Year 2013 District 1 Interleague Rules

As a District Board of Directors, we found it necessary to get all of our District Local Leagues on the same page. The only way to accomplish this for all Interleague play was to go by the book; yes that means the Little League Operating Manual and Little League Rule Book. This is provided to each League every year with their charter package. The only acceptable deviations allowed are what are outlined in the following District 1 Interleague Rules. Local league rules will not be used in any interleague games. If it is not discussed on this page, then refer to the current Little League Rule Book that applies to the division in question. We are not using tournament or local league rules for interleague play or Tournament of Champions games. The District 1 Interleague Representative is Larry Smith. All interleague scheduling requests and questions should be directed toward him.

1. The official time for all games shall be that of the plate umpire's watch (or on a watch designated by home plate umpire). The starting time shall be recorded in the scorebook for each game. The time limit is two hours. A new inning begins as soon as the last out of the previous inning is recorded. When the time limit is reached in a game, the inning that is currently being played must be completed. Any incomplete or tie games will be handled as stated in Little League Rule Book (Sections 4.11 and 4.12). All protests must be filed to the Interleague Representative instead of the local league president. All early games are scheduled for a 5:30pm start time (5:15pm at Monument Little League). All late games are scheduled for 7:45p.m start time (7:30pm at Monument Little League).

2. If your team cannot make a game for any reason the Interleague Representative must be contacted no later than 12:00pm on game day to inform the other team(s) involved. Failure to give proper notification may result in forfeiture of the game and require payment to the scheduled umpire. All suspended or canceled games must be re-scheduled through the Interleague Representative for the game in question.

3. The hosting team supplies a qualified and professional dressed umpire(s). The hosting team supplies the official scorekeeper and the visiting team supplies the official spotter to assist the official scorekeeper. Both the official scorekeeper and the official spotter shall sign off in the scorebook to validate the official book. The hosting team's official scorekeeper monitors and has the final say on the official pitch count. All managers will provide official pitching records to the official scorekeeper and opposing manager prior to the game. Failure to supply the pitching records will result in suspension of the manager for that game.

4. All interleague game results do apply to the local league standings for all teams involved. All interleague rules apply to all games played by teams participating in interleague play. (Example: If two interleague participating GM teams play each other at GM all interleague rules should be followed.) The pitching records must be kept and provided on request for all games.

5. The following apply to minor games only. The offensive team will bat through their entire team roster before starting over at the beginning of the lineup. The offensive team's half inning is over upon receiving 3 outs, scoring 5 runs or batting through the entire team’s roster whichever occurs first. The declared last inning of the game from the home plate umpire, is an open inning, meaning there is no batter limit; it takes 3 outs to retire the side. If ball 4 is reached in the count, time is called by the umpire. An adult pitcher for the offensive team comes in to pitch to finish pitching to the batter until the ball is put into play or a strike out occurs. The adult pitcher can throw a maximum of 4 pitches to the batter (note: if the batter fouls off the 4th pitch another pitch will be allowed up to a maximum of 6 pitches). The adult pitcher must pitch no closer than 25 feet from home plate. If the adult pitcher is called for intentional interference on a batted ball, the ruling will be as if it were runner's interference. The non-adult pitcher must start each pitch even to or behind the pitcher's plate and remain there until the pitched ball reaches the batter. There is no bunting allowed while an adult pitcher is pitching.

6. For Major Girls and Major Boys a continuous batting order will be used. For Major Girls there is an 8 run limit per inning. For Major boys it takes three outs to retire the side with no run limits. The last inning will be an open inning.

7. All local league ground rules must be filed with the District Administrator at least 10 days prior to the 1st Interleague game to be played. These ground rules must be approved by the District Administrator prior to being applied to any games. Copies of any approved local league ground rules and the interleague rules must be posted at the concession stand, the score towers and the dugouts.
