help on a rule

The ASA league I coach for has umpires not consistent on a particular rule. My niece pitches on a 12u team and she has been told 2 different things since last year. She was taking signs on the mound. An umpire tells her that she has to take the sign behind the mound. So, of course, nothing happens for awhile. Today, an umpire tells her that she has to take the signs on the mound with the hands separated or appear to do so. The next game she plays in the other team's pitcher is taking signs behind the mound and it was blatant, You can tell she was doing this. The umpires told the coach there is nothing wrong with that. I said we were told differently. The umpire then said that guy was wrong and the umpire-in-chief told his umpires to call it that way. So, what is the rule? I don't have a rile book to try and find it.

Well, hell, there's your problem!!! If there is a mound on the field, you are playing the wrong game. :)

Speaking ASA, the pitcher can take his/her signs from anywhere on the field, standing on her head, if she so chooses.
The rule (6FP.1.D) is that "while on the pitcher's plate shall take a signal or appear to take a signal with the hands separated. The ball must remain in either the glove or the pitching hand."
IOW, there is no rule which dictates when and/or where the pitcher must receive their signal from the catcher, coach or lady in the concession stand. :)

Our pitcher was told the same thing in an asa travel tourney (12u).Umpire told her that she had to toe the pitching rubber to receive her sign from catcher.

Well, I cannot do any more than quote the rule.
The only real thing the pitcher must do is come to a physical stop facing the plate with both feet in contact with the PP and the hands separated.
