                          GEORGIA BY-LAWS  

ARTICLE I-THE STATE DIRECTOR

The duties of the State Director will be those duties as outlined in the Dixie Youth Baseball, Inc. Constitution and By-Laws.

 ARTICLE II-THE SECRETARY

The Secretary shall keep the minutes of all meeting of the Board of Directors and State Meetings.  The Secretary may be assigned other duties as directed by the State Director.

 ARTICLE III-THE DISTRICT DIRECTOR

The duties of the District Director will be those duties as outlined in the Dixie Youth Baseball, Inc. Constitution and By-Laws.

 ARTICLE IV-THE NATIONAL DIRECTORS

The duties and all matters pertaining to the National Board Members are outlined in the Dixie Youth Baseball, Inc. Constitution and By-Laws.

 ARTICLE V-THE ASSISTANT STATE DIRECTOR

(a)    He shall perform such functions as may be delegated by the State Director.

(b)   He shall assume control of the State Meeting and State Board Meeting in the absence of the State Director.

(c)    He may attend the World Series and National Board Meetings while acting as the interim State Director and be paid accordingly.

(d)   He shall keep the minutes at the State Meetings and All State Board Meetings.

(e)    He shall work with the State Board of Directors on any proposed Constitution and By-Laws changes.

(f)    He shall meet with new leagues in the absence of the State Director.

(g)   He shall visit District Meetings at the request of the State Director or in the absence of the State Director.

(h)   He shall assume control of running the Major & O-Zone State Tournaments in the absence of the State Director.

(i)     He shall assume control of running the Minor (AAA) State Tournament.

(j)     He shall have the authority to sign checks in the absence of the State Director.

 ARTICLE VI-THE ANNUAL STATE MEETING

      (a) The Annual State Meeting will be held on the third Saturday in January each year, at a place designated  by the State Director.  Notice of the exact day, time and place will be sent to each league at least ten (10) days in advance.

      (b)  Proposed changes to the State Constitution or By-Laws will be sent to each league as far in advance of  the State Meeting as possible.

     ARTICLE VII-FINANCES

(a)    The Board of Directors shall determine the State Franchise Fees, which may be assessed in addition to those of Dixie Youth Baseball, Inc. ($20.00 per league).  The Fee shall be sent to the State Director to aid in expenses and continues promotion of Dixie Youth Baseball in Georgia.

(b)   The State Director shall make a financial statement of the State treasury at each State Meeting and at the first Board of Directors meeting.

 ARTICLE VIII-STATE TOURNAMENT

      (a) The State shall conclude its baseball program each year with Tournaments, which shall be known as the

            State Major, Minor, Pee Wee and O-Zone Tournaments.  The State Major and Minor will be 16 teams tournaments.  All Georgia State Tournaments will use continues batting order, except the O-Zone, they  

            will use the batting order per the Dixie Youth rule book.  Pee Wee protest appeal may go to the state   

            tournament director.                                                                                                                         

      The makeup of the Major and Minor will be as follows:

      Each district will send two teams and the district that hosted the tournament the previous year will

      have the option of sending the third team.  If a best of three (3) is used to determine a state qualifier, the double elimination tournament will start on Friday instead of Saturday.

(b)  In order to submit an application or bid on a State Tournament a potential host must have previously    

      hosted a Sub-District or District Tournament in Dixie Youth Baseball.  District Directors will notify

      the Georgia Board of potential hosts for the State Tournaments (Major, Minor, Pee Wee and O-

      Zone) by the fall meeting and the Georgia Board will approve or reject this host.  Directors will

      notify the State Director by December 1 who the host is.  A letter will be sent to eligible leagues

      about hosting State Tournament.

      ©   If the eligible district for the year does not want to host the State Tournaments, the State Director will

           ask the district that is eligible the following year to select the host.  This will not penalize the invited         district from selecting the next year that they are eligible under the rotating system. If no host is received, 

           the State Director, with the approval of the Board of Directors, will determine the site.

     (d) The State will be divided into North (districts 2, 6 & 7) and South (districts 1, 3, 4 & 5) and the host for the Pee Wee State Tournament will rotate each year between the North and South beginning with the

  North in 2003.  The Host will be determined by the associated District Directors.

     (e) The Georgia State Champions (Major, Minor & O-Zone) will be given $1000.00 to purchase a complete set of new baseball uniforms and are required to wear the uniforms while participating in the Dixie   

           Youth World Series.  The District Director of that district, with the approval of the Georgia State Board, must approve the uniforms.  The Board also requires the colors of red, white and blue be standard in the make-up of the uniforms.

                                                                                                                                                                                                                                                                                                                                                                                                                                                                         

   

  (f)Requirements for hosting the State Tournaments are as follows and all potential host must guarantee

      these in writing:

                       (1) The host will substantiate they have the know-how to put on the Tournament and have the  .

                             support of their community.

                       (2) The host will provide a program to sell and will include, at a minimum the following:

(a)    Welcome letter from the State Director

(b)   Previous State Champions

(c)    State Records

(d)   Team Pictures

(e)    List of Dixie Youth Directors (State, National and District)

(f)    The tournament bracket

                        (3) Have a field or fields that are lighted and will conform to the specifications as outlined in                      

   the official rule guide book.

                        (4) Have an official score keeper and public address announcer.

                        (5) Have three qualified umpires (each game) who must be familiar with and knowledgeable

   of Dixie Youth Baseball rules.  These umpires will be provided by the State Umpire-In-

   Chief. The State or Assistant State Director must make approval of umpires.  These      Umpires will be paid by the host at $35 each per game.

                        (6) Furnish approved Dixie Youth baseballs.

                        (7) U.S. Flag to be flown during all games.

                        (8) Have rest room available near by.

                        (9) Have seating for at least 500 spectators.

                        (10) Post large Tournament Bracket.

                        (11) Have invocation and play the National Anthem song each day of scheduled games.

                        (12) Have a hospitality room for Dixie Youth Officials and their immediate families.

                                The hospitality room will be provided for the first two days of all Georgia State  

                                Tournaments.  After that, it is optional with the directors having access to the concession

                                stand.

                         (13) Have practice fields.

                         (14) Furnish a cookout type meal (meal is optional) to all tournament teams of the tournament.

                                 Date and time of the opening ceremonies, meal and church services to be determined by the tournament director and the host and approved by the Georgia Board.

                                Limit opening ceremonies to one hour.

                                ALL TEAMS ARE REQUIRED TO ATTEND OPENING CEREMONIES AND                                 RECOMMEND TO ATTEND THE CHURCH  SERVICES

                        (15) Have rosin for pitchers.

                        (16) Provide a place and chairs for Protest Committee.

                        (17) Have rain checks. (if necessary)

                        (18) Have a field crew for field or fields.

                        (19) Have plastic or tarp and sand in case of rain.

                        (20) Give players home run ball.

                        (21) Have water and cups at each dugout.

                        (22) Provide a meeting room to be used by the officials and coaches for a Pre-Tournament   

                                meeting.

                        (23) Introduce all players, managers and coaches before each game.

                        (24) Have some one to take pictures and give to State or Assistant State Director. (Pictures may be used in the Dixie Youth Calendar and Baseline Magazine)

                        (25) Make arrangements at 2 or 3 restaurants for special prices for teams to eat at.

                        (26) Host League will provide to each team the cost and accommodation at 2 or 3 motels, then

                                each team can make their own reservations.

                                 (27) Host League will provide two rooms at no cost to DYB-one for the tournament director and one for the UIC.   

                           (28) Have souvenirs (T-Shirts and caps) for teams and fans to purchase.

                           (29) Host will provide a financial statement to the State Director within thirty days after all

                                  Georgia State tournaments.

                           (30) Host will provide water to working umpires during all State Tournaments.

                           (31) Host will provide a meeting room to be used for a coaches meeting on Sunday 

                                   before the tournament begins.

                           (32) Host will meet with the Georgia Board at the January meeting.

                           (33) Other items as requested by the State or Assistant State Director.

 

(b)   An inspection of the host league facilities will be made by the State or Assistant State Director and one or more National Directors 30 days prior to the starting date of the State Tournament.  If facilities are not suitable at this inspection with minor adjustments, the site of the Tournament may be changed.  (The State Board will determine the site).

(c)    Starting in 1972, the Major State Tournament will be awarded on a rotating basis, starting with District 7 then 6,5,4,3,2,1,7 etc.  The Minor State Tournament, starting in 1985, will be awarded on a rotating basis, starting with District 3 then 2,1,7,6,5,4,3 etc.

(d)   The State or Assistant State Director will serve as Tournament Director at the Major, Minor & O-Zone State Tournament and David Gloyd at the Pee Wee State Tournament and will be in attendance at all games.  If absent for a justifiable reason, the State or Assistant State Director has the authority to appoint someone to serve in the capacity of Tournament Director and the Appointee be given all powers and privileges afforded the State Director.                                                                                                         

(e)    Recommend that admission be charged, if possible, as a means for paying expenses.  Suggested   

   maximum prices are $3.00 for adults.

(f)    EXCEPTION TO MINOR STATE TOURNAMENT

(1)   If a district has less than 3 leagues that want to go to the Minor State Tournament, they will play a 2 out of 3 games series.

(2)   If a district has only one league with only one Minor Tournament team, that team must play in the district that is closest to them and win in order to go to the Minor State Tournament.

(3)   If any district that has Sub-District Tournaments and there are 3 or more teams that do not wish to go to the State, then a District Tournament may be held for these teams.

(g)   Cost to host State Tournaments: (DOES NOT INCLUDE UMPIRES OR BASEBALLS)

Major, Minor & O-Zone will be $3,500.00.           Pee Wee will be $2,500.00

The above will include the following:

(a)    $100.00 State Fee, payment of trophies-1st place and individual trophies, 2nd place and individual trophies, Sportsmanship and  individual medallion to each player, manager and coach.  (State Director will provide)

            (b) Cost of State Championship flag.  (State Director will provide)

            ©   Cost of Championship T-Shirts (to winning team).  (State Director will provide)

      (d)  $500.00 to Scholarship program.

           Cost to host all tournaments below the state level is $350.00.

           The above will include the following:

                   State fee, District Director fee, trophies and $25.00 to the Scholarship program.

                   Trophies:  1st place-team and individual trophies, 2nd place-team trophy.

                                    Sportsmanship

                                    No trophies for a 2 out of 3 series.                                   

                   District Director fee is $75.00 per each tournament game.

                                                                                                                                                                                                       ARTICLE IX-SUB-DISTRICT, DISTRICT AND STATE QUALIFIER TOURNAMENTS.T-Ball (A), Pee Wee (AA), Minor (AAA), Major (AAAA) & O-Zone

The District Director shall meet with representatives of each league within their district to determine the host for Sub-District, District and State Qualifier Tournament.

(a)    It will be the responsibility of each District Director to notify the State Director the sites of each level of tournament play within his district.

(b)   Sites must be determined by May 15th of the current year.

(c)    Each Sub-District will send two teams to the district level of tournament play when less than four (4) Sub-districts are played.  When four (4) or more Sub-District are played, only one team will be allowed to advance to district tournament play.

(d)   When advancing three teams to the next level of tournament play in the six, seven or eight team brackets, if two teams are eliminated on Day 4, they will play one game for the third position.

  ARTICLE X-GENERAL 

(a)    Official T-Ball (A) and Pee Wee (AA) rules are published by the State.  (Copies will be furnished to each league)

Leagues with T-Ball and Pee Wee have the following options:

·         T-Ball can play five and six year olds together or can have a league of five year olds and a league of six year olds.  All-Star team scan be formed from each division.

·         Pee Wee can play seven and eight year olds together or can have a league of seven year olds and a league of eight year olds.  All Star teams can be formed from each division.

(b)    The State Director, using suggested dates in the rulebook will set dates of all tournaments.

(c)    District and National Directors will be paid one night lodging at the State Tournament and the State Board Meeting if travel is 60 miles one way and they stay over night, $0.30 per mile one way will also be paid.

(d)   The State Director will be paid $0.30 per mile one way for all travel having to do with the State Program.

(e)    Each tournament team participating in District Minor, Major & O-Zone league tournaments must submit two, 5”x 7” pictures of the team and one picture of the Pee Wee team to the District Director by the beginning of the first tournament games.  The pictures must be identified with individual names of players, manager and coaches, reading from left to right and row by row.  The District Director must send these pictures to the State Director, Assistant State Director or Host of the State Tournament by the first day of the district tournament.

(f)     Dress Code---ALL TOURNAMENTS—MANAGERS, COACHES AND UMPIRES.                  

Regular baseball uniform attire, which matches the team uniform or neat casual attire including trousers.

TROUSERS ARE DEFINED AS TWO-LEGGED APPAREL FITTED FROM THE WAIST TO THE ANKLES.                                                                                                                                                                

(g)    Eleven (11) and twelve (12) year old players will not be permitted to play below the Major League level  

without written approval of the District and State Directors.

(h)    If the Major and/or Minor eligible District Directors cannot attend the World Series, a replacement may

be selected by a consensus of the three National Directors and the State Director, also the eligible District Director will notify the State Director the number of days of his availability for attendance during the week of the series within three days of the conclusion of the State Tournament.

     (i)  One State Board member will be paid by the State to attend the O-Zone World Series by a

           consensus of the  three National Directors and the State Director.  The State Director will have the

           option each year to attend the O-Zone World Series at the State expense.
