Youth Baseball Rules

Each team (small & big fry) can consist of one Manager and one assistant coach, for a total of

two coaches. No more than one coach will be allowed on the field during defense and one coach

must remain in the dugout at all times. While at bat one coach will coach first base, third base

and one will stay in the dugout to assist with the batting line up.

Inclement Weather

In the event of inclement weather, coaches will be notified as soon as possible regarding

cancellations. You may also call 329-4550 and listen to the recording for updates on game

status. Please share this information with the parents on your team.

Greenie League Baseball – Mini Fry Division (4 Year Old)

League Format:

Mini Fry baseball will begin on Saturday, May 2 and continue through June 6. Each scheduled

meeting will last one (1) hour. The following time line will be followed:

Saturday, May 1 Practice

Saturday, May 8 Practice

Saturday, May 15 Practice

Saturday, May 22 Practice

Saturday, May 29 Program will not meet due to Memorial Day holiday

Saturday, June 5 Scrimmages

Saturday, June 12 Scrimmages

Batting:

A. All hitters hit from a batting tee for the duration of the season. The tee should be

adjusted as needed for each batter.

B. All players present will bat each inning and the order will be reversed each inning.

C. Bunting is not allowed.

D. Pitcher should be in contact with the rubber. If there is not a rubber available then an

imaginary line will be used to represent the rubber.

E. An inning is over when all batters have batted. The last batter of an inning must continue

to run the bases until they score, is forced out or the umpire has called time.

F. Proper batting helmets must be worn when batting or running bases.

G. There are no strikeouts.

H. No stealing or leading off.

I. Two team warnings will be issued for thrown bats by the either the umpire or a staff

member. After the two warnings if a player throws a bat, then they will be called out.

J. On-deck batters will not be allowed on the field nor are they allowed to swing in or near

the dugout.

Fielding:

A. All players present may play in the field during defense. The defensive coaches are

allowed on the field. A defensive coach must remain near the pitcher’s mound while the

play is in progress. Once the ball reaches the defensive coach near the pitcher’s mound,

the play will be dead.

Game:

A. A regulation game is 6 innings or 60 minutes, whichever comes first. A new inning

cannot begin after 55 minutes of play. It is the responsibility coaches to monitor the time.

B. A game is complete after 3 innings or 30 minutes due to inclement weather.

Greenie League Baseball – Small Fry Division (Ages 5 5-6)

Batting:

A. All batters will face live pitching from a pitching machine.

a. Each child will be allowed three strikes or five pitches, and then the ball will be

placed on a tee. The tee should be adjusted as needed for each batter. If a foul

ball is hit on the third strike, the tee will be used for that at-bat.

b. A defensive coach will operate the pitching machine and be responsible for

receiving the ball from the defensive team. The defensive coach must receive the

ball inside the marked circle for play to end.

B. All players will be placed in the batting lineup whether playing defensively or not.

Coaches are encouraged to mix up the batting order each game to allow equal amount of

at-bats.

C. In the event that a batted ball hits the pitching machine the ball will become dead. The

batter will then be awarded first base, and only forced runners may advance one base.

D. Bunting is not allowed.

E. The pitcher should be in contact with the rubber. If there is not a rubber available then an

imaginary line will be used to represent the rubber.

F. An inning will consist of 3 outs or 5 runs, whichever comes first.

G. Proper batting helmets must be worn when batting or running bases.

H. A batted ball must go at least 25 feet when hit, which is shown by an arc drawn from foul

line to foul line. If the ball does not go past the 25-foot arc, it is considered a foul ball.

I. There are no strikeouts. If a batter hits part of the ball and part of the tee, it is a fair ball

if it goes past the 25-foot arc.

J. No stealing or leading off.

K. Two team warnings will be issued for thrown bats by either the umpire or a staff member.

After the two warnings if a player throws a bat, then they will be called out.

L. On-deck batters will not be allowed on the field nor are they allowed to swing in or near

the dugout.

Fielding:

A. Nine players are on the field at any one time, five infielders and four outfielders. If nine

players are not available at the start of the game then play as many as you have available.

B. Time will be called by the umpire in charge when the defensive team returns the ball to

the coach operating the pitching machine. The coach operating the pitching machine

must receive the ball inside the marked circle. Under no circumstance, should the coach

leave the circle to retrieve a ball. Once the play is completed, the umpire will make a

judgment call on where the base runners should be.

a. If a player is more that half way, the runner will be entitled to the next base.

b. If the base runner is not half way, then they will return to the base they came from.

C. Each player must play a minimum of 2 innings defensively.

D. One coach will be allowed on the playing field during defense and will operate the

pitching machine. This coach will be responsible for receiving the ball from the

defensive team to end play.

Game:

A. A regulation game is 6 innings or 60 minutes, whichever comes first. A new inning

cannot begin after 55 minutes of play. It is the umpire’s responsibility to monitor the

time.

B. A game is complete after 3 innings or 30 minutes due to inclement weather.

C. Games that are rained out will be made up following the conclusion of the regular season.

Recreation and Parks Staff will notify the coach of when make-up games will be rescheduled.

Greenie League Baseball – Big Fry Division (Ages 7 7-8)

Batting:

A. All players will be pitched to by the defensive coach using the pitching machine. Balls

and strikes will be called. A batter will be called out after three strikes. There will not be

any walks. If a batter is hit by a pitch, they will be awarded 1
st base.

B. If, at the discretion of the umpire, a coach has purposely thrown a poor pitch, the pitch

will be deemed illegal and will not count against the hitter. Coaches must place the ball

into the pitching maching as directed by the umpire at the beginning of the game.

C. All batters will be placed in the batting line-up.

D. In the event that a batted ball hits the pitching machine the ball will become dead. The

batter will then be awarded first base, and only forced runners may advance one base.

E. An inning will consist of 3 outs or 5 runs, whichever comes first.

F. Bunting is allowed. Each team is allowed one batter each inning to attempt a bunt. If at

the discretion of the umpire there was a bunt attempt that will be considered the teams

attempt for the inning. A successful bunt attempt by a second batter in the inning will

result in an out and all base runners returning to the last base occupied.

G. Pitcher should be in contact with rubber when the pitch is thrown. If there is not a rubber

available then an imaginary line will be used to represent the rubber.

H. Proper batting helmets must be worn when batting or running bases.

I. The 25-foot arc will not be used for the Big Fry Division. A ball that does not go 25 feet

must be played by the defensive team.

J. No stealing or leading off.

K. If the home team is winning in the last inning, the game is complete.

L. Two team warnings will be issued for thrown bats by the either the umpire or a staff

member. After the two warnings if a player throws a bat, then they will be called out.

M. On-deck batters will not be allowed on the field nor are they allowed to swing in or near

the dugout.

Fielding:

A. Defensive coach will be operating pitching machine.

B. Nine players are on the field at any one time. If nine players are not available at the start

of the game then play as many as you have available.

a. The catcher will be placed behind the home plate. Catchers are required to be

properly equipped with the following: catchers mask with tangling throat guard,

chest protector, shin guards and protective cup. It is the coaches’ responsibility to

ensure the catcher wears the required equipment. Games/innings can begin

without a catcher, but a catcher must be placed as soon as possible.

C. Time will be called by the umpire in charge when the defense team returns the ball to the

player occupying the pitcher’s position. The pitcher must receive the ball inside the

marked circle. The pitcher must be in the circle for the play to be ruled dead. Once the

play is completed, the umpire will make a judgment call on where the base runners

should be.

a. If a player is more that half way, the runner will be entitled to the next base.

b. If the base runner is not half way, then they will return to the base they came

from.

D. Each player must play a minimum of 2 innings defensively.

Game:

A. A regulation game is 5 innings or 75 minutes, whichever comes first.

B. A new inning cannot begin after 70 minutes of play.

C. If the home team is ahead after 4 ½ innings, then the game is complete.

D. It is the umpire’s responsibility to monitor the time.

E. A game is complete after 3 innings or 30 minutes due to inclement weather.

F. Games that are rained out will be made up following the conclusion of the regular season.

Recreation and Parks Staff will notify the coach when make-up games will be rescheduled.
