, all teams will have a designated list of captains.) If additional training is needed on this topic, please contact Shirley Lyons.

Additionally, scoresheets must be mailed within 72 hours of the game time or a $25 fine will be levied on your team.

Timeclocks:
Please be aware of the proper time clock operations during games, so as to guarantee a steady game flow. If further training is needed, please contact Leo Estes.

Schedule Changes:
No schedule changes to any league games can occur after November 15th unless severe weather is the issue.

Substitute Coaches:
If a situation arises that a team does not have a coach for a game, the protocal for replacing a coach for the game is as follows:
    - 1st attempt to find an equal level certified coach
    - 2nd find a lower level certified coach
    - 3rd team manager
    - 4th parent

Music at Games:
Music played at home games is permitted prior to the start of the game and during breaks. No music can be played during play of game. If the referee states that the music is a hinderance, then the music will stop for the particular game.

USA Patches:
USA patches earned during the current season must be kept by the team manager or coach and can be requested directly through USA Hockey if desired. If teams do not want to handle the patches directly, then please submit them to the CBHL rep at the end of the season.

Fundraising:
Please be aware of the importance of team fundraising and stay in touch with Shirley Lyons concerning your teams progress.

Naval Academy:
Teams scheduled to play at the Naval Academy must have proper Naval ID. Each organization will receive 20 passes to enter the base. Please see Charlie Brown for these passes.

Team Manager Q & A Section
Do you have any questions regarding the technicalities of games? If so, submit them to me and I will try get them answered. The following two questions are the first two:

Question: In past years we have been told that music was only to be played during the 3 minute warm-up for CBHL games ( so the whistle, ref's could be heard & coaches talking to team). I was at the Bantam AA games Sat. and they played music during all breaks up until the ref dropped the puck. Would love to do this for the players considering it does pump them up if we are allowed to do this now.

Answer: Unaware of changes to music policy. I will bring up at Board meeting next week and send out something to all teams.

Question: What is the procedure for away teams having home games at our rink? Do we provide scoresheets? Do we provide the timekeeper & scorekeeper?

Answer: Policy for home games where we are the away team: Home team is responsible for providing scoresheet. Home team is also responsible for timer and scorer. What we have done in the past is to get with the manager of the other team when they arrive and verify all. Generally the team that is home often provides the timer because time clocks are not all the same. However, that is really the home team's choice. We still provide our penalty box person. It is also helpful if we tell them what the ice slot is, etc and offer assistance.

Procedures that MUST be Followed for Naval Academy Games
You must follow this procedure if your team plays at the Naval Academy.

Email the following information to lfox@usna.edu by noon of the Wednesday prior to their plan to come to the academy so that I can have a list at Gate 1 for their access. Without this list, no vehicle access will be allowed and they will have to walk on. The driver will have to also provide a valid drivers license.

Once thru the gate they are to turn right into the first parking area to the right and park there. This is the same format as in years past, but there seems to be a lot of new managers and they do not have this information.

Following information required:
> Name of Team
> Date and Time of planned game
> Drives name
> Vehicle information Make, Type, License Tag #, State of issue

Off-Ice Official Training Packet
Do you ever get confused when you are scoring a game? Do you know how to terminate a penalty? Do you have a lot of new parents that you need to train as off-ice officials? If so, the CBHL has put together a very comprehensive packet geared towards training off-ice officials.

Important Information Regarding Match Penalties
The CBHL and USA Hockey is going to be very strict on match penalites this year. A match penalty can be called for a serious penalty such as fighting or checking from behind.

If a player receives a match penalty, they must sit the next game (regardless of whether it is a league or non-league game). If the next game is a non-league game, then the player must also sit the next league game. A second infraction requires a suspension of at least 5 games. A third suspension means the player will not play for the rest of the season.

There are two things to remember if a player does get a match penalty.
1) The team manager must immediately contact Charlie Brown and/or Steve Valesko. Even if you are out of town, you must make every attempt to contact them.
2) If the suspended games are within fifty miles of the home rink, the player must travel to the game to sign the score sheet.

2003-2005 Rule Changes
Several important rule changes emerged from the 2003 USA Hockey Annual Congress. These changes will be valid for the 2003-04 and 2004-05 seasons and include use of a lighter puck for the 10-or-under youth and girl's age groups and below, removal of reference to delayed off-sides, and prohibition of slap shots during games for girl's 10-or-under and below.
