This site has information useful to the GRAYSA referees. Entry-Level Clinics, recertification Clinics, informational articles, and links to other referee sites are provided to keep our referees informed and knowledgeable.
Boys and Girls, ages 12 and up, are eligible to apply to become an entry-level referee. If you're up to the challenge, all it takes is signing-up for a class, passing the test, paying your state fee, and then you're set. Annual recertifications are required. The San Antonio Soccer Referee Association (SASRA) holds monthly meeting that provide ongoing training as well.
GRAYSA assigns referees for ages U10 and below. NEYSO assigns the referees for U11 and above.

Law 4- Players Equipment (Jersey Sleeves) UPDATE
There has been a lot of confusion over the issue of the jersey sleeve, since the July announcement. In an effort to clarify this issue the following memorandum was released:

Subject: Jersey Sleeves Rule Suspended

USSF has been informed by FIFA that it has decided to temporarily set aside the new provision regarding jersey sleeves found in International Board Decision 1 of Law 4. Accordingly, effective immediately and until further notice: Referees will have no responsibility for determining the legality of jersey sleeves or for enforcing the provision in Law 4 related to jersey sleeves.
Referees are directed not to include in their game reports any information regarding the presence, absence, or altered status of jersey sleeves unless required to do so by the rules of competition under which a particular game is being played.
The only concern a referee has with respect to the condition of a players jersey is safety.
Referees are, however, expected to enforce all relevant provisions in the Rules of Competition governing a match, meaning, if a state association, organization, league or tournament has a rule regarding jersey sleeves, that rule should be enforced.

Law 4- Players Equipment (Jersey Sleeves) Change
CHICAGO (Monday, July 1, 2002) - As of July 1, 2002, The Laws of the Game have been amended to include a statement that "Jerseys must have sleeves" (Law 4, International FA Board Decision 1). Several questions have been raised regarding the practical effects of this change in the Law (caused by the appearance in international play of a national team wearing a sleeveless uniform shirt.)
Due to a lot of confusion, about this subject, the STYSA PRESIDENT, Mr. Ed Loucks, sent out the following message:
Quote: Soccer is still receiving communication from the state associations and leagues telling us that they are hearing from local referee associations and referee groups that "they intend to enforce the ruling on sleeveless jerseys." Please be advised that in accordance with the position paper sent earlier by US Soccer, no individual player or team should be kept from playing in a game because their jersey does not have sleeves. The instruction to the referees in the recent position paper on sleeveless jerseys, was that the only action they should take is note the fact on the game report that a team has sleeveless jerseys - nothing else. Whatever does or does not happen after they take that action is not the concern of the referee. We have thousands of teams in the United States playing in sleeveless jerseys and US Soccer is appealing to FIFA on this issue. Until an understanding is reached between the Secretary General of US Soccer and FIFA, referees should take no action to penalize teams or players for wearing sleeveless jerseys. It is your obligation as the individuals responsible for the implementation of the National Program for Referee Development within your state, to see that the referees in your state are aware of the position of US Soccer. Please notify each referee group, district, association, etc., within your state immediately to see that the word reaches all referees. We will notify you when and if this position changes. Thank you so much for your anticipated immediate co-operation.
